生态系统服务市场化工具作为一种与命令控制型进路相对的环境政策工具,最初与污染问题相联系而出现,之后扩展至生物多样性和生态系统服务的保护,被认为能够更有效地应对市场失灵,为自然资源管理提供正向激励,有助于优化资源配置以及填补生态保护资金缺口。通过对生态系统服务市场化工具概念、类型和适用的考察,可以发现生态系统服务市场化工具的概念虽频繁出现,但界定过于宽泛模糊,几乎泛指所有带有价格成分的工具;生态系统服务市场化工具的类型划分并不一致,基于归纳的类型划分将现行市场化工具归纳为基于价格的机制、基于数量的机制和市场摩擦机制三类,而基于演绎的类型划分,则将市场化工具分为直接市场交易、许可证交易、反向拍卖、科斯类型协议、调控价格变化和自愿性价格信号六类;生态系统服务市场化工具的适用需要以生态系统服务的货币化为前提,受制于制度背景,并且应当针对市场的弊端予以法律规制,确保交易能够真正提供环境效益;市场化工具的选择不仅有赖于数字运算,还应当考虑多种因素并予以权衡,同时综合运用各种市场化或非市场化工具。中国在建立健全生态保护市场体系的过程中,应当把握生态系统服务市场化工具通过生态系统服务货币化和商品化解决环境外部性问题这一实质,理解缓解银行、生态系统服务付费、反向拍卖、生态标签和生态认证等典型市场化工具的运行机理,明确生态系统服务市场化工具适用的前提和规则,更好地发挥市场化工具的积极功效,从而实现特定的环境政策目标。  相似文献

现行环境经济政策的目标在于纠正经济主体的外部不经济性,具体是通过税收或产权交易使外部成本内部化,本文称其为环境经济政策的“不对称性”。因为外部效应除了外部不经济以外,还有外部经济,现行的环境经济政策只考虑了前者却完全忽视了后者,只强调了外部成本的内部化却忽视了外部收益也应该内部化。以此为出发点,文章从现行政策的对立面出发,探讨了围绕外部收益内部化制定环境经济政策的必要性和可行性。最后作者分析了目前排污权交易存在的严重问题,并给出了解决问题的方法。  相似文献

Congestion causes many externalities for the society, including time delays, excessive fuel consumption, air pollution, noise and safety concerns. In Shanghai, various policy options have been explored, piloted or applied; however, not all of them may be understood and accepted by the public. A survey was conducted to investigate people's attitudes towards several policy options. The main findings reveal that Shanghai residents are resistant to certain policies, such as congestion charges, higher parking charges in congested areas and car restrictions. Instead, they favor public transport provisions. The paper suggests that there is a case for promoting public transport and more efficient trips when the car ownership is still low, and for investing in a policy of educating the public on the 'true' costs and causes of congestion before embarking on ,an intensive policy of congestion charges or restrictions.  相似文献

近年来,收入差距扩大与环境质量恶化成为许多国家同时面临的问题,也让一些经济学家开始思考,这两者之间是否存在关联。继20世纪90年代环境库兹涅茨曲线提出以来,一些研究发现不仅收入的绝对水平会对环境质量产生影响,收入差距对环境质量也有影响。本文对这一课题的理论研究进行了梳理,发现现有理论中收入差距对环境质量的影响途径主要有三条。第一条途径是消费者途径,即收入差距影响着以消费为主的个人经济行为,进一步影响着社会消费总量和消费结构,及其过程中产生的污染总量。第二条途径是企业途径,即认为收入差距的扩大会削弱环保型产品的正外部性,不利于环保技术的创新活动,对未来环境质量的改善产生动态影响。第三条途径是政府途径,即认为收入差距会影响相关的环境政策方式与强度选择;而且在不同的社会政策决策机制下,收入差距对环境政策的影响也是不同的,现有的社会决策机制分析框架主要有两种——权利权重型社会决策规则和简单多数规则。此外,本文还对现存的主要实证研究进行了总结,发现大多数研究结论都支持收入差距对环境质量存在着影响,但这种影响并不是线性的。一方面,收入差距对环境的影响与研究的污染物种类有关,大多数研究都显示,收入不平等对CO 2排放和土壤污染存在着负向影响,但有关收入差距对空气污染和水污染影响的研究结论并不统一或并不显著。另一方面,这种影响还与经济发展水平相关,在高收入国家与低收入国家是不同的,存在着阈值效应。最后本文总结了针对中国的研究现状,讨论了其在我国的适用性。  相似文献

在分析主体功能区环境政策需求的基础上,从环境政策目标、政策手段、政策保障三个层面构建了主体功能区环境政策体系框架。初步确立了各类主体功能区环境政策的宏观目标及微观目标;重点研究了环境准入、污染控制、生态补偿、环境经济等政策措施;从环保绩效考核、环境信息公开、资金保障、法律保障等方面探讨了政策保障体系。本研究为进一步深入开展主体功能区环境政策研究奠定了基础,同时可以为开展主体功能区规划等工作提供参考。  相似文献

长株潭地区经济增长与工业污染变迁的实证研究   总被引:4,自引:1,他引:3  
根据长株潭地区1990~2006年经济与工业污染数据,分析了经济发展与环境污染的相互关系,建立了二者之间的计量模型。研究表明:作为一个重化工业城市群,长株潭自20世纪90年代以来,在经济高速发展的情况下,其环境恶化程度逐步得到局部控制。其中,长沙市部分环境指标与人均GDP演替轨迹呈现显著的环境库兹涅茨曲线特征;而株洲市和湘潭市工业污染排放量与人均GDP呈“U”形特征,即随着经济的增长,环境污染先是有一定程度的缓解,但随即有较大幅度的反弹。为了进一步促进长株潭地区经济与环境的协调发展,三地政府一方面应采取措施加快产业结构调整和优化工业布局,另一方面,还应尝试实施"排污权交易"和"受益者支付"原则等积极的环保管理手段和政策。  相似文献

排污收费制度是我国主要的环境政策工具之一。然而,自1982年这一制度正式建立实施以来,经过2003年的制度改良,始终未能解决征收成本高、使用效率低、寻租行为盛行的问题,这一系列的问题导致该制度的减排效果不佳。因此,近年来,排污费改排污税的改革提上议事日程。这一改革是否能够收到设计者们预期的效果?为从理论上回答这些问题,从中国现实出发,借鉴环境库兹涅茨曲线的研究方法,通过设计一个包含政府征收排污税行为和政府污染治理技术投资行为的经济系统,考察动态条件下排污税对环境质量的长期影响,以及征收排污税对厂商行为和消费者行为的长期影响。根据本文的分析,单一的征收排污税并不一定能够改善环境质量,不一定能够促进环境库兹涅茨曲线拐点的出现,也不能减少企业污染物排放;同时,排污税降低了资本积累速度和经济增长速度,但对消费者消费路径的影响是不明确的。最后,本文建议,政府应投资于污染治理技术的改进能够持续的减少最终污染物排放,达到改善环境质量的目的。  相似文献

现阶段中国大力开展新能源汽车示范推广工作,中央及各地方政府已相继出台一系列补贴政策。在严厉打击新能源汽车"骗补"及补贴政策重新调整等背景下,分析梳理现有政策从而对其进行整体把握与正确判断显得尤为重要,从而为政策改进与优化做准备。本文选取了截至2016年底国家和北京市颁布的涉及新能源汽车补贴的相关政策。首先,从采用文本挖掘的方法整理出的政策文本的高频有效关键词从中提炼出的政策工具,可分为供给型、需求型、环境型三类,分别从技术推动、市场拉动和环境支撑三个方面促进和规范新能源汽车市场。发现现有政策工具仍存在一些问题,如缺乏支持新能源汽车技术提升和产品开发的供给型政策工具;环境型政策工具的作用重点欠科学,对充电基础设施建设的重视程度不够;补贴过于聚焦新能源汽车购买环节等。其次,结合政策特点运用PMC指数模型构建了新能源汽车补贴政策的量化评价框架,通过变量分类、参数识别建立了多投入产出表,并通过PMC指数的测量、PMC曲面的生成综合反映政策各维度的情况。再次,采用实证分析的方法,选取3项新能源汽车补贴政策(P1、P2、P3)为研究对象,对政策进行量化评价。结果得出3项政策的PMC指数分别为7.52、6.95、6.21,均在良好的等级之内,P1政策的量化结果为优秀,P2、P3政策结果为良好,且具有较大的提升空间,可考虑在激励措施等方面予以加强。最后,根据新能源汽车补贴政策无法取得预期效果的原因,提出三点政策优化意见:(1)重视供给型政策工具的使用,加大新能源汽车科研资金投入;(2)环境型政策工具的作用重点应放在充电等基础设施的建设上;(3)需求型可考虑采取以公共交通带动私人交通的策略。  相似文献

排污权的设定是我国在治理环境污染过程中一项重要的政策。客观地评价这项政策的实施效果,不仅有利于政策本身的实施和完善,同时也可为其他地区开展相关工作提供借鉴。采用2004~2014年中国30个地区的面板数据,借鉴国内外评价政策实施效果的主流计量方法——双重差分法(Difference-in-Difference,DID),建立环境技术进步测度模型,探究排污权设定对环境技术进步的影响,最后提出政策建议。研究发现:当期排污权的设定并未对中国省际环境技术进步产生显著影响,但是在设定2 a之后,排污权在一定程度上控制了污染物的排放,其对我国环境污染的治理具有一定的促进作用,由此可以说明排污权确实能够提高环境技术进步。从长远来看,排污权的设定有利于我国经济健康可持续的发展。  相似文献

环境库兹涅茨曲线(EKC)阐述了经济发展和环境退化之间的动态演进过程,即随着经济的发展环境先不断恶化,到达顶点后逐渐改善。从实证研究、计量模型和分解分析三条线索回顾总结了国内外研究成果。随着EKC研究的发展,环境指标从污染指标扩展到资源生态指标和环境效率指标,而实证研究表明并非所有的环境指标和经济变量之间都存在“倒U型”关系。目前计量模型以简化式为多,结构式较少。由于分解分析方法能够定量化各种影响因素对污染排放变化的贡献率,因而在EKC成因研究中日益受到重视。尽管研究取得了较大进展,但生态环境阈值、污染的时空转移、数据处理与模型方法、环境控制政策和管理等方面仍需进一步研究,关键要在数据处理和模型构建方面取得突破。  相似文献

环境规制是实现农业面源污染减排的重要手段,而科学合理地划分环境管理权力是夯实环境规制减排绩效的制度基础。厘清环境分权、环境规制与农业面源污染三者之间的关系对优化环境管理体制和促进农业绿色发展具有重要的理论与现实意义。鉴于此,文章将环境规制、环境分权和农业面源污染纳入同一分析框架,基于2005—2017年省际面板数据,构建动态面板模型和面板门槛模型,实证考察了环境分权、环境规制与农业面源污染的内在联系。研究结果显示:①环境规制是抑制农业面源污染的重要手段;环境分权、环境监察分权和环境监测分权对农业面源污染具有显著的正向作用,环境行政分权对农业面源污染则表现为负向作用。②环境事务管理权力的下放将恶化环境规制的农业面源污染减排效应,引发“绿色悖论”效应,其中环境监察分权和环境监测分权的影响尤为突出。③从区域层面来看,中西部地区环境事务管理权力下放引发的“绿色悖论”效应显著,而东部地区则不显著。④环境规制对农业面源污染的影响随环境分权程度的变化呈现出门槛特征。伴随环境分权程度的提高,环境规制对农业面源污染的影响由“援助之手”转为“攫取之手”。因此,为解决日益严重的农业面源污染,应制定差异化的环境分权策略。一方面,环境行政权力应适当下放,而环境监察和环境监测权力要逐步上移;另一方面,进一步压缩中西部地区环境政策自由裁量空间,加大农业环境考核与监督力度。同时,建立长期动态农业面源污染监测体系,形成联防联控治理格局。  相似文献

改革开放以来,浙江省实际上走的是一条反集聚效应的农村工业化道路,它违背了世界各国城市化要求非农业人口向城市转移的一般规律,这种脱离了城市化的工业化进程,所引发的环境污染主要是通过“市场失效”和“政府失灵”来实现的,并对浙江省经济社会的可持续发展产生了一系列的不利影响。因此,要尽快从以农村工业化为主转到以城市化为主推动经济增长上来,努力探索出一条在推进城市化进程中解决环境污染问题、最终实现经济发展与环境保护“双赢”的新路子。  相似文献

首先参照投入—产出比,利用环保财政投入占GDP比重与环境污染综合指数之比对各区域环境财政政策治污效应系数进行测算,按系数值域把中国30个省(市)分成两个区域,区域1包括北京、甘肃、贵州等19个省市,区域2包括上海、浙江、福建等11个省市。其次分析环境财政政策、环境税收政策和中国式环境分权的治污效应并分区检验,最后对中国式环境分权和经济发展水平的门槛效应进行实证检验。结果表明:环境财政政策治污效应显著,区域1财政政策取得了更好的治污效果,中国目前车船税、城市维护建设税、土地使用税、耕地占用税、资源税及排污费等"近似"环境税种总体治污效应不显著,中国式环境分权与污染物排放显著正相关,中国式环境分权和经济发展水平对财政政策的治污效应具有显著的门槛效应,当中国式环境分权度低于-0.164、经济发展水平低于4.174时,环境财政政策具有更好的治污效果。样本期内以中国式环境分权为门槛变量时,有安徽、广西等15%的观测值位于低门槛区域,以经济发展水平为门槛变量时,有贵州、云南等10%的观测值位于低门槛区域。中国目前的能源消费结构和工业结构是加剧环境污染的重要原因,城镇化和对外开放在一定程度上助推了高污染和高排放。鉴于此应加大环境保护财政支出,提升环保财政支出占GDP的比重,单独开征环境保护税种,中央政府适度地环境集权,全面提升环境质量。  相似文献

首先按照各省环保财政支出占GDP比重与按主成分分析法计算的地方环境污染物排放综合指数的排名情况把中国30个省份分成两个区域,区域1环保财政支出污染治理效应较强,区域2环保财政支出污染治理效应较弱。区域1包括北京、海南等14个省市,区域2包括天津、上海等16个省市。其次基于2007—2014年中国省级和行业面板数据,分析开放经济、环保财政支出对污染治理的影响。最后借鉴门限回归模型检验开放经济是否存在环保财政支出与污染治理的门槛效应。结果显示:(1)环境污染物排放存在区域差异和行业差异,区域1呈现出开放程度和污染物排放双低的特征,而区域2则表现为双高特征。制造业、电力、煤气及水的生产和供应业污染物排放较高,采掘业污染物排放年均增长速度最快。(2)样本期内省级和行业面板数据均表明开放经济与环境污染物排放显著负相关,对外开放不是助推环境污染的原因。(3)中国环保财政支出与环境污染物排放显著负相关,环保财政支出具有显著的污染治理效应。(4)开放经济对环保财政支出的污染治理效应具有门槛效应,当进口和出口贸易总额高于门槛值-1.221、-1.016时环保财政支出的污染治理效应很难发挥。(5)以进、出口贸易总额为门槛变量时,有107个观测值低于门槛值,占总观测值的44.58%,其中有59个位于区域1,占55.14%。鉴于此应继续加大环境保护财政支出,进一步提升环保财政专项支出在GDP中所占比重,保持适度的对外开放,优化能源消费结构和实现产业结构升级,全面改善环境质量,提升开放经济下环保财政支出的污染治理效应。  相似文献

外商直接投资是否具有“污染光环”效应?   总被引:1,自引:0,他引:1  
FDI是否引致并加剧了环境污染一直受到学界和政界的关注,并存在较大争议,形成了"污染光环"和"污染避难所"两种相互对立的假说。其中,"污染光环"假说认为,FDI通过技术溢出效应提升了东道国环境质量,而"污染避难所"假说认为发达国家企业将产业链中高污染、高能耗部分转移至发展中国家,造成了其环境质量恶化。本文将两种针锋相对的假说进行融合,认为FDI对环境污染的影响会随着经济发展和自身累积阶段的不同而呈现非对称特征,而不是非正即负,因此,将经济发展阶段和FDI自身累积分别作为转换变量,构建FDI对环境污染的面板平滑转移(PSTR)模型,研究结论如下:(1)外商投资通过发挥"示范效应"、"溢出效应"和"竞争效应"等促进了我国环保技术水平,支持了"污染光环"假说,即FDI并不是引起我国环境恶化的主要原因。(2)FDI对环境污染的影响程度随经济发展阶段的变迁存在两个转换机制,分别在人均收入达到0.527和1.027时实现转换,并且由于规模效应、结构效应和技术效应间的平衡,使得FDI随人均收入的提高抑制程度先缓慢减弱后迅速上升,最终稳定在0.165附近。(3)FDI对环境污染的影响在自身累积量为1.999处实现低区制往高区制的转变,且转换速度适中。并且,在FDI累积较低阶段,FDI对环境污染的影响不显著,但当FDI累积量超过门限值,FDI投资结构进一步升级促使其对环境污染的抑制效果开始显现。基于此提出建议:(1)在实行严格FDI进入标准、优化FDI投资结构的基础上,持续引进FDI。(2)应该适时适度地调整FDI引入政策,引导过剩FDI在城市间、产业间合理流动,实现FDI在不同城市间与不同产业间的科学分布和优化配置。  相似文献

Eradicating poverty, reducing environmental degradation and achieving sustainable economic growth are some of the major macroeconomic goals of Pakistan. There are, however, serious interlinkages among these issues. The present paper investigates these linkages and the existing evidence for Pakistan and other countries. The aim of the paper is to examine and test some hypotheses and answer some questions regarding poverty-environment-nexus in Pakistan. The paper uses secondary data and information to probe into these linkages. The paper finds that poverty leads to environmental degradation is a common belief but it is not clearly supported by evidence. What is more strongly supported by evidence is the fact that environmental degradation hurts more the poor. There is a need of studies that deal with the social and environmental impacts of specific factors, and a need of a better understanding of institutional dynamics. More understanding on how levels and changes in poverty relate to changes in environmental quality is needed. There is a need to understand how the levels and rates of change vary with poverty. There is a need to know how and where the changes are taking place. More research is needed on the effects of changes in the population and the dynamics of institutional development. It has been showed that low income groups are the most affected when environmental degradation occur, but not enough information available in Pakistan on the mechanisms. There is a need of empirical studies regarding effect on poor relative to non-poor. More understanding on how poor people depend on, interact with and use their environment in rural and urban areas is needed. Ideally, in Pakistan, we would need to relate data gathered in an area with socio-economic data from the same area, answering this way to questions such as, to what extent are different income groups affected by resource degradation? And, by pollution? Finally, Pakistan should apply open minded and innovative policies in order to take advantage of the many existing opportunities. Some suggestions are eco-labeling schemes, organic practices, fair trade and so forth. Very little research has been conducted in developing countries, especially in Pakistan on the issues involving poverty, environment and development. The present study is an attempt in this regard. The results of the study are expected to assume pivotal importance for policy makers, academics and other researchers. It may help policy makers how to design policy to ensure poverty alleviation vis-à-vis environmental conservation. It may also help academicians to understand the complex poverty-environment-growth nexus. It will also open new avenues for further research in this area.  相似文献

Attention toward climate adaptation has been growing among governments over the past decade. In the European Union (EU) alone, nine countries have national plans for adaptation (with more in preparation), there are some 30 sub-national plans, and every Member State has policies to address adaptation. Given the recent attention given toward this subject a question that arises is: can climate change adaptation be considered a policy field? As a unit of analysis, policy fields are widely studied in the social sciences. However, the definition of policy fields such as environmental policy or agricultural policy is taken for granted. Oddly for such a common concept, very little attention is paid to what policy fields are in and of themselves or how they can be identified. Given these shortcomings, this article first attempts to fill this gap by theoretically defining what a policy field is by identifying and assigning their characteristics and dynamics. Based upon a literature review, it shows that policy fields are three-dimensional entities comprised of substantive authority, institutional order, and substantive expertise. The second task of this article is to apply this definition to adaptation policy activity in England and determine whether adaptation can be considered a policy field there.  相似文献

The public health and ecological impacts of volatile organic compound (VOCs) pollution have become a serious problem in China, arousing increasing attention to emissions control. In this context, this paper analyses the effectiveness of VOC reduction policies, namely pollution charges and environmental taxes at the national and industrial sector levels. It uses a computable general equilibrium model, which connects macroeconomic variables with VOC emissions inventory, to simulate the effects of policy scenarios (with 2007 as the reference year). This paper shows that VOC emissions are reduced by 2.2% when a pollution charge equal to the average cost of engineering reduction methods – the traditional approach to regulation in China – is applied. In order to achieve a similar reduction, an 8.9% indirect tax would have to be imposed. It concludes that an environmental tax should be the preferred method of VOC regulation due to its smaller footprint on the macroeconomy. The inertization of sewage sludge in ceramic matrices to be used in structural or red ceramic material for buildings has proved to be a good case of reuse of waste material. However, its practical application has not yet been fully implemented in real-case scenarios, and environmental concern seems to be the main hurdle to overcome for its definitive massive approval by the building industry. In this contribution, air emissions related to the sintering of ceramic bricks made of mixtures of clay with some percentage of sewage sludge have been analyzed (in terms of gases, suspended particles and odors). Tests conducted during this work have shown higher VOC emissions in samples with some percentage of sludge in their composition (still under the regulated emission limit values), and some of them (mercaptans) are associated with odor nuisances. Besides, limit emissions values were exceeded by three inorganic pollutants (suspended particles, NOx and HCl). Measurements in an industrial scenario test showed a high variability in air pollution emissions, suggesting the need of in situ testing for definitive implementation. With the experience collected in this and several previous works in the area of emissions related to the production of added sewage sludge ceramic, some guidelines and recommendations are given to minimize the environmental impact of ceramic production plants implementing this particular waste revalorization process. Guidelines cover different aspects: workplace implementation of gas cleaning equipment; geographical context and local wind pattern analysis; monitoring of emission and immission levels; and information policy through social control participation procedures for reporting of nuisance episodes.  相似文献
