This paper presents results of multivariate regression models developed to estimate the properties and cost of U.S. coals washed for varying degrees of sulfur removal using commercially available physical coal preparation processes. The models allow washed coal characteristics to be predicted from information on coal origin, heating value, ash, and sulfur content. The models were developed by first "processing" each of the 710 coals in the U.S. Bureau of Mines (USBM) coal washability data base through a coal preparation plant computer model which optimizes plant performance to achieve a desired washed coal quality. Washability data are adjusted to account for the inefficiencies of coal washing equipment, and the actual coal sizes treated by various plant wash streams. Since different plant designs may be capable of achieving a given level of sulfur removal, three nominal levels of plant complexity (Levels 2, 3, 4) were included to identify the most economical alternative. The washed coal characteristics thus derived were then analyzed using standard statistical techniques to develop regression equations linking washed coal properties and cost to raw coal properties for each of 18 geographical regions encompassing the entire U.S. These regression models are incorporated in the Advanced Utility Simulation Model (AUSM) to estimate the economic potential of coal washing as a sulfur abatement strategy, in conjunction with other options available to coal-fired power plants. Modeling results for Pennsylvania showed that washed coals frequently were selected as part of a cost-effective control strategy, accounting for 10 to 30 percent of the total emissions reduction, and that "local coal" restrictions significantly increase the use of washed coal as an SO2 control strategy. Hypothetical requirements for mandatory coal cleaning, however, were found to be costly and ineffective.  相似文献

This paper evaluates environmental bubble policy using abatement cost curves drawn for different abatement measures in Jamshedpur region. Surveys were conducted to estimate industrial emissions of suspended particulate matter (SPM) from different emitting sources in the region, and the characteristics of the existing and alternative abatement devices for each emitting source. The abatement cost functions were developed and used to rank the abatement devices. An environmental bubble with its limit equal to the existing SPM emissions from all selected companies was developed. The abatement costs for the bubble were estimated from abatement cost curves with alternative and best available technologies. The estimated abatement costs were found to be less than those of the existing measures. It was also found that M/s TISCO alone can account for SPM emissions reductions in the selected group with less cost.  相似文献

It is widely accepted that the ozone concentrations experienced during photochemical episodes over large areas of Europe may exceed levels at which adverse environmental effects could be expected. These peak ozone concentrations can be reduced by controlling atmospheric emissions of the hydrocarbon and nitrogen oxide precursors. For ozone control to be successful over the spatial scale of Europe, long term international cooperation is required in the formulation of emission abatement strategies. A significant barrier to rapid progress has been the complexity of the processes that describe ozone formation. Highly sophisticated computer models of chemistry and transport have, up to now, been the only means to study the impact of abatement strategies. An alternative approach has been adopted here involving the development of a simplified long range transport model for ozone based on the analysis of over 60 experimental runs of a photochemical trajectory model applied to a wide range of hydrocarbon-nitrogen oxide emission combinations. Using the ozone-precursor relationship obtained, it has been possible to examine various policy options in the European context. Although taken together, three illustrative emission control scenarios reduce NO(x) and hydrocarbon emissions substantially through controls on motor vehicle exhaust, large combustion plant and solvent usage, a significant potential for photochemical ozone formation and long range transport may still remain after their implementation. The extents of precursor emission abatement that will be required, if the potential for ozone formation is to be reduced below published air quality criteria guidelines or critical levels, have been determined for each European country. The implied reductions in NO(x) and hydrocarbons relative to current levels amount to between 50 and 90%.  相似文献

Brick manufacturing industries are challenged to comply with clean air mandates. Dry air scrubbers have been used to remove acid gases from the exhaust air from brick manufacturing plants. The use of dry air scrubbers results in the production of large quantities of an alkaline powder by-product. A greenhouse experiment was conducted to evaluate the potential of using dairy lagoon sludge stabilized with the scrubber by-product as a soil amendment. Lagoon sludge was stabilized with scrubber by-product at an application rate of 20 gl(-1). The sludge-scrubber by-product mixture was applied to a sandy loam soil to provide amendments ranging between 28 and 168 kg of plant available nitrogen (PAN)/ha for the growth of Helianthus annuus (sunflower). Use of the sludge-scrubber by-product mixture as a nitrogen fertilizer did not adversely affect sunflower seedling emergence; however, significantly higher (p<0.05) plant volume indices, leaf area, dry shoot and root masses, and seed yields were obtained for mature plants grown in sludge-treated soil relative to the control or fertilizer treatment. The sludge amendment did not severely impact gas exchange or chlorophyll a fluorescence of the plants and nutrient content of the sunflower tissues was generally within a sufficient range. The increased growth and yield of sunflower plants indicated the potential of the sludge-scrubber by-product mixture as a soil amendment in agricultural crop production.  相似文献

Interest is growing in the use of by-product from flue gas desulfurization (FGD) to reclaim sodic soils by controlling the pH and excessive Na+. This study evaluated the effects on corn (Zea mays) production and pH and electrical conductivity (EC) of calcareous sodic soil during four times of cultivation when the by-product was applied once at the first cultivation (Study I) and the impacts on plant and soil quality at first cultivation when the by-product was applied to the soil at 23,000 kg ha-1 (Study II). In Study I, the germination rate and corn production increased by applying the by-product (0, 5,800, 11,600, and 23,100 kg ha-1), and the greatest total amounts of corn production during the four times of cultivation was when the by-product was applied at 23,100 kg ha-1. In Study II, the pH, exchangeable sodium percentage (ESP), clay dispersion and soluble Na+ in the soil decreased and soluble Mg2+ and soluble K+ in the soil increased. The soil pH was reduced from 9.0 to 7.7 by applying the by-product. However, the by-product decreased the concentrations of total N and P in corn leaves in this study. No significant difference in the concentrations of Mo, Zn, Pb, Ni, Cd, Mn, Cr, Cu, and Al in corn leaves and the soil was observed between the by-product addition and the control except for B in the soil and Fe in corn leaves. The concentration of B in the soil was reduced from 28.7 mg kg-1 to 25.4 mg kg-1 and the concentration of Fe in corn leaves increased from 17.5 mg kg-1 to 22.6 mg kg-1 by applying the by-product in our study.  相似文献

Abatement of soil-lead hazards may also reduce human exposure to other soil toxins, thereby achieving significant collateral benefits that are not accounted for today. This proposition was tested with the specific case of soil-arsenic, where 1726 residential soil samples were collected and analyzed for lead and arsenic. The study found that these two toxins coexisted in most samples, but their concentrations were weakly correlated, reflecting the differing sources for each toxin. Collateral benefits of 9% would be achieved during abatement of the lead-contaminated soils having elevated arsenic concentrations. However, a hidden hazard of 16% was observed by overlooking elevated arsenic concentrations in soils having lead concentrations not requiring abatement. This study recommends that soil samples collected under HUD programs should be collected from areas of lead and arsenic deposition and tested for arsenic as well as lead, and that soil abatement decisions consider soil-arsenic as well as soil-lead guidelines.  相似文献

A cost estimating methodology has been applied to an emission point inventory to estimate the capital and operating costs of stack gas cleaning in the manufacturing sector of New York State. The study represents the first major attempt to estimate control costs on a source by source basis for a large region. The various control cost components are presented for each of the twenty manufacturing industry groups and the usefulness of the estimates for an abatement planning model is outlined.

In recent years a number of heroic efforts have been made to estimate the cost of air pollution abatement on a national or regional basis. Unfortunately, these studies have relied almost entirely upon emission factors, cost engineering functions, pilot plant operations, and average or ideal firms, because of the paucity of primary data.1-6

In the estimates of capital and operating costs presented below, an attempt has been made to improve on previous research by making extensive use of primary data. The data were taken from an emission inventory of over 20,000 sources of air contamination in New York State. A cost estimating methodology was applied to engineering parameters of existing control operations on a source by source basis. The results have been aggregated to the two-digit SIC level.  相似文献

Data on the spatial and time (2002–2005) variation of levels of trace elements and the source attribution of these elements in the ceramic cluster of Castelló (Eastern Spain) are presented and discussed. Earlier studies concluded that metal levels in PM10 were one of the most critical parameters for attaining the EU legal requirements of the air quality standards. Levels of Li, Sc, Co, Zn, As, Se, Rb, Zr, Cd, Cs, Ce, Tl and Pb were higher than the usual range of concentration in urban areas of Spain, and some of them exceeded the concentration ranges obtained for other industrial sites in Spain. Of these elements, Zr, Zn, Pb and As (and probably Tl) may be considered as tracers of the ceramic emissions from the study area. A downward trend was observed for most of them, simultaneously, with the progressive implementation of the emission abatement techniques, especially those applied to the PM abatement of the manufacture of glaze components and the avoidance of the use of specific raw materials with high contents of impurities. At the end of the study period, the elements for which the EU sets limit or target values met the established requirements for 2013 (2005 for Pb), whereas, at the beginning of the study some elements exceeded the 2013 target values. Furthermore, a detailed discussion on the interpretation of peak concentration events and source attribution for a number of trace elements is presented. Five different sources were identified: mineral emissions (from clay use and handling), industry (mainly glaze production and use), road traffic, sea spray and the regional background influenced by a fuel oil-power plant and a petrochemical plant.  相似文献

This paper describes a comprehensive set of economic models developed to assess the air pollution control costs of alternative systems for generating electricity from coal. Models of individual system components were formulated based on engineering and statistical analyses of other detailed models and data reported in the literature for currently available technologies. The air pollution control options modeled include 4 levels of physical coal cleaning, 3 types of dry fly ash collectors, a wet limestone FGD system, and 2 options for solid waste disposal. In addition, the cost of a power plant with no air pollution controls was modeled to determine the total system cost, including energy needed to operate environmental control systems. The principal criteria guiding the development of these models were that they be (1) computationally simple and economical to use, with a minimum of detailed data requirements, (2) sensitive to variations in pollutant emission regulations, coal characteristics, and key plant design parameters, and (3) systematic, based on a specified amount of power production and the same constant dollars. Extensive sensitivity analyses and case studies performed with these models indicate excellent agreement with the results of other studies and models applicable only to individual environmental control options. Applications of these models are discussed and illustrative results presented.  相似文献

油气生产过程是甲烷重点排放源,对气候变化产生显著影响。采用便携式火焰离子检测器 (FID) 和Hi-Flow大流量仪等设备,对我国某油田3座油气处理场站甲烷泄漏排放特征进行了研究,明确了组件泄漏率,量化了重点源项甲烷排放速率,构建了设备设施甲烷排放因子,开展了甲烷排放量核算并提出了管控建议。结果表明,该油田油气处理场站设备组件与管线的甲烷泄漏率为0.7%~1.2%,压力表、阀门和储罐等在泄漏源项中占比较高。不同类型泄漏组件甲烷排放速率具有显著差异,处理场站的甲烷排放速率为111.66~274.63 L·min−1。单个储罐和场站的甲烷排放因子分别为989.9 L·h−1和0.19 L·m3。3座场站年度甲烷排放量为303 783.40 m3,储罐是首要排放源,对总排放量贡献占比为94.1%。组件泄漏导致的甲烷排放主要源于高强度排放源,15%的泄漏点贡献了排放量的88.4%。该研究结果可为油田油气处理场站泄漏防控和温室气体排放控制提供参考。  相似文献

This paper examines the implications of alternative approaches to intertemporal social choice in a numerically calibrated model of interactions between global climate change and the world economy. Under cost-benefit analysis, relatively modest steps towards greenhouse gas emissions abatement are justified as economically efficient. Under classical utilitarianism and the precautionary principle, in contrast, aggressive steps towards climate stabilization emerge as socially optimal. The paper reviews the value judgements that support each of these normative approaches, arguing that the precautionary principle is most closely tied to the goals and objectives of the Framework Convention on Climate Change.  相似文献

Operating conditions were optimised in a new compact scrubber in order to remove odorous sulphur (H(2)S and CH(3)SH) and ammonia compounds. The influence of the superficial gas and liquid velocities, pH, contactor length, inlet concentrations (sulphur compounds, ammonia, chlorine), and the mixing effects was characterised. Whereas abatement increased with velocities, pH and the chlorine concentration, an increase of inlet CH(3)SH concentration drove to a worse efficiency of process. Moreover, the contactor length and the presence of another pollutant in the gas phase only played a role on the methylmercaptan removal. Finally, the reactive consumptions were estimated at the outlet of the reactor. The chlorination by-product quantification permitted to understand the under-stoichiometry.  相似文献

The purpose of this research was to determine the efficiency of a polymer biocover for the abatement of H2S and NH3 emissions from an east-central Missouri swine lagoon with a total surface area of 7800 m2. The flux rate of NH3, H2S, and CH4 was monitored continuously from two adjacent, circular (d = 66 m) control and treatment plots using a nonintrusive, micrometeorological method during three independent sampling periods that ranged between 52 and 149 hr. Abatement rates were observed to undergo a temporal acclimation event in which NH3 abatement efficiency improved from 17 to 54% (p = < 0.0001 to 0.0005) and H2S abatement efficiency improved from 23 to 58% (p < 0.0001) over a 3-month period. The increase in abatement efficiency for NH3 and H2S over the sampling period was correlated with the development of a stable anaerobic floc layer on the bottom surface of the biocover that reduced mass transfer of NH3 and H2S across the surface. Analysis of methanogenesis activity showed that the biocover enhanced the rate of anaerobic digestion by 25% when compared with the control. The biocover-enhanced anaerobic digestion process was shown to represent an effective mechanism to counteract the accumulation of methanogenic substrates in the biocovered lagoon.  相似文献

Pollutant abatement systems are widely applied in the coal-fired power sector, and the energy consumption is considered an important part of the auxiliary power. An energy consumption analysis and assessment model of pollutant abatement systems in a power unit was developed based on the dynamic parameters and technology. The energy consumption of pollutant abatement systems in a 1000-MW coal-fired power unit that meets the ultra-low emission limits and the factors of operating parameters, including unit load and inlet concentration of pollutants, on the operating power were analyzed. The results show that the total power consumption of the pollutant abatement systems accounted for 1.27% of the gross power generation during the monitoring period. The wet flue gas desulfurization (WFGD) system consumed 67% of the rate, whereas the selective catalytic reduction (SCR) and electrostatic precipitator (ESP) systems consumed 8.9% and 24.1%, respectively. The power consumption rate of pollutant abatement systems decreased with the increase of unit load and increased with the increase of the inlet concentration of pollutants. The operation adjustment was also an effective method to increase the energy efficiency. For example, the operation adjustment of slurry circulation pumps could promote the energy-saving operation of the WFGD system.

Implications: The application of pollutant abatement technologies increases the internal energy consumption of the power plant, which will lead to an increase of power generation costs. The real-time energy consumption of the different pollutant abatement systems in a typical power unit is analyzed based on the dynamic operating data. Further, the influence of different operating parameters on the operating power of the system and the possible energy-saving potential are analyzed.  相似文献

In order to comply in 2010 with the emission ceilings proposed by European commission under the convention on transboundary air pollution, Greece has to develop and implement a cohesive strategy affecting all the sectors of the economy. The RAINS model was used for the evaluation of the environmental and economic impacts arising from the use of a number of control technologies under alternative energy scenarios. To this purpose a number of modifications regarding the input databases of RAINS were made. The analysis clearly reveals that the reduction of SO2 emissions can be achieved in a lower cost compared to the reduction of NOx emissions. Moreover, the complementarity of CO2 abatement policies and the SO2/NOx abatement policies is also accented.  相似文献

A comparative study of cadmium phytoextraction by accumulator and weed species   总被引:10,自引:0,他引:10  
Phytoextraction has shown great potential as an alternative technique for the remediation of metal contaminated soils. The objective of this study was to investigate cadmium (Cd) phytoextraction ability of high biomass producing weeds in comparison to indicator plant species. The pot study conducted with 10 to 200 mg Cd kg(-1) soil indicated that Ipomoea carnea was more effective in removing Cd from soil than Brassica juncea. Among the five species, B. juncea accumulated maximum Cd, but I. carnea followed by Dhatura innoxia and Phragmytes karka were the most suitable species for phytoextraction of cadmium from soil, if the whole plant or above ground biomass is harvested. In the relatively short time of this experiment, I. carnea produced more than 5 times more biomass in comparison to B. juncea. There were significant differences (p < 0.05) between the shoot length and shoot mass of control and treated plants.  相似文献

Real-time emission control is an air quality policy which is alternative to permanent emission reduction. In general terms, it consists of controlling emission only when a forthcoming episode is forecast. Thus, control costs are lower than costs due to permanent abatement. The natural application is a case characterized by a limited number of polluting sources. In more specific terms, a real-time emission control scheme consists of the following operations at the beginning of each time interval (hour, say).
  • 1.(i) Collect current concentration and meteorological measures by a monitoring network.
  • 2.(ii) Forecast future values of relevant local meteorological variables.
  • 3.(iii) On the basis of information about current concentration values, forecast meteorology and scheduled emissions predict future concentrations.
  • 4.(iv) If future concentrations exceed some reference level, reduce the scheduled emissions.
The paper describes a case study [application of scheme (i)–(iv)] to SO2 pollution from the industrial area in the Venetian lagoon region). The general characteristics are the following:The meteorological predictors [step (ii)] are simple stochastic methematical predictors.The concentration predictor [step (iii)] is based on a complex forecast algorithm (Kalman predictor). It is derived from the “stochastic version” of the numerical solution of the advection-diffusion partial differential equation.The control policy [step (iv)] is assumed to consist of mixing with cleaner fuel under the constraint of maintaining the production scheduled by each polluting plant. The results of the case study are supplied as cost-effectiveness curves (cost versus effectiveness of the control action).  相似文献
