Winter manure application elevates nutrient losses and impairment of water quality as compared to manure applications in other seasons. In conjunction with reviewing global distribution of animal densities, we reviewed worldwide mandatory regulations and voluntary guidelines on efforts to reduce off-site nutrient losses associated with winter manure applications. Most of the developed countries implement regulations or guidelines to restrict winter manure application, which range from a regulative ban to guidelines based upon weather and field management conditions. In contrast, developing countries lack such official directives, despite an increasing animal production industry and concern over water quality. An analysis of five case studies reveals that directives are derived from a common rationale to reduce off-site manure nutrient losses, but they are also affected by local socio-economic and biophysical considerations. Successful programs combine site-specific management strategies along with expansion of manure storage to offer farmers greater flexibility in winter manure management.  相似文献

The Microtox bioassay was used to establish dose-response curves for some toxic elements in aqueous solutions, namely, Zn(II), Pb(II), Cu(II), Hg(II), Ag(I), Co(II), Cd(II), Cr(VI), As(V) and As(III). Experiments were carried out at either pH 6.0 or pH 7.0 to indicate that pH may influence the measured toxicity of some elements due to pH-related changes of their chemical speciation. EC20 values, which represent a measurable threshold of toxicity, were determined for each element and were found to rank as Pb(II)>Ag(I)>Hg(II) approximately Cu(II)>Zn(II)>As(V)>Cd(II) approximately Co(II)>As(III)>Cr(VI). These values were compared to the limit concentrations allowed in industrial wastewater according to the official regulations in Catalonia (Spain). It appears that the Microtox test is sensitive enough for detecting some of the tested elements with respect to official regulations of Catalonia (Spain) dealing with pollution control, with the exception of cadmium, mercury, arsenate, arsenite and chromate.  相似文献

In May of 1990 the U.S. Environmental Protection Agency (EPA) completed a four year long series of rulemakings on land disposal of over. 450 hazardous wastes regulated under the Resource Conservation and Recovery Act (RCRA). The new regulations stipulate that hazardous wastes may not be disposed of on land—if at all—unless they are first treated in a prescribed manner. The Land Disposal Regulations (LDRs) will change disposal requirements for approximately 41 million tons of hazardous waste annually, at a cost to the regulated community of over a billion dollars. Despite EPA’s efforts to educate industry, the LDRs remain a source of confusion for many. This article is intended to clear up at least some of the confusion by providing an overview of the regulations and the decision-making processes which occurred during the four years of EPA rulemakings and, more recently, in the courts.  相似文献

The information presented in this paper is directed to those individuals interested in future air quality control programs aimed at areas that are attaining one or more air quality ambient standards. Section 116 of the Clean Air Act, as amended, requires the Environmental Protection Agency to promulgate regulations for the prevention of significant deterioration (PSD) of air quality in order to protect the nation's clean air resources from hydrocarbons, carbon monoxide, ozone, nitrogen oxides, and lead (Set II pollutants). This program will affect industry siting in many areas of the country, particularly in the rural, undeveloped areas. Among the many alternatives currently being considered by EPA to meet the PSD Set II goals are emission management systems, marketable emission permits, air quality increments, emission fees, and control of transportation related sources. The final regulation may be a combination of several options or may present several alternatives from which a State would choose its specific program.  相似文献

The requirements of environmental regulations imposed on industry are complex and expensive. As these regulations have developed, corporate compliance programs have had to become more sophisticated. For many, this means that an environmental auditing program is now timely (or overdue) for organizing their approach to meeting the constraints of these regulations. Contributing to this timeliness is a renewed emphasis by regulators on enforcement activities. These amendments potentially will have a major impact on virtually every industrial and many commercial facilities throughout the country. The regulations developed to implement this legislation will encompass new approaches to nonattainment, air toxics, accidental releases, acid rain, permits and enforcement. Because of the impact of this legislation the regulations will be implemented over a ten-year period.
