Adaptation to climate change has been reviewed in several developed nations, but in none where consideration of the effects of climate change is required by statute and devolved to local government. We examine the role of institutional arrangements, the players operating under them, the barriers and enablers for adaptation decision-making in the developed nation of New Zealand. We examine how the roles and responsibilities between national, regional and local governments influence the ability of local government to deliver long-term flexible responses to changing climate risk. We found that the disciplinary practices of law, engineering and planning, within legal frameworks, result in the use of static mechanisms which create inflexible responses to changing risk. Several enablers are identified that could create greater integration between the different scales of government, including better use of national policy instruments, shared professional experience, standardised information collection and risk assessment methods that address uncertainties. The framing of climate risk as dynamic and changing that differentiates activities over their lifetime, development of mechanisms to fund transitions towards transformational change, are identified as necessary conditions for delivering flexible responses over time. 相似文献

A set of process-related barriers negatively determines the effectiveness of Environmental Impact Assessment (EIA) in transport planning. Recent research highlights the unstructured stakeholder involvement and inefficient public participation in earlier phases of EIA as key bottlenecks. While the academic literature has produced promising theories for addressing these barriers, they have rarely been translated into solutions applicable and testable in practice. In order to bridge this theory–practice gap, we present a systematic literature review of interventions and mechanisms aimed at facilitating the integration of different sources and types of knowledge during the scoping phase of EIA. This review explores if and how interventions and mechanisms have been conducted in practice; if and why they worked or did not work and how relevant they are for EIA in transport planning. Based on this review, we distil a set of three specific interventions and trigger mechanisms applicable in the context of EIA in transport planning. 相似文献

In the Netherlands various fields of policy planning and decision making are related to the environment, of which physical land use planning and environmental planning are the most important. In the last 20 years the environmental effects of production, mobility and consumption in this densely populated country have increased. The location and land use of economic activities have therefore become a main concern for environmental policy which has as its aim the improvement and conservation of the quality of the natural and human environment. The prospects for a better co‐ordination and integration of the two policy ‘tracks’ have become a matter of political, scientific and public concern. In some regions the government has started experiments with more integrated environmental policy and management. This paper discusses some of the possibilities and limitations of this regionally oriented policy against the background of a more effective environmental policy, especially in two cases—a rural area in the province of Gelderland and the region of Schiphol Airport. 相似文献

In 1991, provisions for environmental impact assessment in New Zealand were changed significantly with the enactment of the
Resource Management Act. Among other provisions, this act requires consideration of cumulative impacts in environmental assessment
activities undertaken by planners in newly created regional authorities and district and city councils. The institutional
context in which the act is being implemented offers both opportunities and constraints to cumulative impact assessment. A
lack of methods for CIA is a recognized problem. However, methods that have been developed for environmental impact assessments
can be modified to incorporate second-, third-, and fourth-order impacts as well as to identify the direction and magnitude
of additive and synergistic impacts. Layered matrices and combined networks are examples of such methods. While they do not
allow for scientific prediction, they do provide the practitioner with the ability to consider the cumulative impacts of decisions.
This is crucial in New Zealand, where statutory requirements are ahead of established methodologies. 相似文献

This study examines the quality of local and regional environmental plans produced under New Zealand's Resource Management Act (RMA) of 1991, which sets forth a national sustainable development strategy. Plan quality characteristics are defined and used as criteria for plan evaluation. A key finding is that planning programmes have significantly advanced since passage of the RMA, but that high quality plans are not necessarily produced by simply passing mandate legislation. Implications of study findings for sustainable development initiatives in other countries and for future research are presented. 相似文献

Landscape is the area primarily affected by proposed human projects. The prediction and evaluation of the potential anthropogenic impacts under Environmental Impact Assessment (EIA) is therefore one of the major environmental tools for prevention of any deteriorative or destructive actions. To conduct EIA properly requires inclusion of a determination of landscape vulnerability which expresses the possible landscape reaction to impacts of any exogenous factors. When it is designated correctly, the suitable human activities are determined more accurately. Even though many techniques for this have been suggested worldwide, lots of deficiencies have surfaced in their application. This paper presents a method for landscape vulnerability analysis which consists of qualitative evaluation of landscape receptors, their scoring, the vulnerability degree calculation, and overall reliability evaluation. The method proposed can improve the impact objectivity of prediction and evaluation and the suggestion of precise mitigation measures with the purpose of achieving sustainable landscape management. 相似文献

The concern of this paper is with the spatial consequences of development in a given rural setting and the way in which physical planning fits into the revival of a dying rural area, particularly in Third World Countries. It is based on experience derived from Dekinal in Benue State, Nigeria and endeavours to define a rural area by briefly discussing its characteristics and highlighting its problems. Participation in decision-making has successively developed into a guiding principle at both EU and national level. However, diverse perspectives exist on what the role of different interests in participative processes should be, and the legal rules regarding participation varies between different sectors; from clearly defined to virtually non-existent requirements. This may have adverse effects on the legitimacy of decisions and decision-making. This paper reviews the role of participation in the planning process in relation to natural resource development in Sweden, as guided by EU and international law. Based on the notion of effective participation, the study illustrates the potential clashes that may result from different conceptions of participation, for instance, at various levels of governance, as well as from disparate principles for implementation in different sectors. 相似文献

New approaches to forest planning are needed to support the transition of European forests to sustainable management. The aim of this study is to review forest planning systems already in place throughout Europe by exploring a set of case-study countries reflecting the main silvicultural schools of Western Europe, including Belgium, Finland, France, Italy, Portugal, and Slovenia. A literature review and case-study data were used to assess the scale factors (vertical logic) as well as the relationships between forest planning and other environmental/land-use planning sectors (horizontal logic). The influence of EU policy on the development of forest planning is also discussed. As assessed using the vertical logic, the multi-scale and multi-topic planning approaches adopted in the countries studied here are highly heterogeneous. The horizontal logic shows that despite the importance of an inter-sectoral and harmonic relational framework between forest planning and the planning efforts of other sectors such as landscape and urban planning, the various plans are barely consistent with each other across the European countries studied here. Although interest is growing in the multi-functionality of forests, their sustainable management calls for the development of better integrated planning approaches across Europe. 相似文献

Building on the scientific literature, this article first summarises the socio-environmental impacts of land-use change expected to occur in high amenity Australian peri-urban areas, involving in particular, the effects of land development on agriculture, biodiversity, landscape character, bushfire risk and social factors. Second, the current spatial planning framework and its distribution in seven municipalities in Victoria, Australia, is critically analysed, and records of approved planning permits are related to this framework to assess the challenges posed by peri-urban growth. We argue that the current planning framework supports a static approach which does not address foreseen challenges and lacks strategic power. Both the strategic framework and the development approval process lead to unanticipated, cumulative impacts and contestation. A more coordinated, less urban-centric approach to planning and the introduction of rural land-use plans would substantially address some of the issues encountered. 相似文献

This study analysed the importance of physical forces on land-use change, on the planning framework in a Portuguese periurban area. A temporal matrix showing the trajectories of land transformation was obtained. A multivariate redundancy analysis explored the importance of physical parameters on temporal and spatial land-use change. A content analysis on urban or municipal master plans was made framing the importance of physical parameters on the planning process. The results highlighted a consistent trajectory of profound land-use changes with distinctive trajectories, with increasingly complex patterns with a limited dependence on physical variables. The trajectories were more related to the planning framework, where political actors and planning managers seemed to be most important. A theoretical model balancing three main components – physical forces, actors, and land transformation (DFA-C model) is proposed, reflecting the informal relationships between physical parameters and actors during the planning process. 相似文献

Soil depletion and degradation have been increasingly recognized as important environmental issues in many parts of the world. Over the last decade a number of political and legislative measures have been introduced to encourage and enforce sustainable soil management in New Zealand. Application of the new legislation has highlighted gaps in our knowledge of soil quality and a lack of scientific methods to assess and monitor soil quality. This paper describes the legislative measures and outlines the sdentific response to the needs of regulatory agencies responsible for maintaining environmental quality. The research recommended a set of indicators to assess soil quality. Each soil quality attribute has an associated "target range" defining the acceptable value for the attribute. The paper also discusses the communication of results to end-users, including the development of a computerized assessment tool. The legislative measures and scientific response have fostered a closer relationship between the policy and science communities, leading to more well-focused research, but greater collaboration is still required. 相似文献
