The use of multistage, dry, fluidized beds of continuously recycled, coal-based activated carbon appears technically and economically attractive for both adsorption of stack gas So2 and sequential conversion to elemental sulfur. A general procedure has been described that can be followed for estimating the cost of reducing air pollution emissions within a metropolitan region. The six step procedure examines emission inventories, regional trends, control trends, alternate control schemes, control costs, and optimum cost-effectiveness. The procedure is illustrated for one emission source in the Delaware Valley. By application of “feasible controls,” automobile emissions were shown to be reduced from 4.5 billion pounds per year in the Region during 1968 to 1.5 billion pounds in the year 2000. Annual control costs during the same period will increase from $30 million to over $300 million per year. This represents a cost increase from $15 per registered vehicle in 1968 to about $58 per vehicle per year in 2000. A method was illustrated for determining minimum cost to achieve any desired degree of emission reduction where alternate feasible control schemes are available. This method is especially useful where the allocation of scarce resources is involved. The general procedure is applicable to any number of pollutants and emission sources, and may be useful for calculations in any metropolitan area. The objectives of the present study are to apply this method to other sources within the Delaware Valley and to determine total regional costs for various levels of emission reduction. This paper describes a comprehensive set of economic models developed to assess the air pollution control costs of alternative systems for generating electricity from coal. Models of individual system components were formulated based on engineering and statistical analyses of other detailed models and data reported in the literature for currently available technologies. The air pollution control options modeled include 4 levels of physical coal cleaning, 3 types of dry fly ash collectors, a wet limestone FGD system, and 2 options for solid waste disposal. In addition, the cost of a power plant with no air pollution controls was modeled to determine the total system cost, including energy needed to operate environmental control systems. The principal criteria guiding the development of these models were that they be (1) computationally simple and economical to use, with a minimum of detailed data requirements, (2) sensitive to variations in pollutant emission regulations, coal characteristics, and key plant design parameters, and (3) systematic, based on a specified amount of power production and the same constant dollars. Extensive sensitivity analyses and case studies performed with these models indicate excellent agreement with the results of other studies and models applicable only to individual environmental control options. Applications of these models are discussed and illustrative results presented.  相似文献

Pollution control systems will normally require some auxiliary equipment to capture and carry the gas stream to the control device. In general, this auxiliary equipment will consist of a hood or similar device to isolate and collect the pollutant-laden gas, ductwork to convey the gas stream to the control device, and dampers to control and modulate the flow. This paper briefly reviews the historical development of air pollution training activities in the U. S. It describes the various types of training programs currently available, such as short courses, specialized programs, and university training at the graduate level. The level of financial support and the number of individuals enrolled in these programs are discussed. The paper concludes with an outline of future needs in terms of changes in existing training programs, extension into new areas, and the critical problem of recruitment of qualified candidates for training.  相似文献

Possible approaches to control are classified in general categories, including fuel desulfurization, process modifications, and flue-gas desulfurization. To facilitate routine health risk assessments, we develop the concept of an inhalation transfer factor (ITF). The ITF is defined as the pollutant mass inhaled by an exposed individual per unit pollutant mass emitted from an air pollution source. A cumulative population inhalation transfer factor (PITF) is also defined to describe the total fraction of an emitted pollutant inhaled by all members of the exposed population. In this paper, ITFs and PITFs are calculated for outdoor releases from area, point, and line sources, indoor releases in single zone and multizone indoor environments, and releases within motor vehicles. Typical PITFs for an urban area from emissions outdoors are ~10-6–10-3. PITFs associated with emissions in buildings or in moving vehicles are typically much higher, ~10-3–10-1.  相似文献

The Lurgi-MB-Filler collects dust from industrial gases by mechanical means in a dry state. It works in continuous operation at temperatures up to 660°F with high dust collecting efficiencies and a low draft loss. The gas to be cleaned passes through a filter bed consisting of abrasion resisting material such as gravel, etc. The captured dust is removed from the filter bed by a patented vibrating system which shakes the spring supported filter bed containers. Simple design and automatic operation ensure low investment and operating costs and give an economic superiority in the fields of cleaning waste air from clinker coolers, conveyors, crushers, pulverizing mills, driers, and preparation plants.  相似文献

Abstract

Efforts to understand and mitigate the health effects of particulate matter (PM) air pollution have a rich and interesting history. This review focuses on six substantial lines of research that have been pursued since 1997 that have helped elucidate our understanding about the effects of PM on human health. There has been substantial progress in the evaluation of PM health effects at different time-scales of exposure and in the exploration of the shape of the concentration-response function. There has also been emerging evidence of PM-related cardiovascular health effects and growing knowledge regarding interconnected general pathophysiological pathways that link PM exposure with cardiopulmonary morbidity and mortality. Despite important gaps in scientific knowledge and continued reasons for some skepticism, a comprehensive evaluation of the research findings provides persuasive evidence that exposure to fine particulate air pollution has adverse effects on cardiopulmonary health. Although much of this research has been motivated by environmental public health policy, these results have important scientific, medical, and public health implications that are broader than debates over legally mandated air quality standards.  相似文献

The initial state implementation plans concentrated on attainment of the ambient air quality standards in the relatively polluted areas of the country. Many of these plans must now be modified to ensure that the ambient standards will be maintained for the foreseeable future, and to ensure that significant deterioration of air quality in clean areas of the country is prevented.

The existing implementation plans currently contain many measures which are applicable to the maintenance and deterioration efforts, but additional measures must also be developed. Many of these additional measures will involve future planning activities—most common of which will be land use planning activities.

The point is made that, after existing sources have reduced their emissions to the lowest practical level, further air pollution control can only be accomplished by implementing rational planning procedures for management of any new sources of air pollution. This will require extensive cooperation among the air pollution control community; regional, state, and local planning agencies; state and local governments; and the general public in order to ensure that future land use plans include appropriate air quality considerations.  相似文献
