The paper concludes its first section by answering the title question: no, QOL indicators cannot be purely objective but yes, they can be relevant while being subjective. The second section develops a framework for making measures of urban QOL more relevant. The objective is that such indicators can be a useful tool for sustaining urban development into the next millennium. The framework consists of three elements: (a) a process—QOL indicators should be locally developed through an approach that combines expertise with stakeholder consultation; (b) an output—developing, collecting and evaluating QOL measurements should be linked to implementation of policies, programmes and/or projects; and (c) a method—a series of tested guidelines should be applied to ensure that QOL indicators are realistic, both logistically (they can be collected) and analytically (they are appropriate measures). Real-world examples are used to illustrate points made in the paper.  相似文献

本文利用经济系统物质流分析框架核算了我国2000—2014年的主要物质流、资源产出率等指标。结果表明:① 2000—2014年本地采掘物质量、进口量和本地处置后排放均有较快增长。2011—2014年本地采掘中生物质采掘量逐年稳步增长,非金属矿石和化石燃料采掘量处于下降趋势。本地处置后排放中空气排放物贡献了绝大部分比例并逐年增长,水污染排放物逐年下降。② 2000—2014年人均资源的采掘、投入和消耗量均有大幅增长,2014年人均物质消耗量比2000年增长1倍以上。资源产出率和单位GDP本地采掘、投入物质量处于波动式增长趋势,本地采掘每吨物质所贡献的GDP已连续三年超过资源产出率。③ 2014年中国资源产出率约为欧盟28国平均水平的1/4。2010年我国省级资源产出率差异较大,小部分地区已超过欧盟同期水平,但仍有大部分地区的资源产出率较低,未达到全国平均水平。  相似文献

This paper steps into the minefield that is urban sustainability studies. It defends a rigorous definition of sustainable development called Environmental Space. This approach starts from the assumption that (1) there are limits to the biophysical capacity of the ecosystem and (2) that — within these limits — each individual has equal access rights to natural capital. On this basis, per capita sustainable consumption targets are calculated which can be (and are being) used as policy objectives. The paper explores how environmental space has influenced local sustainability politics in Edinburgh, Scotland. By doing so, it finds that environmental space targets are still far from being achieved. Reasons for this failure are investigated and Edinburgh's continued commitment to the material growth of her economy is identified as one key barrier. This point is illustrated through the investigation of recent policy decisions in Edinburgh which were justified as being necessary for growth, but which clearly contradict the aims of sustainable development.  相似文献

Taking issue with the view that mining as an activity is necessarily beneficial to Third World countries, the author examines experience in South America. Possible non-beneficial aspects of mining in a developing country include its high capital intensiveness — when capital is liable to be scarce and unemployment high — and the potential for small but powerful groups, such as miners, to exercise a disproportionate influence on the political and economic life of the country. Furthermore, working conditions in many South American mines are extremely poor. Ways must be found to develop mining techniques more appropriate to developing countries.  相似文献

This paper explores the phenomenon of attachment to place in old age. Three complementary dimensions of attachment—physical, social and autobiographical insideness—are identified from a three year in-depth study of elderly residents of an Appalachian community. It is argued that autobiographical insideness may be particularly important to old people in sustaining a sense of personal identity and may be adaptive in old age. The paper develops the hypothesis that the increasing mobility of current elderly generations is resulting in changing manifestations of attachment to place. Whereas the old-old (persons over 75 years of age) remain strongly attached to their proximate physical environment, the young-old (those under 75 years of age) appear to be developing identifications with places that involve greater emphasis upon vicarious involvement in displaced settings.  相似文献

The composition of drilling muds is based on a mixture of clays and additives in a base fluid. There are three generic categories of base fluid - water, oil, and synthetic. Water-based fluids (WBFs) are relatively environmentally benign, but drilling performance is better with oil-based fluids (OBFs). The oil and gas industry developed synthetic-based fluids (SBFs), such as vegetable esters, olefins, ethers, and others, which provide drilling performance comparable to OBFs, but with lower environmental and occupational health effects. The primary objective of this paper is to present a methodology to guide decision-making in the selection and evaluation of three generic types of drilling fluids using a risk-based analytic hierarchy process (AHP). In this paper a comparison of drilling fluids is made considering various activities involved in the life cycle of drilling fluids.This paper evaluates OBFs, WBFs, and SBFs based on four major impacts—operations, resources, economics, and liabilities. Four major activities—drilling, discharging offshore, loading and transporting, and disposing onshore—cause the operational impacts. Each activity involves risks related to occupational injuries (safety), general public health, environmental impact, and energy use. A multicriteria analysis strategy was used for the selection and evaluation of drilling fluids using a risk-based AHP. A four-level hierarchical structure is developed to determine the final relative scores, and the SBFs are found to be the best option.  相似文献

Despite advances in short-range flood forecasting and information dissemination systems in Bangladesh, the present system is less than satisfactory. This is because of short lead-time products, outdated dissemination networks, and lack of direct feedback from the end-user. One viable solution is to produce long-lead seasonal forecasts—the demand for which is significantly increasing in Bangladesh—and disseminate these products through the appropriate channels. As observed in other regions, the success of seasonal forecasts, in contrast to short-term forecast, depends on consensus among the participating institutions. The Flood Forecasting and Warning Response System (henceforth, FFWRS) has been found to be an important component in a comprehensive and participatory approach to seasonal flood management. A general consensus in producing seasonal forecasts can thus be achieved by enhancing the existing FFWRS. Therefore, the primary objective of this paper is to revisit and modify the framework of an ideal warning response system for issuance of consensus seasonal flood forecasts in Bangladesh. The five-stage FFWRS—i) Flood forecasting, ii) Forecast interpretation and message formulation, iii) Warning preparation and dissemination, iv) Responses, and v) Review and analysis—has been modified. To apply the concept of consensus forecast, a framework similar to that of the Southern African Regional Climate Outlook Forum (SARCOF) has been discussed. Finally, the need for a climate Outlook Fora has been emphasized for a comprehensive and participatory approach to seasonal flood hazard management in Bangladesh.  相似文献

This paper develops a model of invasive species control when the species’ population size is unknown. In the face of an uncertain population size, a resource manager's species-control efforts provide two potential benefits: (1) a direct benefit of possibly reducing the population of invasive species, and (2) an indirect benefit of information acquisition (due to learning about the population size, which reduces uncertainty). We provide a methodology that takes into account both of these benefits, and show how optimal management decisions are altered in the presence of the indirect benefit of learning. We then apply this methodology to the case of controlling the Brown Treesnake (Boiga irregularis) on the island of Saipan. We find that the indirect benefit—the value of information to reduce uncertainty—is likely to be quite large.  相似文献

The aim of this paper is to presents a progress report on how a subnational jurisdiction, the Australian state of Victoria, is attempting to implement regional governance for sustainability through its catchment planning framework. The paper examines the lessons learnt from a best practice approach to the implementation of network governance to see whether there are actions that can be taken to improve regional governance for sustainability in Victoria. The authors argue that Victoria is implementing a network governance approach to natural resource management (NRM) as a significant component of sustainability and that this has certain advantages. In particular the emergence of Regional Catchment Strategies developed by the State's ten statutory Catchment Management Authorities as 'regional sustainability blueprints' is bringing a significant level of maturity to the state's governance framework. Furthermore the state is currently working to complete its governance for sustainability through new statewide integrating frameworks—an Environmental Sustainability Framework as well as a statewide Catchment Management and Investment Framework. The paper concludes that taking a network governance approach could have transformative potential but there are significant challenges ahead: the complex task of aligning of national, state, catchment and local government strategies through an outcomes focus; the scarcity of mechanisms and tools to assist in translation of strategies into integrated investment priorities; gaps in knowledge and understanding of natural resource management problems; limitations in the capacity of regional and local bodies, including local government; and getting the policy tools right within the framework. However, as the best practice examples illustrate, taking a gradual approach to the development of the institutions—building on successive wins in capacity—is the best and only way to proceed.  相似文献

Using resource-monitoring data from seven protected areas, the effectiveness of three campfire policies—campfire ban, designated campfires, and unregulated campfires—were assessed based on the number of fire sites and the amount of tree damage. Results indicate that unregulated campfire policies permitted substantial numbers of fire sites and tree damage in campsites, although fire bans did not eliminate or even substantially decrease these problems. A designated campfire policy was effective in decreasing number of fire sites, but little difference was found among policies regarding tree damage. Given the importance of campfires to visitor experiences, campfire prohibitions could be viewed as unnecessarily restrictive based on their limited success in preventing resource damage. Conclusions encourage protected-area managers to consider designated campfire policies and prohibitions on axes, hatchets, and saws to better meet resource protection and visitor experience mandates.  相似文献

Summary It is unnecessary to emphasize that this subject is both important and emotive. Concern about damage from acid depositions — polluted air and rainwater — has been increasing with the realization that damage to forests in Central Europe is spreading and intensifying and has also appeared in southern Sweden. There is naturally concern as to whether this phenomenon will appear in Britain — indeed there have been allegations that British forests are already suffering from acid deposition damage. Our difficulty is in arriving at an understanding not only of the mechanisms by which pollutants and other stressing factors may affect forests, but also how much of the damage seen is due to pollutants and ow much would have occurred in their absence. The paper also considers secondary pollutants, such as ozone, which are not strictly part of the acid depositions.A forestry graduate of Aberdeen University, Dr Binns worked for seven years at the Macaulay Institute for Soil Research before joining the UK Forestry Commission Research and Development Division in 1963, where he is now Head of the Site Studies (South) Branch. There are inconsistencies in the treatment and attitudes of human beings to animals and much confusion in thinking about what are appropriate conditions for using and keeping animals. This article outlines some of these considerations and then proposes guidelines for designing animal management systems. In the first place, the global and local ecological effects of all animal management systems must be considered and an environment designed that will not rock the biospherical boat. The main points to consider are the interrelatedness of living things with each other and the environment, the self-sustaining nature of ecosystems, and the importance of diversity in the stability and maintenance of ecosystems. These can and should be taken into account when assessing animal management. They are illustrated by examples of companion/urban dogs, as well as farm, zoo, and circus animals. The environment must also be considered from the point of view of the ethological needs of the animals. There are two possible approaches to this: (1) the reductionist approach, illustrated by the choice experimental tests; and (2) a holistic, evolutionist approach that concentrates on the degree of behavioral restriction and the identification of distress. The assessment of an animal's ethological needs, and thus the ethological soundness of an environment, must take into account the species needs (communication system, species-specific characteristics of the brain receptors and cognition) and the individual's needs (his past experience). The behavioral effects of domestication and how distress can be assessed are discussed. Different ethical positions toward animals and their treatment are briefly outlined, and it is argued that, provided animals are in ecologically and ethologically sound environments, their use by human beings is ethically acceptable. The animal-human association should be characterized by symbiosis—mutual benefit—rather than a parasitic or exploitative relationship—employer to employee, rather than master to slave.  相似文献

The Bakken shale play in western North Dakota is one of the largest unconventional oilfields in the United States, but published research about impacts on the region's water resources is rare. In this study, besides examining North Dakota water management policies and activities, we also analyzed three datasets: the Bakken horizontal well completion data (2008‐2014), North Dakota permitted water consumption data (2000‐2014), and groundwater level and streamflow observations in western North Dakota (2000‐2014). We found from 2008 to 2014, the annual total industrial water uses for Bakken shale oil development ranged between 0.5 and 10% of statewide total consumptive water use. The percentage increases were between 3.0 and 40% within the Bakken oil production region. The increased population of temporary oilfield service workers contributed additional domestic water use, which was equivalent to ~15% of annual industrial water use for the shale oil development in the Bakken. Despite being in a semiarid region, the impact of Bakken development on regional water supply was limited because the water in the Bakken was adaptively managed and the region received on average over 20% more precipitation than normal during 2008‐2014. Of the 15 glaciofluvial aquifers under study, 12 have seen water levels increasing or unchanged and the water levels for the remaining 3 aquifers have decreased.  相似文献

Changes in the trends in the material composition of domestic and imported automobiles and the increasing cost of landfilling the non-recyclable portion of automobiles (automobile shredder residue or ASR) pose questions about the future of automobile recycling in the United States. In response to these challenges, new and innovative approaches to automobile recycling are being developed. This paper presents the findings of a recent study to examine the impacts of these changes on the life cycle energy consumption of automobiles and on the quantity of waste that must be disposed of. Given the recycle status quo, trends in material composition and the viability of recycling the non-metallic components of the typical automobile are of secondary importance when compared to the energy consumed during the life of the automobile. The energy savings resulting from small changes in the fuel efficiency of a vehicle overshadow potential energy losses associated with the adoption of new and possibly non-recyclable materials. Under status quo conditions, the life cycle energy consumed by the typical automobile is projected to decrease from 599 million Btus in 1992 to 565 million Btus in 2000. Energy consumed during the manufacture of the typical car will increase from about 120 to 140 million Btus between 1992 and 2000, while energy used during vehicle operation will decrease from 520 to 480 million Btus. This study projects that energy saved at the recycle step will increase from 41 million Btus in 1992 to 55 million Btus in 2000. This study also investigated the energy impacts of several potential changes to the recycle status quo, including the adoption of technologies to retrieve the heat value of ASR by incineration and the recycle of some or all thermoplastics in the typical automobile. The study estimates that under optimistic conditions —i.e., the recycling of all thermoplastics and the incineration with heat recovery of all remaining ASR —about 8 million Btus could be saved per automobile —i.e., an increase from about 55 to 63 million Btus. In the more realistic scenario —i.e., the recycling of easy-to-remove thermoplastic components (bumper covers and dash-boards) —the potential energy savings are about 1 million Btus per vehicle. It is estimated that the annual quantity of ASR in the United States could be reduced from about 5 billion pounds to as little as 1 billion pounds of ash if all ASR is incinerated. Alternatively, ASR quantity could be reduced to about 4 billion pounds if all thermoplastics in automobiles are recycled. However, in the case of recycling only thermoplastic bumper covers and dashboards, the quantity of ASR would be reduced by only 0.2 billion pounds. A significant reduction or increase in the size of the ASR waste stream will not in itself have a large impact on the solid waste stream in the United States.  相似文献

Nuclear and chemical waste facilities can be successfully sited, despitenimby responses, if siting programs account for the sources of public concern. Irrational fear is not the main source; instead, waste managers must deal with perceived inequities in the distribution of benefits and costs, and concern about facility safety. Benefit-cost inequities may be dealt with in part by keeping wastes where they are generated, through political restrictions, or by providing economic compensation and political incentives (for example, a local veto). Assuring people of facility safety includes allowing local control (monitoring, health assessment, regulation), and enhancing trust of facility managers through such means as rectifying past mistakes, individual-oriented education campaigns, and negotiation of compensation packages with local residents. These means should reduce —without eliminating—public opposition to local siting of nuclear and chemical waste facilities.  相似文献

The Japanese system of recycling home electrical appliances has several unique aspects, including (1) a limited number of target appliances, (2) a recycling fee system that requires consumers to pay a recycling fee at the time of disposal, and (3) a direct recycling obligation for manufacturers, who have a physical, rather than a financial, responsibility for their end-of-life products. We studied data from 2001 to 2007 and found that the amount of four specified home electrical appliances and their materials that was recycled increased from about 319,249 tonnes in 2001 to about 447,262 tonnes—or 3.5 kg per inhabitant—in 2006. Recycling yield and development of recycling technologies have also improved. New recycling technologies have enabled a higher rate of material recycling of plastics (i.e., a closed-loop recycling). Improved eco-design, such as design for easier disassembly, has been promoted, and the higher quality of discarded appliances has enhanced the reuse market. Hazardous substances and fluorocarbons are being well managed. Problems with the recycling system include inelastic recycling fees, illegal dumping, illegal transfer by retailers, and the limited number of target appliances. Recycling fees could be reduced; this move might reduce the incidence of illegal dumping, as would engage stakeholders in collaborative efforts against illegal dumping. Illegal transfers could be reduced by improved traceability for retailers. Products such as liquid crystal displays, plasma display panels and clothes dryers have become increasingly common and should be also be targeted for recycling.  相似文献

The theoretical concept of 'governmentality', as developed by French political theorist Michel Foucault, presents three aspects: (a) an analysis of knowledge, (b) a study of the power effects of normalisation and resistance and (c) the possibility of a non-essentialist ethic. Governmentality has not yet been applied to environmental issues. First, the concept of governmentality is explained briefly. Then, a detailed case study of the controversy surrounding a proposed municipal incinerator in metropolitan Halifax (Canada) provides an evaluation of the relevance and pertinence of the concept. The case study confirms: (1) the importance of discursive categories in the legitimisation process of local environmental policy; (2) the centrality of the tension between attempts by local authorities to normalise the conduct of the population and resistance presented by environmental groups and individuals; (3) the possibility for groups and individuals to articulate an alternative identity—a Green self—which goes beyond the existing boundaries.  相似文献

Sustainability requires the integration of social, environmental and economic concerns in international, national and local policy-making. One of the most powerful forces for sustainable development in practice was the Earth Summit of 1992, with its Agenda 21 and Local Agenda 21 (LA21). This latter agenda—the set of policies that aims to create the means to facilitate local sustainability—is particularly important for communities. Community development programmes that also include aspects of sustainable development would seem to embody the spirit of LA21. There are many such diverse schemes and what has emerged is a range of local initiatives that demonstrate parts of the sustainability concept but not a clear picture of sustainable development which covers all of its aspects.

In order to examine this proposition further, an analysis of the community garden movement in the UK was carried out. Community gardens are open spaces managed and operated by members of the local community for a variety of purposes. In the UK many of these are to be found in inner city areas such as in Bradford, Leeds, Bristol and Sandwell. Their growth is marked by their own association—the Federation of City Farms and Community Gardens. The gardens have a variety of purposes: in conjunction with vegetation growing (either as landscape or for consumption), some schemes are experimental permaculture plots, others use organic methods and yet others are concerned with health, education and training issues. All appear to be based in a sense of community, with participation and involvement being particularly strong features.

This sense of community participation and empowerment is what links examples of community gardening. The research reported here collates information gathered from the respondents of a questionnaire and from in-depth interviews, and draws out some of the similarities and themes that community gardens exhibit. From the results, it is suggested that the community garden movement could act as a model for the implementation of social, economic and environmental policies at the local level.  相似文献

Although intrinsically a global environmental concern, the climate change issue has a number of implications for local authorities. Within the European Union (EU), the remit of local authorities in—-for abatement policies—the crucial areas of energy and transport policy varies considerably, as does their commitment to environmental action more generally. This paper examines the role of local authorities in climate protection within a framework of global, EU and national action, through examples of local strategies from Germany, Italy, Spain, Sweden and the UK. The paper finds positive instances of action in all countries, but points to unsympathetic policy frameworks both at national and EU level, such as budget constraints imposed on local authorities, the pursuit of low energy prices combined with a resistance to impose carbon taxes, a lack of energy efficiency standards and insufficient support for public transport.  相似文献

Separate focus on crop fertilization or feeding practices inadequately describes nitrogen (N) loss from mixed dairy farms because of (1) interaction between animal and crop production and between the production system and the manager, and (2) uncertainties of herd N production and crop N utilization. Therefore a systems approach was used to study N turnover and N efficiency on 16 conventional and 14 organic private Danish farms with mixed animal (dairy) and crop production. There were significant differences in N surplus at the farm level (242 kg. N/ha. vs. 124 kg. N/ha. on conventional and organic dairy farms respectively) with a correlation between stocking rate and N surplus. N efficiency was calculated as the output of N in animal products divided by the net N import in fodder, manure and fertilizer. N turnover in herd and individual crops calculated on selected farms showed differences in organic and conventional crop N utilization. This is explained via a discussion of the rationality behind the current way of planning the optimum fertilizer application in conventional agriculture. The concept of marginal N efficiency is insufficient for correcting problems of N loss from dairy farms. Substantial reductions in N loss from conventional mixed dairy farms is probably unlikely without lower production intensity. The concept of mean farm unit N efficiency might be a way to describe the relation between production and N loss to facilitate regulation. This concept is linked to differing goals of agricultural development—i.e. intensification and separation vs. extensification and integration. It is discussed how studies in private farms—using organic farms as selected critical cases—can demonstrate possibilities for balancing production and environmental concern.  相似文献
