In New York State, the calculation of air contaminant emissions from a variety of sources is an essential part of comprehensive air pollution studies. The tables used to calculate emissions were obtained from an extensive literature search and modified to apply to New York State conditions. For example, sulfur dioxide emission factors for coal were selected to reflect the average sulfur content of the coal sold in New York State. Since the literature contains a wide array of emission factors, it was necessary to evaluate the factors and select those which would be most appropriate for the techniques used in conducting the comprehensive studies in New York State. This paper does not present the emission tables themselves but does outline the development of such tables for use in nonprocess calculations, i.e., combustion for heat and power of bituminous and anthracite coal, distillate and residual oil, natural and bottled gas; combustion of gasoline and diesel in internal combustion engines; burning of refuse in dumps and incinerators; and evaporation of gasoline from marketing operations.  相似文献

Several methods to prepare a biodesulfurization (BDS) biocatalyst were investigated in this study using a strain of Rhodococcus sp. 1awq. This bacterium could selectively remove sulfur from dibenzothiophene (DBT) via the "4S" pathway. DBT, dimethylsulfoxide (DMSO), sodium sulphate and mixed sulfur sources were used to study their influence on cell density, desulfurization activity, desulfurization ability, and the cost of biocatalyst production. In contrast to that observed from bacteria cultured in DBT, only partial desulfurization activity of strain 1awq was induced by DBT after cultivation in a medium containing inorganic sulfur as the sole sulfur source. The biocatalyst, prepared from culture with mixed sulfur sources, was found to possess desulfurization activity. With DMSO as the sole sulfur source, the desulfurization activity was shown to be similar to that of bacteria incubated in medium with DBT as the sole sulfur source. The biocatalyst prepared by this method with the least cost could remove sulfur from hydrodesulfurization (HDS)-treated diesel oil efficiently, providing a total desulfurization percent of 78% and suggesting its cost-effective advantage.  相似文献

Some preliminary analyses of data selected from three years of smoke shade and sulfur dioxide measurements from the forty air monitoring stations in New York City are presented. The purpose of these analyses is to investigate the spatial-temporal variation in concentration of these pollutants throughout the five boroughs of the city. Air pollution health effects studies in New York City have often used city-wide daily morbidity or mortality statistics and related them to air pollution levels obtained from a single monitoring station. The question of whether readings at one station in New York City can adequately represent the air pollution exposure for the population in the five boroughs is examined in this paper. Some samples of correlation matrices of daily pollution averages obtained from the forty air monitoring stations are presented to illustrate the day-to-day variation in pollution in various sections of New York City. It was found that interstation correlations are not high enough to justify the use of one central pollution measuring station as representative of a large metropolitan area. Sulfur dioxide correlates better between stations than smoke shade; this may reflect the different nature and spatial distribution of sources of the two pollutants. Close proximity of stations, or the fact that they were at similar heights above street or sea level did not necessarily lead to higher correlation coefficients.  相似文献

Plants were examined at three different locations in the eastern part of the United States to determine whether damage from air pollution had occurred. This paper discusses sulfur dioxide damage in the metropolitan New York City area; hydrogen fluoride damage near a glass fiber manufacturing plant in the midwest; and hydrochloric acid mist and chlorine damage from a manufacturing operation in an eastern state. The symptoms that developed in vegetation were often found to be similar. Chemical and microscopical analyses were helpful in diagnosing the toxicants.  相似文献

Confronted with shortages of low sulfur content residual fuel oil and, consequently, faced with the threat of social and economic upheaval, several air pollution control authorities in the Northeastern states were forced to relax hard-won air quality standards during the winter of 1972. The authorities did so by granting variances to their sulfur content standards for residual fuel oil. This paper examines the institutional characteristics of these variance policies from an economic incentive standpoint. After setting up desirable structural criteria for institutional design of such crisis policies, the authors examine the experience of the winter of 1972 and arrive at policy guidelines which recommend themselves for consideration in future periods of fuel oil shortages.  相似文献

In the aftermath of the 9/11 disaster, Mayor Bloomberg of New York City unveiled an aggressive budget plan that included the temporary suspension of glass and plastics recycling. This was considered by many to be anti-environmental, but the results of this study show that for lack of markets, even at zero or negative prices, nearly 90% of the plastic and glass set aside by thoughtful New Yorkers was transported to materials recovery facilities (MRFs) and from there to landfills. Sending bales of plastics to landfills is not limited to New York City. It is an environmental paradox that the United States is digging up new oil fields in pristine areas and, at the same time, continues to convert greenfields to brownfields by burying nearly 20 million tons of plastic fuel annually. The study also determined that at the present rate of source separation, estimated to be less than 30% of the available recyclables in 1999, building large, modern MRFs may increase substantially the rate of New York City recycling and also allow single-stream collection of commingled recyclables, as is done in Phoenix, AZ. Single-stream collection simplifies separation at the source by citizens and increases the amount of collected recyclables. Also, because collection represents a large fraction of the costs of waste management, it may have a significant economic advantage.  相似文献

A computer program has been written to determine the cost of building and operating wet scrubbers on individual coal fired utilities in the states where emissions are likely to affect the acid rain problem in the eastern United States. The program differs from many other estimates since it calculates the cost for each of 831 individual sites. The capital costs for installing scrubbers on the top fifty sulfur oxide emitting plants will be about $20 billion. This will result in an increase in the cost of electricity on an average of 0.88 cents/kWh and a reduction of sulfur oxide emissions from 1980 of 7,100,000 tons per year. An additional reduction of at least 1,000,000 tons per year can be obtained by requiring all plants burning oil to burn low sulfur oil. These figures assume utilities will use least emissions dispatching and will use local coals containing at least 3.5 percent sulfur. The use of local coals should result in a further saving of at least 0.2 cents/kWh. This should make available a large supply of low sulfur coal which could reduce emissions of sulfur oxides by up to 1,000,000 tons per year. The SO2 reductions will be continued for at least the next thirteen years and have a very significant effect through the year 2010.  相似文献

The body of information presented in this paper is directed to researchers in stack testing methodology and to those concerned with reduction of emissions through equipment upgrading programs. Extensive testing was done using the U.S. Environmental Protection Agency’s Method 5 stack sampling train to obtain emission factors for existing apartment house boilers and incinerators in the City of New York. In addition to calculating emission factors, stack emission data were examined to compare results of simultaneous emission tests and to compare the dry particulate catch of the sampling train with the total particulate catch which included the impinger catch. Conclusions reached as a result of the testing were that published emission factors for boilers burning moderately high-sulfur residual oil are applicable to New York City boilers burning low-sulfur residual oil. In addition, it was found that the back half of the sampling train—the impinger section—collects a relatively constant amount of material when sampling oil-fired boilers. This may be due to absorption of S02 and S03 in the impingers and the subsequent formation of sulfuric acid. Comparison of simultaneous boiler tests indicated that the sampling train may be sensitive to variations in operating personnel, sampling conditions, and boiler operation. From tests of on-site incinerators, it was determined that previously published emission factors may be too high for well maintained and properly operated incinerators. The back half particulate catch was found to be relatively large which may have resulted from condensation of unburned organics from the burning waste material.  相似文献

Data on visits to New York City metropolitan area hospital emergency rooms for asthmatic attacks were analyzed to identify asthma “events”: days when the number of such visits was unusually high. In the fall season such days tended to occur simultaneously at all hospitals of the study, and thus can be plausibly associated with some environmental agent acting simultaneously throughout the city. Data on sulfur dioxide and particulate concentrations from the 40-station New York City Aerometric Network were used as pollution measures, and a search for a relationship between asthma “events” and air pollution levels on the same day and on the preceding day was made using standard statistical techniques. Field evaluations and comparisons of continuous fine particulate matter (PM2,5) mass measurement technologies at an urban and a rural site in New York state are performed. The continuous measurement technologies include the filter dynamics measurement system (FDMS) tapered element oscillating microbalance (TEOM) monitor, the stand-alone TEOM monitor (without the FDMS), and the beta attenuation monitor (BAM). These continuous measurement methods are also compared with 24-hr integrated filters collected and analyzed under the Federal Reference Method (FRM) protocol. The measurement sites are New York City (the borough of Queens) and Addison, a rural area of southwestern New York state. New York City data comparisons between the FDMS TEOM, BAM, and FRM are examined for bias and seasonality during a 2-yr period. Data comparisons for the FDMS TEOM and FRM from the Addison location are examined for the same 2-yr period. The BAM and FDMS measurements at Queens are highly correlated with each other and the FRM. The BAM and FDMS are very similar to each other in magnitude, and both are approximately 25% higher than the FRM filter measurements at this site. The FDMS at Addison measures approximately 9% more mass than the FRM. Mass reconstructions using the speciation trends network filter data are examined to provide insight as to the contribution of volatile species of PM2.5 in the FDMS mass measurement and the fraction that is likely lost in the FRM mass measurement. The reconstructed mass at Queens is systematically lower than the FDMS by approximately 10%.  相似文献

Bacteriogenic production of H2S occurs in fine-grained anoxic muds, is promoted by organic and nutrient pollution of water, peaks in the warm months of the year, and is the source of most of the estimated 100 to 200 million tons of biogenic sulfur annually contributed to the global atmosphere. We tested the hypothesis that biogenic sulfur contributes to the atmospheric load of sulfate in urban and nonurban sites by statistical analyses of the 24 hour sulfate levels measured in 4 coastal and 3 Inland nonurban sites where pollutant sulfur dioxide emissions are absent or negligible, and in 8 coastal and 10 inland urban sites, all located in New England or Middle Atlantic states.

Comparisons of annual and seasonal mean sulfate levels show that in nonurban groups summertime sulfate levels significantly exceed wintertime levels, and in summer, sulfate levels in urban sites are nearly the same as in nonurban sites. Comparisons of group sulfate means in 4 New York cities near extended bodies of polluted water with those in 10 inland upstate New York cities show significantly higher levels in the cities near polluted water in spring, summer, and fall and for the year as a whole, but not in winter, when the levels were similar. When the nonurban and urban sites are grouped for proximity to coasts (where bacterial sulfate reduction is active in sediments) paired groups of coastal and inland urban and nonurban sites show no significant differences in sulfate levels in summer and fall.

Studies of the summertime sulfate means in New York state show no evidence of an elevated anthropogenic background which could explain the high summertime sulfate level observed in one nonurban site in that state, while analyses of the day to day fluctuations in urban and nonurban sites support the conclusion that nonurban sites have large local (biogenic) sulfate sources in summer and fall, and that local sulfate sources also exist in spring and may exist in winter.

We conclude that biogenic sulfate sources contribute most of the sulfate observed in the cities studied during summer and fall, and in some cities also contribute in other seasons. These biogenic contributions vary with local conditions and are estimated to contribute up to 6 µg/m3 (50%) or more to the annual geometric mean sulfate levels observed in some cities located near extensive bodies of polluted water.  相似文献

Concentrations of sulfate and trace elements measured in high-volume air samples collected at sites in New York State during the summers of 1981, 1982 and 1983 are reported. The sites include Mayville in the westernmost corner of the state, West Haverstraw just north of the metropolitan New York area, and Whiteface Mountain in the Adirondacks. The elemental compositions of the aerosols at these sites are compared. The composition of regional aerosols is investigated using backward-in-time air trajectories to classify samples from Mayville and West Haverstraw into six regions: I, southern Ontario; II, Great Lakes; III, Ohio River Valley; IV, central Pennsylvania; V, western New York; and VI, East Coast urban. Region VI was characterized by high concentrations of V and Sb and relatively low concentrations of the other elements and sulfate. Region III had the highest concentrations of sulfate (28 μg m−3) and Se (5 ng m−3); both were around 7.5 times higher than for region VI. Crustal elements and bromine were comparable for all regions varying by a factor of two or less. Elemental ratios were explored as tracers for the various regions and the data are also used to test some of the basic assumptions in a proposed multi-element tracer system.  相似文献

Since 1990s, a systematic program to measure air toxics has been active in New York State with monitors located both in urban and rural areas. In this study we examined the spatial and temporal characteristics of benzene, a known human carcinogen that is emitted by many source categories. The analysis indicates that ambient concentration levels of benzene have decreased by as much as 60% over this period not only in the ozone non-attainment area of New York City that had the reformulated gas (RFG) requirements, but also over the rest of the state as well. Although the rate of decrease appears to have flattened out in recent years, the annual average concentration levels are found to be above the health risk threshold even at the remote location, Whiteface Mountain, suggesting the need for further reductions in benzene emissions.  相似文献

Despite increasing environmental concerns and stringent limitations on the sulfur content in fuels, many waste hydrodesulfurization (HDS) catalysts containing Co, Mo, Ni and V are generated in the petroleum refining process. To recover valuable metals in the waste HDS catalysts via hydrometallurgy, thermal treatment is usually performed first to remove contaminants (residual oil, carbon and sulfur) present on the surface of catalysts. In this study, the mass partitions of polycyclic aromatic hydrocarbons (PAHs) in different media (aqueous, particulate and gaseous) were quantified in order to determine the efficiency of three different air pollution control devices, cooling unit, filter and glass cartridge, on PAH removal. An afterburner and two furnace temperatures were used to observe the effect on the PAH contents of the treated residues. Results show that total-PAH content in treated residues decreased with the pyrolysis temperature of the primary furnace, while those generated in flue gases were destroyed by the afterburner at an efficiency of approximately 95%. In addition, the thermal process converts high molecular weight PAHs to low molecular weight PAHs, and the afterburner temperature involved (1200 degrees C) was high enough to prohibit the generation of high molecular weight PAHs (HM-PAHs), leading to the domination of low molecular weight PAHs (LM-PAHs) in flue gases, while treated residues were dominated by HM-PAHs. Finally, information on metal contents and their concentrations in the Toxicity Characteristic Leaching Procedure in waste HDS catalyst and thermal treated residues are examined as an index of the potential for metal recovery.  相似文献

Particulate emission from diesel engines is one of the most important pollutants in urban areas. As a result, particulate emission control from urban bus diesel engines using particle filter technology is being evaluated at several locations in the US. A project entitled "Clean Diesel Air Quality Demonstration Program" has been initiated by the New York City Metropolitan Transit Authority (MTA) under the supervision of New York State Department of Environmental Conservation and with active participation from Johnson Matthey, Corning, Equilon, Environment Canada and RAD Energy. Under this program, several MTA transit buses with DDC Series 50 engines were equipped with Continuously Regenerating Technology (CRTTM) particulate filter systems and have been operated with ultra low sulfur diesel (<30 ppm S) in transit service in Manhattan since February 2000. These buses were evaluated over a 9-month period for durability and maintainability of the particulate filter. In addition, an extensive emissions testing program was carried out using transient cycles on a chassis dynamometer to evaluate the emissions reductions obtained with the particle filter. In this paper, the emissions testing data from the Clean Diesel Air Quality Demonstration Program are discussed in detail.  相似文献

以甘肃临泽产凹凸棒黏土(以下简称凹土)为原料制备吸附剂,对120#溶剂油进行脱硫实验,同时采用脱硫率、X射线衍射(XRD)和红外光谱(IR)对吸附剂进行了表征.结果表明:(1)以临泽凹土为原料制备吸附剂的最佳条件为焙烧时间3.0h、焙烧温度350℃、未精制吸附剂质量和溶剂油体积的比值1∶5 g/mL、脱硫时间75 min.按此最佳条件制备吸附剂,可将120#溶剂油含硫量由424 μg/g降至213 μg/g.脱硫率可以达到49.8%.(2)经过XRD及IR分析,120 #溶剂油中的硫被脱除后在吸附剂中以硫醚和CaS的形式存在.用浸渍法制备的吸附剂达到了一定的脱硫效果.  相似文献

An analytical model of long distance transport of air pollutants (Fay and Rosenzweig, 1980. Atmospheric Environment 14, 355–365) has been adapted for the estimation of long term (e.g. annual) wet sulfate deposition in eastern N America. The model parameters have been optimized for best agreement with 1980–1982 measurements at 109 monitoring sites in this region. The root mean square residual of the model and measurement comparison is 4 kg ha −1y −1 ( 17% of the mean measured value). Transfer coefficients were found to decrease exponentially with source-receptor distance, having length scales between 1100 and 400 km depending upon whether the source is upwind or downwind of the receptor. Source apportionment calculated for four sites from this model shows that about half of the deposition is due to 7–8 of the largest source contributors to each site (aggregated to the state and sub-province level). A 17-year record of precipitation sulfate measured at Hubbard Brook, New Hampshire, compares favourably with the model calculation. Calculated U.S.-Canada transboundary fluxes differ from previous estimates. Isopleths of 1980–1982 yearly depositions were determined. A proposed 45 % reduction in U.S. sulfur emissions was found to produce about a 35% reduction of deposition at environmentally sensitive areas in the U.S. and Canada.  相似文献

Lead concentrations in air were measured at 12 sites in Detroit, New York and Los Angeles as part of a program to relate automobile emissions and polynuclear aromatic hydrocarbons in air. The information on lead is reported separately because of the current interest in lead as an air pollutant. Sampling was conducted by means of a large “absolute” filter and equipment contained in a step-van truck. A portion of the filter was macerated in nitric acid and the lead determined spectrographically. The combined annual average lead concentration for four sites in metropolitan Los Angeles was approximately 40% higher than the combined averages of either the five sites in metropolitan New York or the three sites in metropolitan Detroit. Concentrations ranged from 0.4 ug/M3 at Santa Monica, to 18.4 ug/M3 at a Los Angeles Freeway Interchange. Concentrations were generally highest in freeway areas, intermediate in commercial areas, and lowest in residential areas. They were about 40% higher in daytime than at night. Average lead concentrations were highest during autumn in New York and winter in Los Angeles reflecting an inverse relationship with wind speed. Correlation coefficients between lead and carbon monoxide, at all sites, were statistically non-zero with 99% confidence and varied from 0.75 to 0.96. Lead concentrations in this study were higher than concentrations reported by others for Detroit, New York, and Los Angeles, presumably because sampling in this study was closer to traffic. However, concentrations in this study were lower than in-traffic concentrations given in the literature.  相似文献

Statistical models have been developed that relate the rate of emissions of a pollutant to the rate of fuel consumption. These relations may be used to estimate emissions in other regions, or at other times, if fuel consumption data are available. This approach has been used to estimate global emissions of nitrogen and sulfur oxides in fossil fuel combustion at ten year intervals from 1860 to 1980. Emissions from each of the populated continents, i.e., North America, South America, Asia, Europe, Africa and Oceania from 1930 to 1980 are also presented. When averaged globally over the 1860 to 1980 period, sulfur emissions increased at the rate of 2.9 percent per year and the nitrogen emissions at the rate of 3.4 percent per year. The ratio of global sulfur emissions to nitrogen emissions has declined steadily; it was nearly 5 in the 19th century and became 3 by 1980. After the second world war, the most rapid increases in emissions have been registered in Asia, South America, and Africa.  相似文献

The first regional warning system was developed by the New York-New Jersey Cooperative Committee on Air Pollution and was put into operation in 1964. In 1967, new criteria were adopted based on recommendations of a workshop sponsored by City College of New York at the request of State agencies. With the passage of time, it has been recognized that the criteria necessary to call an alert required updating and strengthening. In recognition of this, the Commission sponsored a workshop of government officials to evaluate the criteria and levels of the sulfur dioxide, carbon monoxide, and particulate parameters used in the system and to consider the addition of other parameters.  相似文献
