Successful implementation of an international nutrient abatement agreement, such as the Baltic Sea Action Plan (BSAP), requires consistent understanding of the baseline nutrient loads, and a perception of acceptable costs and fairness in targeted reductions of these base line loads. This article presents a general framework for identifying the implications of divergence between different nutrient load quantification approaches, with regard to both cost and fairness criteria outcomes, for the international agreement to decrease nutrient loads into the Baltic Sea as presented in the BSAP. The results indicate that even relatively small divergence in the nutrient load quantification translates into relatively large differences in abatement cost for different Baltic Sea countries. A robust result, irrespective of differences in nutrient load assessments, is a conflict between abatement cost effectiveness and fairness, with relatively poor countries facing heavy abatement cost burdens for cost-effective international load abatement.  相似文献

This paper evaluates environmental bubble policy using abatement cost curves drawn for different abatement measures in Jamshedpur region. Surveys were conducted to estimate industrial emissions of suspended particulate matter (SPM) from different emitting sources in the region, and the characteristics of the existing and alternative abatement devices for each emitting source. The abatement cost functions were developed and used to rank the abatement devices. An environmental bubble with its limit equal to the existing SPM emissions from all selected companies was developed. The abatement costs for the bubble were estimated from abatement cost curves with alternative and best available technologies. The estimated abatement costs were found to be less than those of the existing measures. It was also found that M/s TISCO alone can account for SPM emissions reductions in the selected group with less cost.  相似文献

In recent years, there has been a downward trend in sulfur dioxide concentrations in downtown St. Louis. This paper examines the contribution to this trend from locational changes of polluting sources and from technological abatement. A simple diffusion model is used to relate annual average concentrations to annual emission data. The results suggest that, had there been no abatement activity, the changes in location of sources that occurred between 1963 and 1970 have more or less offset a 40% increase in annual emissions over that period. However, the abatement activity, essentially the consequence of air pollution regulations, may possibly be credited with a decline of 35% in the annual average concentration.  相似文献

Abatement of soil-lead hazards may also reduce human exposure to other soil toxins, thereby achieving significant collateral benefits that are not accounted for today. This proposition was tested with the specific case of soil-arsenic, where 1726 residential soil samples were collected and analyzed for lead and arsenic. The study found that these two toxins coexisted in most samples, but their concentrations were weakly correlated, reflecting the differing sources for each toxin. Collateral benefits of 9% would be achieved during abatement of the lead-contaminated soils having elevated arsenic concentrations. However, a hidden hazard of 16% was observed by overlooking elevated arsenic concentrations in soils having lead concentrations not requiring abatement. This study recommends that soil samples collected under HUD programs should be collected from areas of lead and arsenic deposition and tested for arsenic as well as lead, and that soil abatement decisions consider soil-arsenic as well as soil-lead guidelines.  相似文献

It is widely accepted that the ozone concentrations experienced during photochemical episodes over large areas of Europe may exceed levels at which adverse environmental effects could be expected. These peak ozone concentrations can be reduced by controlling atmospheric emissions of the hydrocarbon and nitrogen oxide precursors. For ozone control to be successful over the spatial scale of Europe, long term international cooperation is required in the formulation of emission abatement strategies. A significant barrier to rapid progress has been the complexity of the processes that describe ozone formation. Highly sophisticated computer models of chemistry and transport have, up to now, been the only means to study the impact of abatement strategies. An alternative approach has been adopted here involving the development of a simplified long range transport model for ozone based on the analysis of over 60 experimental runs of a photochemical trajectory model applied to a wide range of hydrocarbon-nitrogen oxide emission combinations. Using the ozone-precursor relationship obtained, it has been possible to examine various policy options in the European context. Although taken together, three illustrative emission control scenarios reduce NO(x) and hydrocarbon emissions substantially through controls on motor vehicle exhaust, large combustion plant and solvent usage, a significant potential for photochemical ozone formation and long range transport may still remain after their implementation. The extents of precursor emission abatement that will be required, if the potential for ozone formation is to be reduced below published air quality criteria guidelines or critical levels, have been determined for each European country. The implied reductions in NO(x) and hydrocarbons relative to current levels amount to between 50 and 90%.  相似文献

Air pollution has plagued the urban areas of our Nation for many years, both as a serious health hazard and as a costly economic burden. Users of the air as a waste disposal medium have treated it as a free resource with no regard for the damages incurred by receptors of the dirty air. Unfortunately, no self-regulating market forces exist that will bring this diseconomy into an acceptable equilibrium. An outside regulating force, which can affect abatement of air pollution, is needed to achieve control of air pollution to a level acceptable to a community. A prerequisite of any proposed regulatory action to be applied by an outside force, however, is the need to define an acceptable level of pollution. One means of accomplishing the task is to apply an economic evaluation, in the form of a cost-benefit analysis, to the problem. Previous analyses of the economic aspects of air pollution have stressed only one side of the problem. That is, they have dealt only with the cost of control or the damages caused by air pollution. No analysis has combined both aspects into a meaningful analysis of the overall economic impact. The objective of this paper is to present a technique that can be used to find the level of pollution abatement in an area that balances the cost of controlling pollution with the benefits received from its control. To present a clearer picture of this technique and its results, it has been applied to the Washington, D. C. area to find the optimum level of particulate abatement. This method is generally applicable to any area, in which an air pollution problem exists.  相似文献

This paper systematically reviews the literature on how to reduce nutrient emissions to the Baltic Sea cost-effectively and considerations for allocating these costs fairly among countries. The literature shows conclusively that the reduction targets of the Baltic Sea Action Plan (BSAP) could be achieved at considerably lower cost, if countries would cooperate to implement the least costly abatement plan. Focusing on phosphorus abatement could be prudent as the often recommended measures—wastewater treatment and wetlands—abate nitrogen too. An implication of our review is that the potential for restoring the Baltic Sea to good health is undermined by an abatement strategy that is more costly than necessary and likely to be perceived as unfair by several countries. Sulphur dioxide (SO2) abatement is attracting wide attention, with its generation increasing rapidly in China. In this paper, we calculate the SO2 rational abatement ratio (SRAR) of 30 regions in China from 1990 to 2005, by applying Data Envelopment Analysis (DEA) based on the regional own production frontier. Results show that, the more developed area is, the lower SRAR is. The eastern, central and western areas have the lowest, medium and highest 1990-2005 average SRAR (22.17%, 46.99% and 58.28%), respectively. Chinese government should emphasise particularly on SO2 abatement in central and western area. More investment in SO2 management, introducing advanced technology as well as popularising clean coal technology are the urgent tasks for central and western area to improve SO2 emission efficiency.  相似文献

For many coastal areas including the Baltic Sea, ambitious nutrient abatement goals have been set to curb eutrophication, but benefits of such measures were normally not studied in light of anticipated climate change. To project the likely responses of nutrient abatement on eelgrass (Zostera marina), we coupled a species distribution model with a biogeochemical model, obtaining future water turbidity, and a wave model for predicting the future hydrodynamics in the coastal area. Using this, eelgrass distribution was modeled for different combinations of nutrient scenarios and future wind fields. We are the first to demonstrate that while under a business as usual scenario overall eelgrass area will not recover, nutrient reductions that fulfill the Helsinki Commission’s Baltic Sea Action Plan (BSAP) are likely to lead to a substantial areal expansion of eelgrass coverage, primarily at the current distribution’s lower depth limits, thereby overcompensating losses in shallow areas caused by a stormier climate.  相似文献

The body of information presented in this paper is directed to individuals dealing with energy distribution and environmental issues. Production of natural gas demands energy for abatement of air pollutants. Perspective of energy requirements for natural gas production is presented by analysis of a survey of about 20% of the operating gas plants in Texas. The variation of fuel requirements for production is determined for inlet gas streams with increasing concentrations of toxic contaminants. Then the energy requirements of specific abatement devices is presented and the resultant cost of preparing natural gas for distribution is outlined. The average abatement energy requirement is 1.5% of the total energy requirement for gas processing or consumption of less than 0.1 % of the marketed production of natural gas.  相似文献

A historical record of monthly chemical makeups for a North American pulp mill has been analyzed by time series methods. The analysis yields estimates for the reduction in sulfur makeup resulting from each of three separate pollution abatement moves: black liquor oxidation, blow heat recovery, and cooking liquor sulfidity reduction. Further analysis yields estimates of sulfurous emissions and of the substantially lower emissions which could have been achieved if sulfidity management had been incorporated in the program.  相似文献

Pollutant abatement systems are widely applied in the coal-fired power sector, and the energy consumption is considered an important part of the auxiliary power. An energy consumption analysis and assessment model of pollutant abatement systems in a power unit was developed based on the dynamic parameters and technology. The energy consumption of pollutant abatement systems in a 1000-MW coal-fired power unit that meets the ultra-low emission limits and the factors of operating parameters, including unit load and inlet concentration of pollutants, on the operating power were analyzed. The results show that the total power consumption of the pollutant abatement systems accounted for 1.27% of the gross power generation during the monitoring period. The wet flue gas desulfurization (WFGD) system consumed 67% of the rate, whereas the selective catalytic reduction (SCR) and electrostatic precipitator (ESP) systems consumed 8.9% and 24.1%, respectively. The power consumption rate of pollutant abatement systems decreased with the increase of unit load and increased with the increase of the inlet concentration of pollutants. The operation adjustment was also an effective method to increase the energy efficiency. For example, the operation adjustment of slurry circulation pumps could promote the energy-saving operation of the WFGD system.

Implications: The application of pollutant abatement technologies increases the internal energy consumption of the power plant, which will lead to an increase of power generation costs. The real-time energy consumption of the different pollutant abatement systems in a typical power unit is analyzed based on the dynamic operating data. Further, the influence of different operating parameters on the operating power of the system and the possible energy-saving potential are analyzed.  相似文献

A cost estimating methodology has been applied to an emission point inventory to estimate the capital and operating costs of stack gas cleaning in the manufacturing sector of New York State. The study represents the first major attempt to estimate control costs on a source by source basis for a large region. The various control cost components are presented for each of the twenty manufacturing industry groups and the usefulness of the estimates for an abatement planning model is outlined.

In recent years a number of heroic efforts have been made to estimate the cost of air pollution abatement on a national or regional basis. Unfortunately, these studies have relied almost entirely upon emission factors, cost engineering functions, pilot plant operations, and average or ideal firms, because of the paucity of primary data.1-6

In the estimates of capital and operating costs presented below, an attempt has been made to improve on previous research by making extensive use of primary data. The data were taken from an emission inventory of over 20,000 sources of air contamination in New York State. A cost estimating methodology was applied to engineering parameters of existing control operations on a source by source basis. The results have been aggregated to the two-digit SIC level.  相似文献

作为一类重要的有机污染物,挥发性有机物的危害已引起了世界各国的广泛关注。以挥发性有机物代表物质苯为研究对象,考察了多种实验参数对苯降解特性的影响。在高频电源条件下,对于施加电压、电源频率及反应器参数(包括管径、有效长度、电极材料和电极直径)与苯去除率的关系进行了研究。结果表明,高施加电压、高电源频率有利于苯的降解。管径较小、有效长度较长、内电极直径较大、内电极材料为钨的反应器对于苯的去除效果明显。反应器参数与电源的匹配问题对于提高污染物去除率及节能降耗方面十分重要。  相似文献

Long after federal regulations banned the use of lead-based paints and leaded gasoline, residential lead remains a persistent challenge. Soil lead is a significant contributor to this hazard and an improved understanding of physicochemical properties is likely to be useful for in situ abatement techniques such as phytoremediation and chemical stabilization. A laboratory characterization of high-lead soils collected from across the United States shows that the lead contaminants were concentrating in the silt and clay fractions, in the form of discrete particles of lead, as observed by scanning electron microscopy coupled with energy dispersive X-ray analysis. Soil lead varied widely in its solubility behavior as assessed by sequential and chelate extractions. Because site-specific factors (e.g., soil pH, texture, etc.) are believed to govern the solubility of the lead, understanding the variability in these characteristics at each site is necessary to optimize in situ remediation or abatement of these soils.  相似文献

The purpose of this research was to determine the efficiency of a polymer biocover for the abatement of H2S and NH3 emissions from an east-central Missouri swine lagoon with a total surface area of 7800 m2. The flux rate of NH3, H2S, and CH4 was monitored continuously from two adjacent, circular (d = 66 m) control and treatment plots using a nonintrusive, micrometeorological method during three independent sampling periods that ranged between 52 and 149 hr. Abatement rates were observed to undergo a temporal acclimation event in which NH3 abatement efficiency improved from 17 to 54% (p = < 0.0001 to 0.0005) and H2S abatement efficiency improved from 23 to 58% (p < 0.0001) over a 3-month period. The increase in abatement efficiency for NH3 and H2S over the sampling period was correlated with the development of a stable anaerobic floc layer on the bottom surface of the biocover that reduced mass transfer of NH3 and H2S across the surface. Analysis of methanogenesis activity showed that the biocover enhanced the rate of anaerobic digestion by 25% when compared with the control. The biocover-enhanced anaerobic digestion process was shown to represent an effective mechanism to counteract the accumulation of methanogenic substrates in the biocovered lagoon.  相似文献

The direct federal role in air pollution control was expanded and intensified by the 89th Congress to include authority for: (1) abatement of international pollution; (2) promulgation and enforcement of regulations regarding emissions from new motor vehicles and engines; and (8) the conduct cf conferences and formulation of advisory recommendations concerning potential air pollution of substantial significance. Experiences under interstate abatement authorities of the Clean Air Act and plans for future activities under the new authorities are discussed.  相似文献

Polluted air streams can be purified using biological treatments such as biotrickling filtration, which is one of the most widely accepted techniques successfully tuned to treat a wide variety of exhausted gaseous streams coming from a series of industrial sectors such as food processing, flavor manufacturers, rendering, and composting. Since the degradation of a pollutant occurs at standard pressure and temperature, biotrickling filtration, whether compared with other more energy-demanding chemical-physical processes of abatement (such as scrubbing, catalytic oxidation, regenerative adsorption, incineration, advanced oxidation processes, etc.), represents a very high energy-efficient technology. Moreover, as an additional advantage, biodegradation offers the possibility of a complete mineralization of the polluting agents. In this work, biotrickling filtration has been considered in order to explore its efficiency with respect to the abatement of ammonia (which is a highly water-soluble compound). Moreover, a complete mathematical model has been developed in order to describe the dynamics of both absorption and biological activities which are the two dominant phenomena occurring into these systems. The results obtained in this work have shown that the absorption phenomenon is very important in order to define the global removal efficiency of ammonia from the gaseous stream (particularly, 44% of the ammonia is abated by water absorption). Moreover, it has been demonstrated (through the comparison between experimental results and theoretical simulations) that the action of bacteria, which enhance the rate of ammonia transfer to the liquid phase, can be modeled through a simple Michaelis-Menten relationship.

The ongoing program Clean Air for Europe (CAFE) is an initiative from the EU Commission to establish a coordinated effort to reach better air quality in the EU. The focus is on particulate matter as it has been shown to have large impact on human health. CAFE requested that WHO make a review of the latest findings on air pollutants and health to facilitate assessments of the different air pollutants and their health effects. The WHO review project on health aspects of air pollution in Europe confirmed that exposure to particulate matter (PM), despite the lower levels we face today, still poses a significant risk to human health. Using the recommended uniform risk coefficients for health impact assessment of PM, regardless of sources, premature mortality related to long-range transported anthropogenic particles has been estimated to be about 3500 deaths per year for the Swedish population, corresponding to a reduction in life expectancy of up to about seven months. The influence of local sources is more difficult to estimate due to large uncertainties when linking available risk coefficients to exposure data, but the estimates indicate about 1800 deaths brought forward each year with a life expectancy reduction of about 2-3 months. However, some sectors of the population are exposed to quite high locally induced concentrations and are likely to suffer excessive reductions in life expectancy. Since the literature increasingly supports assumptions that combustion related particles are associated with higher relative risks, further studies may shift the focus for abatement strategies. CAFE sets out to establish a general cost effective abatement strategy for atmospheric particles. Our results, based on studies of background exposure, show that long-range transported sulfate rich particles dominate the health effects of PM in Sweden. The same results would be found for the whole of Scandinavia and many countries influenced by transboundary air pollution. However, several health studies, including epidemiological studies with a finer spatial resolution, indicate that engine exhaust particles are more damaging to health than other particles. These contradictory findings must be understood and source specific risk estimates have to be established by expert bodies, otherwise it will not be possible to find the most cost effective abatement strategy for Europe. We are not happy with today's situation where every strategy to reduce PM concentrations is estimated to have the same impact per unit change in the mass concentration. Obviously there is a striking need to introduce more specific exposure variables and a higher geographical resolution in epidemiology as well as in health impact assessments.  相似文献
