The use of multistage, dry, fluidized beds of continuously recycled, coal-based activated carbon appears technically and economically attractive for both adsorption of stack gas So2 and sequential conversion to elemental sulfur. Conceptual design details and economic factors are discussed for the treatment of power plant or oil refinery SO2 effluents with by-product sulfur recovery.  相似文献

A general procedure has been described that can be followed for estimating the cost of reducing air pollution emissions within a metropolitan region. The six step procedure examines emission inventories, regional trends, control trends, alternate control schemes, control costs, and optimum cost-effectiveness. The procedure is illustrated for one emission source in the Delaware Valley. By application of “feasible controls,” automobile emissions were shown to be reduced from 4.5 billion pounds per year in the Region during 1968 to 1.5 billion pounds in the year 2000. Annual control costs during the same period will increase from $30 million to over $300 million per year. This represents a cost increase from $15 per registered vehicle in 1968 to about $58 per vehicle per year in 2000. A method was illustrated for determining minimum cost to achieve any desired degree of emission reduction where alternate feasible control schemes are available. This method is especially useful where the allocation of scarce resources is involved. The general procedure is applicable to any number of pollutants and emission sources, and may be useful for calculations in any metropolitan area. The objectives of the present study are to apply this method to other sources within the Delaware Valley and to determine total regional costs for various levels of emission reduction. Pollution control systems will normally require some auxiliary equipment to capture and carry the gas stream to the control device. In general, this auxiliary equipment will consist of a hood or similar device to isolate and collect the pollutant-laden gas, ductwork to convey the gas stream to the control device, and dampers to control and modulate the flow. In this article, the equipment cost of canopy hoods, ducting, and dampers will be considered, together with their effect on the size, cost, and operation of the control device.  相似文献

This paper briefly reviews the historical development of air pollution training activities in the U. S. It describes the various types of training programs currently available, such as short courses, specialized programs, and university training at the graduate level. The level of financial support and the number of individuals enrolled in these programs are discussed. The paper concludes with an outline of future needs in terms of changes in existing training programs, extension into new areas, and the critical problem of recruitment of qualified candidates for training.  相似文献

To facilitate routine health risk assessments, we develop the concept of an inhalation transfer factor (ITF). The ITF is defined as the pollutant mass inhaled by an exposed individual per unit pollutant mass emitted from an air pollution source. A cumulative population inhalation transfer factor (PITF) is also defined to describe the total fraction of an emitted pollutant inhaled by all members of the exposed population. In this paper, ITFs and PITFs are calculated for outdoor releases from area, point, and line sources, indoor releases in single zone and multizone indoor environments, and releases within motor vehicles. Typical PITFs for an urban area from emissions outdoors are ~10-6–10-3. PITFs associated with emissions in buildings or in moving vehicles are typically much higher, ~10-3–10-1.  相似文献

The Lurgi-MB-Filler collects dust from industrial gases by mechanical means in a dry state. It works in continuous operation at temperatures up to 660°F with high dust collecting efficiencies and a low draft loss. The gas to be cleaned passes through a filter bed consisting of abrasion resisting material such as gravel, etc. The captured dust is removed from the filter bed by a patented vibrating system which shakes the spring supported filter bed containers. Simple design and automatic operation ensure low investment and operating costs and give an economic superiority in the fields of cleaning waste air from clinker coolers, conveyors, crushers, pulverizing mills, driers, and preparation plants.  相似文献

The initial state implementation plans concentrated on attainment of the ambient air quality standards in the relatively polluted areas of the country. Many of these plans must now be modified to ensure that the ambient standards will be maintained for the foreseeable future, and to ensure that significant deterioration of air quality in clean areas of the country is prevented.

The existing implementation plans currently contain many measures which are applicable to the maintenance and deterioration efforts, but additional measures must also be developed. Many of these additional measures will involve future planning activities—most common of which will be land use planning activities.

The point is made that, after existing sources have reduced their emissions to the lowest practical level, further air pollution control can only be accomplished by implementing rational planning procedures for management of any new sources of air pollution. This will require extensive cooperation among the air pollution control community; regional, state, and local planning agencies; state and local governments; and the general public in order to ensure that future land use plans include appropriate air quality considerations.  相似文献

Measurements of ambient carbon dioxide (CO2), made at the Continuous Air Monitoring Program station in downtown Cincinnati, Ohio, and at a rural location near Cincinnati are presented and evaluated to determine the significance of CO2 data in urban air quality monitoring programs. Through analysis of rural CO2 data and evaluation of combustion-sources by means of a diffusion model, it is demonstrated that the variation of urban CO2 concentrations around the prevailing atmosphere background level results from combustion-and noncombustion {natural) sources. The concentration from natural sources can be substantial and in fact override the combustion sources. Because it is not yet practical to predict the contribution of natural sources to urban CO2 concentrations, data obtained for-this gas have only limited utility as an index of air quality. Significant statistical relationships between CO2 data and air quality measurements for summer months are shown to result from similar meteorological effects rather than similar sources. A seasonal and spatial variation of ih-ese relationships is postulated and subsequently demonstrated by analysis of CO2 and air quality measurements from New Orleans, Louisiana, and SU Louis, Missouri.  相似文献

An urban air pollution incident, like a natural or man-made catastrophe, presents a crisis situation which can only be relieved if adequate contingency plans have been prepared in advance and an effective control organization is in a state of operational readiness to meet the threatened emergency. Although many air pollution incident control plans have been proposed in the past, most have remained in the conceptual or theoretical stages of preparation, because the relative infrequency of serious urban air pollution crises and the disruptive nature of major emission control operations tend to limit the opportunities available for field testing of these plans. In this respect, air pollution incident control planning is analogous to strategic planning for a military operation, where the only completely legitimate test of a strategy is applied on the battlefield. In order to accomplish the transition from conceptual planning to a practical, operational field strategy for air pollution incident control, a program of incident control tests has been initiated in Chicago. These field tests, which use the city as a laboratory for the development of control strategies, are analogous to a series of military war games in which communication systems, command and control organizational structures, personnel roles, surveillance and monitoring equipment, control resources and pollution source controllability are tested under conditions which approximate as closely as possible the situation which prevails during an actual air pollution incident. This paper discusses the evolution of an incident control strategy from an initial, fixed response emission control exercise, through a meteorologically initiated control test to a fairly realistic war game series which is still developing.  相似文献

This paper represents an exploratory effort to estimate a physical nonlinear function between excess mortality rates and the SO2 concentration with both considerations over econometric problems such as multicollinearity and heteroscedasticity (the residuals of regression analysis), and the threshold levels. Through a recursive and stepwise adjustment procedure, the average physical mortality function was generalized with much more complete specifications. That is, the generalized average mortality model includes not only the demographic, socioeconomic, and climatological determinants but also air pollution variable. The average pollution damage function developed in this study with observations from relevant SMSA’s which have pollution concentrations exceeding the threshold level represents an important departure from the prior studies in which sample observations were selected regardless of the SO2 concentration level.  相似文献

Confronted with shortages of low sulfur content residual fuel oil and, consequently, faced with the threat of social and economic upheaval, several air pollution control authorities in the Northeastern states were forced to relax hard-won air quality standards during the winter of 1972. The authorities did so by granting variances to their sulfur content standards for residual fuel oil. This paper examines the institutional characteristics of these variance policies from an economic incentive standpoint. After setting up desirable structural criteria for institutional design of such crisis policies, the authors examine the experience of the winter of 1972 and arrive at policy guidelines which recommend themselves for consideration in future periods of fuel oil shortages.  相似文献
