The quest for sustainable communities might be fostered by a new ‘place-based’ governing approach that engages civil society and other actors in local decision-making processes. In Canada, lessons can be learned from the establishment and maintenance of biosphere reserves by networks of local communities of interests and other organisations. Biosphere reserves are created to promote conservation, biodiversity and sustainable livelihoods. Municipal and public participation in these reserves can be encouraged, promoting a local sense of place as well as sustainable community and regional development. An examination of two Canadian biosphere reserves, Riding Mountain and Long Point, illustrates how local governments and these reserves might assist each other in their mutual goals of long-term sustainability while offering a worthwhile model of local collaborative, place-based governance.  相似文献

Sustainable development principles are based on the fundamental recognition of humans as an integral part of the ecosystem. Participation of civil society should therefore be central to marine planning processes and enabling ecosystem-based management, and development of mechanisms for effective participation is critical. To date, little attention has been given to the role of Environmental Non-Governmental Organisations (ENGOs) in public participation. In this paper, the results of two workshops, which involved various stakeholders and addressed public participation in marine planning, are reported and discussed in the context of the Scottish marine planning process. ENGOs’ role in communicating complex policies, representing members’ interests and contributing towards participatory governance in marine planning is highlighted. Innovative outreach methods are still required by decision-makers to translate technical information, integrate local knowledge, improve public representation and conserve resources. This could include collaboration with ENGOs to help promote public participation in decision-making processes.  相似文献

Environmental activism and non-governmental organizations (NGOs) are not limited to major cities, but have gradually taken root in provincial and local politics in China. This paper compares the development and characteristics of environmental activism in Guangdong province and Guangxi autonomous region, with the aim of shedding light on the causes of regional disparities in this field. With extensive and strong ties to peer organizations across issue areas within the province, grassroots environmental groups in Guangdong have grown as an integral part of local civil society. They have survived, through mutual-support, on a larger scale than those in Guangxi. Also, with a higher level of networking and capacity, environmental NGOs in Guangdong are more able to utilize the new opportunities offered by recent institutional reforms in social management and environmental protection in the province. The paper, thus, challenges the argument that over-emphasizes the domination of the state and points out that inter-organizational partnerships and the overall maturity of the civil society sector contribute most to the uneven development of grassroots environmental activism.  相似文献

Urban and industrialised societies usually involve little connection between consumers and the resource base upon which the production of goods depends. Changing this situation could potentially enhance social and ecological sustainability. This study explored ecological aspects of the educational role of local food supply, with the aim of identifying signs of enhanced consumer understanding or awareness of the ecology of food production resulting from producer–consumer interaction. A series of qualitative interviews were carried out with customers at a farmers’ market in Stockholm. The results showed that the interviewees were mainly concerned with quality, price and taste, and not production conditions. In addition, a number of interviewees experienced a sense of trust when shopping at the market. We found few examples of contributions to ecological knowledge among customers at the market, but there were some examples of learning opportunities. The local food supplied by the market reminded customers of the seasonality of production. Stallholders also provided information on how to store, prepare and cook vegetables, which may encourage a change in diet that is preferable from an environmental standpoint.  相似文献

The proposed restoration of an abandoned hydroelectric dam on the Quinebaug River, Connecticut, is studied using energy analysis. The analysis considers the effects of alternative minimum flow releases, ranging from 0 to 34 cubic meters per second (cms), on the total energy flow of the affected system. The principal system components affected by differing minimum flows are hydroelectric power generation, aquatic habitat, and gross aquatic ecosystem productivity.The minimum flow alternative resulting in the highest annual energy flow in the affected system is considered optimal. From this purely analytical point of view, the optimum minimum flow is 0 cms, due to the short length and low productivity of the regulated reach, and the lack of floodplain interactions.Simulations of longer and more productive river reaches were conducted. For very short, unproductive reaches, in the absence of a floodplain, the contribution of aquatic community productivity to total system energy flow is negligible compared to hydroelectric generation. Optimum minimum flows are higher for longer and more productive reaches. For such cases the operation of hydroelectric dams could reduce total system energy flow because the energy supplied by hydroelectric generation may be offset by losses in aquatic productivity due to diminished riverine habitat.  相似文献

Currently one of the largest and most rapidly developing countries, China also has some of the world's most severe environmental problems. China will most likely need to use all of the potential major strategies currently available to solve the country's huge environmental challenges, including promoting individual conservation behavior through educational campaigns and encouraging public environmental advocacy. This paper summarized the findings of a survey of 347 residents of Shaanxi province on environmental attitudes and behaviors. The survey found generally high levels of environmental knowledge and high recognition of the seriousness of environmental issues, moderate levels of individual actions supporting environmental resource conservation and low levels of public environmental behaviors, particularly for organized public advocacy. Further analysis indicated that the perceived importance of environmental protection is the most important factor influencing individual environmental resource conservation, but not public advocacy behaviors. Implications for environmental campaigns are discussed.  相似文献

Close to two thousand environmental human rights defenders have been killed in 57 countries since 2002, with about four losing their lives every week in 2019. Many of these defenders represent Indigenous Peoples and local communities protecting ecosystems from large-scale environmentally destructive projects. As the positive contributions of Indigenous and local communities to biodiversity conservation become better recognized, so should the losses and risks that they face. Despite major efforts at documenting abuses and protecting defenders, many blind spots and gaps remain. Here, we call for the conservation community to put the protection of defenders at the heart of its strategy to slow down and reverse the current onslaught on the environment. The conservation community can respond in a number of ways including reaching out to its constituencies, working together with the human rights community, and mobilizing its networks, field offices, and presence in remote areas to denounce abuses and counter isolation. In doing so the conservation community can advance the collective agenda bringing together conservation and environment-related human rights through the Post-2020 Global Biodiversity Framework.  相似文献

Individual household and travel behaviors represent a sizeable contribution to U.S. greenhouse gas emissions. This paper investigates people's knowledge of these behaviors and perceptions of these behaviors' impact in causing and mitigating climate change. In the present study, a sample of college students were asked to list the behaviors they perform that cause global warming (GW) and the behaviors they could perform to mitigate GW, to rate the impact of the behaviors in terms of their effect on causing or mitigating GW, and to rate their intention to perform each of the behaviors. Results revealed that this sample was well aware of the effect of driving on GW. However, participants underestimated the relative impact of adjusting the thermostat and eating meat on GW and overestimated the impact of littering on causing GW. Although knowledge about GW-mitigating behaviors was not consistently related to behavioral intention, belief that a behavior mitigated GW (whether accurate or not) was strongly related to intention to perform that behavior. Specifically, correlations between belief in the mitigating potential of a behavior and intention were relatively high for adjusting the thermostat, reducing meat consumption, and several behaviors that do not mitigate GW, but were relatively low for reducing driving and not littering. Practical implications and comparisons with previous literature are discussed.  相似文献

This study aims at describing, analyzing and evaluating the relation between management styles and process dynamics of a complex planning process confronted with unexpected dynamics. The development of an aquatic disposal site for dredged contaminated sediments in Oslo was managed by a project management style focused on timely and cost-effective implementation. Coupling the remediation project with another infrastructural project and the actual construction of the site led to unexpected dynamics in terms of resistance and controversy. Project management had difficulties in adjusting its style accordingly, resulting in even more delay and resistance. Managing complex planning projects requires a style suitable to the characteristics of the project and the capability of adjusting it to changing circumstances. The paper concludes with some explanations why it is difficult to change management styles in complex planning and implementation processes and complexity-embracing approaches to deal with this.  相似文献

We assessed relationships between the extent to which farmers reported exposure to relevant information and their attitudes towards, knowledge about, and degree of adoption of riparian management strategies. We also examined associations between knowledge of, or receipt of, financial assistance for riparian fencing/planting and intentions for and extent of adoption of this strategy. A mail survey of 718 pastoral farmers in Otago and Southland in New Zealand [294 surveys returned (41%)] yielded 279 usable questionnaires. Indices were developed to reflect range and frequency of information use and range of practices adopted. Attitudes were measured using Likert-type responses to 11 statements, and knowledge as a score on a ten-question true/false test. Positive relationships between information and the three main response variables (attitude, knowledge, and adoption) were weak but significant and systematic. These associations remained significant when important demographic and farm characteristics were taken into account. Informed farmers were more likely to report intentions to carry out riparian fencing or planting within the next year. Farmers who were aware that funding was available were also more likely to state this intention, independent of information level. The reported extent to which waterways had been fenced to exclude stock was related to receipt of funding, but not to information level. Financial factors were the most influential barrier preventing adoption of permanent fencing. Our research shows a positive correlation between the receipt of information and funding and the adoption of specific riparian management measures.  相似文献

The 2011 Durban Adaptation Charter for Local Governments calls on local governments, worldwide, to institutionalise climate response, with the aim of minimising the impacts of climate change on local livelihoods and vulnerable communities. This paper, through the use of case studies, in-depth interviews and document review, assesses how three non-metropolitan municipalities in KwaZulu-Natal, a district municipality, and two local municipalities under its jurisdiction, are responding to this call. The results suggest that while the municipalities have adopted measures to institutionalise climate responses, the responses are relatively new and implementation is slow, complex and fraught with limitations and competing demands. Furthermore, there appears to be a lack of co-ordination of responses between the two levels of government, which has the potential to lead to duplication. Given the multi-scalar nature of climate change, emphasis on co-ordination and the inclusion of all municipal departments in the development and implementation of responses is necessary.  相似文献

Researchers often focus on the most intense conflicts, skewing our perception of the diversity and nature of policy conflicts. The paper examines the discourse engaged in the siting of three pipeline projects under construction, each with varying levels of conflict, and one rejected project of high conflict. We analyze over 700 newspaper articles that span the life of each proposed pipeline and supplement the news media data with interviews. Using these data, we compare differences in actor types, frames, and behaviors in natural gas pipeline siting processes characterized by high, medium, and low conflict. Comparing the characteristics of energy siting conflicts at varying intensities helps support corresponding portrayals of how people engage in the policy process. This paper offers theoretical and empirical guidance on understanding policy conflict intensity variation.  相似文献

The concept of sustainable development has highlighted the need to involve those who use a natural resource in helping to manage and maintain it. This has prompted the development of monitoring programmes involving volunteers who collect scientific data on the state of the natural environment. This paper argues that interpretation theory and practice provide a sound basis for the design and implementation of volunteer-based coastal monitoring programmes. Integration of multiple interrelated objectives in programmes relies on sound ‘audience’ research, including planned evaluation procedures. Three case-studies are presented which serve to identify and highlight the benefits of broadening the primary scientific focus of monitoring programmes to include greater consideration of participant motivations, skills and knowledge in the design and delivery of programmes. Discussion in this paper focuses on coastal monitoring programmes but the stated benefits might also be expected when applying this approach to other natural resource monitoring programmes.  相似文献

The Spanish hospitality industry is facing environmental challenges which require organizations and individuals to learn new skills and practices and create new environmental knowledge. Understanding the nature and role of prior knowledge for sustainable development is a necessary step towards understanding if new environmental practices will be adopted successfully. This research focuses on unlearning and its impact on environmental knowledge by carrying out an empirical investigation of the unlearning context in 127 Spanish hospitality companies. The findings indicate that a process for consolidating emergent understandings would appear to be an intermediary step between the forgetting of old knowledge and the application of new environmental knowledge. Consequently, it is important that managers provide an appropriate unlearning context to support the openness of individuals to new ideas and environmental awareness. Otherwise, individuals may be fearful of or confused by the prospect of unlearning old habits and routines.  相似文献
