Consultant Guide/1977

The Journal of the Air Pollution Control Association presents its eighth directory of air pollution control consultants. This 13-page guide lists individual consultants and firms who have indicated a capability in this field by responding to a questionnaire published in the Journal.

The Consultant Guide is now a computer based program and has a different format than Guides prior to 1976. The basic change is that areas of competence are no longer coded but are shown as categories within five geographical regions. And any certifications granted by the American Academy of Environmental Engineers (AAEE), American Board of Industrial Hygiene (ABIH) and the Board for Certified Consulting Meteorologists (BCCM) are shown adjacent to the phone number in the alphabetical listing.

Report from the Symposium on Air Quality Criteria

Neither time nor space permitted full reporting of the Symposium on Air Quality Criteria, held June 4-5, 1968, in New York City. The Symposium was sponsored by the Air Pollution Control Association, the American Industrial Hygiene Association, the American Petroleum Institute, and the Industrial Medical Association and its educational affiliate, The Occupational Health Institute.

Published here are excerpts from, or author’s abstracts of, the eight principal papers presented at the Symposium.

Not included are the prepared discussions which followed the delivery of the papers.

A full proceedings, including prepared discussions, general discussions, and summation, will be published in the September issue of the Journal of Occupational Medicine, 55 E. Washington Street, Chicago, Illinois 60602.

An Air Pollution Index Based on Sulfur Dioxide and Smoke Shade

First-prize winner in the student paper competition conducted by the Mid-Atlantic States Section of the Air Pollution Control Association was Marvin H. Green, a graduate student at Drexel Institute of Technology and assistant chief of Philadelphia’s Air Pollution Control Section. A condensation of his paper follows.

Technical Information Resources in the Air Pollution Field

In common with other technical fields and disciplines, the air pollution area has “information explosion” problems, compounded by the interdisciplinary nature of the field and the current increased emphasis on air pollution and its control. The development of technical information programs to meet these needs is traced, with emphasis on the Air Pollution Technical Infor-mation Center established by the National Air Pollution Control Administration of the Department of Health, Education, and Welfare. The Center is based on a delegation of responsibility by the Office of Science and Technology, Executive Office of the President, and now contains over 12,000 current references, with an acquisition rate of approximately 200 per month. In addition to the U. S. journal literature, particular emphasis is placed on the foreign literature and on U. S. Government research reports. Other programs discussed include the Air Pollution Control Association, Bay Area Air Pollution Control District, Center for Air Environment Studies at Penn State, and centers serving particular industries. Services available from each are described.     

“The Clean Air Act — A Time for Evaluation”

The Third Government Affairs Seminar sponsored by the Air Pollution Control Association was held in Washington, D. C. on April 16-17, 1975. The APCA South Atlantic Section was host for this very successful meeting. The General Chairman of the Seminar Committee was John V. Brink and the Program Chairman was Richard D. Grundy.

The seminar this year was conducted in three sessions. The first session, entitled “The Clean Air Act: State vs Federal Roles,” considered a topic that is receiving increasing emphasis as the national air pollution control program matures. This discussion was chaired by M. Barry Meyer, Chief Counsel and Chief Clerk, Senate Committee on Public Works.

The second session was “Land Use Planning Aspects of the Clean Air Act—Federal, State and Regional Roles.” Mrs. Mary Jane Due, Chairman of the Public Land and Land Use Committee, Natural Resources Section, American Bar Association, served as Moderator of this discussion of indirect source regulations, no significant deterioration, air quality maintenance—concepts that rely heavily on comprehensive land use planning.

“Clean Air Priorities—The Need for Flexibility,” was the title of the third session which was chaired by Austin H. Phelps, Manager Corporate Air Pollution Control, Procter and Gamble Company and President of APCA. The panelists considered the question of how appropriate the standard setting mechanisms of the Clean Air Act are for the resolution of present and future problems.

In this report condensed versions of the prepared statements of the participants are presented. A more extensive summary of the Proceedings, which includes questions and answers, is available from APCA headquarters. The remarks of John R. Quarles, EPA Deputy Administrator, who was the luncheon speaker, were summarized in the June APCA Journal(p. 642).     

The National Air Pollution Technical Information Center: Its Operation and Services

This report describes the operations of the National Air Pollution Technical Information Center of the Division of Air Pollution, Public Health Service, U. S. Department of Health, Education, and Welfare; and discusses the Center’s expanding coverage of the world’s journal literature and the report literature from four major clearinghouses. Also reported are efforts to complete the development of an effective information storage and retrieval system, including vocabulary control and hardware testing. A brief analysis is made of the relationships between the Air Pollution Control Association (APCA) ana the Air Pollution Technical Information Center (APTIC) and the benefits to be derived from an effective technical literature program.     

APCA’s Role in a Cleaner Environment

David M. Benforado, retiring president of the Air Pollution Control Association, presented his farewell address at the President’s Luncheon on Tuesday, June 26. Mr. Benforado is a specialist in the Environmental Engineering and Pollution Control Department of the 3M Company, St. Paul.     

Career Guide For Air Pollution Control

This guide to career opportunities in air pollution control includes resource information in this area and provides a listing of colleges and universities offering environmental science programs. The guide was prepared by the S-11 Education and Training Committee of the Air Pollution Control Association.     

Graphic Arts Technical Foundation Holds First Air Quality Control Conference

On November 18–19, 1970, the Environmental Control Division of the Graphic Arts Technical Foundation, Pittsburgh, Pa., and its Air Pollution Control Advisory Committee held a Conference on “Air Quality Control in the Printing Industry.” This first nation-wide meeting at the Chicago-Sheraton brought together management and production people from the various printing processes, regulatory officials from all levels of government, control equipment manufacturers, consultants, and ink and solvent suppliers.

In due course, the Foundation will publish the proceedings of the Conference; however, because of the intense interest expressed by the audience, the Environmental Control Division has prepared this summary until the proceedings are published.     

Pursuing the Goals of the Clean Air Act

I am delighted to have this opportunity to address the members attending this 67th annual meeting of the Air Pollution Control Association. Before I came here this morning, I glanced through the pamphlet describing the scheduled technical programs. I was struck by the range and sophistication of the technical sessions that are scheduled for the next three days. Your program makes it very clear that a national program of air quality management requires a large dose of scientific inquiry and engineering know-how. You are the experts who have the training, experience and commitment necessary to provide strong professional leadership in the battle to achieve and maintain clean air for the American people.
