The new towns programme in France can be said to have run its course and now is an opportune moment to look back at the programme and review the context, content and progress. The paper gives a general context within which the new towns developed from the time of the Third National Plan, and subsequent policies aimed to stem migration to Paris. Progress of the new towns is discussed and some of the problems and successes are highlighted.  相似文献

No we Tychy is the most prominent and successful of the new towns in post‐war Poland. The paper describes the new town programme resulting from the Regional Plan for Upper Silesia and provides an appraisal of the town's achievement from the point of view of the residents’ living conditions, the usability of the housing stock and the spatial character of the town. Self‐help extensions to government‐built housing are now accepted as a valuable addition to the housing stock in many third world countries. This paper describes self‐help extensions being made to five‐storey walk‐up flats in Helwan, Egypt, to provide more living space for households which have grown too large for the two rooms initially provided. It is argued that the cooperative effort and standard of construction are resulting in an acceptable new environment. Government response should be to encourage and guide such extensions wherever they occur.  相似文献

Over the last decade or so, rural housing problems in Britain have become an important focus of attention both for researchers and planners. Inaccessibility to adequate housing is a significant component of the more all‐embracing problems of rural deprivation. The rented sector is of particular relevance to the amelioration of these problems, but the supply has been increasingly restricted both in the private and in the public sector. Great stress has therefore been laid on the ability of housing associations to provide rented sector housing. This paper investigates the work of one particular housing association in Mid‐Wales — Cymdeithas Tai Dyffryn Teifi (CTDT) and assesses the degree of complementarity achieved with housing provision by the local councils operating in the same rural locality. The particular areas of effectiveness of a housing association in this context are thereby evaluated.  相似文献

Saudi Arabia has undergone revolutionary change to its economy since 1973, followed more recently by serious economic problems. The largely peripheral effects of urban planning upon the transformation of Jeddah from medieval town to international city are considered. In the aftermath of the 1979 revolution, the new administration adopted a number of policies to address the question of land ownership, supply and allocation in order to tackle the acute shortage of housing in the urban areas. In 1982, the Five‐Year Urban Land Act was passed by the Parliament. Subsequently a body called the Urban Land Organisation (ULO) was set up to co‐ordinate the process of land preparation and allocation. The 1982 Urban Land act empowered the government to: (a) expropriate certain categories of abandoned urban land, and (b) to set a temporary time schedule of five years during which the act's work will be monitored.

This paper sets out to examine the policies related to urban land which have been introduced and implemented in the 1980s in Iran.  相似文献

There are some experts who are dealing with research on locally made materials for building in the Ministry of Housing and Works in Nigeria. It has been discovered in the Ministry that lateriate clays can be fired and used for building even two‐storey buildings depending on the firing and the pressure (Ogunbamwo, 1975). The Ministry has constructed a block of bungalows of low‐cost housing units with mud at Ikoyi, off Kingsway Road. No one will know that these houses are mud houses if not at closer inspection. Unfortunately, no effort has been made to continue or improve on this laudable adventure in Nigeria.  相似文献

The response of industry to current environmental regulations in Alexandria, Egypt was investigated. Environmental officers in 55 industrial firms completed a questionnaire examining their opinions about current environmental regulations, the statuses of their companies' compliance with those regulations, and the environmental management progress and problems in their companies. Although Egyptian industrialists had positive opinions about environmental regulations, their companies were not in satisfactory compliance with those regulations. The context in which environmental concern started in Egypt and the economic environment of Egyptian industry had lead to 'soft' enforcement and implementation of environmental regulations. The response of Alexandria's industrial firms to the issued environmental regulations was limited to adopting symbolic 'end-of-pipe' environmental protection measures. Progress in environmental management and problems in industries of Alexandria were also investigated.  相似文献

A simple method of calculating the scale of housing need for Kumasi, Ghana, uses two likely variations in household size distribution and an overcrowding threshold of 3 p.p.r., and a measure of preference. The two household size distributions take account both of trends and of changes which may occur if and when new housing is provided. At that time, released from the current constraints, household formation along traditional lines may again be possible. The preferred supply equates households’ perceived need to their ability to pay at current rents. The resulting range of rooms required is wide but even the lowest need is so far in excess of supply that conventional approaches are self‐evidently inadequate and greater client involvement must be encouraged.  相似文献

The coastal tourist areas of Spain have seen open conflict between planners and the public over the flood of tourist developments. The Costa Brava in the region of Catalonia is chosen for the purpose of this study which looks at the effects of the Land Use law of 1976 requiring all municipalities to prepare General Plans. The failure of plans which attempted to severely restrict tourist growth, and this paper's conclusions, that the expansion of tourist pressure into new areas may create new conditions, suggest a regional approach to policy.  相似文献

The achievement of sustainable development demands the integration of environment and development. To achieve sustainable development requires a close collaboration and cooperation between environmentalists and the decision-makers. The evidence is that in developing countries (Egypt, as an example) the gap is widening rather than closing. Intensive research programs are needed, for instance in the field of sustainable development and urban environmental management, to narrow that gap. Environmental Impact Assessment (EIA) has become a management tool for achieving acceptable forms of environmentally sound development and sustainability; at best it is proving nothing more than a permit to move a project ahead.It is recommended that indicators for sustainable development and their progress be fully monitored. Performance indicators should always be established, not only for project implementation, but also during and after the implementation process to make sure that all mitigation measures are satisfactorily implemented. This can be achieved by linking the license granting authority for action to the actual implementation of these measures. To secure the environmental sustainability of an environmental project, it is also important to have the EIA document as an integral part of the license application document, and to make it available to inspectors during their necessarily frequent inspection visits.  相似文献

Rural, forested areas throughout the United States are experiencing strong housing growth with potentially detrimental impacts on the environment. In this paper, we quantify housing growth in Northern Wisconsin over the last sixty years to determine if growth rates were higher near public lands, which may represent an important recreational amenity. We used data from the U.S. Census to produce decadal housing density estimates, “backcasts,” from 1940 to 2000 for northern Wisconsin to examine “rural sprawl” in northern Wisconsin and its relationship to forested areas and public lands. We integrated housing density estimates with the 1992/1993 National Land Cover Dataset to examine the relationship between rural sprawl and land cover, especially forests. Between 1940 and 2000, private land with <2 housing units/km2 decreased from 47% to 21% of the total landscape. Most importantly, housing growth was concentrated along the boundaries of public lands. In 14 of the 19 counties that we studied, housing growth rates within 1 km of a public land boundary exceeded growth rates in the remainder of the county, and three of the five counties that did not exhibit this pattern, were the ones with the least amount of public land. Future growth can be expected in areas with abundant natural amenities, highlighting the critical need for additional research and effective natural resource management and regional planning to address these challenges.  相似文献

In Egypt, production has a high priority. To this end protecting the quality of the groundwater, specifically when used for drinking water, and delineating protection areas around the drinking water wellheads for strict landuse restrictions is essential. The delineation methods are numerous; nonetheless, the uniqueness of the hydrogeological, institutional as well as social conditions in the Nile Delta region dictate a customized approach. The analysis of the hydrological conditions and land ownership at the Nile Delta indicates the need for an accurate methodology. On the other hand, attempting to calculate the wellhead protected areas around each of the drinking wells (more than 1500) requires data, human resources, and time that exceed the capabilities of the groundwater management agency. Accordingly, a combination of two methods (simplified variable shapes and numerical modeling) was adopted. Sensitivity analyses carried out using hypothetical modeling conditions have identified the pumping rate, clay thickness, hydraulic gradient, vertical conductivity of the clay, and the hydraulic conductivity as the most significant parameters in determining the dimensions of the wellhead protection areas (WHPAs). Tables of sets of WHPAs dimensions were calculated using synthetic modeling conditions representing the most common ranges of the significant parameters. Specific WHPA dimensions can be calculated by interpolation, utilizing the produced tables along with the operational and hydrogeological conditions for the well under consideration. In order to simplify the interpolation of the appropriate dimensions of the WHPAs from the calculated tables, an interactive computer program was written. The program accepts the real time data of the significant parameters as its input, and gives the appropriate WHPAs dimensions as its output.  相似文献

Small towns are an important part of the rural settlement fabric in the United States, but there is very little substantive research into their capacity to survive or their intrinsic importance. However, recently there has been increasing interest shown by social scientists in these problems. This paper looks at features of this research from the point of view of the population and economic structure of small towns. It concludes by arguing that the problems of small towns are not indigenous to the towns, and calls for a comprehensive national urban policy.  相似文献

Adaptation planning for sea level rise: a study of US coastal cities   总被引:2,自引:0,他引:2  
Sea level rise (SLR) is expected, even without greenhouse gas emissions. As SLR is inevitable, adapting to its impacts has received increasing attention, and local governments are the key actors in this emerging agenda. This study indicates that adaptation planning for SLR should be integrated into two local major planning mechanisms in the United States: the local comprehensive plans and hazard mitigation plans. By evaluating 36 plans from 15 US coastal cities that are considered at high risk and vulnerable to rising sea levels, the results demonstrate that SLR is widely identified, but the overall quality of the plans to address it requires significant improvement. A detailed table of selected plans' characteristics is also provided as a lens on how localities tackle this challenging issue. The paper concludes with planning suggestions for coastal communities to better adapt to SLR.  相似文献

By using a scale framework, we examine how cross-scale interactions influence the implementation of climate adaptation and mitigation actions in different urban sectors. Based on stakeholder interviews and content analysis of strategies and projects relevant to climate adaptation and mitigation in the cities of Copenhagen and Helsinki, we present empirical examples of synergies, conflicts and trade-offs between adaptation and mitigation that are driven by the cross-scale interactions. These examples show that jurisdictional and institutional scales shape the implementation of adaptation and mitigation strategies, projects and tasks at the management scale, creating benefits of integrated solutions, but also challenges. Investigating the linkages between adaptation and mitigation through a scale framework provides new knowledge for urban climate change planning and decision-making. The results increase the understanding of why adaptation and mitigation are sometimes handled as two separate policy areas and also why attempts to integrate the two policies may fail.  相似文献

Urban sprawl and air quality in large US cities   总被引:3,自引:0,他引:3  
This study presents the results of a paper of urban spatial structure and exceedances of the 8-h national ambient air quality standard for ozone in 45 large US metropolitan regions. Through the integration of a published index of sprawl with metropolitan level data on annual ozone exceedances, precursor emissions, and regional climate over a 13-year period, the association between the extent of urban decentralization and the average number of ozone exceedances per year, while controlling for precursor emissions and temperature, is measured. The results of this analysis support the hypothesis that large metropolitan regions ranking highly on a quantitative index of sprawl experience a greater number of ozone exceedances than more spatially compact metropolitan regions. Importantly, this relationship was found to hold when controlling for population size, average ozone season temperatures, and regional emissions of nitrogen oxides and volatile organic compounds, suggesting that urban spatial structure may have effects on ozone formation that are independent of its effects on precursor emissions from transportation, industry, and power generation facilities.  相似文献

This paper is a revised version of one presented to the Regional Science Association Conference, University of Leeds, September 1983.

The extent of rural poverty is largely hidden, yet mean rural incomes are lower than in urban areas. Equally, the differential between low incomes and high minimum house prices in rural areas not always acknowledged. This paper looks at the planning response to these problems against alternative approaches including discriminatory policies against second home owners in rural areas. The paper concludes by identifying a solution restricting private development and augmenting public‐sector provision in rural areas.  相似文献
