The inhibitory effect of aniline in photochemical smog reactions was studied using actual Toronto air samples. An aniline concentration of 0.81 pphm had negligible effect in a light traffic air sample containing negligible NO, whereas 20 pphm in a heavy traffic sample caused a 70% decrease in the oxidant dosage, a 50% decrease in the NO2 peak and a four-fold increase in the NO half-life. In experiments with propylene in synthetic mixtures, the half-life of propylene was increased from 144 min. to 192 min. by the present of 20 pphm of aniline. In addition, a thirty-fold increase in condensation nuclei was produced following a one hour induction period. A chemical mechanism is proposed which is consistent with these results. Although the condensation nuclei detected may be too small to produce light scattering, they may be retained in the lung. In addition they may grow in size. These consequences do not favour the use of aniline as an inhibitor in photochemical smog.  相似文献

A method for spatial interpretation and visualisation of measured air quality data is presented that may serve as a tool for ambient air quality characterisation using the least possible number of factors. This method enables comparison of different areas in relative terms and has practical consequences in decision making and public information. The 1996 data for the Czech Republic was used as a database. According to my results, not a single universal indicator can fully describe the ambient air quality albeit the three factors identified as "ambient air pollution", "ground-level ozone" and "wet atmospheric deposition" which are recommended. These selected factors represent three different aspects of ambient air quality and its impact on receptors. For the above factors black and white charts are presented classifying the Czech Republic territory into five categories as to relative ambient air quality. The air quality picture differs for the respective factors considerably.  相似文献

In the summers of 1960 and 1961, groups from the Canada Department of Agriculture, the Meteorological Service of Canada, and the Canada Department of National Health and Welfare conducted a joint study in a tobacco-growing area along the north shore of Lake Erie. The purpose of the study was to determine the causal agent for weather fleck damage to tobacco crops. A number of air pollutants were monitored and the results correlated with extensive observations of meteorological phenomena and effects on rate of growth and fleck damage to leaves of tobacco plants in experimental plots. Ozone concentrations followed a diurnal cycle, rising a few hours after sunrise, peaking in early afternoon at about 5 pphm, and dropping to a minimum of less than 1 pphm during the night. Other measurements indicated the presence of NO2 in the order of 1 pphm, aldehydes about 0.2 pphm or lower, and negligible concentrations of SO2. Cracking of stretched rubber strips followed the ozone values although, in general, the cracking index was greater than could be attributed to ozone (by oxidized KI) alone. The maximum ozone value recorded during the two growing seasons was IS pphm. A dosage of 20 pphm-hr was found sufficient to cause weather fleck or ozone damage to susceptible tobacco leaves. In addition meteorological data could be used to predict weather fleck attacks one to four days in advance.  相似文献

In a study of the ozone-induced needle blight of eastern white pine in central New York, acute injuries naturally induced on field trees during a year of relatively low ozone concentrations (1 966) were compared with injuries induced during a year of higher concentrations (1967). Injuries were more frequent and severe and were associated with higher mean ozone concentrations in 1967 than in 1966. Characteristic symptoms were induced on foliage of pine branches exposed to controlled doses of ozone as low as 7 ± 1 pphm for four hours or 3 ± 1 pphm for 48 hours. Such doses were equalled or exceeded two and four times, respectively, in the field during the 1 967 season. Ozone sensitivity of pine needle tissue was increased by fumigation in atmospheres containing water mist. High concentrations of ozone (40-60 pphm) caused general injury of foliage of both ozone-susceptible and resistant trees; the symptoms were unlike those found in the field or caused by fumigation with low concentrations of ozone.  相似文献

Ozone is very toxic to tobacco, causing serious injury in greenhouses and fields. Certain varieties, differing in sensitivity, have proved useful as indicators of the presence, and to some extent the level, of air-polluting ozone. Environmental factors alter plant response to ozone and must be taken into account. What is now recognized as typical ozone injury to tobacco was first observed in Connecticut in 1951, Maryland in 1952, eastern North Carolina in 1953, and Ontario, Canada, in 1955. Cracking of rubber strips exposed daily at six locations in 1959 in the Connecticut Valley showed ozone concentrations were highest the day before a fleck outbreak, resulting in more than a million dollar loss. Measurement with a Mast ozone recorder from July to mid-October for two seasons at Beltsville, Md., six miles northeast of the District of Columbia, indicated 2.5 pphm as the average daily maximum value, 5 pphm as the level when plant injury is expected, and 10 pphm as very high and infrequent. The neutral buffered Kl method indicated higher ozone values, but about 15 pphm was maximum with this method. Shading portions of leaves for three hours in midday prevented ozone injury. Increased injury in the different tobacco areas was related to increased culture of more susceptible varieties. Although various antiozonants applied to the leaf, or even applied to cloth shade, reduce damage, the development of resistant tobaccos has proved the better means of control. Premature senescence and related chlorosis as well as fleck were prevented by carbon-filtered air, indicating that ozone may be a more important toxicant than previously recognized. Possibly oxidants other than ozone contributed to plant injury, but, if present, they were removed by carbon-filters. Growth of an ozone-sensitive tobacco Bel-W3, as indicated by dry weight, was only half as much in ambient as in carbonfiltered air in one experiment with chambers continued for 5 weeks. Evidence of synergistic action of sulfur dioxide and ozone is reported. Subthreshold concentrations of these toxicants produced injury following exposure of tobacco to mixed gases, whereas no injury resulted from the same concentration of the individual gases.  相似文献

Córdoba, as well as many other Latin American cities, is facing problems concerning air pollution. The increase in the number of cars, the poor control on emissions and the little use of catalytic converters, produce a great amount of toxic gases and particulate. Many cities have started air quality measurement programs being the size of the network strongly dependent on the available funds. In 1995, Córdoba started a measurement campaign with two mobile stations. A major part of the city has been characterized, mostly the city center and the suburban zone. Lack of data at the prevailing wind direction is the major shortcoming, but this is mainly a political decision. In this work, we review the air quality measurements performed, and we attempt to explain the causes for the low ozone values found.  相似文献

For many years the City of Detroit was a flagrant violator of its own air pollution laws by the indiscriminate open burning of Dutch Elm diseased trees, brush and trunks. Cited for violation under the city’s air pollution control code as well as under threat of a private legal suit, the City administration approved a $250,000 expenditure for the design and installation of a unique six ton per hour brush and trunk burning incinerator plant. This plant was conceived by engineering personnel of the City Engineer’s office in consultation with engineering staff members of the Air Pollution Control Bureau. Information is provided on the basic plant layout and design, wet fly ash collector configuration, operating and maintenance experience, and recommended changes for any future similar installations. Stack emission test data are also reported. Due to the success of this plant, a similar plant is in the process of being constructed in another part of the city upon completion of which the City of Detroit will no longer be required to burn brush and trunk waste in open fires. The new plant has incorporated some design changes which should enable it to perform even more efficiently than the prototype unit and handle a wider variety of waste such as Christmas trees and wrecking waste. Because this plant is the first of its kind in the U. S. and the disposal of Dutch Elm diseased brush and trunks is a major problem in many urban areas, the experience of the City of Detroit should be of vital interest to many municipal officials.  相似文献

Research on the current strategic interaction of local governments in air pollution control is a key breakthrough. Based on the theory of Chinese style decentralization, this paper puts forward a theoretical framework to explain the incomplete enforcement of air pollution regulation. Using the panel data of 30 provinces in China from 2004 to 2016, this study employs spatial Durbin model, empirically tested the inter-regional strategic interaction of air pollution regulation, and further explores the effect of performance assessment indicators on this strategic interaction. The main conclusions of this paper are as follows: (1) Empirical results confirm that adjacent provinces do exist strategic interaction of air pollution regulation. Furthermore, the strategic interaction of air pollution regulation belongs to complementarities. (2) Meanwhile, from a regional perspective, due to the low level of economic development stock and the low level of air pollution, the interaction effect of air pollution regulation strategies in northwestern region is weaker than that in southeastern region. (3) In addition, under the national sample and the southeast sample, the air environment performance assessment indicators weaken the inter-regional strategic interaction of air pollution regulation, and economic performance assessment indicators on the contrary.

Air quality standards have existed in California for almost six years. They have become an important part of the State’s air pollution control program.

The two principal uses of the standards have been to establish the goals for controlling motor vehicle emissions and to provide a basis for evaluating air quality throughout the State. The standards have also proved to be valuable as a means of communicating on air pollution problems with legislators, administrators, the press, the public, and dischargers of pollutants.

Lack of adequate data on the effects of varying concentrations of contaminants of concern in air pollution is a serious limitation in any effort to establish air quality standards.It is important that this data be obtained.

The concept of employing air quality standards as administrative goals is not unique to the air pollution field but is part of a broad trend to utilize standards for insuring a satisfactory environment. Those engaged in the air pollution field can expect to see increasing emphasis on such standards.

Air quality standards do not provide a magic formula for eliminating air pollution; they are but one element in a comprehensive program. They have limitations and are no better than the data upon which they are based. The standards, however, can play an important role in preserving satisfactory air quality and protecting man’s health.

In using air quality standards, one should keep in mind the comments of H. W. Streeter5 on water quality standards—“Let us devise them, try them, revise them, and apply them, but also remember that they are but ’feeble instruments of the human will’ and like all other such tools are made to be discarded for better ones when they become worn out.“  相似文献

The presence of well-known atmospheric pollutants is regularly screened for in large towns but knowledge about the effects of mixtures of different pollutants and especially their genotoxic potential is largely missing. Since falling snow collects pollutants from the air, melted snow samples could be suitable for evaluating potential genotoxicity. For this purpose the Allium cepa anaphase–telophase test was used to analyse melted snow samples from Belgrade, the capital city of Serbia. Samples of snow were taken at two sites, characterized by differences in pollution intensity, in three successive years. At the more polluted site the analyses showed a very high degree of both toxicity and genotoxicity in the first year of the study corresponding to the effects of the known mutagen used as the positive control. At the other site the situation was much better but not without warning signals. The results showed that standard analyses for the presence of certain contaminants in the air do not give an accurate picture of the possible consequences of urban air pollution because the genotoxic potential remains hidden. The A. cepa test has been demonstrated to be very convenient for evaluation of air pollution through analyses of melted snow samples.  相似文献

The U. S. Environmental Protection Agency has recommended a daily air pollution index for use by State and local air pollution control agencies— the Pollutant Standards Index (PSI). The new index makes use of "segmented linear functions" which convert measured concentrations of each air pollutant into a normalized number. Urban atmospheres contain complex mixtures of air pollutants including mutagenic and carcinogenic substances such as benzene, diesel soot, heavy metals and polycyclic aromatic hydrocarbons. In the frame of a European network for the assessment of air quality by the use of bioindicator plants, the Tradescantia micronucleus (Trad-MCN) test was applied to examine the genotoxicity of urban air pollution. Cuttings of Tradescantia clone #4430 were exposed to ambient air at 65 monitoring sites in 10 conurbations employing a standardised methodology. The tests revealed an elevated genotoxic potential mainly at those urban sites which were exposed to severe car traffic emissions. This bioassay proved to be a suitable tool to detect local 'hot spots' of mutagenic air pollution in urban areas. For its use in routine monitoring programmes, however, further standardisation of cultivation and exposure techniques is recommended in order to reduce the variability of results due to varying environmental conditions.  相似文献

The air pollution level in January 1985 is discussed on the basis of the concentrations of NO2 and SO2 measured at three regional background stations in Hungary. For one background air pollution station some aerosol components (SO42−, NO3, NH4+) are also included in the study. The data obtained are compared to average values for January. This comparison makes a severe country-wide pollution episode evident. The fossil fuel consumption and emission data as well as the meteorological parameters observed in this month are analyzed and backward trajectories are calculated to gain some information on the causes of this unusual situation.  相似文献

Although the perception of odorous contaminants cannot be precisely described, certain basic facts about human olfaction are known. With known facts or principles, it is possible to investigate odorous contaminants for air pollution control purposes. Odor remains, however, a very intangible commodity. Odorous contaminant investigations must be tailored to the individual problem or locality. Consequently, methods herein described were designed for individuals who have a working knowledge of either odor or air pollution problems. Background references are available for workers who are not familiar with either field.1-8 This method will describe generalized facts concerning odors as well as subjective and objective methods for measuring odorous contaminants in the field. Istanbul has faced serious air pollution problems since the mid-80s. This is mainly due to particulate air pollution coming from poor quality lignite in areas, which are heavily populated and industrialized. As a consequence of severe air pollution problems, stringent control on the emissions in the city started in the year of 1994. In this work, in order to study the relationship between emissions and meteorological conditions, an assessment of air pollution episodes and air pollution potential in the city is presented for the terms at the changed emission schedule as the influence of an emission reduction strategy. The influence of meteorological conditions on the TSP (total suspended particulates) levels is considered for two consecutive winter periods. On this occasion, the city has faced different TSP levels and episode characteristics depending on stringent emission reductions covering the banned, poor-quality lignite and fuel switching. For this purpose, climatological conditions and air quality analyses were performed.  相似文献

BACKGROUND, AIM AND SCOPE: All across Europe, people live and work in indoor environments. On average, people spend around 90% of their time indoors (homes, workplaces, cars and public transport means, etc.) and are exposed to a complex mixture of pollutants at concentration levels that are often several times higher than outdoors. These pollutants are emitted by different sources indoors and outdoors and include volatile organic compounds (VOCs), carbonyls (aldehydes and ketones) and other chemical substances often adsorbed on particles. Moreover, legal obligations opposed by legislations, such as the European Union's General Product Safety Directive (GPSD) and Registration, Evaluation, Authorisation and Restriction of Chemicals (REACH), increasingly require detailed understanding of where and how chemical substances are used throughout their life-cycle and require better characterisation of their emissions and exposure. This information is essential to be able to control emissions from sources aiming at a reduction of adverse health effects. Scientifically sound human risk assessment procedures based on qualitative and quantitative human exposure information allows a better characterisation of population exposures to chemical substances. In this context, the current paper compares inhalation exposures to three health-based EU priority substances, i.e. benzene, formaldehyde and acetaldehyde. MATERIALS AND METHODS: Distributions of urban population inhalation exposures, indoor and outdoor concentrations were created on the basis of measured AIRMEX data in 12 European cities and compared to results from existing European population exposure studies published within the scientific literature. By pooling all EU city personal exposure, indoor and outdoor concentration means, representative EU city cumulative frequency distributions were created. Population exposures were modelled with a microenvironment model using the time spent and concentrations in four microenvironments, i.e. indoors at home and at work, outdoors at work and in transit, as input parameters. Pooled EU city inhalation exposures were compared to modelled population exposures. The contributions of these microenvironments to the total daily inhalation exposure of formaldehyde, benzene and acetaldehyde were estimated. Inhalation exposures were compared to the EU annual ambient benzene air quality guideline (5 microg/m3-to be met by 2010) and the recommended (based on the INDEX project) 30-min average formaldehyde limit value (30 microg/m3). RESULTS: Indoor inhalation exposure contributions are much higher compared to the outdoor or in-transit microenvironment contributions, accounting for almost 99% in the case of formaldehyde. The highest in-transit exposure contribution was found for benzene; 29.4% of the total inhalation exposure contribution. Comparing the pooled AIRMEX EU city inhalation exposures with the modelled exposures, benzene, formaldehyde and acetaldehyde exposures are 5.1, 17.3 and 11.8 microg/m3 vs. 5.1, 20.1 and 10.2 microg/m3, respectively. Together with the fact that a dominating fraction of time is spent indoors (>90%), the total inhalation exposure is mostly driven by the time spent indoors. DISCUSSION: The approach used in this paper faced three challenges concerning exposure and time-activity data, comparability and scarce or missing in-transit data inducing careful interpretation of the results. The results obtained by AIRMEX underline that many European urban populations are still exposed to elevated levels of benzene and formaldehyde in the inhaled air. It is still likely that the annual ambient benzene air quality guideline of 5 microg/m3 in the EU and recommended formaldehyde 30-min average limit value of 30 microg/m3 are exceeded by a substantial part of populations living in urban areas. Considering multimedia and multi-pathway exposure to acetaldehyde, the biggest exposure contribution was found to be related to dietary behaviour rather than to inhalation. CONCLUSIONS: In the present study, inhalation exposures of urban populations were assessed on the basis of novel and existing exposure data. The indoor residential microenvironment contributed most to the total daily urban population inhalation exposure. The results presented in this paper suggest that a significant part of the populations living in European cities exceed the annual ambient benzene air quality guideline of 5 microg/m3 in the EU and recommended (INDEX project) formaldehyde 30-min average limit value of 30 microg/m3. RECOMMENDATIONS AND PERSPECTIVES: To reduce exposures and consequent health effects, adequate measures must be taken to diminish emissions from sources such as materials and products that especially emit benzene and formaldehyde in indoor air. In parallel, measures can be taken aiming at reducing the outdoor pollution contribution indoors. Besides emission reduction, mechanisms to effectively monitor and manage the indoor air quality should be established. These mechanisms could be developed by setting up appropriate EU indoor air guidelines.  相似文献

Urban air pollution is on the rise in many cities of the world. There are associated health impacts that affect urban residents, especially the poor. By doing economic valuation, it is possible to draw the attention of citizens, policy-makers and, of course, researchers to the extent of damage and the value of it. In this paper, such a valuation is done using time-series data for the suburb of Mumbai called Chembur and cross-sectional data for several wards. We value mortality and morbidity from air pollution using the above data. It is shown that the pollution in Mumbai can lead to high health costs. In general the average cost amounts 0.26% of income due to highly subsidised treatment and poverty. However, 5% of patients who suffer severe attacks may pay as much as much as 19% of their income. Workdays lost are of equal importance to health expenditures. Distributional aspects of the damage are such that children and senior citizens are affected most.  相似文献

The main purpose of this study is to evaluate the photochemical pollution over the Metropolitan Area of Porto Alegre (MAPA), Brazil, where high concentrations of ozone have been registered during the past years. Due to the restricted spatial coverage of the monitoring air quality network, a numerical modelling technique was selected and applied to this assessment exercise. Two different chemistry-transport models – CAMx and CALGRID – were applied for a summer period, driven by the MM5 meteorological model. The meteorological model performance was evaluated comparing its results to available monitoring data measured at the Porto Alegre airport. Validation results point out a good model performance. It was not possible to evaluate the chemistry models performance due to the lack of adequate monitoring data. Nevertheless, the model intercomparison between CAMx and CALGRID shows a similar behaviour in what concerns the simulation of nitrogen dioxide, but some discrepancies concerning ozone. Regarding the fulfilment of the Brazilian air quality targets, the simulated ozone concentrations surpass the legislated value in specific periods, mainly outside the urban area of Porto Alegre. The ozone formation is influenced by the emission of pollutants that act as precursors (like the nitrogen oxides emitted at Porto Alegre urban area and coming from a large refinery complex) and by the meteorological conditions.  相似文献

Mortality is the most important health effect of ambient air pollution and has been studied the longest. The earliest evidence relates to fog episodes but with the development of more precise methods of investigation it is still possible to discern short-term temporal associations with daily mortality at the historically low levels of air pollution that now exist in most developed countries. Another early observation was that mortality was higher in more polluted areas. This has been confirmed by modern cohort studies that account for other potential explanations for such associations. There does not appear to be a threshold of effect within the ambient range of concentrations. Advances in the understanding of air pollution and mortality have been driven by the combined development of methods and biomedical concepts. The most influential methodological developments have been in time-series techniques and the establishment of large cohort studies, both of which are underpinned by advances in data processing and statistical analysis. On the biomedical side two important developments can be identified. One has been the application of the concept of multifactorial disease causation to explaining how air pollution may affect mortality at low levels and why thresholds are not obvious at the population level. The other has been an increasing understanding of how air pollution may plausibly have pathophysiological effects that are remote from the lung interface with ambient air. Together, these advances have had a profound influence on policies to protect public health. Throughout the history of air pollution epidemiology, mortality studies have been central and this will continue because of the widespread availability of mortality data on a large population scale and the weight that mortality carries in estimating impacts for policy development.  相似文献

An urban air pollution incident, like a natural or man-made catastrophe, presents a crisis situation which can only be relieved if adequate contingency plans have been prepared in advance and an effective control organization is in a state of operational readiness to meet the threatened emergency. Although many air pollution incident control plans have been proposed in the past, most have remained in the conceptual or theoretical stages of preparation, because the relative infrequency of serious urban air pollution crises and the disruptive nature of major emission control operations tend to limit the opportunities available for field testing of these plans. In this respect, air pollution incident control planning is analogous to strategic planning for a military operation, where the only completely legitimate test of a strategy is applied on the battlefield. In order to accomplish the transition from conceptual planning to a practical, operational field strategy for air pollution incident control, a program of incident control tests has been initiated in Chicago. These field tests, which use the city as a laboratory for the development of control strategies, are analogous to a series of military war games in which communication systems, command and control organizational structures, personnel roles, surveillance and monitoring equipment, control resources and pollution source controllability are tested under conditions which approximate as closely as possible the situation which prevails during an actual air pollution incident. This paper discusses the evolution of an incident control strategy from an initial, fixed response emission control exercise, through a meteorologically initiated control test to a fairly realistic war game series which is still developing.  相似文献
