ABSTRACT: The introduction of genetically altered microorganisms into natural ecosystems presents fundamentally new problems in risk assessment and ecological effect evaluation. Novel microorganisms, produced by any of several new methods, have the ability to survive and reproduce in the environment. Since most of these organisms are bacteria, they have the potential to interfere with natural processes, displace natural populations, infect new hosts, move between ecosystems, and cause far-reaching ecological disturbanes. This paper reviews currently available methods in ecological research that might be used in evaluating the ecological effects of releasing genetically altered microorganisms. Both structural and functional evaluations are critically reviewed. Microcosm, mesocosm, and field tests should provide valuable predictions concerning the potential ecological impact of genetically altered organisms. Ecosystem assessments will also be useful in post-release studies such as those currently used to evaluate toxic impacts. The present problem does not require the development of new testing methods but rather the creation of adequate predictive models (both conceptual and systems-based) to predict the potential for adverse effect of genetically altered organisms.  相似文献

Environmental impact assessment (EIA) has been required for certain proposed road developmentsin the UK since EC Directive (85/337) was implemented in 1988. The extent to which the requirements of the EIA Directive are met with respect to ecological issues has been explored in earlier reviews of road statements (Treweek et al., 1993) and of UK environmental impact statements (EISs) in general (Thompson et al., 1997). This paper describes the results of a further review of 40 EISs produced between 1993 and 1997 and also examines recent changes in the political context for EIA of proposed road developments,including developments in UK transport policy and the UK biodiversity process. The results of the review suggest that the ecological assessment of proposed road developments has improved in some respects, but also highlights the persistence of many shortcomings identified in earlier reviews. The reasons for ongoing failure to address these issues are explored. Key findings include a marked improvement in the extent of reference to consultation with statutory consultees and an increase in the proportion of EISs reporting the results of new ecological surveys. However, while potential ecological impacts were discussed in all the EISs reviewed, many still failed to predict the full range of potential ecological impacts.  相似文献

Environmental assessment (EA) of the impacts of development is required under the 1985 European Directive 85/337/EEC, which is implemented in Britain primarily through the 1988 Town and Country Planning (Assessmentof Environmental Effects) Regulations. Ecology provides analytical procedures for studying relationships between organisms and their environment and therefore has an obvious role in EA. The status of ecology within the British EA process was investigated by analysing 179 environmental statements (ESs) produced between 1988 and 1993. In many cases, the ecological information provided was so limited in quantity, or of such poor quality, that it was not possible to assess the ecological implications of proposed schemes. Many ESs failed to provide the data necessary to predict ecological impacts. Potential ecological impacts were reported in 93% of statements, but only 9% made any attempt to quantify them. Of those ESs which made references to ecological effects, only 45% based their findings on new ecological survey information. Consultation with statutory consultees for nature conservation was reported in 48% of ESs. Although 78% of ESs mentioned mitigation measures, only 23% described them in detail. A major shortcoming was the universal failure to make any commitment to monitoring of development impacts. In addition to the lack of formal requirements for monitoring, the lack of guidance for ecologists and developers involved in EA is concluded to be a major factor behind some of the shortcomings summarized in this paper.  相似文献

The financial costs of recycling schemes fail to account for external costs and benefits such as environmental pollution, road congestion and accidents. This paper compares the environmental and social impacts of a kerbside collection scheme for recyclable household waste, with a bring scheme, using lifecycle assessment. Economic valuation is used to assign relative weights to these impacts. A second comparison examines the relative external costs of recycling and landfill disposal of waste. The results show that the kerbside collection scheme has a lower external cost than the bring scheme, but this is of less importance than the benefits to be gained within the manufacturing system by using secondary materials. It is concluded that the combination of lifecycle assessment and economic valuation is an effective means of evaluation to direct the sustainable development of waste management.  相似文献

Offshore wind energy development (OWED) is being pursued as a critical component in achieving a low-carbon energy economy. While the potential generating capacity is high, the cumulative effects of expansion of OWED on wildlife remain unclear. Since environmental regulations in many countries require analysis of the cumulative adverse effects (CAE) during permitting processes, this paper reviews the state of knowledge on CAE of OWED on wildlife. We synthesize ecological research on the effects of OWED on wildlife; delineate a framework for determining the scope of CAE assessments; describe approaches to avoiding, minimizing and compensating for CAE; and discuss critical uncertainties.  相似文献

The way in which mineral development contributes to economic development in the region where it takes place is important for the mining industry’s relations to the local community. The purpose of this paper is to provide an assessment of the regional-economic impacts of a large-scale contemporary iron ore project in Northern Sweden (including two new mines, two processing plants, and one pellet plant). The regional input-output model rAps, provided by the Swedish government agency NUTEK is used, and it explicitly addresses the linkages between demographic development, the labour market, industrial production and the municipal finances in a consistent modelling framework. The simulation results suggest an average employment multiplier of about 2-2.5 during the maximum production phase, indicating that for every 100 jobs in mining about 100-150 jobs are supported elsewhere in the local economy. The positive impacts in this case are made possible in large because of the existing mining cluster and local suppliers in northern Sweden. Still, these results are perhaps best viewed as an indication of the potential for local economic development as they neglect, for instance, potential supply constraints (e.g., attracting the necessary labour force, road infrastructure, etc.). Specific policies to further strengthen the regional linkage effects may therefore be necessary in order for this potential to be realized in practice, and attention would preferably be paid to policy measures that have positive external spillover effects on the surrounding geographical area.  相似文献

Abstract: Conservation practices are regularly implemented within agricultural watersheds throughout the United States without evaluating their ecological impacts. Impact assessments documenting how habitat and aquatic biota within streams respond to these practices are needed for evaluating the effects of conservation practices. Numerous sampling protocols have been developed for monitoring streams. However, protocols designed for monitoring studies are not appropriate for impact assessments. We developed guiding principles for designing impact assessments of ecological responses to conservation practices. The guiding principles are as follows: (1) develop the hypothesis first, (2) use replicated experimental designs having controls and treatments, (3) assess the habitat and biological characteristics with quantitative and repeatable sampling methods, (4) use multiple sampling techniques for collecting aquatic organisms, and (5) standardize sampling efforts for aquatic organisms. The guiding principles were applied in designing a study intended to evaluate the influence of herbaceous riparian buffers on channelized headwater streams in central Ohio. Our example highlights that the application of our recommendations will result in impact assessments that are hypothesis‐driven and incorporate quantitative methods for the measurement of abiotic and biotic attributes.  相似文献

We propose a framework to facilitate the evaluation of the impacts of shale gas infrastructures (well pads, roads, and pipelines) on land cover features, especially with regards to forest fragmentation. We used a geographic information system and realistic development scenarios largely inspired by the PA (United States) experience, but adapted to a region of QC (Canada) with an already fragmented forest cover and a high gas potential. The scenario with the greatest impact results from development limited by regulatory constraints only, with no access to private roads for connecting well pads to the public road network. The scenario with the lowest impact additionally integrates ecological constraints (deer yards, maple woodlots, and wetlands). Overall the differences between these two scenarios are relatively minor, with <1 % of the forest cover lost in each case. However, large areas of core forests would be lost in both scenarios and the number of forest patches would increase by 13–21 % due to fragmentation. The pipeline network would have a much greater footprint on the land cover than access roads. Using data acquired since the beginning of the shale gas industry, we show that it is possible, within a reasonable time frame, to produce a robust assessment of the impacts of shale gas extraction. The framework we propose could easily be applied to other contexts or jurisdictions.  相似文献

A comparison of different transportation route types and their combined effects on landscape diversity was conducted within Tiaoxi watershed (China) between 1994 and 2005. Buffer analysis and Mann–Kendall’s test were used to quantify the relationships between distance from transportation routes (railway, highway, national, and provincial road) and a family of landscape diversity parameters (Simpson’s diversity index, Simpson’s evenness index, Shannon’s diversity index, and Shannon’s evenness index). One-way ANOVA was further applied to compare influences from different route types and their combined effects. Five other landscape metrics (patch density, edge density, area-weighted mean shape index, connectance index, and Euclidean nearest neighbor distance) were also calculated to analyze the associations between landscape diversity and landscape pattern characteristics. Results showed that transportation routes exerted significant impacts on landscape diversity. Impact from railway was comparable to that from highway and national road but was more significant than that from provincial road. The spatial influential range of railway and national road was wider than that of highway and provincial road. Combined effects of routes were nonlinear, and impacts from different route types were more complex than those from the same type. The four landscape diversity metrics were comparably effective at the buffer zone scale. In addition, landscape diversity can be alternatively used to indicate fragmentation, connectivity, and isolation at route buffer scale. This study demonstrates an applicable approach to quantitatively characterize the impacts from transportation routes on landscape patterns and has potential to facilitate route network planning.  相似文献

Lack of standard methods for quantifying impact has hindered risk assessments of high-impact invaders. To understand methodological strengths and weaknesses, we compared five approaches (in parentheses) for quantifying impact of nonnative fishes: reviewing documented impacts in a large-scale database (review); surveying fish biologists regarding three categories of impact (socioeconomic, ecological, abundance); and estimating frequency of occurrence from existing collection records (collection). In addition, we compared game and nongame biologists’ ratings of game and nongame species. Although mean species ratings were generally correlated among approaches, we documented important discrepancies. The review approach required little effort but often inaccurately estimated impact in our study region (Mid-Atlantic United States). Game fishes received lower ratings from the socioeconomic approach, which yielded the greatest consistency among respondents. The ecological approach exhibited lower respondent bias but was sensitive to pre-existing perceptions of high-impact invaders. The abundance approach provided the least-biased assessment of region-specific impact but did not account for differences in per-capita effects among species. The collection approach required the most effort and did not provide reliable estimates of impact. Multiple approaches to assessing a species’ impact are instructive, but impact ratings must be interpreted in the context of methodological strengths and weaknesses and key management issues. A combination of our ecological and abundance approaches may be most appropriate for assessing ecological impact, whereas our socioeconomic approach is more useful for understanding social dimensions. These approaches are readily transferrable to other regions and taxa; if refined, they can help standardize the assessment of impacts of nonnative species.  相似文献

Land use in Korean tidal wetlands: impacts and management strategies   总被引:3,自引:0,他引:3  
The coastal landscapes in southwestern Korea include a diverse array of tidal wetlands and salt marshes. These coastal zones link the ecological functions of marine tidal wetlands and freshwater ecosystems with terrestrial ecosystems. They are rich in biological diversity and play important roles in sustaining ecological health and processing environmental pollutants. Korean tidal wetlands are particularly important as nurseries for economically important fishes and habitats for migratory birds. Diking, draining, tourism, and conversion to agricultural and urban uses have adversely affected Korean tidal wetlands. Recent large development projects have contributed to further losses. Environmental impact assessments conducted for projects affecting tidal wetlands and their surrounding landscapes should be customized for application to these special settings. Adequate environmental impact assessments will include classification of hydrogeomorphic units and consideration of their responses to biological and environmental stressors. As is true worldwide, Korean laws and regulations are changing to be more favorable to the conservation and protection of tidal wetlands. More public education needs to be done at the local level to build support for tidal wetland conservation. Some key public education points include the role of tidal wetlands in maintaining healthy fish populations and reducing impacts of nonpoint source pollution. There is also a need to develop procedures for integrating economic and environmental objectives within the overall context of sustainable management and land uses.  相似文献

A priori assessments of a site's biophysical and socio-economic capacity for accommodating tourism are less common than tourism impact studies. A priori evaluations can provide a contextual understanding of ecological, economic and socio-cultural forces, which shape the prospects for sustainable tourism development at the host destination, and can avert adverse impacts of tourism. We conduct an a priori assessment of the biophysical environment of Pulau Banggi, in the Malaysian state of Sabah for sustainable tourism development. We characterise baseline conditions of the island's marine biodiversity, seasonality, and infrastructure. We then evaluate how existing biophysical conditions will influence options for sustainable tourism development. In particular, we suggest conditions, if there are any, which constitute a limit to future tourism development in terms of compatibility for recreation and resilience to visitor impacts. We find that the biggest constraint is the lack of adequate water and sanitation infrastructure. Blast fishing, although occurring less than once per hour, can potentially destroy the major attraction for tourists. We conclude that while Pulau Banggi possesses natural qualities that are attractive for ecotourism, financial and institutional support must be made available to provide facilities and services that will enable local participation in environmental protection and enhance prospects for future sustainable tourism.  相似文献

Remediation methods for contaminated sites cover a wide range of technical solutions with different remedial efficiencies and costs. Additionally, they may vary in their secondary impacts on the environment i.e. the potential impacts generated due to emissions and resource use caused by the remediation activities. More attention is increasingly being given to these secondary environmental impacts when evaluating remediation options. This paper presents a methodology for an integrated economic decision analysis which combines assessments of remediation costs, health risk costs and potential environmental costs. The health risks costs are associated with the residual contamination left at the site and its migration to groundwater used for drinking water. A probabilistic exposure model using first- and second-order reliability methods (FORM/SORM) is used to estimate the contaminant concentrations at a downstream groundwater well. Potential environmental impacts on the local, regional and global scales due to the site remediation activities are evaluated using life cycle assessments (LCA). The potential impacts on health and environment are converted to monetary units using a simplified cost model.A case study based upon the developed methodology is presented in which the following remediation scenarios are analyzed and compared: (a) no action, (b) excavation and off-site treatment of soil, (c) soil vapor extraction and (d) thermally enhanced soil vapor extraction by electrical heating of the soil. Ultimately, the developed methodology facilitates societal cost estimations of remediation scenarios which can be used for internal ranking of the analyzed options. Despite the inherent uncertainties of placing a value on health and environmental impacts, the presented methodology is believed to be valuable in supporting decisions on remedial interventions.  相似文献

Growing concerns over the potential for unintended, adverse consequences of engineered nanoparticles (ENPs) in the environment have generated new research initiatives focused on understanding the ecological effects of ENPs. Almost nothing is currently known about the fate and transport of ENPs in environmental waters, soils, and sediments or about the biological impacts of ENPs in natural environments, and the bulk of modern nanotoxicogical research is focused on highly controlled laboratory studies with single species in simple media. In this paper, we provide an ecological perspective on the current state of knowledge regarding the likely environmental impacts of nanomaterials and propose a strategy for making rapid progress in new research in ecological nanoscience.  相似文献

Introduced species have created environmental benefits and unanticipated disasters so a priori assessments of species introductions are needed for environmental management. A checklist for assessing impacts of introduced species was developed from studies of introduced species and recommendations for planning introductions. Sterile, triploid grass carp (Ctenopharyngodon idella) are just beginning to be used as a biocontrol agent for the management of aquatic vegetation in open waterways. Potential impacts of grass carp in open systems were identified by reviewing grass carp biology relative to the impact assessment checklist. The potential consequences of introduced grass carp were reviewed for one case study. The case study demonstrated that conclusions about potential impacts and monitoring needs can be made despite incomplete information and uncertainty. Indicators of environmental impact and vulnerability of host systems were grouped into six categories: population control, hybridization, diseases and parasites, habitat alterations, biological effects, and management issues. Triploid grass carp can significantly alter habitat and biological resources through the secondary effects of reductions in aquatic vegetation. Potential impacts and significant uncertainties involve fish dispersions from plant control areas, inability to control vegetation loss, loss of diverse plant communities and their dependent species, and conflicts with human use of the water resource. Adequate knowledge existed to assess most potential consequences of releasing large numbers of triploid grass carp in Guntersville Reservoir, Alabama. However, the assessment of potential impacts indicated that moderate, incremental stockings combined with monitoring of vegetation and biological resources are necessary to control the effects of grass carp and achieve desirable, intermediate plant densities. Ecological Compensation in Dutch Highway Planning   总被引:13,自引:0,他引:13  
The ecological compensation principle was introduced by the Dutch government in 1993. This principle is designed to enhance the input of nature conservation interests in decision-making on large-scale development projects and to counterbalance the ecological impacts of such developments when implemented. This article evaluates the application of the Dutch compensation principle in highway planning. Six current highway projects reveal consistent implementation of this principle, although provincial policies on compensation and a national method for identifying compensation measures are still under development. As the planning process has not yet been completed for all the projects, no general conclusions can be drawn on the impact of the compensation principle on highway decision-making. Nevertheless, several examples show that the principle stimulates project initiators to develop alternative routes or route sections in order to avoid or reduce ecological impacts and the need for coherent compensation measures. If the compensation principle is to be properly implemented in the context of highway planning, particular attention should be paid to the following aspects: (1) sequential assessment of overall project legitimacy and the necessity of intersecting protected areas and compensation measures, (2) the initiator's attempts to avoid and mitigate ecological impacts in developing alternative routes prior to compensation for impacts, and (3) the role of uncertain ecological impacts in identifying compensation measures, especially those concerning habitat isolation.  相似文献

Increased soil erosion on sloped land has become a significant environmental concern in China that has been attributed to human activities such as deforestation, over-cultivation, and over-grazing of livestock. In order to reduce soil erosion on sloped lands, the Chinese government has responded by implementing large-scale, ecological rehabilitation programs, including the "Grain for Green" reforestation project. This program involves financial incentives to transition farmers into other economic activities with the goal of reducing ecological pressures and degradation. Because of the scope and potential impacts from these programs, detailed research is needed to understand their social and ecological effects. This paper reports on research conducted in Tianquan County, Sichuan Province, and Wuqi County, Shaanxi Province, that evaluates the effects of the program upon local economies and household livelihood systems. The paper argues that the successful conversion of farmland under "Grain for Green" depends upon local government involvement, local economic development, and funding for local projects. Without economic development within rural economies, we conclude that farmers will remain dependent upon continued subsidy assistance to meet the policy's ambitious environmental restrictions, thereby undermining the program's long-term sustainability.  相似文献
