Whitman County, Washington, USA, one of the largest wheat producing counties in the country, developed a land evaluation and site assessment system for evaluating proposed conversions of agricultural land to heavy commercial uses. The system uses soil potential indices to determine a land evaluation score and a nine-factor site assessment system to weigh suitability for development. / Several studies have suggested that use of wildernesses within national forests is declining. Data from three wildernesses in Oregon (based on mandatory permits and voluntary registration) indicate that between 1976 and 1991 in two areas and between 1980 and 1993 in another area the number of recreational visitor days (RVDs) has declined between 23% and 63%. However, the number of visits has remained roughly stable in one area and more than doubled in the other two. The disparity between the two measures of use may be the result of shifts from mainly overnight to mainly day use in these wildernesses. Day use has increased from about 30% to over 60% of all visits. Trends are different enough in each wilderness to warrant independent analyses over time. The US Soil Conservation Service has developed an agricultural land evaluation and site assessment (LESA) system. The LESA system is being used by the US Department of Agriculture and other federal agencies to implement the Farmland Protection Policy Act of 1981. The land evaluation and site assessment (LESA) method has been used extensively in the United States to assess agricultural land suitability for different localities. Despite widespread use, LESA models rarely have been evaluated in a systematic, comprehensive manner. This article discusses development of a LESA system for Hawaii, the first statewide application of the LESA methodology. The empirical model was implemented with a computerized geographic information system (GIS). The system's efficiency, ability to discriminate among land parcels, and robustness to subjective model parameter values are evaluated with statistical analyses and map overlays of GIS data. Results show great potential to simplify the original model specification, primarily through deletion of marginal site assessment factors. System output was generally insensitive to the numeric values selected for model parameters, with exception of the ratio used to combine the land evaluation (LE) and site assessment (SA) component scores. Relative supplies of the differing land attributes measured by the two components must be considered in determining an appropriate LE:SA ratio for a given area.  相似文献

Landscape is equated with the term scenery and is considered as an environmental resource. The need for an evaluation of scenery in environmental assessment statements is outlined. Three established methods of landscape evaluation are tested in a section of the Niagara Peninsula of southern Ontario. The methods are compared in terms of the nature of results produced and the time/manpower requirements for field data collection. The amenability of the methods to analysis from a cartographic data base is also considered. The simpler Newkirk and Linton methods produce readily useable data quickly, whereas the Leopold method not only yields data on scenic resources but can also be used to relate such results to other environmental attributes and processes.  相似文献

Human alteration of the landscape has an extensive influence on the biogeochemical processes that drive oxygen cycling in streams. We estimated trends from the mid-1990s to 2003, using the seasonal Mann-Kendall's test, for percent saturation dissolved oxygen (DO), chemical oxygen demand (COD), total Kjeldahl nitrogen (TKN), and ammonia-nitrogen (NH(3)-N) for 12 sites in the Rock Creek watershed, northwest Oregon, USA. In order to understand the influence of landscape change, scale, and stormwater runoff management on dissolved oxygen trends, we calculated land cover change through aerial photo interpretation at full-basin, local (near sample point) basin, and 100m stream buffer scales, for the years 1994 and 2000. Significant (p < or = 0.05) trends occurred in DO (increasing at five sites), COD (decreasing at seven sites), TKN (decreasing at five sites, increasing at one site), and NH(3)-N (decreasing at one site, increasing at one site). Significant land cover change occurred in agricultural land cover (-8% for the entire basin area) and residential land cover (+10% for the entire basin area) (p < or = 0.05). Correlation results indicated that: (1) forest cover negatively influenced COD at the full basin scale and positively influences NH(3)-N at local scales, (2) residential land cover influenced oxygen demand variables at local scales, (3) agricultural land cover did not influence oxygen demand, (4) local topography negatively influenced TKN and NH(3)-N, and (5) stormwater runoff management infrastructure correlated positively with COD at the local scale. This study indicates that landscape factors influencing DO conditions for the study streams act at multiple scales, suggesting that better knowledge of scale-process interactions can guide watershed managers' decision making in order to maintain improving water quality conditions.  相似文献

The objective of the project was to identify all hazardous waste sites in Burlington County, New Jersey that could be detected on existing, medium-scale aerial photographs of the county. The complete set of over 1000 black- and-white stereopairs at a scale of 1:12,000 was carefully examined for initial identification of possible sites. All suspicious sites were examined again on color transparencies of the county at the same 1:12,000 scale. Out of the 1094 black- and-white photos, 250 required further checking on color transparencies using a zoom stereoscope. This examination resulted in a final identification of 67 sites, the locations of which were delineated on 1:24,000 USGS maps. The use of air photo interpretation techniques provided an effective procedure for identifying waste sites quickly as well as providing a useful demonstration program for county and state officials.  相似文献

Both permit requirements and ecological assessments have been used to evaluate mitigation success. This analysis combines these two approaches to evaluate mitigation required under Section 404 of the United States Clean Water Act (CWA) and Section 10 of the Rivers and Harbors Act, which allow developers to provide compensatory mitigation for unavoidable impacts to wetlands. This study reviewed permit files and conducted field assessments of mitigation sites to evaluate the effectiveness of mitigation required by the US Army Corps of Engineers for all permits issued in Orange County, California from 1979 through 1993. The 535 permit actions approved during this period allowed 157 ha of impacts. Mitigation was required on 70 of these actions, with 152 ha of enhanced, restored, and created habitat required for 136 ha of impacts. In 15 permit actions, no mitigation project was constructed, but in only two cases was the originally permitted project built; the two cases resulted in an unmitigated loss of 1.6 ha. Of the remaining 55 sites, 55% were successful at meeting the permit conditions while 11% failed to do so. Based on a qualitative assessment of habitat quality, only 16% of the sites could be considered successful and 26% were considered failures. Thus, of the 126 ha of habitat lost due to the 55 projects, only 26 ha of mitigation was considered successful. The low success rate was not due to poor enforcement, although nearly half of the projects did not comply with all permit conditions. Mitigation success could best be improved by requiring mitigation plans to have performance standards based on habitat functions.  相似文献

The effects of permitting decisions made under Section 404 of the Clean Water Act for which compensatory mitigation was required were examined. Information was compiled on permits issued in Oregon (January 1977–January 1987) and Washington (1980–1986). Data on the type of project permitted, wetland impacted, and mitigation project were collected and analyzed. The records of the Portland and Seattle District Offices of the US Army Corps of Engineers and of Environmental Protection Agency Region X were the primary sources of information. The 58 permits issued during the years of concern in Oregon document impacts to 82 wetlands and the creation of 80. The total area of wetland impacted was 74 ha while 42 ha were created, resulting in a net loss of 32 ha or 43%. The 35 permits issued in Washington document impacts to 72 wetlands and the creation of 52. The total area of wetland impacted was 61 ha while 45 ha were created, resulting in a net loss of 16 ha or 26%. In both states, the number of permits requiring compensation increased with time. The area of the impacted and created wetlands tended to be ≤0.40 ha. Permitted activity occurred primarily west of the Cascade Mountains and in the vicinity of urban centers. Estuarine and palustrine wetlands were impacted and created most frequently. The wetland types created most often were not always the same as those impacted; therefore, local gains and losses of certain types occurred. In both states the greatest net loss in area was in freshwater marshes. This study illustrates how Section 404 permit data might be used in managing a regional wetland resource. However, because the data readily available were either incomplete or of poor quality, the process of gathering information was very labor intensive. Since similar analyses would be useful to resource managers and scientists from other areas, development of an up-to-date standardized data base is recommended.  相似文献

Soil is a multifunctional, non-renewable natural resource for Europe as clearly expressed in the European Union (EU) Thematic Strategy for Soil Protection (COM (2006)231). Soil carries out multiple functions, including the support of food production. Urban development and its associated land take poses a major threat to soil and could have significant effects on agricultural production. This paper aims to evaluate the potential productivity losses in European agriculture due to land-take processes between 1990 and 2006. Agricultural land take was calculated using CORINE Land Cover maps of 1990, 2000 and 2006. For 21 of the 27 EU member states, agricultural land take was computed to be 752,973 ha for 1990–2000 and 436,095 ha for 2000–2006, representing 70.8% and 53.5%, respectively, of the total EU land take for these periods. The impact of this land take on the production capabilities of the agricultural sector for the period 1990–2006 for 19 of the 21 states was estimated to be equivalent to a loss of more than six million tonnes of wheat. The paper demonstrates that Europe's intense urbanisation has a direct impact on its capability to produce food.  相似文献

A contingent valuation approach was used to estimate maximum willingness-to-pay for improved air quality in Utah County. Respondents demonstrated a high rate of concern over poor air quality and averaged a willingness-to-pay of $37 per month per household. Noniterative openended questions were used successfully. No information bias was observed but benchmark values did influence bids. Willingness-to-pay for improved air quality was large for both sexes and across all income groups, ages, and occupations.  相似文献

While there has been sustained debate on the issue of provincial and state versus local government environmental planning, maintaining privately owned natural resources in the public interest is increasingly viewed as beyond the scope of local governments alone. This paper describes and compares province- and state-level mandates and options for local governments (i.e., city, county, or district) to regulate land uses of environmentally sensitive areas (ESAs) in British Columbia in Canada and in Washington and Oregon in the United States. We define ESAs as landscape elements or places that are vital to the long-term maintenance of biological diversity, soil, water, and other natural resources, especially as they relate to human health, safety, and welfare, both on-site and in a regional context. Underlying similarities are that all three jurisdictions legally express the need for land-use planning by local governments in managing ESAs. Although all three jurisdictions exhibit similar problems in their attempt to accomplish this, ESA planning by local governments is an optional process in British Columbia and Washington but mandatory in Oregon. Furthermore, actual processes prescribed by each of the three jurisdictions are quite different. The information base upon which local regulation of privately held ESAs depends is variable, both within and between the province- and statelevel jurisdictions. Other than for some specific water-related resources, standard definitions and inventory methods for ESAs are lacking, as is coordination among local governments or among the province- and state-level governments. This study concludes that there is a need for a regional environmental information system in the Pacific Northwest based upon an integrated and scientific approach toward ESA structures and functions.  相似文献

Abstract: This paper uses the hedonic price method to estimate the value of an acre‐foot of irrigation water in Douglas County, Oregon. The analysis uses detailed information from 113 arms‐length transactions of farmland for 2000 and 2001. The estimated willingness‐to‐accept of $261 to sell an acre‐foot of irrigation water is consistent with other studies and recent transactions in the study area. Estimates for the value of leasing water are provided using a range of discount rates and leasing periods.  相似文献

The Washington State Environmental Policy Act (SEPA) promotes the conservation of natural resources through procedural review of proposed actions which may impact natural systems. There are, however, many actions specifically exempt from the SEPA review process. Since many exempt actions could have significant adverse effects on natural resources at one location and not another, the SEPA statute contains a provision that enables local governments to designate Environmentally Sensitive Areas (ESAs). Within the ESAs, these potentially adverse activities are subject to SEPA review. Local governments have complete control over the exact definition of the ESA criteria and the types of local projects exempt from SEPA. Whitman County, the most productive wheat-producing county in Washington, has recognized the need for conservation of its natural resources in its comprehensive plan but has not implemented the ESA provision. A representative watershed within Whitman County was used as a case study to identify areas which would qualify for ESA status. In these areas, specific soil, water, and biological characteristics or resources were identified as sensitive to certain common land uses. Significant differences were found between state and county policies regarding ESAs and actual conditions within the watershed. It may be more effective for the state to manage ESAs on a consistent and regional basis.  相似文献

Pesticide transport through the unsaturated zone is a function of chemical and soil characteristics, application, and water recharge rate. The fate and transport of 82 pesticides and degradates were investigated at five different agricultural sites. Atrazine and metolachlor, as well as several of the degradates of atrazine, metolachlor, acetochlor, and alachlor, were frequently detected in soil water during the 2004 growing season, and degradates were generally more abundant than parent compounds. Metolachlor and atrazine were applied at a Nebraska site the same year as sampling, and focused recharge coupled with the short time since application resulted in their movement in the unsaturated zone 9 m below the surface. At other sites where the herbicides were applied 1 to 2 yr before sampling, only degradates were found in soil water. Transformations of herbicides were evident with depth and during the 4-mo sampling time and reflected the faster degradation of metolachlor oxanilic acid and persistence of metolachor ethanesulfonic acid. The fraction of metolachlor ethanesulfonic acid relative to metolachlor and metolachlor oxanilic acid increased from 0.3 to >0.9 at a site in Maryland where the unsaturated zone was 5 m deep and from 0.3 to 0.5 at the shallowest depth. The flux of pesticide degradates from the deepest sites to the shallow ground water was greatest (3.0-4.9 micromol m(-2) yr(-1)) where upland recharge or focused flow moved the most water through the unsaturated zone. Flux estimates based on estimated recharge rates and measured concentrations were in agreement with fluxes estimated using an unsaturated-zone computer model (LEACHM).  相似文献
