In January 2011, the idea of Millennium Consumption Goals (MCGs) was first proposed at the United Nations, because unsustainable patterns of consumption and production have led to multiple problems threatening the future of humanity. The global economy driven by consumption already uses natural resources equivalent to almost 1.5 planets earth, with the world's richest 1.4 billion consuming almost 85% of global output, which is over 60 fold the consumption of the poorest 1.4 billion. The consumption of the rich is not only ecologically unsustainable, but also “crowding out” the prospects of the poor and exacerbating inequalities that increase the risk of conflict and global unrest. The MCGs provide an innovative future vision and complement the Millennium Development Goals (MDGs) that aim to help the world's poor. First, the MCGs seek to address the issues of global poverty and inequality by ensuring that the basic consumption needs of over 2 billion poor people are met. Next, the MCGs will provide benchmarks for the consumption of the rich, which will reduce the burden on the world's natural resource base. Instead of viewing the affluent as a problem, the novel approach of the MCGs would persuade them to contribute to the solution without having to reduce their quality of life. The MCGs apply even‐handedly to the rich in all countries. The concept enjoys broad support worldwide and is being promoted by a global coalition called the MCG Initiative (MCGI). A bottom‐up approach has already been started by many pioneering individuals, communities, organizations, firms, cities, regions and nations. They prefer not to wait for broad multilateral agreements and are acting now, to voluntarily pursue their own specific MCGs. A parallel top‐down path is being pursued through mandatory agreements at the United Nations/international level, starting with the Rio+20 Earth Summit and beyond. The MCGs fit in with other major UN initiatives like Agenda 21, the MDGs, green economy, SCP and the Sustainable Development Goals. 相似文献

Sustainability of rural water supply programs in developing countries is still an elusive goal. It is widely accepted that, as a rule, they have failed to deliver benefits to society in the long run. Emphasis has frequently been placed on the short‐term activities. Fast production of new schemes is thus a common strategy, prioritizing the engineering component, while sidestepping social and participatory issues and community empowerment. In 2006, the Government of Tanzania launched a national program to meet water sector targets set out in the Millennium Development Goals by the year 2015. In this study we evaluate key features of the program on a sustained basis. There is evidence that the Government is promoting more sustained facilities, focusing on cost recovery and on ‘decentralization by devolution’. Nevertheless, there are several shortcomings which threaten the long‐term functionality of the infrastructure that has to be built. In light of the implementation of the program, and based on the outputs of its pilot phase, we review the factors that can determine its sustainability. 相似文献

Business can play a critical role in the achievement of the Sustainable Development Goals (SDGs). Contextually, business reporting on the SDGs can support organizations in planning, implementing, measuring, and communicating their SDG efforts. This study investigates the relationship between early adoption of SDG reporting and a series of organizational factors by combining data from two databases—provided by the Global Reporting Initiative and Orbis—to identify the organizations that addressed the SDGs in their sustainability reports and their respective structural characteristics. The study, using a logit model based on data from 408 organizations worldwide, indicates that early adoption of SDG reporting is related to a larger size, a higher level of intangible assets, a higher commitment to sustainability frameworks and external assurance, a higher share of female directors, and a younger board of directors. The study contributes to the academic and practical understanding of factors related to the decision to engage early in new sustainability frameworks and practices. 相似文献

Corporate sustainability reporting has gained increasing prominence over the last years to quantitative and qualitatively reflect progress of enterprises toward sustainability. However, the measurement of the economic contribution of firms in achieving the Sustainable Development Goals (SDGs) is still a pending issue. This research aims at bridging this gap by devising a new system that monetizes impacts of Spanish companies in the fulfillment of the SDGs. A panel of three experts in sustainability determined a set of 33 suitable indicators that represent the SDGs. Best–Worst method was then used to perform a multi-criteria decision analysis to determine weighting factors through responses from a two-part questionnaire circulated to 50 national respondents. The application of the new tool to a Spanish firm underlined a weak linkage between some SDGs and business activities, and the complexity of disaggregating accounting data to feed the metrics of the new framework. The development of instruments that associate the challenges of the 2030 Agenda with corporate accounting was recommended. 相似文献

Local government (LG) is increasingly playing a role in tackling environmental issues and promoting sustainability. An important element of this LG focus is sustainability education and engagement, yet only few details on the nature of these activities are evident. Similarly there is little understanding of the professional competencies required by LG staff to deliver the relevant sustainability education and engagement activities. A web-based survey of LG sustainability officers in the State of Victoria (Australia) provides insight into the focus of these officers’ work and the competencies they rely on. The findings seek to guide the training and employment of LG sustainability staff and the effective delivery of sustainability education and engagement activities. Broadly, the sustainability officers surveyed are closely involved with activities within their LG organisation, but are engaging less so with specific education institutions, organisational sectors and the community in general. In keeping with this, the major sustainability education and engagement focuses are collaboration with peers and stakeholders, rather than community-wide initiatives. For undertaking sustainability education and engagement activities, systems-thinking, anticipatory competence and normative competence were highlighted as important; however, strategic competence and interpersonal competence were considered most important. 相似文献

Florida is one of the largest spenders on the environment in the U.S. Employing a database from Florida counties, this study examines two distinct environmental funding areas in government: funding to protect the environment, and funding to develop the environment. These two types of funding serve different purposes, support different activities and operations, and draw from different revenue sources. The results show that environmental funding in government is a response to the environmental pressure generated by economic activities and population growth. Counties with a higher level of manufacturing and farming activity spend more to protect the environment, while counties with higher population densities spend more to develop the environment. Moreover, counties with more funding for public safety and economic development activities spend less on the environment, indicating that environmental funding is influenced by the political processes in public budgeting in which diversified interests compete for resources. These results show that environmental spending in government is the result of combined forces arising from environmental pressure and budgetary politics. 相似文献

This work is part of a larger project, which aims at investigating the environmental sustainability of the Province of Siena and of its communes, by means of different indicators and methods of analysis. The research presented in this article uses ecological footprint and biocapacity as indicators to monitor the environmental conditions of the area of Siena, thus complementing previous studies carried out using Emergy, greenhouse gases balance and other methods. The calculations have been performed in such a way as to enable a disaggregation of the final results according to the classical categories of ecologically productive land and of consumption, but also according to citizen's and public administration's areas of influence. This information allows us to investigate in detail the socio-economic aspects of environmental resource use. Among the notable results, the Siena territory is characterized by a nearly breakeven total ecological balance, a result contrasting with the national average and most of the other Italian provinces. Furthermore, the analysis has been carried out at different spatial scales (province, districts and communes), highlighting an inhomogeneous territorial structure consisting of subareas in ecological deficit compensated by zones in ecological surplus. 相似文献

This paper examines the effects of wildlife tourism‐based payments for ecosystem services (PES) on poverty, wealth inequality and the livelihoods of herders in the Maasai Mara Ecosystem in south‐western Kenya. It uses the case of Olare Orok Conservancy PES programme in which pastoral landowners have agreed to voluntary resettlement and exclusion of livestock grazing from their sub‐divided lands. These lands are set aside for wildlife tourism, in return for direct monetary payments by a coalition of five commercial tourism operators. Results show that, on the positive side, PES is the most equitable income source that promotes income diversification and buffers households from the livestock income declines during periods of severe drought, such as in 2008‐2009. Without accounting for the opportunity costs, the magnitude of the PES cash transfer to households is, on average, sufficient to close the poverty gap. The co‐benefits of PES implementation include the creation of employment opportunities in the conservancy and provision of social services. There is however a need to mitigate the negative effects of PES, including the widening inequality in income between PES and non‐PES households and the leakages resulting from the displacement of settlements and livestock to currently un‐subdivided pastoral commons. 相似文献

Global human progress occurs in a complex web of interactions between society, technology and the environment as driven by governance and infrastructure management capacity among nations. In our globalizing world, this complex web of interactions over the last 200 years has resulted in the chronic widening of economic and political gaps between the haves and the have-nots with consequential global cultural and ecosystem challenges. At the bottom of these challenges is the issue of resource limitations on our finite planet with increasing population. The problem is further compounded by pleasure-driven and poverty-driven ecological depletion and pollution by the haves and the have-nots respectively. These challenges are explored in this paper as global sustainable development (SD) quantitatively; in order to assess the gaps that need to be bridged.Although there has been significant rhetoric on SD with very many qualitative definitions offered, very few quantitative definitions of SD exist. The few that do exist tend to measure SD in terms of social, energy, economic and environmental dimensions. In our research, we used several human survival, development, and progress variables to create an aggregate SD parameter that describes the capacity of nations in three dimensions: social sustainability, environmental sustainability and technological sustainability. Using our proposed quantitative definition of SD and data from relatively reputable secondary sources, 132 nations were ranked and compared.Our comparisons indicate a global hierarchy of needs among nations similar to Maslow's at the individual level. As in Maslow's hierarchy of needs, nations that are struggling to survive are less concerned with environmental sustainability than advanced and stable nations. Nations such as the United States, Canada, Finland, Norway and others have higher SD capacity, and thus, are higher on their hierarchy of needs than nations such as Nigeria, Vietnam, Mexico and other developing nations. To bridge such gaps, we suggest that global public policy for local to global governance and infrastructure management may be necessary. Such global public policy requires holistic development strategies in contrast to the very simplistic north–south, developed–developing nations dichotomies. 相似文献

The ‘Blue Economy’ is an increasingly popular term in modern marine and ocean governance. The concept seeks to marry ocean-based development opportunities with environmental stewardship and protection. Yet different actors are co-opting this term in competing, and often conflicting ways. Four conceptual interpretations of the Blue Economy are identified, through examination of dominant discourses within international Blue Economy policy documents and key ‘grey’ literature. The way the Blue Economy is enacted is also examined, through an analysis of the Blue Economy ‘in practice’, and the actors involved. Finally, the scope of the Blue Economy is explored, with a particular focus on which particular marine industries are included or excluded from different conceptualizations. This analysis reveals areas of both consensus and conflict. Areas of consensus reflect the growing trend towards commodification and valuation of nature, the designation and delimitation of spatial boundaries in the oceans and increasing securitization of the world's oceans. Areas of conflict exist most notably around a divergence in opinions over the legitimacy of individual sectors as components of the ‘Blue Economy’, in particular, carbon-intensive industries like oil and gas, and the emerging industry of deep seabed mining. 相似文献

The spread of the most recent African Swine Fever (ASF) outbreak in Asia since late 2018 poses a significant threat to endemic pig species and socioeconomic security. Within domestic pigs and free-living Eurasian wild boars (both Sus scrofa) in Asia, ASF causes almost 100% case fatality. The ongoing ASF epidemic has so far caused the death of over one hundred million domestic pigs, causing unprecedented economic impacts on the global pork industry. Transmission among free-living wild boars has been reported, and transmission to threatened Asian pig species is probable but lacks research. Our assessment reveals a near-term risk for Southeast Asia's 11 endemic pig species, which have small population sizes and small ranges that may be insufficient to withstand the initial, lethal onslaught of the disease. The decline of pigs also triggers cascading impacts for endangered carnivores, plant communities, and livelihoods of millions of people. Our management recommendations include time-critical research themes, improved emerging infectious disease detection through site-based monitoring and surveillance paired with online reporting and proper carcass disposal. 相似文献

Since the 1990s, the local level of governance has become increasingly important in addressing the challenge of sustainable development. In this article, we compare two approaches that seek to address sustainability locally, namely Local Agenda 21 and transition management. Discussing both approaches along six dimensions (history, aim, kind of change, governance understanding, process methodologies, and actors), we formulate general insights into the governance of sustainability in cities, towns, and neighbourhoods. This dialogue illustrates two related modes of thinking about sustainability governance. We touch upon the importance of an integrated perspective on sustainability transitions through which sustainability is made meaningful locally in collaborative processes. We suggest that the explicit orientation towards radical change is a precondition for governing sustainability in a way that addresses the root causes of societal challenges. Governing sustainability should address the tensions between aiming for radical change and working with status quo-oriented actors and governing settings. We conclude that governing sustainability should be about finding creative ways for opening spaces for participation, change, and experimentation, that is, for creating alternative ideas, practices, and social relations. These spaces for innovation encourage a reflexive stance on ways of working and one's own roles and attitudes, thereby preparing a fertile terrain for actors to engage in change from different perspectives. 相似文献

This paper presents the relationship between an environmental protection scheme, established in Ireland in 1994 under EU Regulation No. 2078/92, and the livelihoods of Irish farm households. It explores this relationship within the framework of the new policy environment for EU agriculture and rural areas as set out in Agenda 2000. At the centre of this new policy environment is the European model for agriculture, embodying the concept of multifunctionality, which recognizes the pivotal position of an evolving agricultural sector in enhancing the viability of rural areas through broadening the assets of farm families. Research undertaken with farm households in the west of Ireland indicates a positive relationship between the Rural Environmental Protection Scheme and the economic and natural assets upon which they build their livelihoods. The case of a small-scale dairy farm household is presented, showing clearly the positive impact of the scheme, while also highlighting the vulnerability of these improvements. A major challenge facing policy-makers is the extent to which acceptable levels of income and an enhanced natural environment on such farms can be sustained. The position of advisory and research institutions in strengthening human capacities on farms is highlighted and their enhanced role is suggested in order to give meaning to multifunctional and sustainable agriculture within the context of rural area viability. Despite the popularity of local economic development (LED) as a job creation and economic growth strategy in South Africa, many LED projects have not proved to be sustainable in the long-run, especially where human systems interact with biological ones. This article examines the relationship between sustainability and LED within the context of the emerging honeybush tea industry in the Eastern Cape. Data were gathered from provincial as well as local government policy documents and reports, and via key informant interviews. The data were analysed using Connelly’s [(2007). Mapping sustainable development as a contested concept. Local Environment, 12 (3), 259–278] three pronged approach to sustainable development as a lens through which to view the local industry. Findings showed that the industry offers many opportunities for development, including job creation in poorer, rural households; sustainable wild harvesting using a permit system; commercial cultivation; potential to develop social capital; potential for community-based LED; and product diversification. However, there are also corresponding challenges: There is currently no reliable data on the maximum sustainable yield, which is needed to guide quota allocations for entrepreneurial harvesters harvesting from wild stocks; possible biodiversity loss; and enforcing the permit scheme is proving difficult in remote rural areas. 相似文献

Proponents of the local food movement point to its environmental, economic, and social benefits, yet there is little research on the extent to which particular local food projects live up to these promises. Vermont leads the country in farm stands, direct-to-consumer sales, and farmers’ markets per capita and the town of Hardwick, Vermont has received substantial media attention for its growing economy based on new food and agriculture businesses, including being the subject of a book entitled The Town that Food Saved. Using interviews with local food participants and analysis of US Census data, the paper assesses the impact of the local food economy in Hardwick using environmental, economic, and social outcomes. The paper also examines how the agricultural renaissance there has been accepted, resisted, and shaped by local actors. Using Census data, the paper finds that between 2000 and 2016, the unemployment rate in Hardwick remained steady, mean incomes increased, and 296 new jobs have been retained. In addition, the percentage of families in Hardwick with income below the poverty level decreased between 2000 and 2016, and the percentage of families accessing supplemental nutrition assistance program (SNAP) benefits increased. The paper also finds that many participants in the Hardwick food economy have concerns about the accessibility, affordability, and inclusivity of the newer food-based projects there. The paper concludes with a discussion of the ways in which Hardwick fulfils some of the hopes and concerns of the local food movement, and the potential for place-based agricultural development. 相似文献

Much has been written on public participation in local planning but very little on the involvement of landowners. This is despite the clear financial motives which encourage many landowners to participate in the local planning process. The paper demonstrates how in one case in West Yorkshire, an important historic landowner was able to exert a substantial influence on the pattern of land use allocations in an adopted local plan. Although the particular characteristics of the case study may not be found elsewhere, it helps to identify how more substantial research in this often neglected area might proceed. 相似文献

目标间关系是影响可持续发展目标执行的重要挑战。本文回顾了关于目标间权衡和协同关系的研究成果,梳理了既有研究中平衡目标间关系的评估方法以及可以促进多目标实现的政策创新手段,总结了影响监测评估和政策手段发挥作用的因素。研究发现:目标间普遍存在部分或整体性的权衡和协同关系;以综合指数法和事前评估法为代表的评估方法开始转向关注目标间复杂的联动关系;减贫、减排、土地政策以及清洁生产和多元利益主体协作机制对目标的整体实现有助益;监测评估作用的发挥受限于数据管理和绩效测量方法的选择,政策手段的效果在一定程度上受到治理能力和既有制度安排的影响。最后,对未来中国落实可持续发展目标提出了展望和建议,要确立中国可持续发展目标间的整体关系,加强对目标执行和实现的事前评估能力,将更多本土化的SDGs指标纳入国家中长期发展规划。 相似文献
