‘Fracking’ was on New York's agenda since 2008, yet no decision was made about it until late 2014. The gridlock is an intriguing puzzle given that the Marcellus shale is considered a ‘world class’ energy supply, and development has been aggressive in other US states. While policy scholars typically conceptualize gridlock as policy stability, this paper examines it as a dynamic process by which competing discourse coalitions engage in interactive framing processes that (re)structure the discussion. This suggests that the interaction between contending coalitions influences gridlock. Yet, we lack knowledge about interactive framing between competing coalitions during policy controversies. Our main finding is that a central mechanism of gridlock is the production of conflict through interactive framing dynamics that deny a shared discursive space capable of ushering in a consensus, or reasoned agreement. In New York, this contest evolved from a policy consensus about the economic benefits of fracking to policy negotiation that incorporated environmental threats, and to prolonged policy controversy in which competing discourse coalitions contested notions of fracking in relation to energy production, environmental protection, public health, economic development, and governance. While a ban has been instituted, the failure to bridge discourse coalitions suggests that controversy will persist unless meaning disputes are resolved.  相似文献

Invoking expert knowledge is a common strategy in attempts to settle environmental disputes. However, the validity of expertise is contingent upon the context in which an actor is recognised as an expert. In complex environmental conflicts the distinction between lay and expert knowledge is not always fixed a priori. However, as conflicts unfold, intervening parties tend to present their cases in ways that reinforce this distinction. This is apparent in the attribution of environmental responsibilities. This paper presents an empirical case of an environmental conflict related to land contamination due to coal ash disposal in Bosnia and Herzegovina. The analysis revealed two polar positions in the conflict: the first one, mainly held by scientists and industry representatives, invoked expert knowledge and presented a distributed approach to the attribution of responsibilities; the second one, mainly held by local residents and municipal officials, presented an experiential understanding of pollution, as lay knowledge, and attributed direct responsibilities to the local energy industry. The paper concludes that the persistence of the distinction between expert and lay knowledge is a manifestation of the social structures that underlie the conflict.  相似文献

The aim of this paper is to examine whether the concept of environmental capacity is useful for implementing local sustainability. This concept suggests that there may be thresholds to the total amount of development that an area can sustain without losing its critical environmental features. By means of a case study in the popular seaside town of St. Julian's, Malta, the research uncovers a number of tensions for environmental capacity assessment, surrounding the themes of knowledge, environmental justice and modernity. It concludes that the concept does have transformative potential, challenging received wisdom about the relative usefulness of expert and lay knowledge, bringing to light processes responsible for significant differences between the residents themselves, and with other groups, and uncovering a critique of understandings of progress based on physical land development. However this potential is curtailed by weak institutions and the impotence of local residents when business and politics strike an alliance.  相似文献

The perspectives of residents are brought together in this assembly of statements concerning the management of hexachlorobenzene waste in Botany, a southeastern suburb of Sydney. The paper indicates how residents have responded as participants in public participation exercises, and the contribution made by lay experts in the search for a negotiated solution to the problems of legacy wastes. Resident comments on the role of independent scientific experts, on legal liability, and on the State Government sponsored Commission of Inquiry, indicate the deficit of resources faced by the local community. The paper provides insights into the status of citizen knowledge in environmental controversies and the pitfalls of participatory processes.  相似文献

This paper explores how residents of Overtown, a low-income neighbourhood in Miami, Florida, view the positive and negative aspects of their neighbourhood “invironment” through photographs taken by residents. The “invironment” [Bell, M., 2004. An invitation to environmental sociology. Thousand Oaks, CA: Pine Forge Press] alludes to the interactions between environment/surroundings and the human body. Residents involved with a community social justice organisation were provided with a photographic workshop and cameras to visually document the positive and negative aspects of their neighbourhood. These participant photographers provided narratives paired with their photographs which were then exhibited at local community events. During the exhibits, community members’ comments on the photographs were recorded. This paper analyses community issues through both photographs and neighbourhood comments inspired by the photographs. The following themes of importance to residents were derived from the photographs and discussion with residents: Housing, Public Space, Neighbourhood Economy, History, Environmental/Invironmental Issues, Human Capital and Power. These themes were all connected by residents’ concerns about inequality in Overtown compared to other neighbourhoods in Miami.  相似文献

The aim of this paper is to understand how local residents participate in the construction of local environmental problems and to evaluate a particular analytical approach in environmental sociology to study this phenomenon. The paper is based on an interview study with a sample of local residents. The analysis demonstrates how the local residents attempt to construct a local environmental problem. In particular, the study focuses on how involved actors are positioned, how different sorts of knowledge claims are used, and how the neglect the residents perceive from the authorities affects the attempt to construct a local environmental problem. The study shows that the local residents play a central role in the construction of the situation and that the evaluated model could be very helpful as an analytical tool in the investigation of local residents' participation in the construction of environmental problems.  相似文献

Local Biodiversity Action Plans are the preferred policy mechanism for setting and delivering local biodiversity targets in the UK. This paper reviews the kind of knowledge conservation scientists envisage being used to identify and set local targets, and explores the means of incorporating local knowledge into this process. We use a case study of a Wildlife Enhancement Scheme (WES) on the Pevensey Levels, East Sussex, to reveal the understandings that local farmers and residents have of the nature conservation goals and practices associated with the scheme. Drawing on the findings of in-depth discussion groups, we show how farmers challenge both the monopoly of knowledge conservationists profess about nature, and the enlistment of farmers on the scheme as «technicians», motivated solely by financial rewards, rather than as knowledgeable experts who also have emotional attachments and ethical values for nature. Local people use their knowledge of both local farmers, and the industry in general, to challenge the assumption that farmers can be trusted with delivering nature conservation goals. In the absence of a commitment by central government to agree widely-held environmental standards, and a more democratic process of making judgements about what local nature is worth conserving, local residents challenge existing processes designed to conserve nature that are driven by the knowledge and practices of official experts alone. The findings of the study suggest that a widening of the knowledge base on which the goals and practices of nature conservation are founded, and a more deliberative process of making decisions about what nature is important locally, will secure and strengthen public support for local biodiversity action plans.1998 Academic Press  相似文献

Climate change-related impacts have the capacity to substantially influence Small Island Developing States (SIDS) in the Caribbean. Currently, many SIDS are engaged in large-scale vulnerability assessments that aim to identify, analyse, and inform solutions to mitigate climate change-related impacts. Many of these assessments, while useful, place little emphasis on the local stakeholders' perceptions of climate change. One such Caribbean community impacted by climate-related change is Providence Island in Colombia. Using a vulnerability assessment framework (Marshall, P.A. et al. 2010. A framework for social adaptation to climate change: sustaining tropical coastal communities and industries. Gland: IUCN Publication Services), researchers interviewed island residents (N = 23) about their perceptions of climate change, impacts on the local environment, and how the island community may adapt. All interviews were transcribed and analysed using a priori and open coding to identify patterns of and relationships between stakeholders' responses. Results indicate that local perceptions of climate change are linked to (1) environmental knowledge, (2) environmental awareness, attitudes, and beliefs, and (3) perceptions of risk. Implications for local adaptive strategies, education, communication, and suggestions for engagement at the local level are discussed.  相似文献

This paper examines local sustainability concepts in Connemara, a predominantly rural region in the West of Ireland (in this paper, the term “Ireland” refers to the Republic of Ireland), to show how they are (re-)constituted through people's interactions with social and biophysical environments. We argue that these interactions produce diverse forms of lay environmental knowledge and expertise that encompass cognitive and emotional aspects, a fact that is frequently ignored in environmental policy-making which prioritises rational arguments over reactions rooted in people's sense of place and community. Local people's responses to this dominance of “official” rational-technical sustainability concepts are central to recent cases of environmental controversy and lack of compliance to environmental policies that have characterised the study area but that show many parallels to conflicts and disputes elsewhere. Drawing on rich qualitative evidence from interviews and ethnographic fieldwork, this paper demonstrates how communities' responses to environmental policies depend on how well (or poorly) sustainability concepts underpinning these policies match local people's social-ecological practices and related place-specific views of what should be sustained.  相似文献

The aim of the present article is to examine the importance of public participation in the production and use of environmental science, with special reference to “expert citizens” who can facilitate and mediate between expert knowledge and lay people. The study of expert citizens is largely unexplored in Japan's environmental policy. As uncertainty, inherent in the complexity of environmental science, increases, there are calls for refashioning expert knowledge into a more citizen–expert interactive governance. In the USA, the way that lay people can participate in scientific knowledge application and policy-making is organised through grassroots and national environmental organisations, such as the National Resources Defense Council. In Japan, such professional associations that build networks of interaction with scientific experts, policy-makers, interest groups and the media, have yet to emerge on a wider scale. Nonetheless, voluntary citizens individually or collectively have developed their expertise over many years and have begun to play an intermediary role at the local level. This article will analyse the potential roles of expert citizens by conducting the case studies of two Japanese localities, Shiki and Joyo cities.  相似文献

Investigation into local peoples’ perceptions can produce useful information that could be incorporated into the decision-making process to help resolve environmental problems. Within the arena of land degradation, a number of studies have also been conducted to explore local peoples’ views of the problem. However, the perceptions of land-degrading practices of the general public have so far not been actively solicited. This study aimed to contribute to this area of research by adopting the psychometric scaling technique to empirically explore the lay public’s ecological risk perceptions of land-degrading activities in Minqin County in Gansu Province, northern China. The primary data were collected via a questionnaire survey (n = 1,138) administered between 14 and 31 December 2002. The major findings of the survey were: (1) Respondents perceived the ecological risks posed by different land-degrading activities to be different. (2) There was a considerable incongruence in the way in which mining of groundwater was conceived by experts and laymen, respectively. (3) Respondents were pretty unsure of expert knowledge. (4) Respondents’ ecological risk perceptions were significantly affected by their personal attributes. As far as the policy implications of these findings are concerned, this study accentuates that we must be aware of, and involved in, the environmental perceptions of the lay public in order to succeed in guiding any human-environment tensions along more sustainable trajectories and navigating the transition to sustainability.  相似文献

Residents in Paso del Norte (El Paso, Texas; Sunland Park, New Mexico; and Juárez, Mexico) have been concerned about heavy metal contamination in their communities since the 1970s, when high blood lead levels were found in children living in Smeltertown – a company town for the local metals smelter. After the smelter's closure in 1999, and throughout onsite and offsite cleanup efforts, residents have continued to express concerns about these contamination issues. Using a politics of scale framework and analysing ethnographic data and government, media and scientific documents, this paper identifies a set of major disjunctures between the scales of heavy metal contamination and the scales at which that contamination is regulated. These disjunctures exacerbate regional environmental injustice by complicating public participation, neglecting vulnerability and displacing hazards to new communities. Consequently, applying a politics of scale framework to this case study highlights regulatory and policy failures to address environmental justice.  相似文献

Academic understandings of environmental discourses are primarily based on global and national accounts, despite widespread acceptance of the local as an essential site of environmental action. Local water issues have been studied in a number of ways, including interviews and ethnographies that show the impacts of water scarcity, examine the role of mediating technologies, and provide diverse perspectives on governance. An overarching impression of key narratives and concerns at local scales, however, is lacking. In this paper, we examine water coverage in The Sowetan, a South African newspaper known for its distinctive voice, as a (albeit imperfect) proxy for local discourse. We identify key themes, location and scale, trigger events, actors, authors, and provide initial insights into the problem frames used in these texts. Our findings show distinct differences from the results of environmental media analyses at other scales, including strong individual citizen voices, emphasis on the politics of water, and rare use of language that accords with global environmental discourses; this also differs from results based on interviews and ethnographies at the local scale. Our findings raise important questions about the resonance of global discourse with local views and practices and how local discourses are produced, and suggest a need to more carefully examine the myriad ways of talking about justice and the environment at different scales and through different methodologies.  相似文献

This article examines competing political discourses surrounding shale extraction in the UK. It asks how these meanings are communicated and why certain understandings of the issue gain prominence. Drawing on discourse analysis and framing studies, the article first distinguishes two competing coalitions (pro- and anti-shale) and their shared narratives or ‘storylines’ (shale opportunity versus shale threat). Through a systematic examination of press reports, websites and public documents, it identifies opposing discursive frames used to shape understanding, meaning and debates, and assesses their resonance and power. The article builds on existing interpretive studies by providing a finer-grained analysis of discourse success, and a greater emphasis on the coalition members who shape and deliver the agreed storyline. It argues that the anti-shale coalition in the UK has thus far enjoyed greater discourse success for two reasons: firstly, because the pro-shale coalition lacks trustworthy messengers; secondly, because shale opponents have successfully expanded the debate beyond economic or environmental concerns to include potent issues of local power and democracy.  相似文献

Investigating local people’s environmental perceptions can produce useful information that could be incorporated into decision making processes that help resolve environmental problems. Although China is undergoing severe desertification, the perceptions of the local people toward their degraded environment and the related issues have so far not been actively solicited. This article, which is a supplement to Lee and Zhang’s (2004, 2005) studies, seeks to further investigate the lay public’s general environmental attitudes, perceptions of desertification, interpretations of land-degrading activities, and particularly their interrelations in severely desertified areas. Minqin County in Gansu Province, northern China, was chosen to be the study area. Data was collected via a questionnaire survey (n = 1138) administered in December 2002. Major findings were: (1) Most respondents had only weak altruistic environmental attitudes, with educational level to be a significant determinant. (2) Respondents’ perceptions of desertification and interpretations of land-degrading activities were contingent on personal attributes, general environmental attitudes, and other conceptions related to desertification. It is recommended that the interrelations between the various aspects of the public’s environmental perceptions should be thoroughly examined to facilitate their participation in environmental management.  相似文献

Although there is continuing debate surrounding biofuel cultivation (especially in developing nations) in relation to issues of exploitation, land grabbing, poverty alleviation and energy security, there is a lack of empirical evidence to assess how these debates are playing out in practice on the ground. Drawing on political ecology discourse, this paper examines case studies of biofuel production in Zambia and the effects they have on environmental and social sustainability. During April and May 2011, data were collected on two case study projects involving Jatrophacurcas feedstock cultivation in Zambia. Semi‐structured interviews were used to ascertain views from affected stakeholders (local farmers, local environmental, social, and agronomic experts, and investors) on the biofuel projects and their environmental and social impacts. The findings suggest that the uneven distribution of costs and benefits are brought about by imbalances in knowledge, access to resources and the allocation of social and political influence (often associated with broader discourses of development), and this provides a likely rationale for a lack of sustainability in biofuel projects. Drawing on these viewpoints, as well as on field observations, this paper outlines the barriers and opportunities linked to Jatrophacurcas project sustainability.  相似文献

While risk assessment continues to drive most environmental management decision-making, its methods and assumptions have been criticized for, among other things, perpetuating environmental injustice. The justice challenges to risk assessment claim that the process ignores the unique and multiple hazards facing low-income and people of color communities and simultaneously excludes the local, non-expert knowledge which could help capture these unique hazards from the assessment discourse. This paper highlights some of these challenges to conventional risk assessment and suggests that traditional models of risk characterization will continue to ignore the environmental justice challenges until cumulative hazards and local knowledge are meaningfully brought into the assessment process. We ask whether a shift from risk to exposure assessment might enable environmental managers to respond to the environmental justice critiques. We review the US EPA's first community-based Cumulative Exposure Project, piloted in Brooklyn, NY, and highlight to what extent this process addressed the risk assessment critiques raised by environmental justice advocates. We suggest that a shift from risk to exposure assessment can provide an opportunity for local knowledge to both improve the technical assessment and its democratic nature and may ultimately allow environmental managers to better address environmental justice concerns in decision-making.  相似文献

Environmental art can be used by government as an engaging medium to encourage pro-environmental behaviour and a sense of place at a grassroots level. By stimulating discussion and reflection, environmental art offers an imaginative format to promote environmental engagement. In this case, by placing artworks in nature, a community's focus was drawn to the beauty of their everyday environment and the ideas communicated by the works, in an effort to encourage environmental awareness and stewardship. This study explores audience responses to Floating Land – a local-government-initiated environmental art festival held in the Noosa Biosphere in Australia. A multi-layered perspective of the festival's impact on pro-environmental behaviours and sense of place was investigated via questionnaires administered to the audience, workshop participants and local residents. Data offered insights into attitude differences between those who intended to change their behaviour and those who did not; understandings about the influence of workshop facilitators; and revelations about a community finding opportunities to re-imagine their place through environmental art. Recommendations are offered as a way for governments to incorporate environmental art into their role of educating for the environment. This study contributes to the under-researched area of audience responses to environmental art by providing qualitative and quantitative analysis that draws out understandings of the impact of art that promotes environmental awareness and a sense of place. The study reveals that Floating Land contributed to reinforcing the essential role of local people in engendering positive change, thus manifesting the aims of the Biosphere Reserve and Agenda 21.  相似文献
