This paper examines Chevron's programme of CSR at a gas field in Bangladesh. Whilst apparently building partnerships in the villages that surround the Bibiyana Gas Field, we suggest that the corporation remains detached from the local population via their community development programmes and employment policies. This contradiction is submerged by ideas and practices within global development discourse which celebrate the disconnection and disengagement of donors via the rhetoric of sustainability. Chiming with development praxis and the neo-liberal values which underscore it by stressing self-reliance, entrepreneurship and ‘helping people to help themselves’, the corporation's Community Engagement Programme does little to meet the demands of local people who hoped for employment and long term investment, a form of connection that is discordant to discourses of self-reliance and sustainability.  相似文献

The Alberta oil sands industry and the New South Wales coal industry both faced controversies related to their cumulative impacts. In an attempt to generate hypotheses, we compared their attempts to maintain legitimacy, in its various aspects, for both their industries and the regulatory regimes that evolved as the controversies persisted. Both the existing literature and the two cases suggest that greater use of multi-sectoral stakeholder forums for the governance of cumulative impacts can bolster the legitimacy of both the industry and its regulatory regime, including those aspects handled through self-regulation. The cases suggested the additional hypotheses that (a) the importance of the decisions allocated to the multi-stakeholder regulatory forum affects legitimacy perceptions generally, and (b) the multi-stakeholder approach to regulation does little to bolster legitimacy when stakeholders include activists who are more interested in transnational issues than local cumulative impacts.  相似文献

Over the last two decades, mining and mineral exploration companies have adopted various environmental management practices in response to society’s pressure for better environmental protection. The literature highlights a number of benefits and challenges for companies adopting environmental management practices with the Greek Mining and Mineral Industry (GMMI) facing similar issues. In order to analyze the challenges faced by the GMMI, a Strengths, Weaknesses, Opportunities and Threats (SWOT) analysis was conducted, which examined the strengths, weaknesses, opportunities and threats faced by the industry when adopting environmental management practices. The analysis prescribes policy recommendations both for the government and industry which, if adopted, could facilitate improved environmental performance.  相似文献

This paper addresses the question: How can mining companies assess social investment projects so that projects create value for the company and communities in which they operate? Mining companies are still wrestling with the limits of their responsibility in relation to social development even though they accept the business case for community investment at a general level. Fully aware of the practical hazards involved in taking an active role in facilitating local development, companies increasingly avoid methods that are overly paternalistic or assume the functions of the national or local governments. Gaining senior management's commitment to long-term social projects, which are characterised by uncertainty and complexity, is made easier if projects are shown to benefit the site's strategic goals. Case study research on large global mining companies, including interviews with social investment decision makers, has assisted in developing a Social Investment Decision Analysis Tool (SIDAT), a decision model for evaluating social projects. Multi-criteria decision analysis techniques integrating business planning processes with social impact assessment have proved useful in assisting mining companies think beyond seeking reputational benefits, to how they can meet their business goals and contribute to sustainable development.  相似文献

The development of intensive agriculture in the plains of mainland Greece provides products with lower cost than those obtained from terrace agriculture in the islands. The result is the abandonment of the islands' agriculture followed by collapse of the traditional agropastoral systems of management. This paper presents a Data Envelopment Analysis (DEA) model combined with bootstrapping to assess performance in mining operations. Since DEA-type indicators based on nonparametric production analysis are simply point estimates without any standard error, we provide a methodology to assess the performance of strip mining operations by means of a DEA bootstrapping approach. This methodology is applied to a sample of fifteen Illinois strip coal mines using publicly available data (Thompson et al., 1995). The applied approach uses a mixed mine environmental performance indicator (MMEPI) that is derived by means of a VRS DEA environmental technology treating overburden as an undesirable output under the weak disposability assumption, and we compare this measure with a traditional output-oriented mine performance indicator (MPI) omitting overburden. Although omitting undesirable output results in biased performance estimates, these findings are based on sample specific results and indicate this bias is not statistically significant. The confidence intervals derived by the bootstrapping of the proposed MMEPI point estimates indicate that significant inefficiency has taken place in the analyzed sample of Illinois strip mines.  相似文献

The human rights related controversies surrounding Anglo Platinum's Mogalakwena mine in South Africa's Limpopo Province hit the world stage in 2008, attracting public scrutiny and instigating much debate in the realm of international business and human rights discussions. We provide an in-depth analysis of the controversies at Mogalakwena, and Anglo Platinum's responses. This case study contributes to ongoing debates on mining company-community relations in the context of the emerging business and human rights agenda, specifically with respect to the notion of human rights ‘due diligence’. We argue that the Mogalakwena case study illustrates the risks of companies adhering to and emphasizing the technical and logistical facets of due diligence, without sufficient attention to the relational, communicative and emergent aspects, which are closely tied to corporate culture. We highlight the complexities of company-community relationships, with particular reference to the issues of legitimate community representation and participatory decision-making, and discuss the role that organizational culture plays in exacerbating or mitigating corporate-community conflict. The case study demonstrates how legal challenges often exacerbate rather than resolve the conflicts that arise due to a clash between corporate and community cultures. We suggest the need for corporate leaders to become more conscious of this cultural dimension of effective social management, particularly when interacting with communities whose cultures are markedly different from those of business corporations.  相似文献

Since the liberalisation of its investment regime in the 1990s, Argentina has seen a rise in foreign direct investment into large-scale exploration and exploitation of mineral resources. However, many social groups (local communities, grassroots movement and the church) often strongly oppose new mining projects on the grounds of environmental, ethical and economic concerns. In a situation marked by widespread conflict, mining companies continue operating and develop Corporate Social Responsibility (CSR) initiatives which are often promoted as a means of contributing to the sustainability and development of the nation. The paper develops a framework to highlight how the principles of stakeholder theory could be used as conceptual and practical guidance for conflict-resolution oriented CSR policies. The framework is further used to analyse two case studies of conflictive mining projects in Argentina. The paper explores how key stakeholders perceive contribution of CSR to welfare and the socio-economic development of mining communities and sustainable development of the nation. It demonstrates that institutional and social stakeholder networks often strongly oppose the idea of voluntary self-regulation implied by CSR in situations characterised by weak governance. Even though the CSR of companies could be improved in areas of corporate communication, transparency, stakeholder engagement and dialogue, it is not seen as a panacea for the social conflicts in the sector.  相似文献

This paper introduces a special issue on ‘Corporate Social Responsibility in the extractive industries: experiences from developing countries’. Drawing upon case study analysis from Latin America, sub-Saharan Africa and Asia, the papers in this issue broaden understanding of how multinational mining and oil and gas companies have embraced the CSR challenge and responded to criticisms of their performance in developing countries. This paper provides an introduction to the debate on CSR in the extractive industries in developing countries, reviewing the key issues examined on this subject to date.  相似文献

An evaluation of coastal landscape of pine forest in Greece by summer visitors of various nationalities was carried out. The visual preferences for a set of landscape, represented in photographs, expressed by these various nationality groups were compared. The subjects used in this research came from Greece, Germany, Italy, France, Great Britain, Austria, Yugoslavia, and Scandinavian countries. The findings show that there is an agreement over the basic preference, but, nevertheless, there are differences of opinion between the nationality groups that might be attributed to cultural influences and the effect of being familiar with their own environments. Since coastal landscape plays an important role in the tourist industry, these findings could be very useful to policy-making agencies.  相似文献

This paper critically reflects on the challenges of engaging, proactively, in Corporate Social Responsibility (CSR) in oil-rich sub-Saharan Africa. Most of the region's oil production takes place in enclave-type environments offshore and in countries ruled by autocratic governments which generally exert minimal pressure on companies to embrace CSR. With companies having little sense of who to target in their local economic development policies and programs, there is always a possibility of ‘offshore CSR’ – recognized here as potentially-effective ideas for improving social welfare that linger within the enclave and never fully materialize – surfacing. The aim is to conceptualize and broaden understanding of the challenge of developing CSR programs in these settings, where there are no clear linkages to communities or local economies more generally.  相似文献

In recent years, the debate on corporate responsibility has shifted from a focus on environmental management towards a broader concept of corporate social responsibility (CSR). This article examines the chemical industry's approach to CSR from the perspective of two emerging economies: Mexico and South Africa. The global chemical industry was one of the first to respond to public concerns about environmental pollution, toxic waste and human health by adopting an industry‐wide code of practice, known as Responsible Care. This article examines the extent to which the chemical industry has responded to the broader debate on CSR. On the basis of a comparative case study, this article argues that the response to social issues by Mexican and South African chemical companies has tended to be limited to the ‘community awareness and emergency response’ (CAER) or community dialogue component of the international voluntary management framework, Responsible Care. Similarities and differences in regulatory and institutional conditions, as well as different levels of civil society engagement, reveal additional limitations for CSR, beyond that of the Responsible Care framework. This article argues that the socio‐political context influences the extent to which companies embrace CSR, especially in emerging economies, and highlights several challenges for the chemical industry in moving forward on CSR: credibility, stakeholder engagement, value‐chain accountability, disclosure and transparency. Reflecting on these challenges, the authors conclude by recommending a renewed focus on: (1) developing a broader set of CSR management practices beyond Responsible Care; (2) institutionalizing stronger accountability measures, such as reporting and verification; and (3) developing multi‐stakeholder partnerships that complement regulation and build public sector regulatory and guidance capacity.  相似文献

Summary A pilot action forming part of the Integrated Mediterranean Programmes (IMPs) was carried out in Prespa National Park, Greece, to improve the socio-economic conditions in the area and to develop the agriculture, fisheries, manufacturing and tourism. A study on the environment of the park was carried out as part of this Programme. The study evaluated the natural conditions in the area, assessed the effects of the proposed operations on the environment, suggested opportunities for socio-economic improvement and provided guidelines for the organisation of the National Park. This paper presents certain aspects of this study and describes the mechanisms and conflicts attached to environmental conservation during implementation of the IMP.Evaluation of natural conditions was made possible by studying the land cover/use changes between 1945 and 1984 using aerial photographs. It showed a continuing concentration of land use activities in the wetland, which is the nucleus of the park. The most alarming findings were of soil erosion on the watershed, accelerating ageing and eutrophication of the lake, and destruction of the wet meadows. Evaluation of the latter revealed their remarkable biological value as feeding and resting habitats of the rare waterbird species.Assessment of the effects of the projected operations on the environment was accompanied by suggestions of alleviation measures. Further development of agriculture and an expansion of the irrigation system were expected to have a severe impact on the wetland and increase the eutrophic level of the lake. Measures for cultural practices, policy and education of the farmers were suggested. It was recognised that the projected fish breeding station would also have adverse effects on the wetland, the lake and its fisheries. Construction of the hatchery on the particular site chosen by the authorities was to cause major environmental degradation in the park.Despite the documentation provided, proposals stemming from the study and mitigation measures were disregarded. Implementation of the IMP operations had detrimental ecological effects in the area. From the first stages of the Programme, and throughout its implementation, secrecy prevailed in the procedures. There was no participation of the public nor of the local government. Lack of coordination appeared between the various levels of administration nationally and within the European Community (EC). Agencies concerned with the environment lost their jurisdiction in the area, as all decision-making was undertaken in Athens by a Ministry relatively insensitive to environmental issues. Implementation of the IMP in Prespa violated national and EC legislation as well as international treaties concerning the environment. The development plan had been prepared without integrating conservation and development while no concern was given to the impact on the environment. Public health and human rights are complementary approaches to promoting and protecting human dignity and well-being. The aim of this paper is to examine international provisions and national policies on health and human rights that regulate the health system in Nigeria, along with the institutional arrangements created for the design and implementation of health services. The paper reviews the framework for policy formulation and planning on health matters and emphasizes the responsibilities of the state to implement Millennium Development Goals and international obligations of human rights. It highlights the importance and impact of gender and reproductive rights on health system performance and concludes by proposing legal strategies to improve health outcomes in the country.  相似文献

The scale, duration and intensity of conflicts over mineral resources vary greatly. However, they always involve, in varying proportions, the triad stakeholder model—corporation, state, community—each element of which is internally heterogeneous. Increasingly, new players are entering the scene: international non-governmental organizations (NGOs), environmental grassroots groups, indigenous transnational networks, international aid and development agencies. Nevertheless, conflicts and arrangements around access to and control over mineral resources can take the apparent form of dyadic relationships between companies and local communities, resulting in negotiated company-community agreements, often called “Impact and Benefit Agreements” (IBAs). In our analysis, local agreements on mineral resource governance are seen as building blocks in the production of mining policy “from below”, even though they seem at first sight to exclude the state. This paper argues that these agreements, and the negotiations surrounding them, inform debates around mining through both “horizontal diffusion” (influence on other localities facing similar situations) and “vertical diffusion” (influence on policy design and implementation at upper political and administrative levels). This diffusion may occur in a “positive” sense, effecting further change in line with the intent of the original agreement, or in a “negative” one, actually making substantive change less likely, whether at a community or policy level. We build this argument through two case studies from New Caledonia, in the south-west Pacific, where mining has long been a key issue, especially in the current context of “negotiated decolonization” launched by the 1998 Nouméa Accord.  相似文献

Resource-rich countries do not necessarily perform well, especially developing countries. A debate has developed since the 1990s about a “resource curse” hypothesis, which threaten to impede the resource-rich countries in taking advantage of their natural endowments. In Mali, a less-developed country, gold export has substantially increased since the 1990s. In this paper we show that widespread analyses, such as those of the Dutch disease and the quality of institutions, are not sufficient to understand what is at stake in Mali, and that the mining sector has proved to be neither a blessing nor a curse, at least until the present. Gold mining has brought budget revenues but induced few spillovers. As gold mining has now come to maturity, the die is probably cast.  相似文献

The aim of this paper is to assess the conditions that influence foreign direct investment in the mineral industries of China and India. The paper first surveys literature on the determinants of foreign direct investment to identify key conditions, under which host countries attract mining FDI. It then builds an evaluative framework which allows for comparative analysis. The paper then comparatively evaluates the performance of foreign investment regimes that govern mineral industries in China and India. Its findings show that the overall conditions for foreign mining investment in China and India are not favourable and that substantial policy, regulatory and other changes in both countries need to be made if more investment is to flow.  相似文献
