The rationale for pesticide use in agriculture is that costs associated with pesticide pollution are to be justified by its benefits, but this is not so obvious. Valuing the benefits by simple economic analysis has increased pesticide use in agriculture and consequently produced pesticide-induced “public ills.” This paper attempts to explore the research gaps of the economic and social consequences of pesticide use in developing countries, particularly with an example of Nepal. We argue that although the negative sides of agricultural development, for example- soil, water, and air pollution; pest resistance and resurgence; bioaccumulation, bio-magnification; and loss of biodiversity and ecosystem resilience caused by the use of pesticides in agriculture, are “developmental problems” and are “unintentional,” the magnitude may be increased by undervaluing the problems in the analysis of its economic returns. Despite continuous effort for holistic system analyses for studying complex phenomena like pesticides impacts, the development within the academic science has proceeded in the opposite direction that might have accelerated marginalization of the third world subsistence agricultural communities. We hypothesize that, if these adversities are realized and accounted for, the benefits from the current use of pesticides could be outweighed by the costs of pollution and ill human health. This paper also illustrates different pathways and mechanisms for marginalization. In view of potential and overall negative impacts of pesticide use, we recommend alternative ways of controlling pests such as community integrated pest management (IPM) along with education and training activities. Such measures are likely to reduce the health and environmental costs of pesticide pollution, and also enhance the capabilities of third world agricultural communities in terms of knowledge, decision making, innovation, and policy change.  相似文献

This paper examines household livelihoods in highland and lowland communities of the Kali-Khola agricultural watershed in western Nepal on the basis of economic, ecological and social security indicators. Significant differences were found in soil fertility status, pests and diseases management, risk and uncertainties, use of agrochemicals and access to social services. No remarkable variations were found in crop diversification, annual agricultural income and food sufficiency. However, uncertainty and risk in agricultural production is relatively low in highland communities. The findings reveal that agriculture production alone is not a viable livelihood option for agricultural watershed communities in Nepal. The households growing crops with hired labour have relatively sustainable livelihoods in Nepal's agricultural watersheds. Insufficient agricultural land, insufficient working manpower within a family, and lack of access to ecological agricultural services are prime factors in being livelihood insecure in agricultural watershed communities. Therefore, long-term policies and plans need to be developed for the empowerment of local farmers and to support rural livelihoods with adaptable and flexible income-generating strategies, resilient resource management institutions and enhancement of knowledge, skills and social capital.  相似文献

ABSTRACT: Nonpoint pollution in the form of runoff generated by conventional agricultural practices is one of the major sources of environmental degradation of surface water bodies. Agricultural conservation practices including no‐tillage operations have been introduced as alternatives to cope with such challenges. This study attempts to examine the economic and environmental impacts of no‐tillage as compared to conventional agricultural practices for cotton, soybeans and corn cultivated in the Mississippi Delta. Impacts in the form of sediment, nutrient and pesticide runoff at farm level are investigated, using the Erosion Productivity Impact Calculator (EPIC).  相似文献

Industrialized agriculture currently substitutes many of the ecological functions of soil micro-organisms, macroinvertebrates, wild plants, and vertebrate animals with high cost inputs of pesticides and fertilizers. Enhanced biological diversity potentially offers agricultural producers a means of reducing the cost of their production. Conservation of biodiversity in agricultural landscapes may be greatly enhanced by the adoption of certain crop management practices, such as reduced pesticide usage or measures to prevent soil erosion. Still, the vast monocultures comprising the crop area in many Canadian agricultural landscapes are often of limited conservation value, thus the inclusion of appropriate wildlife habitat in and around arable lands is a fundamental prerequisite for the integration of wild species within agricultural landscapes. This review of current literature considers the potential for non-crop areas within agricultural landscapes to be reservoirs of agronomically beneficial organisms including plants, invertebrates, and vertebrate species. Non-crop habitats adjacent to crop land have been identified as significant for the maintenance of plant species diversity, for the conservation of beneficial pollinating and predatory insects, and as essential habitat for birds. A key component for enhancement of biodiversity is the reintroduction of landscape heterogeneity by (1) protection and enhancement of key non-crop areas, (2) smaller fields and farms, and (3) a greater mixture of crops, through rotation, intercropping and regional diversification. The benefits of increased biodiversity within arable lands are reviewed for various species groups. In the Canadian context, any serious attempt to derive significant agronomic benefit from increased biodiversity will require considerable changes in the agricultural programs and policies which shape mainstream industrialized agriculture. The problems of crop depredation by vertebrate species, weed and insect competition, which still represent significant impediments to the creation and proper management of wildlife habitat, are also discussed.  相似文献

Contamination of groundwater by agrochemicals is now widely recognized as an extremely important environmental problem. Modern agricultural practices involve the combined use of irrigation with the application of large amounts of agrochemicals to maximize crop yield. Due to flood irrigation and natural runoff, agricultural activities might generate soil, surface water and groundwater contamination problems and leaching of pesticides. Modeling of the transport and fate of pesticides, such as simazine, may help understand the long-term potential risk to the subsurface environment. This paper illustrates a comparative study via the use of three different pesticide transport simulation models and the applicability of those models in determining the groundwater vulnerability to pesticides contamination in a citrus orchard located at the Lower Rio Grande Valley (LRGV). The three models used in the study are the pesticide root zone model-3 (PRZM-3), the pesticide analytical model (PESTAN) and integrated pesticide transport modeling (IPTM). The concentration values obtained from all three models are in agreement, and they show a decreasing trend from the surface through the vadose zone. The problem is how to use this information and, specifically, how to combine the testimony of a number of experts into a single useful judgment. With the aid of the fuzzy multiattribute decision making method, PRZM-3 is deemed as the most promising one for such precision farming applications.  相似文献

Applications of in situ agrobiodiversity conservation practices within agricultural production systems have the potential to reduce the risks of agricultural modernisation and enhance sustainable development. The aims and approaches for in situ conservation differ according to the requirements of communities and nations. Approaches to in situ conservation in the decade after the Convention of Biological Diversity are reviewed within the contexts of marginal agricultural systems in Nepal, Turkey and Switzerland. Numerous approaches are currently utilised, including: the informal de facto retention of agrobiodiversity; the provision of state assistance; the marketing of agrobiodiversity products; the use of technological innovations to develop local diversity; the establishment of conservation reserves; community assistance programmes and the raising of awareness of the issue amongst all sectors of societies. Emerging complementary in situ approaches applicable in the rural margins suggest a framework for effectively conserving agrobiodiversity by working with local people.  相似文献

A long history of human–nature interactions mediated by agriculture, resulted in high biodiversity in Japanese rural landscapes. This diversity faces drastic decline due to the changes following the socioeconomic circumstances regarding agriculture. Rural conservation will require cooperation among major stakeholders, and knowing how preferences for and perceptions of rural landscapes differ among them can help crafting and implementing effective conservation measures. This study investigated how perceptions of rural landscapes in the Arai-Keinan region, Niigata, Japan differ among people having very different relationships to them. In a photograph-based semantic differential survey, farmers and naturalists, major stakeholders in rural conservation, rated both rice paddy and woodland landscapes. In determining preferences for rice paddy landscapes, perceptions of stewardship and openness were significantly more important for farmers, whereas those of naturalness and biodiversity were significantly more important for naturalists. Such group differences were not found for woodland landscapes. Analysis of perceptions for landscape changes suggested that farmers may have higher normative criteria for rural landscapes than naturalists. Group preferences for intensified rice paddies on sloped topography may conflict, and any rural conservation planning effort should carefully consider that farmers and naturalists consider different aspects of landscapes as important.  相似文献

In public debates, agricultural biotechnology is almost invariably discussed as a potential threat to the environment and to human health. Without downplaying the risks associated with this technology we emphasize that if properly regulated, it can be a forceful tool to solve environmental problems and promote human health. Agricultural biotechnology can reduce environmental problems in at least three ways: it can diminish the need for environmentally damaging agricultural practices such as pesticides, fertilizers, tillage, and irrigation. It can reduce the land area needed for agriculture, thus reducing the CO2 effect of agriculture and improving biodiversity. It can produce energy in a CO2-neutral way (especially if new technologies involving the cultivation of microalgae become successful). Furthermore, agricultural biotechnology can have positive effects on human health by decreasing occupational and dietary exposure to pesticides, improving the nutritional value of food, and producing pharmaceuticals more efficiently. We argue that those who wish to give high priority to environmental goals cannot afford any longer to be mere onlookers while others decide the future directions of agricultural biotechnology.  相似文献

During the last 50 years, the Common Agricultural Policy (CAP) has impacted the evolution of European agricultural landscapes by driving changes in land use and farming practices. We propose a typology characterising the scales relevant for agricultural landscapes management and argue that action is required on three scales: (1) a landscape oriented management at the farm level; (2) the coordination of land managers’ actions at the landscape level; and (3) the conservation of the diversity of agricultural landscapes in the EU. We provide evidence that until now the CAP has mainly focused on the first scale. We also illustrate how agricultural policy could encourage coordinated actions at the landscape- and EU-scales. In particular, we propose policy instruments to coordinate actions of individual land owners (e.g. collective bonus in agro-environmental contracts or support to environmental cooperatives (scale 2)). We also analyse how the recognition and transposition of the European Landscape Convention could promote trans-frontier landscape cooperation in order, not only to conserve high-quality rural landscapes, but also to ensure the conservation of the diversity of EU landscapes (scale 3). This paper provides a knowledge base to support an integrated CAP design in the direction of improved landscape management, as an important component of the EU project towards more sustainable agriculture.  相似文献

Agricultural development has been an effective instrument for poverty alleviation and economic development in developing countries over the latter half of the twentieth century, and over 80 % of rural people globally still depend on agriculture for their living. However, issues such as water availability, land degradation and an increasing dependence on chemical fertilisers and pesticides continue to be on-going threats to sustainable agricultural development. These threats are being driven by the pressing need to ensure food security in the face of rapidly growing and urbanising populations. Developing countries will therefore continue to need improved methods for planning sustainable agricultural development. This paper presents a review of agricultural sustainability assessment in developing countries. The review highlights some of the key weaknesses that persist in sustainability assessment and the need to consider not only indicators of sustainability but also the drivers that influence indicator behaviour. We argue that without a good understanding of the drivers of sustainability and their systemic relationships to indicators, sustainability assessments run the risk of focusing on symptoms without addressing underlying causes of adverse indicator trends. Drivers of agricultural sustainability in developing countries encompass a range of demographic, natural, socio-economic, political, institutional and management factors. Understanding these and their relationships to sustainability indicators is needed in order to develop agricultural development policy that supports sustainability. The paper presents a conceptual framework for guiding systemic agricultural sustainability assessment and agricultural development planning in developing countries that includes both sustainability indicators and drives, and considers the broad relationships between them.  相似文献

This report summarizes well sampling protocols, data collection procedures, and analytical results for the presence of pesticides in ground water developed by the California Department of Pesticide Regulation (DPR). Specific well sampling protocols were developed to meet regulatory mandates of the Pesticide Contamination Prevention Act (PCPA) of 1986 and to provide further understanding of the agronomic, chemical, and geographic factors that contribute to movement of residues to ground water. The well sampling data have formed the basis for the DPR's regulatory decisions. For example, a sampling protocol, the Four-Section Survey, was developed to determine if reported detections were caused by nonpoint-source agricultural applications, a determination that can initiate formal review and subsequent regulation of a pesticide. Selection of sampling sites, which are primarily rural domestic wells, was initially based on pesticide use and cropping patterns. Recently, soil and depth-to-ground water data have been added to identify areas where a higher frequency of detection is expected. In accordance with the PCPA, the DPR maintains a database for all pesticide well sampling in California with submission required by all state agencies and with invitations for submission extended to all local and federal agencies or other entities. To date, residues for 16 active ingredients and breakdown products have been detected in California ground water as a result of legal agricultural use. Regulations have been adopted for all detected parent active ingredients, and they have been developed regardless of the level of detection.  相似文献

ABSTRACT: Simulated water quality resulting from three alternative future land‐use scenarios for two agricultural watersheds in central Iowa was compared to water quality under current and historic land use/land cover to explore both the potential water quality impact of perpetuating current trends and potential benefits of major changes in agricultural practices in the U.S. Corn Belt. The Soil Water Assessment Tool (SWAT) was applied to evaluate the effect of management practices on surface water discharge and annual loads of sediment and nitrate in these watersheds. The agricultural practices comprising Scenario 1, which assumes perpetuation of current trends (conversion to conservation tillage, increase in farm size and land in production, use of currently‐employed Best Management Practices (BMPs)) result in simulated increased export of nitrate and decreased export of sediment relative to the present. However, simulations indicate that the substantial changes in agricultural practices envisioned in Scenarios 2 and 3 (conversion to conservation tillage, strip intercropping, rotational grazing, conservation set‐asides and greatly extended use of best management practices (BMPs) such as riparian buffers, engineered wetlands, grassed waterways, filter strips and field borders) could potentially reduce current loadings of sediment by 37 to 67 percent and nutrients by 54 to 75 percent. Results from the study indicate that major improvements in water quality in these agricultural watersheds could be achieved if such environmentally‐targeted agricultural practices were employed. Traditional approaches to water quality improvement through application of traditional BMPs will result in little or no change in nutrient export and minor decreases in sediment export from Corn Belt watersheds.  相似文献

This paper presents the relationship between an environmental protection scheme, established in Ireland in 1994 under EU Regulation No. 2078/92, and the livelihoods of Irish farm households. It explores this relationship within the framework of the new policy environment for EU agriculture and rural areas as set out in Agenda 2000. At the centre of this new policy environment is the European model for agriculture, embodying the concept of multifunctionality, which recognizes the pivotal position of an evolving agricultural sector in enhancing the viability of rural areas through broadening the assets of farm families. Research undertaken with farm households in the west of Ireland indicates a positive relationship between the Rural Environmental Protection Scheme and the economic and natural assets upon which they build their livelihoods. The case of a small-scale dairy farm household is presented, showing clearly the positive impact of the scheme, while also highlighting the vulnerability of these improvements. A major challenge facing policy-makers is the extent to which acceptable levels of income and an enhanced natural environment on such farms can be sustained. The position of advisory and research institutions in strengthening human capacities on farms is highlighted and their enhanced role is suggested in order to give meaning to multifunctional and sustainable agriculture within the context of rural area viability. Resource consumption in developing countries has been the focus of a considerable amount of research. What has been understudied however, has been the feedback affects of resource consumption on resource availability to both households and communities. Heavy reliance on natural resources and intensive smallholder agriculture common to many rural communities in developing countries has forced people to fulfill short-term needs to the detriment of long-term ecological and livelihood sustainability. This paper introduces a conceptual framework to examine how individuals and households fulfill daily caloric needs and the aggregate effects on resource availability and consumption. Data were collected from a large number of published case studies of rural land-use dynamics, growth and yield models, and human livelihoods were reviewed from scientific journals, reports published by NGOs, and government reports. Using inputs defined by the user, the model tracks annual fuelwood and agricultural land use based on meeting individual energy demands. A case-study-based analysis was patterned after smallholder agriculturalists at the family and community level. Three scenarios are presented in this paper using data from Uganda to illustrate the application of this model.  相似文献

Irrigated Agriculture and Wildlife Conservation: Conflict on a Global Scale   总被引:10,自引:0,他引:10  
/ The demand for water to support irrigated agriculture has led to the demise of wetlands and their associated wildlife for decades. This thirst for water is so pervasive that many wetlands considered to be hemispheric reserves for waterbirds have been heavily affected; for example, the California and Nevada wetlands in North America, the Macquarie Marshes in Australia, and the Aral Sea in central Asia. These and other major wetlands have lost most of their historic supplies of water and some have also experienced serious impacts from contaminated subsurface irrigation drainage. Now mere shadows of what they once were in terms of biodiversity and wildlife production, many of the so-called "wetlands of international importance" are no longer the key conservation strongholds they were in the past. The conflict between irrigated agriculture and wildlife conservation has reached a critical point on a global scale. Not only has local wildlife suffered, including the extinction of highly insular species, but a ripple effect has impacted migratory birds worldwide. Human societies reliant on wetlands for their livelihoods are also bearing the cost. Ironically, most of the degradation of these key wetlands occurred during a period of time when public environmental awareness and scientific assertion of the need for wildlife conservation was at an all-time high. However, designation of certain wetlands as "reserves for wildlife" by international review boards has not slowed their continued degradation. To reverse this trend, land and water managers and policy makers must assess the true economic costs of wetland loss and, depending on the outcome of the assessment, use the information as a basis for establishing legally enforceable water rights that protect wetlands from agricultural development.  相似文献

The environmental degradation caused by industrial agriculture, as well as the resulting social and health consequences, creates an urgency to rethink food production by expanding the moral imagination to include agricultural practices. Agricultural practices presume human use of the earth and acknowledge human dependence on the biotic community, and these relations mean that agriculture presents a separate set of considerations in the broader field of environmental ethics. Many scholars and activists have argued persuasively that we need new stories to rethink agricultural practice, however, the link—the story that does and can shape agricultural practice—has not yet been fully articulated in environmental discourse. My analysis explores how language has shaped existing agricultural models and, more important, the potential of story to influence agricultural practice. To do this, I draw upon cognitive theory to illustrate how metaphoric and narrative language structures thought and influences practice, beginning with my contention that industrial agriculture relies on a discourse of mechanistic relations between humans and a passive earth, language that has naturalized the chemically intensive monocultures prevalent in much of the American Midwest. However, alternative agricultures, including organic agriculture, agro-ecology, and ecological agriculture, emphasize qualities such as interdependence and reciprocity and do so as a deliberate response to the perceived inadequacies of industrial agriculture and its governing narrative. Exploring the different discourses of agricultural systems can help us think through different modalities for human relations with the biotic community and demonstrate story’s potential role in altering practice.  相似文献

ABSTRACT: The elimination of groundwater overdraft was a key feature of the 1980 Arizona Groundwater Management Act. To achieve this goal, the Arizona Department of Water Resources identified several Active Management Areas and developed urban, industrial, and agricultural water conservation plans. This study examines the reductions in groundwater use through agricultural water conservation in the Phoenix Active Management Area (AMA). Linear programming models are developed to analyze changes in groundwater use and net returns to agriculture over a 38-year period, 1990 to 2025, for farming areas in the Phoenix AMA. Results indicate that the agricultural conservation program provides only modest groundwater savings under a wide range of scenarios. The low level of savings is partly due to the current economically efficient use of water. Other policy measures such as retiring agricultural land may be necessary if the Phoenix AMA is to meet its overdraft reduction goals; even if urban water conservation goals are met.  相似文献

Pesticides, regardless of their known toxic impacts to human health and environment, are widely used in the rapid growing agricultural sectors of developing countries. As an agricultural country with small lands and enormous population to feed, a developing country like Bangladesh rely heavily on the uses of pesticides to increase crop yields. Nevertheless, during the past decades, Peoples’ Republic of Bangladesh has experienced 26.46% decrease in total pesticide consumption. However, the presence of unregistered pesticides in the environmental samples and agricultural products has pointed out the weakness in the existing legal regime of the pesticide governance. This, in turn, is threatening the livelihood and health of the farmers, food safety and consumer health. This paper reviews the antiquity of the status of pesticide consumption, evolution and drawbacks of pesticide in the context of existing socio-economic position of Bangladesh. A consolidated uniform system is lacking to project pesticide management in the country. Existing legal policy, rules and regulations in the context of international agreements regarding pesticide management have been reviewed and suggested for further amendment. Moreover, role of green microfinance in sustainable management of pesticides and food safety were recommended. A framework is proposed for pesticide governance with a stronger pesticide surveillance program and coordination of ministries interlinking environmental, occupational health and food safety.  相似文献
