Although many cities have guidelines on the quantity of green open space that should accompany residential development, there is less guidance on the type or facilities of these spaces. The study uses an approach to determine whether green space can be valued on the basis of its constituent characteristics and, if so, what characteristics are preferred. The results indicate that preferences vary depending on whether the green space in question is a small local park or a larger municipal park. However, where a base alternative of usual park destination is included in the analysis, the results are affected by collinearity and the actual availability of relevant green space attributes in these destinations. A mixed logit approach is used to tease out this effect from the underlying preference values. 相似文献

Valuing improvements to threatened and endangered marine species: an application of stated preference choice experiments 总被引:1,自引:0,他引:1
Non-market valuation research has produced value estimates for over forty threatened and endangered (T&E) species, including mammals, fish, birds, and crustaceans. Increasingly, Stated Preference Choice Experiments (SPCE) are utilized for valuation, as the format offers flexibility for policy analysis and may reduce certain types of response biases relative to the more traditional Contingent Valuation method. Additionally, SPCE formats can allow respondents to make trade-offs among multiple species, providing information on the distinctiveness of preferences for different T&E species. In this paper we present results of an SPCE involving three U.S. Endangered Species Act (ESA)-listed species: the Puget Sound Chinook salmon, the Hawaiian monk seal, and the smalltooth sawfish. We estimate willingness-to-pay (WTP) values for improving each species' ESA listing status and statistically compare these values between the three species using a method of convolutions approach. Our results suggest that respondents have distinct preferences for the three species, and that WTP estimates differ depending on the species and the level of improvement to their ESA status. Our results should be of interest to researchers and policy-makers, as we provide value estimates for three species that have limited, if any, estimates available in the economics literature, as well as new information about the way respondents make trade-offs among three taxonomically different species. 相似文献

This paper examines how some of the principles of environmental education have been taken up in environmental strategies and activities in Victoria, Australia. The focus is upon the efforts of the State Government-funded Victorian Environmental Education Council (VEEC) to encourage the development of environmental education in sectors and organizations outside the formal education sector and not usually associated with either the environment or education. The relative success of initiatives fostered in marginalized community sectors and in the private industry sector are discussed. Following the abolition of the VEEC (late 1993) with a change of government, questions are raised about the sustainability of environmental reform agendas in the public political domain. In view of the fragility of sympathetic political environments, it is argued, that for environmentally sustainable development a broader commitment to social justice and social change must be fundamental to environmental education principles and processes to both include all sections of the community and, also, to actually change who makes decisions and how and where they are made.Jeannie Rea lectures in environmental policy and polities at Victoria University of Technology, Victoria, Australia. In this study, water quality and basin characteristics data from different basins of the Fish River basin, Baldwin County,
Alabama, were used to develop a valuation model. This valuation model is based on the effectiveness of “contributing zones”
identified and delineated using methods described by Basnyat and others (Environmental Management]1999] 23(4):539–549). The “contributing zone” delineation model suggests that depending on soil permeability, soil moisture,
depth to water table, slope, and vegetation, buffer widths varying from 16 m to 104 m must be maintained to assimilate or
detain more than 90% of the nitrate passing through the buffers. The economic model suggests the value of retiring lands (to
create the buffers) varies from $0 to $3067 per ha, depending on the types of crops currently grown. The total value of retiring
all areas identified by the contributing zone model is $1,125,639 for the study area. This land value will then form the basis

The recent Green Paper ‘War on Waste’ urges local authorities to organize the recovery and re-use of waste materials in their areas. It is ambiguous, however, on the question of whether recovery should be regarded primarily as a commercial venture or a social service. In this article some of the factors to be considered before embarking on a recovery programme are discussed, and the authors identify some of the arguments for and against the view that recovery is properly a local authority service. Questions considered include the costs and savings associated with a recovery scheme, the impact of the activities of opportunists and the role of the private contractor and voluntary organizations. 相似文献

The main objective of this paper is to investigate the impact of experience on the choice of visits to forests in a stated discrete choice experiment. Recent literature has indicated that experiences with the environmental services valuated may increase the respondents' certainty in their choice of hypothetical alternatives. We apply two indicators of experiences: the number of visits and the number of different forests visited during the last year. Applying the generalized multinomial logit model, we find that an increase in the number of visits to forests makes respondents' choices more predictable. However, the number of different forests visited reduces the predictability of choices. Furthermore, we investigate the relationship between respondents' experience of forest recreation and the self-reported choice certainty, controlling for respondents' social-demographics and other design characteristics. Finally, we show that self-reported choice certainty is positive correlated with the scale factor, as expected. 相似文献

Agenda 21 has come to be the most significant outcome of the Rio Summit for local government in the UK and Local Agenda 21 is emerging as the main driver for the development of local policies and programmes for sustainable development. In general, the work is being undertaken by those charged with the development of environmental policy in local authorities. Sustainability is seen as a natural extension of environmental policy work, and survey results presented confirm a gradual emergence of LA21 work from an environmental focus to a strategic approach to issues of environment, economic development, social welfare and accessibility. The level of awareness of LA21 and commitment to it in general terms appear high, but survey results suggest that the full implications of the agenda, particularly those relating to new approaches to partnership, participation and democracy, have not yet been addressed by all authorities. The author suggests that problems of corporatisation of LA21 and its relationship with traditional democratic structures remain to be tackled. The potential for the consensual approach in tackling issues of 'hard sustainability' is also discussed. 相似文献

以绿色发展推动生态文明建设将会是我国长期面临的重大课题。"一带一路"是我国新时期的对外开放国家战略,涵盖范围广泛,涉及国内18个省域和沿线65个国家,研究"一带一路"战略背景下的中国省域绿色发展,意义重大。本文通过对"一带一路"战略的基本回顾认为,建设绿色"一带一路"是促进我国经济绿色转型、消除国际社会担忧、推进战略顺利实施的必然选择。"一带一路"战略涉及国内18个省份之间的环境污染状况和绿色发展水平差异较大,东部沿海省份的经济发展水平远高于中西部省份,绿色发展水平相对领先,但同时污染物排放量也明显较大。本文进一步探讨了我国省域绿色发展过程中存在的四个问题,即中国绿色经济发展整体水平不高、地区间同质化竞争严重、污染性产业向中西部省份梯度转移、生态环境脆弱,并分别给出了相应的对策建议。 相似文献

There is evidence that contact with the natural environment and green space promotes good health. It is also well known that participation in regular physical activity generates physical and psychological health benefits. The authors have hypothesised that ‘green exercise’ will improve health and psychological well-being, yet few studies have quantified these effects. This study measured the effects of 10 green exercise case studies (including walking, cycling, horse-riding, fishing, canal-boating and conservation activities) in four regions of the UK on 263 participants. Even though these participants were generally an active and healthy group, it was found that green exercise led to a significant improvement in self-esteem and total mood disturbance (with anger-hostility, confusion-bewilderment, depression-dejection and tension-anxiety all improving post-activity). Self-esteem and mood were found not to be affected by the type, intensity or duration of the green exercise, as the results were similar for all 10 case studies. Thus all these activities generated mental health benefits, indicating the potential for a wider health and well-being dividend from green exercise. Green exercise thus has important implications for public and environmental health, and for a wide range of policy sectors. 相似文献

There is a growing concern regarding the ‘true’ GNP. The claim is that the cost of environmental degradation should be taken into account when calculating welfare measures for society which can be derived from the system of national accounts (SNA). However, the reason that it has not been done is the difficulty of calculating the true ‘price of the environment’. The literature recognizes two types of measurements. One is based on indirect measures (e.g. hedonic methods) while the second is based on direct methods (e.g. contingent valuation methods). There is an alternative approach which is suggested in this paper. The new method relies on the assumption that what we see in reality is the outcome of a maximization process of some social welfare function which includes not only GNP but other elements of which environmental quality is one. By observing the reality, we can get some information on the implicit governmental weights and hence on the trade‐off between the GNP and the environment. This is a positive approach rather than a normative one, so future decisions can rely on this measurement as a guide for controversial decisions regarding development versus preservation. The theoretical model is then applied to the Israeli economy as an example in order to have some estimate on the price derived by this method. 相似文献

Summary Environmentally Sensitive Areas were introduced in Britain by the Ministry of Agriculture, Fisheries and Food during 1987. By 1994, the fourth round of designations had brought the total of such areas to 22. The environmental implications for the North Peak, which was designated as such an area in 1988, are discussed in the context of sheep farming and heather management, for these have shaped the patchwork of moorland ecosystems that give the North Peak its unique character.Paul Perkins is a research worker at the University of Huddersfield. This paper describes the current pattern of land ownership for military training in the UK. The main component-armytraining areas-is considered in detail. Recent historical trends are reviewed in the context of changes in force size and weapons systems.Problems and benefits arising from the primary use of land for military training are defined. Relevant literature is reviewed. Comparisons are made with training systems in other countries, in particular the USA, the Netherlands,Switzerland, France and Australia. Recent developments in government policy are described and analysed. Possible future requirements are explored. This information is used to construct an argument that the current training system in the UK is outmoded and unsustainable. The authors contend that there is a need for a strategic review of military training, encompassing a thorough assessment of alternatives to traditional live firing on dedicated training areas. 相似文献

Coastal coral reefs, especially in the Florida Keys, are declining at a disturbing rate. Marine ecologists and reef scientists have emphasized the importance of establishing nonmarket values of coral reefs to assess the cost effectiveness of coral reef management and remediation programs. The purpose of this paper is to develop a travel cost-contingent valuation model of demand for trips to the Florida Keys focusing on willingness to pay (WTP) to preserve the current water quality and health of the coral reefs. The stated and revealed preference models allow the marginal valuation of recreationists to adjust depending on current and planned trip commitments in valuing nonmarginal policy changes in recreational opportunities. The integrated model incorporates key factors for establishing baseline amenity values for tourist dive sites, including perceptions of reef quality and dive conditions, the role of substitute sites, and the quality and availability of tourist facilities and recreation opportunities. The travel cost and WTP model differ in identifying critical variables and provide insight into the adjustment of trip decisions across alternative destination sites and the valuation of trips. In contrast to the travel cost model, a measure of the availability of substitute sites and total recreation activities does not have a significant impact on WTP valuations reported by snorkelers. Snorkelers engage in a relatively focused set of activities, suggesting that these recreationists may not shift expenditures to other sites or other recreation activities in the Florida Keys when confronted with increased access costs for the snorkeling experience. 相似文献

The UK Government in October 1996 introduced a Landfill Tax to ensure that landfill waste disposal is properly priced so as to reflect its environmental cost and to help promote a more sustainable approach to waste management in which less waste is produced, reused or recycled. The UK Customs and Excise have recently reviewed the tax and the report indicates that there has been a modest reduction in waste going to landfill by industry but not households. It is submitted that for there to be a significant move towards a more sustainable approach to waste management to meet the targets set in the National Strategy the tax should be higher and the money raised by the tax should be invested to make alternatives to landfill cheaper and more readily available. It is also submitted that the Tax Credit Scheme, introduced as a means of enabling some of the tax to be invested to promote better waste management, is inadequately funded and the money is inappropriately focused. Following an examination of the projects and contributions made under the Scheme it is found that most of the contributions are not made towards projects which will fulfil the UK Government's perceived purposes. The paper describes and analyses: the events, motivations, policies and forces that led to the introduction of ethanol as fuel in Brazil; the recent decision to continue with the programme; and draws important lessons that might be relevant for other regions and countries as they contemplate a transition away from petroleum transportation fuels. The alcohol programme began in the late 1970s; by 1986, as a result of large subsidies, 76% of all new cars were built to be fuelled by alcohol, but by 1996 that was down to less than 1%. It is shown that the pursuit of ethanol fuel in Brazil was not based on long term plans with deep-set values, but has been an ad hoc response to a particular set of circumstances, including a depressed sugar industry, an ambitious attempt to reduce oil dependence and more recently a range of 'green' arguments. 相似文献

This paper describes three relatively recent innovations in the Dutch agri-environment programme which have helped nature management to be contiguous with natural features allowing the landscape to be managed whole rather than piecemeal—and thus generate higher quality and greater scope in environmental management. The first two, joint submissions by neighbouring farmers and payments related to the level of environmental output delivered, are scheme innovations. The third, Environmental Co-operatives (EC)—clubs of neighbouring farmers that inter alia co-ordinate and help manage the scheme innovations—is an institutional innovation. None has an equivalent in the UK. Evidence from interviews with farmer and non-farmer members, policy makers, academics and other interested parties show the role EC play in overcoming some of the postulated problems of the two scheme innovations. Not all the problems have been overcome, and cost-benefit analyses have not been conducted, nevertheless there is sufficient evidence to suggest that these innovations have benefited all actors involved: farmers, the government, the environment and the rural economy. Analysis of UK agri-environment policy using actor network theory (ANT) suggests the UK government will need to show similar levels of trust in and commitment to the farming community before these innovations could be introduced in the UK. 相似文献
