Introduction

The following papers were presented at a technical session held during the 76th APCA Annual Meeting and Exhibition in Atlanta, Georgia in June 1983. The session, which focussed on the relationship between atmospheric deposition and forest activity, was organized by J. S. Jacobson and S. B. McLaughlin, Jr., and sponsored Jby APCA's TT-8 Acid Deposition Committee.     

“The Clean Air Act — A Time for Evaluation”

The Third Government Affairs Seminar sponsored by the Air Pollution Control Association was held in Washington, D. C. on April 16-17, 1975. The APCA South Atlantic Section was host for this very successful meeting. The General Chairman of the Seminar Committee was John V. Brink and the Program Chairman was Richard D. Grundy.

The seminar this year was conducted in three sessions. The first session, entitled “The Clean Air Act: State vs Federal Roles,” considered a topic that is receiving increasing emphasis as the national air pollution control program matures. This discussion was chaired by M. Barry Meyer, Chief Counsel and Chief Clerk, Senate Committee on Public Works.

The second session was “Land Use Planning Aspects of the Clean Air Act—Federal, State and Regional Roles.” Mrs. Mary Jane Due, Chairman of the Public Land and Land Use Committee, Natural Resources Section, American Bar Association, served as Moderator of this discussion of indirect source regulations, no significant deterioration, air quality maintenance—concepts that rely heavily on comprehensive land use planning.

“Clean Air Priorities—The Need for Flexibility,” was the title of the third session which was chaired by Austin H. Phelps, Manager Corporate Air Pollution Control, Procter and Gamble Company and President of APCA. The panelists considered the question of how appropriate the standard setting mechanisms of the Clean Air Act are for the resolution of present and future problems.

In this report condensed versions of the prepared statements of the participants are presented. A more extensive summary of the Proceedings, which includes questions and answers, is available from APCA headquarters. The remarks of John R. Quarles, EPA Deputy Administrator, who was the luncheon speaker, were summarized in the June APCA Journal(p. 642).     

Ozone Air Quality Models Prepared Discussion

The APCA Critical Review entitled “Ozone Air Quality Models” was presented by John H. Seinfeld, Louis E. Nohl Professor and Executive Officer for Chemical Engineering at the California Institute of Technology, Pasadena, California. Dr. Seinfeld presented his review at the 81st APCA Annual Meeting & Exhibition, held in Dallas, Texas in June 1988. The Critical Review paper, published in the May 1988 issue of JAPCA, highlighted recent advances and continuing problem areas in photochemical air quality modeling. Prepared discussions and floor comments presented during the Critical Review session in Dallas are published here, along with additional comments and closing remarks by Dr. Seinfeld. Howard M. Ellis, Chairman of the Critical Review Subcommittee of the Publications Committee, served as moderator of the 1988 APCA Critical Review session.     

Industrial Pollution Prevention

The 1992 A&WMA Critical Review was authored by Harry Freeman and members of his staff at the Pollution Prevention Research Branch, Risk Reduction Engineering Laboratory, U.S. Environmental Protection Agency in Cincinnati, Ohio. Mr. Freeman presented the paper "Industrial Pollution Prevention," at the Critical Review session held during the 85th Air & Waste Management Association Annual Meeting in Kansas City, Missouri. Prepared discussions and invited comments presented during the session are published here, as well as closing remarks by Mr. Freeman.     

Air Quality: Status,Management and Direction

The Tenth Government Affairs Seminar conducted by the Air Pollution Control Association was held in Washington, D.C. on March 17–18, 1982. The APCA Government Affairs Committee of which John S. Lagarias is Chairman, sponsored this meeting. Dr. Jerry Pell was General Chairman of the Seminar Steering Committee which included in its membership: Gordon M. Rapier, Vice-chairman, William K. Bonta, Facilities Chairman, Barbara Bankoff, David Benforado, D. Kent Berry, Samuel Booras, William Chapman, Stanley Coloff, Philip T. Cummings, Roy S. Denham, Gerald P. Dodson, Daniel Dreyfus, Raymond W. Durante, Victor S. Engleman, Richard Grundy, W. G. Hamlin, Glenn Hanson, G. Steve Hart, Terrence Li Puma, Michael Lukey, John E. Maroney, William Megonnell, Curtis A. Moore, Russell Mosher, Joseph Mullan, Sidney R. Orem, Dennis G. Seipp, Martin L. Smith, Roger Strelow, Michael Tinkleman, Neal Troy.

This meeting served as a forum for discussion of the issues of: the Clean Air Act amendments, regulatory reform, international perspectives on acid rain, and new directions pursued by the U.S. Environmental Protection Agency.

Representative Henry A. Waxman, Chairman, Subcomittee on Health and the Environment, Committee on Energy and Commerce, U.S. House of Representatives, was the keynote speaker. The Honorable C. Boyden Gray, Counsel to the Vice President of the United States was the luncheon speaker on Wednesday. Daniel J. Goodwin, President, State and Territorial Air Pollution Program Administrators, was the luncheon speaker on Thursday.

Session 1. entitled “The Clean Air Act: Legislative Status,” was moderated by G. Steve Hart, President of APCA. Session 2. “Regulatory Reform,” was chaired by Richard N. Holwill, Vice President for Government Information, The Heritage Foundation. The Honorable A. Alan Hill, and Gordon Snow, from the President’s Council on Environmental Quality were co-moderators for Session 3. which was entitled, “Acid Rain: International Perspectives.” Session 4. “Critical Issues,” was moderated by Walter C. Barber, Jr., Director, Office of Air Quality Planning and Standards, U.S. Environmental Protection Agency.

Incineration of Hazardous Waste

The APCA Critical Review entitled "Incineration of Hazardous Waste" was presented by E. Timothy Oppelt, Chief, Thermal Destruction Branch, Alternative Technologies Division of U.S. EPA’s Hazardous Waste Engineering Research Laboratory (Cincinnati). Mr. Oppelt presented his review at the 80th APCA Annual Meeting & Exhibition, held in New York City in June 1987. The Critical Review paper, published in the May 1987 issue of JAPCA, examined the current state of knowledge regarding hazardous waste incineration in an effort to put the technical and environmental issues into perspective. Prepared discussions presented during the Critical Review session are published here, along with additional comments and closing remarks by Mr. Oppelt. Howard M. Ellis, Chairman of the Critical Review Subcommittee of the Publications Committee, served as moderator of the 1987 Critical Review session.     

urban ecolocsy and the air environment

A feature of the 62nd annual meeting of the Air Pollution Control Association, held June 22-26, 1969 in New York City, was a plenary session on Urban Ecology and the Air Environment. Moderated by Norman Cousins, editor of The Saturday Review of Literature, the session developed the theme through the outspoken and personal viewpoints of four distinguished panelists: Austin N. Heller, Aaron J. Teller, Barry Commoner, and Stewart L. Udall. The essence of their remarks appears on the following pages.     

Legal and Regulatory Issues in Air Quality Management for the Electric Power Industry

A Conference on Air Quality Management in the Electric Power Industry was held at The University of Texas at Austin in Austin, TX, on January 28-30, 1976. The opening session of the Conference was devoted to legal and regulatory issues in air pollution control related to the electric power industry. The purpose of this session was to present the viewpoints of those Federal and state regulatory agencies most directly involved in air pollution control for the electric power industry. Emphasis was placed on those issues relating to the increasing need for coal and oil combustion to meet the Nation’s electrical energy requirements, concentrating on the five southwestern states of Arkansas, Louisiana, New Mexico, Oklahoma, and Texas in Federal Region VI.     

The Second Reagan Administration and the New Congress: Critical Clean Air and Hazardous Waste Issues

The 13th Government Affairs Seminar of the Air Pollution Control Association was held March 20-21, 1985 in Washington, D.C. The Seminar, held annually, has earned international attention as a forum for dialogue on federal environmental legislation. Keynote speaker for the 1985 Seminar was Senator John Chafee (R.-R.L), chairman of the Subcommittee on Environmental Pollution of the Senate Committee on Environment and Public Works. Joseph Cannon, former U.S. EPA Assistant Administrator for Air and Radiation gave the luncheon address. (See News Focus in the May 1985 issue of JAPCA, page 570, for a report on these and other presentations.) The present report contains the remarks presented and subsequently submitted for publication by the panelists listed below.     

Trends in Emissions of PM,SO x and NO X,and VOC:NO X Ratios and Their Implications for Trends in pH near Industrialized Areas

The following address was presented by Mr. Costle on June 23 at the opening plenary session of the 73rd APCA Annual Meeting and Exhibition in Montreal.     

Possible chemical causes of skeletal deformities in natural populations of Aphanius fasciatus collected from the Tunisian coast

This study attempt to quantify and identify skeletal deformities in natural populations of Aphanius fasciatus collected from the Tunisian coast and tends to found a possible relationship between these anomalies and several types of pollutants presents in the environment. Fish were collected from one reference area (S1: coast of Luza) and three polluted areas (S2: industrialized coast of Sfax, S3: coast of Khniss and S4: Hamdoun’Oued). Various patterns of skeletal deformities were diagnosed using double staining technics, and the levels of heavy metals (Cd, Cu and Zn), various polycyclic aromatic hydrocarbons (PAHs) and estrogenic compounds were determined in water and sediment from different sites. Spatio-temporal variation of the spinal deformities frequencies in A. fasciatus show that high incidence of spinal anomalies has been recorded in population collected from S2 in comparison to three other ones. Morphological results indicated that skeletal deformities of adult A. fasciatus were grouped into 13 categories that described abnormalities on spines, vertebrae, arcs and mandibles. A total of 1025 abnormalities were quantified. The results of chemical analysis showed that the levels of heavy metals and PAHs were significantly higher in S2 than in S1, S3 and S4. High level of estrogenic activity was observed only in S4. A possible correlation between environmental exposures to a mixture of pollutants in coastal waters in S2 and spinal deformities in A. fasciatus was suggested.     

Soil Remediation Techniques at Uncontrolled Hazardous Waste Sites

The A&WMA Critical Review entitled “Soil Remediation Techniques at Uncontrolled Hazardous Waste Sites” was presented by Ronald C. Sims, Department of Civil and Environmental Engineering, Utah State University, Logan, Utah. Dr. Sims presented his review at the 83rd Air & Waste Management Association Annual Meeting, held in Pittsburgh, Pennsylvania in June 1990. Prepared discussions presented during the Critical Review session are published here, along with some closing remarks by Dr. Sims. Ronald Harkov, Chairman of the Critical Review Subcommittee of the Publications Committee, served as moderator of the 1990 A&WMA Critical Review session.     

Results of the NATO-CCMS Pilot Study

The NATO Council has in November, 1979, on the occasion of its autumn session, consented to the final report of the Pilot Study “Air Pollution Assessment Methodology and Modeling” which had been proposed by the Federal Republic of Germany and approved by NATO/CCMS in May, 1976. The recommendations on measures for air pollution control in the NATO member countries contained in the Final Report were adopted unanimously.     

ESP Performance Capability and Utilization: Past and Future

The following paper was presented by Alan B. Walker at the International Conference on Electrostatic Precipitation held in Monterey, California, October 14–16, 1981. Mr. Walker’s candid remarks were part of the opening session on “Electrostatic Precipitation Today.” The proceedings of this outstanding conference will be published by the Air Pollution Control Association.     

Climate Change and Mitigation

Planet Earth has experienced repeated changes of its climate throughout time. Periods warmer than today as well as much colder, during glacial episodes, have alternated. In our time, rapid population growth with increased demand for natural resources and energy, has made society increasingly vulnerable to environmental changes, both natural and those caused by man; human activity is clearly affecting the radiation balance of the Earth. In the session “Climate Change and Mitigation” the speakers offered four different views on coal and CO₂: the basis for life, but also a major hazard with impact on Earth’s climate. A common denominator in the presentations was that more than ever science and technology is required. We need not only understand the mechanisms for climate change and climate variability, we also need to identify means to remedy the anthropogenic influence on Earth’s climate.

Effects of formaldehyde-enriched mists on Pseudotsuga menziesii (Mirbel) Franco and Lobaria pulmonaria (L.) Hoffm

The atmosphere in some areas is polluted with formaldehyde (HCHO); however, little is known about effects of HCHO on plants at concentrations resembling those in polluted areas. The effects of simulated fogwater enriched with HCHO on seedlings of Pseudotsuga menziesii (Mirbel) Franco (Douglas fir) and pendants of Lobaria pulmonaria (L.) Hoffm. were assessed. Plants were treated with HCHO-enriched fog (target concentrations of 100, 500, and 1000 microm) during five 4-night mist sessions. Growth and nitrogenase activity (acetylene reduction rate) for lichens and growth and timing of bud-break for Douglas fir were monitored. Nitrogenase activity was lowest in lichens treated at the highest HCHO concentration after all but the first mist session, and it declined significantly with increasing HCHO concentration after the final mist session (R(2) = 0.60, p = 0.02). However, differences in nitrogenase activity among treatments were generally not statistically significant (most p values from ANOVAs were >/= 0.20). Formaldehyde did not affect growth of the lichens. Budbreak of Douglas firs was slightly delayed and height growth was slightly depressed with increasing HCHO concentration, although effects were not statistically significant.

The Location of Maximum Exposure Due to An Instantaneous Release from a Point Source

An international specialty conference, jointly sponsored by the Air &; Waste Management Association (A&;WMA) and the U.S. Environmental Protection Agency (EPA), entitled “PM₁₀ Standards and Nontraditional Particulate Source Controls,” was held in Scottsdale, Arizona, January 12-15, 1992. The conference included 92 presentations in 17 technical sessions. Eighty-one peer-reviewed technical papers, two keynote addresses and one panel session summary describing novel applications, measurement processes, modeling techniques and control measures for nontraditional pollution sources are assembled in the Transactions¹. The technical issues addressed during the conference included: (1) measurement methods and data bases; (2) emissions source characterization; (3) source apportionment of nontraditional sources; (4) fugitive dust characterization and control technologies; (5) vegetative burning characterization and control technologies; (6) sources and controls of secondary aerosol and motor vehicle precursors; and (7) regulatory policies and State Implementation Plan (SIP) development.
