The Watershed Management Program (WMP) was put into operation in early 1985 on Santiago Island, Cape Verde, with the stated purpose, “to develop and protect the soil and water resources of the Program-designated watersheds … to stabilize the natural environment and increase agricultural production potential in the Program area.” The approach to soil and water conservation in the program has been to build erosion and flood control structures (engineering approach) and plant trees (biological approach) to decrease rill and gully erosion, trap sediment behind control structures, provide flood protection, increase infiltration, increase fuelwood and fodder production, and increase water supplies for irrigation. There have been many successes resulting from specific management activities, but flawed approach or implementation in a few key areas has acted to impede the program's complete success, including lack of a scientific basis for evaluating its impact on soil and water conservation; poor design, placement, and maintenance of some major hydraulic structures; inadequate intervention in stabilizing farmlands or education of farmers and landowners in the need for and benefits of agroforestry; and incomplete integration of engineering and biological approaches.  相似文献

It is within this context that this paper presents an overview of the role played by major stakeholders in climate change mitigation policies, with the focus on two South African cities, namely Cape Town and Johannesburg. This paper aims to identify the internal and external factors that act as barriers to, or promote, climate change mitigation policy development and implementation in South African cities. These may take the form of the city's internal structures, political interventions and support, and external factors including partnerships with outside organizations, including all tiers of government, non-governmental organizations and academic institutions. The media and an energy crisis in the Cape prove to play an unexpected role in assisting Cape Town to implement climate change mitigation measures.  相似文献

This paper analyses the vulnerability of South African agriculture to climate change and variability by developing a vulnerability index and comparing vulnerability indicators across the nine provinces of the country. Nineteen environmental and socio‐economic indicators are identified to reflect the three components of vulnerability: exposure, sensitivity, and adaptive capacity. The results of the study show that the regions most exposed to climate change and variability do not always overlap with those experiencing high sensitivity or low adaptive capacity. Furthermore, vulnerability to climate change and variability is intrinsically linked with social and economic development. The Western Cape and Gauteng provinces, which have high levels of infrastructure development, high literacy rates, and low shares of agriculture in total GDP, are relatively low on the vulnerability index. In contrast, the highly vulnerable regions of Limpopo, Kwazulu‐Natal and the Eastern Cape are characterised by densely populated rural areas, large numbers of small‐scale farmers, high dependency on rain‐fed agriculture and high land degradation. These large differences in the extent of vulnerability among provinces suggest that policymakers should develop region‐specific policies and address climate change at the local level.  相似文献

ABSTRACT: Decision parameters affecting combined use of effluent discharges and surface flows and ground water available at Gillespie Dam on the Gila River in Arizona are identified and analyzed. Hydrologic, economic, legal, and institutional parameters are considered separately and in combination. The interrelationships of irrigation subsystems, water use functions, institutional involvement, economic and legal constraints are illustrated. Recent hydrologic studies indicate that the natural flow of the Gila River will increase with the discharge of Phoenix sewage effluent and then there will be a drastic decline when the Palo Verde Nuclear Generating Station commences in 1985. Competition for any increases in effluent discharges and surface flows could be ameliorated through the combined efforts of existing or reorganized entities resulting in sharing of costs and benefits. The analysis leads to recommendations concerning joint use of facilities, proration of fixed and variable costs, and creation of a mutual water company.  相似文献

Summary After discussing methods for and the difficulties of determining optimal land use, particularly in relation to conservation and sustainability issues, prospects for establishing conservation networks so as to preserve the wildemess characteristics of the Cape York Peninsula area are considered. According to a number of international studies, nature conservation in this region should be given a high priority. While Cape York is sparsely settled, it is not, however, a complete wilderness. Mining, cattle ranching, forestry, fishing, tourism and land use by Aborigines, frequently conflict with nature conservation in this region. But most of the land currently belongs to the Crown (State), even though Crown title is now subject to counter-claims by Aborigines following the Mabo case which is outlined, and most is held as leasehold by its users. In theory, leasehold from the Crown should give considerable scope for altering land use in the region, and instituting a system of conservation networks in the area based on core protected areas, such as those suggested by the Wildlife Preservation Society of Queensland. Nevertheless, strategic land use planning for Cape York Peninsula is difficult because knowledge about the stock of natural resources and current land uses in the region is very imperfect, and conflicts between interest groups at the regional, State and national level are unlikely to allow for easy harmonious resolutions of land use disputes.But an encouraging sign in favour of nature conservation as a land use in Cape York Peninsula is its low economic opportunity cost, except where it comes into conflict with mining. Net returns from extensive pastoralism appear to be negative and economic returns from forestry are low. Tourism could be compatible with conservation. Potential conflicts with mining could be taken into account in the early planning stages of conservation networks by gazetting very large nature reserves and at a later time allowing some portions to be assigned for mining. ABSTRACT: The Salt and Verde Rivers of central Arizona provide the water supply for metropolitan Phoenix and a considerable acreage of irrigated agriculture. Rapid urbanization has caused concern over future water supply and aggravated flooding in the already flood-prone Salt River Valley. Tree-ring data were used as a proxy source to extend the annual and seasonal runoff records back to A.D. 1580 and thus to determine whether the period of record for annual discharge adequately represents the long term flow characteristics of the two rivers. Results show that several periods of extended low flow have occurred during the past 400 years, many of which were more severe then any comparable period since 1890. The low flow periods appear to have a recurrence interval of about 22 years. Also the gaged records contain an above average number of high seasonal and annual flows when compared to the entire 400 years. The reconstructions contain important implications for future water supply and flood potentials in the Salt River Valley.  相似文献

ABSTRACT: The importance of water conservation was emphasized by a proposed National Water Policy which was established during the previous Carter Administration. This policy stressed water conservation on a national scale. Such a policy sought to apply one program to all water resources problems. Before implementation of this or another such policy, consideration must be given to those vast areas of the country which in reality do not have a shortage of water. One of these areas is the French-Broad River basin in Tennessee. This report was formulated in an effort to describe both the positive and negative effects of water policies which would bring about either a 10 percent or 30 percent reduction in water usage in this basically water rich area. The parameters used in the evaluation included selected economic, sociological, legal, and environmental impacts.  相似文献

Ammophila arenaria (marram or European beach grass) for dune stabilization in South Africa in the past and present, its present distribution in South Africa, and the perceptions of coastal management agencies and the public about its further use. The planting of A. arenaria became the most important means of dune stabilization, by human intervention, along the South African Cape coast in this century. Its modern distribution from the semiarid west coast to the subtropical shores of the Eastern Cape extends through various climatic zones. Although historical data are missing for some areas, there is no indication of its unaided spread. A. arenaria occurs at most sites because of its prior planting. The South African climate appears to affect its vigor. However, concern about the use of the alien grass has been raised since it has proved to be a highly invasive species in other parts of the world, particularly along the North American west coast and in Tasmania. While the CSIR (Council of Scientific and Industrial Research) promotes its use, CNC (Cape Nature Conservation) follows a policy that restricts the use of any alien plant, including A. arenaria, and requests further research on its invasive properties. Although a questionnaire survey shows that stabilization sites featuring large areas of A. arenaria are accepted by the South African public, current coastal management practices need to be analyzed critically. A thorough investigation of the potential invasiveness of A. arenaria on South African coastal dunes will be essential and shed new light on the American A. arenaria problem.  相似文献

Water quality criteria are necessary to ensure protection of ecological and human health conditions, but compliance can require complex decisions. We use structured decision making to consider multiple stakeholder objectives in a water quality management process, with a case study in the Three Bays watershed on Cape Cod, Massachusetts. We set a goal to meet or exceed a nitrogen load reduction target for the watershed and four key objectives: minimizing economic costs of implementing management actions, minimizing the complexity of permitting management actions, maximizing stakeholder acceptability of the management actions, and maximizing the provision of ecosystem services (recreational opportunity, erosion and flood control, socio‐cultural amenity). We used multi‐objective optimization and sensitivity analysis to generate many possible solutions that implement different combinations of nitrogen‐removing management actions and reflect tradeoffs between the objectives. Results show technological advances in controlling household nitrogen sources could provide lower cost solutions and positive impacts to ecosystem services. Although this approach is demonstrated with Cape Cod data, the decision‐making process is not specific to any watershed and could be easily applied elsewhere.  相似文献

This paper provides a broad evaluation of the implications of market‐based conservation (MBC) strategies from economic, social and ecological perspectives. After reviewing the economic theory that underlies MBC initiatives, we develop a list of approaches that have been labeled as “market‐based”, and categorize them according to the degree to which they are free‐standing markets or require the intervention of the state. A multidisciplinary critique reveals the potential problems and pitfalls of MBC are due to a lack of ability to deal with dynamic systems in the real world. The dynamics of these three systems can undermine the intended goals of MBC.  相似文献

A major source of pollution in agricultural landscapes is surface runoff and non-point source pollution generated from agricultural production practices. In-stream, stream bank and riparian conservation/management practices can be implemented to reduce sediment loading solely or in conjunction with upland practices. Survey results from producers in the Fort Cobb Reservoir watershed, a highly erosive watershed in southwest Oklahoma with a history of state and federal conservation programs, provide information required for improving understanding of operators’ likelihood of adoption. Two models of soil and water conservation were estimated, a logit model of likelihood of enrollment and a Poisson model of the total number of practices adopted. Results reinforced previous findings that attitudes, gender and education influence conservation program enrollment. Farming experience, gender and attitudes towards conservation increased the total number of practices adopted.  相似文献

Municipal commonages surround many small towns throughout South Africa, and are an integral component of the national land reform programme. But little is known about their extent, use or value, and most appear to have limited or no management or investment. This paper reports on a survey of randomly selected households in three small towns in the Eastern Cape to ascertain the extent and purpose of use of municipal commonages. Between 27% and 70% of urban households used commonage depending on site. Key resources used were fuelwood, medicinal plants, and grazing of livestock. Typically, commonage using households were poorer and less educated than other urban residents, although the profile of users is unique for each town. Given the extensive use of commonage resources, and their contribution to the livelihoods of the poor, local municipalities need to develop and implement sound management strategies that account for all users of commonages, rather than the oft encountered focus on livestock owners and production.  相似文献

Despite a highly visible presence, policy-maker knowledge of the drivers and participants in the informal economy of wild-harvested medicinal plants in Cape Town remains limited. To illuminate the workings of this local cultural business activity, the researchers adopted value chain analysis (VCA) for dissecting harvesting, trading and consumer demand in the trade. The study included qualitative, open-ended interviews with 58 traditional healers and a quantitative consumer study of 235 township households. Cape Town's traditional healers are numerous and potentially more uniquely culturally diverse than elsewhere, serving various community health needs. Healer groups enhance their healing reputation by utilising wild-sourced medicines – much of which is harvested locally. Their services remain culturally important and utilised by at least 50% of all consumer respondents. The VCA revealed a universal healer and consumer requirement for wild medicine stocks which has considerable implications for policy-making, protected area management and traditional medicine-oriented conservation projects.  相似文献

The Packaging and Packaging Waste Directive has had an undeniable impact on waste management throughout the European Union. Whereas recycling and recovery targets are the same, member states still enjoy a considerable degree of freedom with respect to the practical organization and management strategies adopted. Nevertheless, in all cases, the industry (which brings packaging material onto the market) should be responsible for the costs associated with packaging waste recycling/recovery (following the extended producer responsibility principle). The current paper compares and contrasts the institutional frameworks and financial costs and benefits of waste management operators for Belgium and Portugal. The unit costs of selective collection and sorting of packaging waste are provided for both countries. In Belgium, the costs of recycling seem to be fully supported by the industry (through Fost Plus, the national Green Dot agency). In Portugal the fairness of the recycling system depends on the perspective adopted (economic or strictly financial). Adopting a strictly financial perspective, it seems that Sociedade Ponto Verde (SPV, the Portuguese Green Dot agency) should increase the transfers to local authorities. However, the conclusions differ for this country if the avoided costs with refuse collection and other treatment are taken into account.  相似文献

ABSTRACT: Although the effects of vegetation management on streamflow have been studied in many locations, the effects of augmented streamflow on downstream water users have not been carefully analyzed. This study examines the routing of streamflow increases that could be produced in the Verde River Basin of Arizona. Reservoir management and water routing to users in the Salt River Valley around Phoenix were carefully modeled. Simulation of water routing with and without vegetation modification indicates that, under current institutional conditions, less than one-half of the streamflow increase would reach consumptive users as surface water. Most of the remainder would accumulate in storage until a year of unusually heavy runoff, when it would add to reservoir spills. Under alternative scenarios, from 39 to 58 percent of the streamflow increase was delivered to consumptive users.  相似文献

Urban policymakers and sustainable food activists have identified urban agriculture as an important strategy for confronting a host of urban problems, including food insecurity, health disparities, access to urban green space and community economic revitalisation. Much recent work on urban agriculture has examined community and school gardens, but little research has been undertaken on home gardens as a solution to urban problems. This article examines a home-gardening programme in San Jose, California, La Mesa Verde, asking whether some of the benefits found in community gardens can be found in home gardens. Specifically, we look at financial, health and community benefits, examining the potential of home gardens to become forces for broader social change. We ask whether gardens can become agents of cultural preservation, self-determination, particularly for recent immigrants who use these spaces to build identities and work towards collective action and self-determination.  相似文献

This paper is concerned with developing a model for group decision making under multiple criteria. The multiple criteria group decision making (MCGDM)problem involves a set of feasible land use patterns that are evaluated on the basis of multiple, conflicting and noncommensurate criteria by a group of individuals. The model integrates the Analytic Hierarchy Process (AHP) and an integer mathematical programming method. The former provides a tool for structuring the decision problem and determining land suitability for different socio-economicactivities (the uses of land), the latter is used to identify the land use pattern that maximizes consensus among interest groups. The model is used to analyze environmental conflict over land resource allocation in the Cape Region of Mexico.  相似文献

Mexico City has gained an international reputation for its ground-breaking approach to sustainability as a result of policies implemented during the Marcelo Ebrard administration (2006–2012). In this paper, we examine the development and implementation of the Plan Verde de la Ciudad de México (Green Plan), the 15-year policy aimed to transform Mexico City into the most progressive and sustainable city in Latin America. Key to the plan's success, it was claimed, would be the active participation of stakeholders from all levels of society. Drawing on documentary material and interviews, we argue that whilst the plan did have a significant impact on the environmental sustainability of the megacity, it failed to include effective citizen participation mechanisms. As predicted by several members of the Green Plan Monitoring and Assessment Board, this lack of representation, alongside other failures, appears to have facilitated the premature demise of the plan under the new administration.  相似文献

The City of Cape May, New Jersey, draws its primary water supply from the Cohansey Aquifer, a unit serving residential, community, and industrial users throughout the Coastal Plain. By the year 2000, projected population growth will impose a peak water demand beyond available supplies. In addition, regional over-pumping threatens the Cohansey with saltwater intrusion, placing the city wells at risk by 1998. In the early-to mid 1990s, three broad categories of water-supply alternatives were evaluated by regional, state, and federal agencies — additional pumping from the Cohansey, conjunctive use of the Cohansey with other aquifers, and desalination of brackish groundwater. An approach was adopted in 1996 which derives up to 2 MGD from desalination of brackish groundwater, with the remaining peak demand satisfied by short-term pumpage from existing wells in the Cohansey. The first of two wells has been completed, yielding 1.4 MGD of brackish groundwater. Similar performance from the second well will exceed the design goal. When the initial system comes on line during the summer of 1998, New Jersey will have its first public water supply derived from desalinated groundwater. The use of desalinated groundwater balances competing demands for water resources in the southern Cape Region of New Jersey, allowing continued economic growth while reducing human impacts on a threatened aquifer.  相似文献
