In New York State there is a tradition of teamwork between industry and government toward air pollution control programs. This was demonstrated initially when Associated Industries assisted in writing New York State’s Air Pollution Control Law. Industry in New York State has accepted a two-way responsibility for educating industry and the public. New York State’s Department of Public Health has organized an “Action for Clean Air” program and Associated Industries of New York has joined with official agencies in promoting the public information program to lessen the possibility of hysteria. 相似文献

On April 16, 1970, the States of New Jersey, New York, and Connecticut designated the Interstate Sanitation Commission as the official Planning and Coordinating Agency for the Federally-designated New Jersey-New York-Connecticut Air Quality Control Region (a seventeen-county tri-state area). The air pollution potential of any area is directly related to its population and economic development. In New York State, this pollution potential ranges from that existing in the sparsely inhabited recreational zones to that prevailing in the densely populated and/or heavily industrialized areas. No one set of air quality standards or objectives can be developed which can reasonably be applied on a statewide basis. A classifications-air quality objectives system has been adopted by the State Air Pollution Control Board for application in New York State. In accordance with this system, specific areas can be classified in one of 16 categories. Air quality objectives, in keeping with each classification, are designed to protect health and to promote the maximum comfort and enjoyment and use of property consistent with the needs of the area concerned. The system was developed by the staff with the assistance of a council of technical advisors. Units of measurement related to the most important effect of specific contaminants are utilized. Methods of sampling and analysis are specified. The details of the classifications-objectives system, the place of the system in the state’s air resource management plan, the manner in which each segment of the state after study will be classified, and how attainment will be evaluated are described. 相似文献

Quality Assurance has been defined in many different ways to express concern for the “quality” of the output of some operation or function. For the purpose of this presentation, quality assurance is defined as the sum of those activities within an environmental monitoring or measurement program which are primarily for the purpose of documenting the precision, accuracy, representativeness, and completeness of the data that are produced. Further, we view quality assurance as a management tool which encompasses both administrative and technical functions which generally fall into three categories: (1) Prevention which includes those activities carried out prior to the proper placement and operation of the measurement system; (2) Evaluation which includes the continuous overview and checks on the performance of the systems and operators; and (3) Correction which includes changes made to improve or stabilize the capability and performance of the system. 相似文献

The Province passed an Air Pollution Control Act in 1958 which delegated control of all types of air pollution to the municipalities. This was amended in 1963 with the Province assuming control of industrial sources of air pollution and the municipalities retaining control of combustion sources. The paper outlines the comprehensive program adopted by the Province. It points out that while control is a primary function, other functions such as ambient air quality sampling, the collection of micro meteorological data, co-operation with other governmental agencies in agriculture, planning and zoning, economics and development, and water pollution are a vital part of the program. In light of the experience to date, an attempt is made to predict the organization necessary for the future. 相似文献

The 1990 Clean Air Act Amendments added a new Title V to the Act which establishes an operating permit program for numerous sources of air pollution. Certain sources are currently required to obtain a construction or “new source review” permit; the 1990 Amendments will require many more sources to apply for a permit which will give them permission to operate. CAA Title V was modeled on the National Pollutant Discharge Elimination System (NPDES) permit provisions of the Clean Water Act, but there are important differences between the two statutes. Although many states already have their own operating permit programs, by late 1993 every state must establish a program that meets the requirements of Title V and EPA’s implementing regulations. EPA recently proposed these regulations, and by the statutory deadline of November 15, 1991 hopes to issue final regulations establishing the minimum elements of state operating permit programs. These regulations will significantly affect implementation of air pollution measures for years to come because a Title V operating permit will have to assure compliance with all applicable CAA requirements. In addition, permitted sources will be required to pay fees to cover the costs of the permit program. 相似文献

The chemical and optical properties of particle emissions from onroad vehicles were investigated at the Allegheny Tunnel on the Pennsylvania Turnpike during July 1981. The optical results are in agreement with earlier data: (1) in terms of light extinction per km driven, diesel particle emissions are at least an order of magnitude more important than particle emissions from spark-ignition vehicles; (2) for diesel particle emissions, light absorption is about twice as efficient as light scattering. Chemical analyses showed that: (1) 24% of the vehicle aerosol was extractable material, (2) 75% of the total mass was carbon, (3) 55% of the total mass was unextractable (elemental) carbon, and (4) the stoichiometry of the extractable fraction of the diesel particle emissions was CnHt.7nN0.05n , i.e., the extractable material was composed predominantly of alkanes. The results of the chemical analyses allow the calculation of the massspecific light absorption coefficient for the elemental carbon component of the diesel particle emissions, i.e., 10.9 ± 1.8 m 2/g (500 nm). 相似文献

The bi-state area around Cincinnati has more than a million people in 70 political jurisdictions located in four counties. An air pollution survey was organized to prepare a plan for an air resource management program for the area. The author chaired the air quality subcommittee which recommended air quality criteria and emission regulations to the Technical Committee of SWO-NK. Abstract This study evaluates air quality model sensitivity to input and to model components. Simulations are performed using the California Institute of Technology (CIT) airshed model. Results show the impacts on ozone (O 3) concentration in the South Coast Air Basin (SCAB) of California because of changes in: (1) input data, including meteorological conditions (temperature, UV radiation, mixing height, and wind speed), boundary conditions, and initial conditions (ICs); and (2) model components, including advection solver and chemical mechanism. O 3 concentrations are strongly affected by meteorological conditions and, in particular, by temperature. ICs also affect O 3 concentrations, especially in the first 2 days of simulation. On the other hand, boundary conditions do not significantly affect the absolute peak O 3 concentration, although they do affect concentrations near the inflow boundaries. Moreover, predicted O 3 concentrations are impacted considerably by the chemical mechanism. In addition, dispersion of pollutants is affected by the advection routine used to calculate its transport. Comparison among CIT, California Photochemical Grid Model (CALGRID), and Urban Airshed Model air quality models suggests that differences in O 3 predictions are mainly caused by the different chemical mechanisms used. Additionally, advection solvers contribute to the differences observed among model predictions. Uncertainty in predicted peak O 3 concentration suggests that air quality evaluation should not be based solely on this single value but also on trends predicted by air quality models using a number of chemical mechanisms and with an advection solver that is mass conservative. 相似文献

The various sources of the contaminants are identified and evaluated as to their effects on ambient air quality. Meteorological data have been analyzed to develop insight into the influence of weather conditions upon ground level pollution concentrations. Visibility degradation, one of the most noticeable indicators of poor air quality, can occur despite relatively low levels of particulate matter when the risk to human health is low. The availability of timely and reliable visibility forecasts can provide a more comprehensive understanding of the anticipated air quality conditions to better inform local jurisdictions and the public. This paper describes the development of a visibility forecasting modeling framework, which leverages the existing air quality and meteorological forecasts from Canada’s operational Regional Air Quality Deterministic Prediction System (RAQDPS) for the Lower Fraser Valley of British Columbia. A baseline model (GM-IMPROVE) was constructed using the revised IMPROVE algorithm based on unprocessed forecasts from the RAQDPS. Three additional prototypes (UMOS-HYB, GM-MLR, GM-RF) were also developed and assessed for forecast performance of up to 48 hr lead time during various air quality and meteorological conditions. Forecast performance was assessed by examining their ability to provide both numerical and categorical forecasts in the form of 1-hr total extinction and Visual Air Quality Ratings (VAQR), respectively. While GM-IMPROVE generally overestimated extinction more than twofold, it had skill in forecasting the relative species contribution to visibility impairment, including ammonium sulfate and ammonium nitrate. Both statistical prototypes, GM-MLR and GM-RF, performed well in forecasting 1-hr extinction during daylight hours, with correlation coefficients ( R) ranging from 0.59 to 0.77. UMOS-HYB, a prototype based on postprocessed air quality forecasts without additional statistical modeling, provided reasonable forecasts during most daylight hours. In terms of categorical forecasts, the best prototype was approximately 75 to 87% correct, when forecasting for a condensed three-category VAQR. A case study, focusing on a poor visual air quality yet low Air Quality Health Index episode, illustrated that the statistical prototypes were able to provide timely and skillful visibility forecasts with lead time up to 48 hr. Implications: This study describes the development of a visibility forecasting modeling framework, which leverages the existing air quality and meteorological forecasts from Canada’s operational Regional Air Quality Deterministic Prediction System. The main applications include tourism and recreation planning, input into air quality management programs, and educational outreach. Visibility forecasts, when supplemented with the existing air quality and health based forecasts, can assist jurisdictions to anticipate the visual air quality impacts as perceived by the public, which can potentially assist in formulating the appropriate air quality bulletins and recommendations. 相似文献

Measurements for particles 10 nm to 10 μm were taken using a Wide-range Particle Spectrometer during the Chinese New Year (CNY) celebrations in 2009 in Shanghai, China. These celebrations provided an opportunity to study the number concentration and size distribution of particles in an especial atmospheric pollution situation due to firework displays. The firework activities had a clear contribution to the number concentration of small accumulation mode particles (100–500 nm) and PM 1 mass concentration, with a maximum total number concentration of 3.8 × 10 4 cm ?3. A clear shift of particles from nucleation and Aitken mode to small accumulation mode was observed at the peak of the CNY firework event, which can be explained by reduced atmospheric lifetimes of smaller particles via the concept of the coagulation sink. High particle density (2.7 g cm ?3) was identified as being particularly characteristic of the firework aerosols. Recalculated fine particles PM 1 exhibited on average above 150 μg m ?3 for more than 12 hours, which was a health risk to susceptible individuals. Integral physical parameters of firework aerosols were calculated for understanding their physical properties and further model simulation. 相似文献

The purpose of this work is to characterize trace elements associated with atmospheric particulate matter of 2.5 μm and smaller in size (PM 2.5) over the New York–New Jersey (NY–NJ) Harbor Bight. Using low-volume PM 2.5 samplers, aerosol particulate samples were simultaneously collected for the first time at three locations in the region, Sandy Hook in the coast, New Brunswick and Liberty Science Center (Jersey City) in nearby urban areas, during January 1998–January 1999. Sample analysis for trace elements was accomplished by inductively coupled plasma mass spectrometry. Many elements in ambient air exhibit strong spatial gradients from urban centers to the coast, and the concentrations of most elements at Liberty Science Center are significantly higher than at the other two locations. Seasonal patterns are not apparent for most elements at all locations, suggesting continuous contributions from their sources. The elements Pb, Cd, Zn, Cu, Ni, V, Sb, are enriched by factors of 200 to 20,000 relative to their natural abundance in crustal soil. Major sources that contribute to the atmospheric loading of these elements include fossil fuel combustion, oil combustion, metal processing industry, and waste incineration. Atmospheric dry deposition of these trace elements associated with PM 2.5 to the coastal waters of the NY–NJ estuary may account for a significant portion of the total dry deposition fluxes for these elements. 相似文献

The paving of gravel roads with an average daily traffic (ADT) over 15 is a least cost method for reducing suspended particulate In the air in Seattle. It is also a good business investment when the ADT exceeds 100. Clean roads, gutters, and parking lots may reduce or eliminate Seattle’s most serious environmental constraint on economic development. In a study done in Seattle’s Duwamish Valley the impact of road dust on air quality was measured by obtaining dust emission factors for vehicles traveling at 10, 20, and 30 mph on gravel as well as dusty paved roads. A University of Washington Mark II Cascade Impactor was mounted on a trailer and towed behind a car to determine the concentration and size distribution of this dust. It was found that each vehicle mile at 20 mph on unpaved roads contributed 7.0 Ib of dust to the air, 1.9 Ib consisting of particles smaller than 10 microns in diameter and 0.24 Ib below 2 microns. Three to eight percent by weight of this respirable dust was free silica, which is potentially toxic. The quantity of dust generated varies as an exponent of the speed. The concentrations of dust found in the air near a dry gravel road with an ADT of 250 reached 584 μg/m3 for an 8 hr work day. A 24 hr suspended particulate reading of 463 μg/m3 total and 3.83 μg/m3 free silica was found beside a dusty paved road with an ADT of 18,000. Nineteen miles of gravel roads and 110 miles of dusty paved roads contributed 2700 tons/year of particulate, of which 700 tons were below 10 microns. Paving or oiling such roads will produce benefits of $3,881,000 yearly in household cleaning, health care, sewer, vehicle operation, and road maintenance costs as well as an increase in property values. The Superfund Amendments and Reauthorization Act of 1986 (SARA) directed the U.S. Environmental Protection Agency (EPA) to establish an Alternative/Innovative Treatment Technology Research and Demonstration Program. The EPA’s Office of Solid Waste and Emergency Response and the Office of Research and Development established a program called the Superfund Innovative Technology Evaluation (SITE) Program to accelerate the development and use of innovative cleanup technologies at hazardous waste sites. The SITE Program comprises of five areas: the Demonstration Program, the Emerging Technology Program, the Measurement and Monitoring Technologies Development Program, the Innovative Technologies Program, and the Technology Transfer Program. This paper discusses the Emerging Technology Program (ETP) that supports the development of technologies that have been successfully tested at bench-scale level. Before a technology can be accepted into the Emerging Technology Program, sufficient data must be available to validate its basic concepts. The ETP enters into a co-funding effort with developers for a one- or two-year effort. Developers are responsible for contributing financial support and conducting the developmental research. After development and data collection, the technology’s performance is documented and a report is prepared, which may include recommendations for further developing the technology. If test results are encouraging, a technology may proceed with approval to a field demonstration. The purpose of this article is to provide the reader with (1) an introduction to the Emerging Technology Program (2) an understanding of how the program operates (3) a summary of those technologies currently being tested and evaluated under the program and (4) information on how to apply to the program. 相似文献
