In recent years there has been a large increase in the number of small towns with populations between 5,000 and 10,000 in the Middle East. They represent an immense variety of urban types fulfilling a great range of functions. This paper looks at the characteristics of these settlements and argues that they have been largely neglected in the study of Middle East urbanisation and calls for comprehensive national urban planning orientated towards the needs of small towns.  相似文献

A myriad of factors, both economic and political, influenced the voting by members of the United States Congress on the 1978 National Energy Act. Determinant factors considered in our analysis included the percentage of residents in the Congressman's district residing in the central city or on farms; the percentage of residents who belong to labor unions; the average level of education of the residents; oil, coal, and natural gas production in the state relative to total domestic production. The results, determined by means of logit analysis, indicate that the impact on low-income energy consumers, the effect on overall employment, the impact on farmers, and the benefits to energy interests, as well as ideology and the subjective perception that the need exists to do something about the energy situation in the United States, were all important explanatory factors.The author is an economist with the United States Department of Energy. Formula allocation is a major tool for the distribution of public funds in the United States of America. This paper explores several examples of formulae used in U.S. domestic programmes, looking at their construction, meaning and consequences. The authors argue that the design of formulae is both a political and technical task. The paper concludes with a series of recommendations to improve formulae as tools of distributional policy.  相似文献

Natural areas of national parks constitute unique ecological and aesthetic resources. Since the inception of national parks, it has been apparent that they are susceptible to threats that result in significant change and damage. Today, major issues concerning management of parks relate to questions of expanded visitor use and what types of facilities are to be deemed appropriate, that is, the dilemma of preservation versus use. In the United States of America, resolution of this dilemma must, strictly speaking, be based upon intent and meaning of Congressional legislation. The traditional interpretation of legislation in the U.S. has been to provide for a balance of use and preservation. However, extensive review of the literature of national park policy reveals a remarkable lack of elaboration and clarification of legislative meaning. Based upon a critical analysis of pertinent legislation, which has heretofore been ignored, we provide an interpretation of legislative meaning which strongly supports a policy of preservation of park resources.  相似文献

Wildlife conservation policy for endangered species restoration follows a six-phase process. Population viability analysis (PVA) can play a major contributing role in four of these. PVA, as discussed here, is a technique where extinction vulnerabilities of small populations are estimated using computer simulation modeling. The benefits and limitations of using PVA in wildlife decision and policy processes are reviewed based on our direct experience. PVA permits decision makers to set time frames for management, estimate the required magnitude of restoration efforts, identify quantitative targets for species recovery, and select, implement, monitor, and evaluate management strategies. PVA is of greatest value for rare species policy and management. However, a limitation of PVA simulation models is that they are constrained by the amount of biological data available, and such data are difficult to obtain from small populations that are at immediate risk of extinction. These problems may be overcome with improved models and more data. Our experience shows benefits of PVA far outweigh its limitations, and applications of the approach are most useful when integrated with decision analysis and completed within an adaptive management philosophy. PVAs have been carried out for 14 Victorian species and less used elsewhere in Australia. Management and recovery plans are developed from these PVAs. We recommend that PVA be used to guide research programs, develop conservation strategies, and inform decision and policy making for both endangered and nonendangered species because it can significantly improve many aspects of natural resource policy and management.  相似文献

Recovery of the benthic macroinvertebrate community in a small east Tennessee stream impacted by fly ash discharges from a power plant was investigated over a period of 6.5 years. The rate of recovery was greatest in the first 2 years after an initial 75% reduction in coal use led to a similar reduction in ash discharges and associated contaminants; further recovery followed after all fly ash discharges ceased. Recovery of the stream progressed through two phases. In the first phase, which lasted for approximately the first 2 years, most density and richness metrics increased considerably. In the second phase of recovery, the increases in metric values were followed by declines before fluctuating in and out of the lower reference ranges for the metrics. Detrended correspondence analyses and indicator species analyses showed that changes in species composition and community structure were ongoing throughout the second phase. Thus, the first phase was characterized by species additions, while the second phase involved species replacements and shifts in community dominants. Further recovery of the macroinvertebrate community will probably depend on additional flushing of fly ash deposits from the streambed and flood plain, because their continued presence reduces habitat quality in the stream and serves as a potential source of contaminants. Further recovery also may be limited by the availability of vagile species in nearby watersheds.  相似文献

The U.S. Environmental Protection Agency has proposed permitting ballast water discharges—a benefit of which would be to reduce the economic damages associated with the introduction and spread of aquatic invasive species. Research on ship-borne aquatic invasive species has been conducted in earnest for decades, but determining the economic damages they cause remains troublesome. Furthermore, with the exception of harmful algal blooms, the economic consequences of microscopic invaders have not been studied, despite their potentially great negative effects. In this paper, we show how to estimate the economic benefits of preventing the introduction and spread of harmful bacteria, microalgae, and viruses delivered in U.S. waters. Our calculations of net social welfare show the damages from a localized incident, cholera-causing bacteria found in shellfish in the Gulf of Mexico, to be approximately $706,000 (2006$). On a larger scale, harmful algal species have the potential to be transported in ships’ ballast tanks, and their effects in the United States have been to reduce commercial fisheries landings and impair water quality. We examine the economic repercussions of one bloom-forming species. Finally, we consider the possible translocation within the Great Lakes of a virus that has the potential to harm commercial and recreational fisheries. These calculations illustrate an approach to quantifying the benefits of preventing invasive aquatic microorganisms from controls on ballast water discharges.
