EXPOLIS is a European multicenter (Athens, Basel, Grenoble, Helsinki, Milan, and Prague) air pollution exposure study. It is the first international, population-based, large-scale study, where personal exposures to PM2.5 aerosol particles (together with volatile organic compounds and carbon monoxide) are being monitored. EXPOLIS is performed in six different centers across Europe, the sampled aerosol concentrations vary greatly, and the microenvironmental samples are not collected with the same equipment as the personal samples. Therefore careful equipment selection, methods development and testing, and thorough quality assurance and quality control (QA & QC) procedures are essential for producing reliable and comparable PM2.5 data. This paper introduces the equipment, the laboratory test results, the pilot results, the standard operating procedures, and the QA & QC procedures of EXPOLIS. Test results show good comparability and repeatability between personal and microenvironmental monitors for PM2.5 at different concentration levels measured across Europe in EXPOLIS centers.  相似文献

A summary presentation is made of representative samples from a comprehensive experimental databank on car exhaust dispersion in urban street canyons. Physical modelling, under neutral stratification conditions, was used to provide visualisation, pollutant concentration and velocity measurements above and inside test canyons amidst surrounding urban roughness. The study extended to two different canyon aspects ratios, in combination with different roof configurations on the surrounding buildings. To serve as a reliable basis for validation and testing of urban pollution dispersion codes, special emphasis was placed in this work on data quality assurance.  相似文献

In 1995, the US. Environmental Protection Agency (EPA) initiated the Environmental Technology Verification (ETV) program for the purpose of generating both independent and credible performance verification of innovative technologies and helping to accelerate acceptance of these products into the marketplace to further benefit the environment and protect public health. The EPA has approved a testing protocol under this program to verify the performance of commercially available filtration products for pulse-jet baghouses in removingfine particulate matter (aerodynamic diameter<2.5 microm; PM2.5). This verification testing protocol was later used as a basis for the development of the American Society for Testing and Materials (ASTM) Method D6830-02 and the International Organization for Standardization (ISO) Method 11057. The South Coast Air Quality Management District (SCAQMD) in California and the EPA s Office of Air Quality Planning and Standards (OAQPS) highly encourage the use of ETV/ASTM-verified filtration media. This paper highlights the evolution of the standard test methods, the EPA's and SCAQMD's regulatory activities, the benefits of using verified filtration media, and the importance of including the filter performance testing in future consideration of baghouse permitting, baghouse operation and maintenance (O&M) plans, quality assurance/quality control (QA/QC), and bag monitoring plans.  相似文献

California Air Resources Board (CARB) staff developed a phased integrated approach to implement the Standing Air Monitoring Work Group’s (SAMWG) quality assurance requirements. This approach separates quality assurance requirements into a single project with a management plan and manager, and assigns each requirement to one of three key task areas—standardized methods and procedures measurement standards and tests, and audits. Tasks are assigned priorities and a detailed management plan is developed with SAMWG dates as milestones.

Benefits of the phased integrated approach are a streamlined, flexible quality assurance program; maximum utilization of personnel and resources; timely implementation of SAMWG requirements; a uniform quality assurance program applied to state, local, and private industry monitoring programs; and data with documented precision and accuracy. Additionally, peculiarities of procedures and analyzers that lead to data inaccuracies are quickly identified and corrected.  相似文献

环境监测实验室常使用不同方法进行重复检测作为检测结果质量保证的手段之一。据此对测定水中总铁的两种方法 -邻菲啰啉分光光度法和火焰原子吸收法在校准曲线和检出限、方法精密度和准确度等进行了全面比较,得出两者校准曲线相关性均较好,检出限均为0.03 mg/L,精密度RSD均小于5%,加标回收率均在90%~105%。两者的测定结果无显著性差异。  相似文献

在实施污染土壤修复的环境工程后,需要通过灵敏和有效的评定方法对污染土壤修复的效果进行评定。然而,单纯依靠化学方法进行污染土壤修复效果的评定,不能揭示土壤的整体质量特征,因此需要生态毒理方法作为相互补充的手段。本文概述了植物毒性评定法、陆生无脊椎动物评定法和土壤微生物评定法及其在污染土壤修复效果评定中的应用,并对污染土壤修复效果评定方法的发展前景进行展望。  相似文献

The U.S. Environmental Protection Agency has implemented a rigorous quality assurance (QA) program to ensure that the performance data generated during their Superfund Innovative Technology Evaluation (SITE) Demonstration projects are of known and adequate quality to support decisions to use such technologies for hazardous waste site characterizations or remediations. The International Atomic Energy Agency (IAEA) has been systematically supporting work on biomonitoring air pollution using plants since 1997. Such studies are presently being supported by the IAEA in 14 countries within a co-ordinated research project. The main emphasis of this project is on (1) identification of suitable biomonitors of atmospheric pollution for local and/or regional application, and (2) their validation for general environmental monitoring, whenever possible. Although the participants are using different plants as biomonitors in their research in geographically and climatically diverse parts of the world, they are harmonising sampling approaches and analytical procedures. In this paper, an overview of these activities is given, along with the details, where possible. In all of these activities, proficiency testing and analytical quality assurance are important issues, which merit special attention. Within the scope of an intercomparison exercise, two lichen materials were distributed among the participating laboratories and a proficiency test was organised. The results obtained proved satisfactory performance for most participating laboratories.  相似文献

This study presents the heavy metal results obtained during Finnish interlaboratory comparison (ILC) measurements made during 2019. The aim of this measurement campaign was to verify the skills of accredited emission measurement teams and also to evaluate the challenges that stack testing teams face in the future when emission levels decrease. ILCs have been organized in Finland since the 1970s. ILCs provide an important platform for stack testing teams so that they can verify their measurement skills and also for the dissemination of knowledge. The knowledge about the measurement standards and their requirements has improved among stack testing teams during past years in Finland. As emission levels get lower, they still need to pay more attention to some quality assurance procedures, e.g. to method and field blanks. Based on the observations of this ILC for heavy metals it can be noted that the challenges that stack testing teams face are related to the fact that no guidance is given in the standard reference methods EN 13211 and EN 14385 for example on the calculation of measurement uncertainties and how results below limit of quantification should be taken into account. These reference methods were suitable for their purpose at the time they were validated. However, emission levels are now more stringent and it is challenging to measure them with acceptable uncertainty criteria. As a consequence, there is a clear need for harmonized approaches in Europe for consistent implementation of standards and regulations. Key issues where guidance should be provided include realistic measurement uncertainties at low concentration levels, reporting low concentrations and guidance on how measurement uncertainties should be taken into account when the results are used for compliance assessment. The overall aim is to ensure that even with low emission levels, the emission measurement results would be transparent and robust throughout the EU.

Implications: Interlaboratory comparison measurements between stack testing teams are the most important tool to verify the quality of the measurements. Participation in an appropriate ILC is often mandatory to successfully achieve accreditation under ISO/IEC 17025. Such campaigns also provide an efficient platform for dissemination of knowledge. In addition, ILCs can be used to clarify the challenges that teams nowadays face when measuring low emission levels, thus creating important information for the revision work of standards.  相似文献

San Diego Gas &; Electric has developed a quality assurance program for continuous emission monitors (CEM). Extractive, rather than in situ, monitors were selected as a result of an in-house evaluation program. Two extractive systems have been certified and a good operating and maintenance record has been established on these systems. A successful program requires the involvement and support of all affected personnel. It is desirable to have one or two key personnel coordinate the development of the program. It is also highly desirable to have good in-house source testing capabilities.  相似文献

While quality control has been defined and implemented for ambient criteria pollutant monitoring, such as for SO2, O3 and total suspended particulates, most of the noncriteria air pollutants currently being measured have not been subject to similar levels of data assurance.. The New Jersey Project on Airborne Toxic Elements and Organic Substances (ATEOS) included the measurement of nearly 50 gaseous and particulate phase noncriteria pollutants, within the structure of a rigorous quality assurance/quality control (QA/QC) program. The following report details the QA/QC results for the particulate and vapor phase pollutants measured during the ATEOS project. Consideration is given to a number of basic differences between measuring inorganic and organic pollutants including method detection limits, number of valid samples, and precision and accuracy of the overall methods. Particular emphasis is placed on how the QA/QC data place limits on statistical analyses of noncriteria air pollutant data sets.  相似文献

The environmental specimen banking program (ESB) of the Federal Republic of Germany implies a collection of specimens from representative areas of Germany, stored under stable conditions for deferred analysis. It is an important part of the ecological assessment program. The ecological concept is presented as the frame of the entire ESB program. It is based on the selection of representative sampling areas and specimens. Standard operating procedures (SOP’s) for sampling and characterization of specimens, as well as sampling designs specific to the areas, are presented as further important parts of the quality assurance system in relation to the correct sampling of specimens.  相似文献

The central theme of this paper is that the assessment of environmental issues requires citizen participation for several reasons, including access to local knowledge, quality assurance and to reveal values and agendas. One methodology for involving the public is presented, based around the case of air pollution assessment in Sheffield. The study procedure of using citizen groups is described, and an analysis of the material from the groups is given. The final section argues that group discussions can be an appropriate methodology for involving the public in environmental assessment, and that the participants were able to comment on the validity and quality of such technical activities as continuous monitoring and computer modelling of air pollution in an urban environment.  相似文献

The paper reports a methodology adopted to face problems related to quality assurance in soil sampling. The SOILSAMP project, funded by the Environmental Protection Agency of Italy (APAT), is aimed at (i) establishing protocols for soil sampling in different environments; (ii) assessing uncertainties associated with different soil sampling methods in order to select the "fit-for-purpose" method; (iii) qualifying, in term of trace elements spatial variability, a reference site for national and international inter-comparison exercises. The recognition of potential long-term effects of substances, has led to the development of regulations and legislation which emphasis the need for assessing the risks posed by both new and existing substances for man and the environment. The evaluation of fate and exposure models is put into perspective in relation to the developments over the last five years in the framework of the EU regulations and national legislation within the European Community. A quality assurance program was incorporated into the National Crop Loss Assessment Network (NCLAN) program, designed to assess the economic impacts of gaseous air pollutants on major agricultural crops in the United States. To satisfy US EPA requirements that all environmental data collected be of known and documented quality, adequate for the intended use, the quality assurance program developed standardized research and monitoring protocols among sites, and included a range of audit and review procedures. The goal of the quality assurance program was to quantitatively describe the overall quality of data collected in terms of precision, accuracy, completeness, representativeness, and comparability. From this program, it can be concluded that (1) project data quality objectives were valuable for determining the acceptability of data from diverse sites, (2) standardized protocols ensured data comparability among research sites, (3) independent on-site audits served to evaluate protocol adherence, and (4) precision and accuracy measurements provided a way to assess data quality, determine data acceptability, and indicate the need for instrument adjustment or repair.  相似文献

Five rapid direct toxicity assessment methods were used in three European partner countries to determine the toxicity of single toxicants, mixed toxicants and real industrial wastes. The final aim was to protect microbial degradation of organic wastes in biological treatment processes and hence enhance the quality of treated effluents to be discharged to the environment. Nitrification inhibition, Respirometry, Adenosine triphosphate luminescence and Enzyme inhibition were tested utilising activated sludge as the testing matrix. The Vibrio fischeri toxicity test was used as a surrogate to compare the various microbial bioassays. The IC50 (toxicant concentration eliciting a 50% inhibitory effect) was determined for a number of pollutants including single toxicants Cd, Cr, Cu, Zn, 3,5-dichlorophenol, toluene and linear alkylbenzenesulphonate (LAS); a standard mixture of metals and LAS; a standard mixture of organics and LAS, and 16 industrial effluents. The V. fischeri bioassay was also chosen in order to assess quality control of toxicant preparation during testing in the different laboratories of the partner countries. Comparisons of sensitivity, cost of implementation, cost per test, relevance, and ease of use were made. The most sensitive bioassays were V. fischeri and Nitrification inhibition, however, this depended in the main on the pollutant and mixtures tested. It is recommended that during assessment of wastewater toxicity a suite of tests be used rather than reliance on one particular test.  相似文献

A prototype instrument, designed for continuous monitoring of hazardous air pollutant metal emissions in the stack gases of waste incinerators and industrial furnaces, has undergone a performance evaluation that included a relative accuracy test audit. The test results confirmed the instrument's ability to accurately measure stack gas metal concentrations and thus validate the applicability of the candidate technique for compliance assurance monitoring for the specific source involved. The analytical accuracy of this system, documented during the recent test exercise, represents a significant improvement in performance relative to that previously achieved, and can be attributed with certainty to the recent implementation of a shrouded nozzle sampling system. By reducing deposition losses of particulate matter in the extracted stack gas stream to acceptable levels, presentation of a more representative sample stream to the elemental analyzer has been accomplished. The present paper discusses the design and operation of the multimetals continuous emissions monitor (MMCEM), the shrouded nozzle sampling system, and the results of recent performance testing.  相似文献

The capping of stationary source emissions of NOx in 22 states and the District of Columbia is federally mandated by the NOx SIP Call legislation with the intended purpose of reducing downwind O3 concentrations. Monitors for NO, NO2, and the reactive oxides of nitrogen into which these two compounds are converted will record data to evaluate air quality model (AQM) predictions. Guidelines for testing these models indicate the need for semicontinuous measurements as close to real time as possible but no less frequently than once per hour. The measurement uncertainty required for AQM testing must be less than +/-20% (+/-10% for NO2) at mixing ratios of 1 ppbv and higher for NO, individual NOz component compounds, and NOy. This article is a review and discussion of different monitoring methods, some currently used in research and others used for routine monitoring. The performance of these methods is compared with the monitoring guidelines. Recommendations for advancing speciated and total NOy monitoring technology and a listing of demonstrated monitoring approaches are also presented.  相似文献
