This article applies a stated preference choice model to assess trade-offs that residents of two squatter settlements in Dhaka, Bangladesh might consider if they were given choices for relocation to flood-free areas. The respondents were asked to choose repeatedly from a set of choice cards, which displayed different configurations of financial incentives for relocation, such as free or inexpensive land, loans or nonrepayable grants, and provisions for temporary or permanent employment opportunities. The survey results indicated that despite extensive experience with flood problems, many residents of Mirpur and Vasantek found that certain configurations of economic incentives were not attractive enough for them to relocate to flood-free areas. At the same time, they would prefer a reduction in the risk of flooding at their current location. The economic incentives that would best assist in increasing voluntary relocation of residents from their current locations included free land, nonrepayable grants (Taka 20,000), and long-term employment opportunities. Further, differences in geographic location (i.e., Mirpur vs. Vasantek), income levels, and membership in neighborhood communities were linked with the tendency of residents to stay at their current location.  相似文献

In this paper, two key insights are generated about community development options using stated preference techniques. Surveys were conducted to identify how residents of a mining town in central Queensland, Australia, viewed options for the development of their township. First, residents were asked in a Choice Modelling experiment how worthwhile it would be to achieve some more attractive development options if it came at a cost to them. Second, residents were asked in a Choice Behaviour experiment how the different development options might influence their decision to stay or shift from the town in the future. The same development options were used in both experiments to facilitate comparisons between the two assessment forms.  相似文献

Predicting the economic and demographic impacts of resource development on regional areas is difficult to assess because of limited availability of analysis, difficulties of predicting where workforce are likely to be based, and different impacts on communities because of variations in size and economic structures. In this study modelling has been employed to identify future employment and demographic impacts of future resource developments on communities in the Surat Basin in southern Queensland, Australia. The analysis summarises potential employment increases over multiple projects and uses multipliers from Input–Output models to assess likely impacts by local government area when future workforce might commute to or live locally in the region. The results demonstrate that recent moves to commuting workforces limit the economic impacts on local and regional communities in complex ways.  相似文献

The environmental behavior of the residents depends on their perception of environmental pollution. Hence, it is important for scientific and policy experts to research on the impact of the environmental pollution perception of local residents. Owing to the richness of natural resources, Hancheng coal mine areas are abound in heavy industries, and environmental pollution is serious and typical in this area, thus, the residents are anxious about their health. Using questionnaires, this paper surveys the perception of residents living in the coal mine area. The influential factors of environmental perception were analyzed by the Rank Sum Test. The results were: (1) the majority of the residents in the coal mine area are not satisfied with their living environment. The perception order of pollution severity is: air pollution?>?noise pollution?>?sanitation?>?water pollution. The residents think that pollution is mainly caused by coal processing. Hence, coal mining is not the main reason of the pollution in the coal mine area. (2) Age and length of residence have significant positive effects on perceptions of air, water, and noise pollutions; whereas education has a significant negative effect on perceptions of water and noise pollutions, as well as sanitation. This phenomenon can be explained by the various cultural groups having varied perceptions on the environmental pollution. In addition, proximity to mine has significant negative effect on perceptions of water and noise pollution. In conclusion, the paper discusses the effects of demographical and social factors on the perception of environmental pollution and gives suggestions on the planning and management of the environment.  相似文献

Acid mine drainage (AMD), resulting from open-cast coal mining, is currently one of the largest environmental challenges facing the mining industry. In this study, a life cycle assessment (LCA) was conducted to evaluate the environmental impacts associated with the construction, operation and maintenance of different AMD treatment options typically employed. LCA is a well-reported tool but is not documented for AMD treatment systems despite their ubiquitous implementation worldwide. This study conducted detailed LCA analysis for various passive and active AMD treatment approaches implemented or considered at a major coal mine in New Zealand using a comparative functional unit of kg acidity removed per day for each treatment option. Eight treatment scenarios were assessed including active limestone and hydrated lime treatments, and compared to passive treatments using limestone and waste materials such as mussel shells. Both midpoint and endpoint LCA impact categories were assessed. Generally, the active treatment scenarios demonstrated greater LCA impacts compared to an equivalent level of treatment for the passive treatment approaches. Lime slaking had the greatest LCA impacts, while passive treatment approaches incurred consistently less impacts except for one passive treatment with a purchased energy scenario. A 50% reduction in transportation distances resulted in the lowest LCA impacts for all scenarios. This study highlights the importance of evaluating the environmental and social impacts of AMD treatment for the mining industry.  相似文献

China is the largest coal producer and the largest coal consuming country in the world. Approximately half of China's coal comes from small‐scale mines. The sustainability of China's coal industry would be improved if a greater share of the coal come from larger‐scale mines. This article presents a case history of the Shuangliu Mine in Shanxi Province and discusses the issues and benefits of the transformation of this mine. Significant gains were observed in worker safety and benefits, and in more efficient exploitation of the coal resource. Problems included loss of employment opportunities for local labourers, and reduced revenue for local townships. The wider implications of a shift of China's coal supply from small‐scale to large‐scale mining operations are discussed in relation to economic, social and environmental aspects.  相似文献

This research examines the relationship between personal mobility rate (number of lifetime moves/respondent's age) and health status. A contextual analysis is proposed in which the health consequences of relocation depend not only on the immediate circumstances surrounding a move, but also on the broader context of the individual's residential history, current life situation, and aspirations for the future. Two hundred and forty-two adult employees completed an initial survey of lifetime residential history, current residential desirability, employment experience, and perceived housing options for the future. Three months later, a panel group of 121 respondents completed a follow-up survey of emotional and physical well-being. Frequent relocation was directly associated with a greater number of illness-related symptoms, but the impact of mobility rate was largely mediated by psychological factors. Health problems were more prevalent among high-mobility individuals characterized by low rather than high levels of environmental exploratory tendency; among low-mobility persons reporting low versus high levels of residential choice and congruence; and among low residential-quality individuals who perceived future residential options to be unavailable rather than available.  相似文献

The resources sector in Australia makes a major contribution to the national economy, and underpins employment and population in the mining and mineral processing towns. For those towns, rapid growth in employment can generate particular pressures in local housing markets because of the relatively large size of the industry and the small housing stocks involved. Through a case study of Gladstone, the study provides a dynamic five-step population and housing model, to estimate short to medium term mining impacts of major resource developments. The model includes both the direct and indirect labour force generated by new resource sector developments and their flow-on effects on population increases. Sensitivity testing has allowed for different levels of resource development, employment multipliers and labour inflows. Three different approaches have then been applied to predict the housing price impacts of the expected population growth.  相似文献

Climate change impacts are no longer just a future issue for communities in the Mediterranean climate regions. This comparative study offers insights on climate change risk perceptions and attitudes among environmental, economic and social stakeholders in coastal areas in northeastern Spain and South Australia, as well as compares interviewed stakeholders’ risk perceptions with available documentary data and participant observation. Using a community risk assessment approach, the results show that some stakeholders perceive that climate change is already and/or may further continue to affect their employment, mostly in a predominantly negative way. Interestingly, some other interviewed stakeholders consider that climate change creates opportunities through new and additional areas of work. The findings also suggest that climate change may influence relocation of coastal residential populations in both case studies, which is likely to be an acceptable option among the stakeholders. This acceptance can be linked to the fact that in both areas there is a significant percentage of resident population with migrant background. This study calls for a need to understand better the personal experience of climate change in industrialized countries, as well as to consider coastal relocation in the integrated coastal planning and other territorial and population policies.  相似文献

Ecotourism is widely promoted as a conservation tool and actively practiced in protected areas worldwide. Theoretically, support for conservation from the various types of stakeholder inside and outside protected areas is maximized if stakeholders benefit proportionally to the opportunity costs they bear. The disproportional benefit distribution among stakeholders can erode their support for or lead to the failure of ecotourism and conservation. Using Wolong Nature Reserve for Giant Pandas (China) as an example, we demonstrate two types of uneven distribution of economic benefits among four major groups of stakeholders. First, a significant inequality exists between the local rural residents and the other types of stakeholder. The rural residents are the primary bearers of the cost of conservation, but the majority of economic benefits (investment, employment, and goods) in three key ecotourism sectors (infrastructural construction, hotels/restaurants, and souvenir sales) go to other stakeholders. Second, results show that the distribution of economic benefits is unequal among the rural residents inside the reserve. Most rural households that benefit from ecotourism are located near the main road and potentially have less impact on panda habitat than households far from the road and closer to panda habitats. This distribution gap is likely to discourage conservation support from the latter households, whose activities are the main forces degrading panda habitats. We suggest that the unequal distribution of the benefits from ecotourism can be lessened by enhancing local participation, increasing the use of local goods, and encouraging relocation of rural households closer to ecotourism facilities.  相似文献

ABSTRACT The abundant, high-quality waters of the Yellowstone River Basin have fostered a strong agricultural-based economy in eastern Montana. The region also contains the nation's largest strippable coal reserves. Numerous conflicts have developed around the mining of coal and in-state conversion of coal into electricity and synthetic fuels – processes that require large volumes of water. Competition for water among industrialists, agriculturalists, and others is a critical state issue. Probable effects of increased water diversions, the nature of water-energy conflicts, and state efforts to control development are discussed.  相似文献

In recent years, controversy has grown around decisions related to mountaintop removal mining of coal in Central Appalachia, USA. While this mining method can be particularly efficient, it necessitates removal and relocation of huge volumes of earth—permanently altering the natural landform and potentially impacting local environments and communities. Current decision-making systems and regulatory frameworks have been largely ineffective at incorporating the values and concerns of stakeholders. This is due, in part, to contradicting policies, a legacy of distrust, and problems related to scale. Further, the lack of good civic science related to mountaintop mining and meaningful routes for public involvement have also hampered effective decision-making. We propose that the fundamental concepts of public ecology may provide a progressive approach to resolving these complex issues, and examine the challenges that must be met along the way.  相似文献

A myriad of factors, both economic and political, influenced the voting by members of the United States Congress on the 1978 National Energy Act. Determinant factors considered in our analysis included the percentage of residents in the Congressman's district residing in the central city or on farms; the percentage of residents who belong to labor unions; the average level of education of the residents; oil, coal, and natural gas production in the state relative to total domestic production. The results, determined by means of logit analysis, indicate that the impact on low-income energy consumers, the effect on overall employment, the impact on farmers, and the benefits to energy interests, as well as ideology and the subjective perception that the need exists to do something about the energy situation in the United States, were all important explanatory factors.The author is an economist with the United States Department of Energy. Local knowledge of the history and ecology of wetland ecosystems can be a valuable resource in wetland rehabilitation projects. This is especially the case when other historical ecological information is unavailable. As well as providing a source of historical information, time spent acquiring local knowledge can enhance public participation in environmental management and facilitate early conflict resolution between stakeholders and the community. This paper investigates the use of oral history as a tool to collate a history of the flooding, ecology and management of Kanyapella Basin, a 2581 ha wetland on the floodplain of the Murray and Goulburn Rivers, Australia. Interviews were held with nine local residents and 11 natural resource managers. Oral history proved an effective way to obtain information about changes in the frequency and distribution of flood events over the last 60 years. Observations of rare and threatened fauna, and comments regarding the success of past management were also recorded. Results from the oral history have been used to direct ecological research and develop alternative management options at Kanyapella Basin. In addition to its use in gathering ecological information, oral history also proved effective in enabling the values and concerns of local community and stakeholders to be articulated, increasing managers' understanding of the social context of the particular locality, which is fundamental to sound environmental decision-making.  相似文献

The coal mining region in northern Colombia is one of the largest open pit mining regions of the world. In 2009, there were 8 mining companies in operation with an approximate coal production of ~70 Mtons/year. Since 2007, the Colombian air quality monitoring network has reported readings that exceed the daily and annual air quality standards for total suspended particulate (TSP) matter and particles with an equivalent aerodynamic diameter smaller than 10 μm (PM??) in nearby villages. This paper describes work carried out in order to establish an appropriate clean air program for this region, based on the Colombian national environmental authority requirement for modeling of TSP and PM(10) dispersion. A TSP and PM?? emission inventory was initially developed, and topographic and meteorological information for the region was collected and analyzed. Using this information, the dispersion of TSP was modeled in ISC3 and AERMOD using meteorological data collected by 3 local stations during 2008 and 2009. The results obtained were compared to actual values measured by the air quality monitoring network. High correlation coefficients (>0.73) were obtained, indicating that the models accurately described the main factors affecting particle dispersion in the region. The model was then used to forecast concentrations of particulate matter for 2010. Based on results from the model, areas within the modeling region were identified as highly, fairly, moderately and marginally polluted according to local regulations. Additionally, the contribution particulate matter to the pollution at each village was estimated. Using these predicted values, the Colombian environmental authority imposed new decontamination measures on the mining companies operating in the region. These measures included the relocation of three villages financed by the mine companies based on forecasted pollution levels.  相似文献

This study examined the environmental and social effects of large‐scale mining in Chingola, Zambia. Data was collected through semi‐structured interviews with 164 residents living close to Zambia's largest open pit mine, key informants and desk analysis of secondary data. Quantitative data was analysed using the chi‐square test, one sample T‐test and two sample Z‐proportions test, while qualitative data was analysed using content analysis. Results show that the residents reported being most affected by sulphur dioxide air emissions and noise pollution due to the proximity of the copper smelter and heavy moving machinery to their residences. The residents received domestic water containing rust and copper ore particles from the water utility company which draws raw water from the mine. Although the mine was a source of employment for locals, over 4,000 jobs (representing a 33% decrease) have been lost over a period of 4 years, negatively affecting the local economy. Mine management attributed the job losses to high production costs and mechanization of mining processes. The residents perceived the job losses to have led to crime, alcohol abuse and prostitution among youths as well as a general increase in poverty levels. Analysis of air emissions data from the mine found elevated levels of dust, cadmium, copper and lead pollutants. Key informants from Nchanga Mine reported implementing bioremediation to reduce soil contamination by the heavy metals and recycling SO2 to produce sulphuric acid. The study recommends an increase in social corporate responsibility from the mine management to ensure residents derive more substantive benefits from their proximity to the mine.  相似文献

ABSTRACT. Construction of water impoundment projects often necessitates relocation of numerous rural residents which can result in social disruption of established interaction patterns within affected groups. A research study was conducted within two communities in West Virginia and two communities in Ohio which had recently been subjected to watershed development. The objective of the research was to evaluate the social-psychological response of local residents to the forced relocation and subsequent disruptive effects of the resettlement. The dependent variable used in the research was community alienation. The findings revealed that the affected community groups were not significantly different in terms of alienation from the non-affected base groups. This finding suggests that forced relocation did not consistently lead to personal alienation from the changed community. It was noted, however, that negative attitudes were identifiable among the affected community members but the negative comments appeared to be directed toward the change agency and toward physical relocation rather than the community per se.  相似文献

In China, coal mine waste rock (CMWR) produced during coal mining and processing is still increasing significantly as a result of coal production which has huge environmental impact. CMWR reduction and utilization is a major issue for coal enterprises and government to reduce the surface footprint and the public environmental impact. Tiefa coalfield, an old coalfield with 60 years of coal exploitation, was selected as a case to study the methods to minimize the environmental impacts of CMWR piles in a short period. We argue that a systematic design on CMWR utilization is needed on the basis of a usage evaluation which takes consideration of CMWR source, compositions, and proximate analysis. Mine design is crucial and the base for reducing the CMWR generation at the headstream. Placing roadway into coal seam rather than rock, panel optimization, and parametric analysis for mining technique were conducted in Tiefa coalfield. A promising technology of CMWR backfill under the ground was employed with a resultant increase of coal recovery rate. The surface CMWR recycling depends on brick making, electricity generating, and rehabilitation of subsided land. The practice of the presented methods indicates that the CMWR piles on Tiefa coalfield may disappear in 3 years, which could significantly reduce the environmental impacts of CMWR dumps. The technologies conducted in Tiefa coalfield developed a model of CMWR reduction and utilization for Chinese coal mines.  相似文献

Abstract: Sediments and soils were analyzed using stable carbon and nitrogen isotope ratio mass spectrometry and carbon and nitrogen elemental analyses to evaluate the their ability to indicate land‐use and land management disturbance and pinpoint loading from sediment transport sources in forested watersheds disturbed by surface coal mining. Samples of transported sediment particulate organic matter were collected from four watersheds in the Southern Appalachian forest region of southeastern Kentucky. The four watersheds had different surface coal mining history that were classified as undisturbed, active mining, and reclaimed conditions. Soil samples were analyzed including reclaimed grassland soils, undisturbed forest soils, geogenic organic matter associated with coal fragments in mining spoil, and soil organic matter from un‐mined grassland soils. Statistically significant differences were found for all biogeochemical signatures when comparing transported sediments from undisturbed watersheds and surface coal mining disturbed watersheds, and the results were attributed to differences in erosion sources and the presence of geogenic organic matter. Sediment transport sources in the surface coal mining watersheds were analyzed using Monte Carlo mass balance un‐mixing and it was found that: δ15N showed the ability to differentiate streambank erosion and surface soil erosion; and δ13C showed the ability to differentiate soil organic matter and geogenic organic matter. Results from the analyses suggest that streambank erosion downstream of surface coal mining sites is an especially significant source of sediment in coal mining disturbed watersheds. Further, the results suggest that the sediment transport processes governing streambank erosion loads are taking longer to reach geomorphologic equilibrium in the watershed as compared with the surface erosion processes. The dual‐isotope technique provides a useful method for further investigation of the impact of surface coal mining in the uplands of the watershed upon the geomorphologic state of the channel and the source of organic matter in aquatic systems impacted by surface coal mining.  相似文献

Spatial patterns in major dissolved solute concentrations were examined to better understand impact of surface coal mining in headwaters on downstream water chemistry. Sixty sites were sampled seasonally from 2012 to 2014 in an eastern Kentucky watershed. Watershed areas (WA) ranged from 1.6 to 400.5 km2 and were mostly forested (58%–95%), but some drained as much as 31% surface mining. Measures of total dissolved solutes and most component ions were positively correlated with mining. Analytes showed strong convergent spatial patterns with high variability in headwaters (<15 km2 WA) that stabilized downstream (WA > 75 km2), indicating hydrologic mixing primarily controls downstream values. Mean headwater solute concentrations were a good predictor of downstream values, with % differences ranging from 0.55% (Na+) to 28.78% (Mg2+). In a mined scenario where all headwaters had impacts, downstream solute concentrations roughly doubled. Alternatively, if mining impacts to headwaters were minimized, downstream solute concentrations better approximated the 300 μS/cm conductivity criterion deemed protective of aquatic life. Temporal variability also had convergent spatial patterns and mined streams were less variable due to unnaturally stable hydrology. The highly conserved nature of dissolved solutes from mining activities and lack of viable treatment options suggest forested, unmined watersheds would provide dilution that would be protective of downstream aquatic life.  相似文献
