Air toxics emission inventories play an important role in air quality regulatory activities. Recently, Minnesota Pollution Control Agency (MPCA) staff compiled a comprehensive air toxics emission inventory for 1996. While acquiring data on the mass of emissions is a necessary first step, equally important is developing information on the potential toxicity of the emitted pollutants. To account for the toxicity of the pollutants in the emission inventory, inhalation health benchmarks for acute effects, chronic effects, and cancer were used to weight the mass of emissions. The 1996 Minnesota emissions inventory results were ranked by mass of emissions and by an index comprised of emissions divided by health benchmarks. The results show that six of eight pollutants ranked highest by toxicity were also the pollutants of concern indicated in environmental monitoring data and modeling data. Monitoring data and modeling results did not show high impacts of the other two pollutants that were identified by the toxicity-based emission ranking method. The biggest limitation in this method is the lack of health benchmark values for many pollutants. Despite uncertainties and limited information, this analysis provides useful information for further targeting pollutants and source categories for control.  相似文献

The impact of gaseous exhaust emissions is determined for the following categories of mobile sources which are currently not covered by national emission regulations: 1) farm equipment, 2) merchant vessels, 3) locomotives, 4) lawn and garden implements, 5) snowmobiles, 6) outboard motors, 7) transport refrigeration units, and 8) helicopters. Mass emission rates of each category are tabulated and compared to other emissions from both mobile and stationary sources in selected Air Quality Control Regions. Also, projections are made as to the expected increase of emissions from each source category through 1990. The results show that in the near future some categories of mobile sources will be contributing substantial amounts of pollutants, on a mass basis, in regions with critical air pollution problems. As stricter emission standards on regulated sources continue to be implemented, the relative significance of these unregulated sources will increase. The major conclusion is that broad generalizations as to the amounts of air pollution contributed by these unregulated mobile sources nationwide may be grossly misleading. The only effective way to assess their impact is on a region-by-region basis. On December 20, 1989, the Environmental Protection Agency (EPA) proposed revised new source performance standards for new municipal waste combustion (MWC) units and guidelines for existing sources. The proposed national regulations require tighter particulate matter control and address pre-combustion, combustion, and post-combustion controls, the latter two depending on capacity and age of the facility.

The air pollutants of concern when municipal solid waste (MSW) is burned will be discussed. Generally, particulate control is an inherent part of the systems used to limit the emissions of these air pollutants. The relationships between MWC air emissions (acid gases, trace organics, and trace heavy metals) control and particulate control will be discussed. Test results to quantify air pollutant emissions from MWC units and their control will be presented and compared with the proposed regulations.  相似文献

During the rapid economic development in China, ambient air pollutants in major cities, including PM10 (particulate matter with aerodynamic diameter < or =10 microm) and SO2 have been reduced due to various measures taken to reduce or control sources of emissions, whereas NO2 is stable or slightly increased. However, air pollution levels in China are still at the higher end of the world level. Less information is available regarding changes in national levels of other pollutants such as PM2.5 and ozone. The Chinese Ministry of Environmental Protection (MOEP) set an index for "controlling/reducing total SO2 emissions" to evaluate the efficacy of air pollution control strategy in the country. Total SO2 emissions declined for the first time in 2007. Chinese epidemiologic studies evidenced adverse health effects of ambient air pollution similar to those reported from developed countries, though risk estimates on mortality/morbidity per unit increase of air pollutant are somewhat smaller than those reported in developed countries. Disease burden on health attributable to air pollution is relatively greater in China because of higher pollution levels. Improving ambient air quality has substantial and measurable public health benefits in China. It is recommended that the current Chinese air quality standards be updated/revised and the target for "controlling/reducing total SO2 emissions" be maintained and another target for "reducing total NO2 emissions" be added in view of rapid increase in motor vehicles. Continuous and persistent efforts should be taken to improve ambient air quality.  相似文献

Oxyfuel combustion is a promising technology that may greatly facilitate carbon capture and sequestration by increasing the relative CO2 content of the combustion emission stream. However, the potential effect of enhanced oxygen combustion conditions on emissions of criteria and hazardous air pollutants (e.g., acid gases, particulates, metals and organics) is not well studied. It is possible that combustion under oxyfuel conditions could produce emissions posing different risks than those currently being managed by the power industry (e.g., by changing the valence state of metals). The data available for addressing these concerns are quite limited and are typically derived from laboratory-scale or pilot-scale tests. A review of the available data does suggest that oxyfuel combustion may decrease the air emissions of some pollutants (e.g., SO2, NOx, particulates) whereas data for other pollutants are too limited to draw any conclusions. The oxy-combustion systems that have been proposed to date do not have a conventional “stack” and combustion flue gas is treated in such a way that solid or liquid waste streams are the major outputs. Use of this technology will therefore shift emissions from air to solid or liquid waste streams, but the risk management implications of this potential change have yet to be assessed. Truly useful studies of the potential effects of oxyfuel combustion on power plant emissions will require construction of integrated systems containing a combustion system coupled to a CO2 processing unit. Sampling and analysis to assess potential emission effects should be an essential part of integrated system tests.

Map Ta Phut industrial area (MA) is the largest industrial complex in Thailand. There has been concern about many air pollutants over this area. Air quality management for the area is known to be difficult, due to lack of understanding of how emissions from different sources or sectors (e.g., industrial, power plant, transportation, and residential) contribute to air quality degradation in the area. In this study, a dispersion study of NO2 and SO2 was conducted using the AERMOD model. The area-specific emission inventories of NOx and SO2 were prepared, including both stack and nonstack sources, and divided into 11 emission groups. Annual simulations were performed for the year 2006. Modeled concentrations were evaluated with observations. Underestimation of both pollutants was Jbund, and stack emission estimates were scaled to improve the modeled results before quantifying relative roles of individual emission groups to ambient concentration overfour selected impacted areas (two are residential and the others are highly industrialized). Two concentration measures (i.e., annual average area-wide concentration or AC, and area-wide robust highest concentration or AR) were used to aggregately represent mean and high-end concentrations Jbfor each individual area, respectively. For AC-NO2, on-road mobile emissions were found to be the largest contributor in the two residential areas (36-38% of total AC-NO2), while petrochemical-industry emissions play the most important role in the two industrialized areas (34-51%). For AR-NO2, biomass burning has the most influence in all impacted areas (>90%) exceptJor one residential area where on-road mobile is the largest (75%). For AC-SO2, the petrochemical industry contributes most in all impacted areas (38-56%). For AR-SO2, the results vary. Since the petrochemical industry was often identified as the major contributor despite not being the largest emitter, air quality workers should pay special attention to this emission group when managing air quality for the MA.  相似文献

The chemical composition and transfer routes of the Arctic aerosol during summer have been studied at Ny-Alesund, Bjørnøya, Hopen and Jan Mayen in the period August/September 1983. Samples were also collected on mainland Norway to assess the origin of aerosols transported to the Norwegian Arctic. The concentrations of Si, Al, S, Cl, K, Ca, Ti, V, Cr, Mn, Fe, Ni, Pb, Zn and Cu were measured in samples from a six-stage cascade impactor of Battelle design by particle-induced X-ray emissions (PIXE). The concentrations of Cd, Ni, Pb and Zn were also measured in samples from high-volume samplers by atomic absorption spectrophotometry (AAS).Three interesting periods were identified from the element concentrations. At the beginning of the measurement campaign, the air pollutants measured at Ny-Alesund and Hopen most likely originated in northern America and Greenland. A few days later, very high concentrations of Cd and Zn at Ny-Alesund seemed to be due to air mass transfer from the Soviet Union. During the last episode, observed at Ny-Alesund and Hopen in September, elevated concentrations of several anthropogenic pollutants appeared to be due to emissions in Europe.The results show that anthropogenic emissions from sources in western Europe, Eurasia and northern America may pollute the Arctic air not only in winter but in summer as well. Present levels of air pollutants in the Norwegian Arctic in summer are within the range of levels observed in other remote regions, but are one order of magnitude higher than in Antarctica.  相似文献

In this study, background concentration sites of Deokjeok and Gosan, which were deemed suitable for monitoring the impact of long-range transported air pollutants, were selected. An investigation of the source types of pollutants, their locations, and relative quantitative contributions to the particulate concentrations at both sites using appropriate methodologies to make initial estimations was conducted. Episodic measurements of PM2.5, PM10, and size distribution, along with its ion and carbon components were performed from 2005 to 2007, and a comprehensive analysis of the results was conducted utilizing back trajectory analysis. As for frequency of wind direction, it was quite apparent that the two sites are heavily influenced by air masses originating from the eastern and northern regions of China. For PM2.5 and PM10, the mass concentrations from north and east China were higher than other cases, originating from the ocean. In the northerly-wind case, meteorological properties for Deokjeok and Gosan and the influence of carbon emissions from northwest Korea resulted in a changing of air mass properties during transport. As was the case with mass concentration, the highest contribution for ionic and carbon components of PM2.5 and PM10 for both sites appeared for the westerly wind case. A specially high relative contribution, greater than 1.4 times, was apparent in the secondary aerosol case because of a large influence of long-range transported pollutants from east China. Carbon components exhibited different behaviors for the northerly and westerly wind cases compared with secondary aerosol. The major reason for this discrepancy appears to be the carbon emissions from northwest Korea.  相似文献

Under the Clean Air Act Amendments, the United States Environmental Protection Agency is required to regulate emissions of 188 hazardous air pollutants. The EPA, Office of Air Quality Planning and Standards is currently conducting a National-scale Air Toxics Assessment with a goal to identify air toxics which are of greatest concern, in terms of contribution to population inhalation risk. The results will be used to set priorities for the collection of additional air toxics emissions and monitoring data. Expanded ambient air toxics monitoring will take the form of a national air toxics monitoring network. With all monitoring data, however, comes uncertainty in the form of environmental variability (spatial and temporal) and monitoring error (sample collection and laboratory analysis). With this in mind, existing data from the Urban Air Toxics Monitoring Program (UATMP) were analyzed to obtain a general understanding of these sources of variability and then provide recommendations for managing the data uncertainties of a national network. The results indicate that environmental variability, in particular temporal, comprises most of the overall variability observed in the UATMP data. However, at lower ambient levels (on the order of 0.1–0.5 ppbv or lower) environmental variability tends to dissipate and monitoring error takes over, most notably analytical error. Overall, the results suggest that common techniques in ambient air toxics monitoring for carbonyls and volatile organic compounds may satisfy many of the primary objectives of a national air toxics monitoring network.  相似文献

The emissions of exhaust gases (NO x , SO2, VOCs, and CO2) and particles (e.g., PM) from ships traversing Busan Port in Korea were estimated over three different years (the years 2006, 2008, and 2009). This analysis was performed according to the ship operational modes (“at sea,” “maneuvering,” and “in port”) and ship types based on an activity-based method. The ship emissions for current (base year 2009) and future scenarios (years 2020 and 2050) were also compared. The annual emissions of SO2, VOCs, PM, and CO2 were highest (9.6?×?103, 374, 1.2?×?103, and 5.6?×?105 ton year?1, respectively) in 2008. In contrast, the annual NO x emissions were highest (11.7?×?103 ton year?1) in 2006 due mainly to the high NO x emission factor. The emissions of air pollutants for each ship operational mode differed considerably, with the largest emission observed in “in port” mode. In addition, the largest fraction (approximately 45–67 %) of the emissions of all air pollutants during the study period was emitted from container ships. The future ship emissions of most pollutants (except for SO2 and PM) in 2020 and 2050 are estimated to be 1.4–1.8 and 4.7–6.1 times higher than those in 2009 (base year), respectively.  相似文献

ABSTRACT

Mobile sources are among the largest contributors of four hazardous air pollutants—benzene, 1,3-butadiene, acetal-dehyde, and formaldehyde—in urban areas. At the same time, federal and state governments are promoting the use of alternative fuel vehicles as a means to curb local air pollution. As yet, the impact of this movement toward alternative fuels with respect to toxic emissions has not been well studied. The purpose of this paper is to compare toxic emissions from vehicles operating on a variety of fuels, including reformulated gasoline (RFG), natural gas, ethanol, methanol, liquid petroleum gas (LPG), and electricity. This study uses a version of Argonne National Laboratory's Greenhouse Gas, Regulated Emissions, and Energy Use in Transportation (GREET) model, appropriately modified to estimate toxic emissions. The GREET model conducts a total fuel-cycle analysis that calculates emissions from both downstream (e.g., operation of the vehicle) and upstream (e.g., fuel production and distribution) stages of the fuel cycle. We find that almost all of the fuels studied reduce 1,3-buta-diene emissions compared with conventional gasoline (CG). However, the use of ethanol in E85 (fuel made with 85% ethanol) or RFG leads to increased acetaldehyde emissions, and the use of methanol, ethanol, and compressed natural gas (CNG) may result in increased formaldehyde emissions. When the modeling results for the four air toxics are considered together with their cancer risk factors, all the fuels and vehicle technologies show air toxic emission reduction benefits.  相似文献

Measurements of urban air quality at monitoring stations in developed countries have frequently involved the criteria gaseous pollutants, particulates, hazardous air pollutants, perceived air quality and relevant meteorological conditions. Large numbers of indicators have therefore been established to quantify emissions, concentrations and environmental and human health impacts of each of these groups of substances. To simplify the data for management, several indicators have been grouped together to form urban air quality indices but the weightings of individual variables is contentious. In industrialising and developing countries, data may be limited and traditional air pollutant indicators cannot often be constructed. The emphasis therefore has to be placed on the development of policy-relevant indicators, such as Response Indicators that reflect different policy principles for regulating air pollutant emissions. Indices that quantify the air quality management capabilities and capacities at the city level provide further useful decision-relevant tools. Four sets of indices, namely, 1. air quality measurement capacity, 2. data assessment and availability, 3. emissions estimates, and 4. management enabling capabilities, and a composite index to evaluate air quality management capability, were constructed and applied to 80 cities. The indices revealed that management capability varied widely between the cities. In some of the cities, existing national knowledge on urban air quality could have been more effectively used for management. It was concluded that for effective urban air quality management, a greater emphasis should be given, not just to monitoring and data capture programmes, but to the development of indicators and indices that empower decision-makers to initiate management response strategies. Over-reliance on restricted, predetermined sets of traditional air quality indicators should be avoided.  相似文献

- DOI: http://dx.doi.org/10.1065/espr2006.04.299 Goal, Scope and Background This paper describes a statistical modelling approach, suggested as a policy tool in the Athens area for the assessment of the emissions reduction level required to meet the air quality standards for two criteria air pollutants, namely CO and NO2. Methods. More than ten years of hourly CO and NOx-NO2 concentration data measured by the monitoring network of the Hellenic Ministry for the Environment, Physical Planning and Public Works were analyzed and the original dataset has been reduced using a data evaluation procedure. Results and Discussion Seasonal pollutant concentration trends suggested that the reduction of CO and NOx concentrations observed in the beginning of the '90s is almost entirely attributed to the increase of the catalyst-equipped cars during this period. The numerical parameters of an empirical model relating EU standard exceedances with mean annual concentrations were defined and the model was validated using datasets from years that were not used for the estimation of these parameters. This model was used in conjunction with a roll-back equation as a policy tool for the assessment of the effect of different CO and NOx emissions reduction scenarios on air quality standard compliance for CO and NO2. Results predicted with this empirical modelling approach were assessed with monitored data averaged over a 3-year period, giving satisfactory results. Conclusion A methodology suggested for assessing the effects of different emissions reduction scenarios on air quality standard attainment was successfully applied for CO and NO2 in the Athens area. Recommendation and Perspective The proposed methodology can provide a useful tool for the evaluation of policies already in progress as well as the development of future policies for emissions reduction in urban areas with similar characteristics, aiming at air quality standard compliance on a timely manner. Such a methodology could be applied in other urban areas of Greece characterized by dense traffic, therefore assisting the development of national policies in relation to air pollutants for which standard exceedances occur.  相似文献

The regulatory agencies and the industries have the responsibility for assessing the environmental impact from the release of air pollutants, and for protecting environment and public health. The simple exemption formula is often used as a criterion for the purpose of screening air pollutants. That is, the exemption formula is used for air quality review and to determine whether a facility applying for and described in a new, modified, or revised air quality plan is exempted from further air quality review. The Bureau of Ocean Energy Management’s (BOEM) air quality regulations are used to regulate air emissions and air pollutants released from the oil and gas facilities in the Gulf of Mexico. If a facility is not exempt after completing the air quality review, a refined air quality modeling will be required to regulate the air pollutants. However, at present, the scientific basis for BOEM’s exemption formula is not available to the author. Therefore, the purpose of this paper is to provide the theoretical framework and justification for the use of BOEM’s exemption formula. In this paper, several exemption formulas have been derived from the Gaussian and non-Gaussian dispersion models; the Gaussian dispersion model is a special case of non-Gaussian dispersion model. The dispersion parameters obtained from the tracer experiments in the Gulf of Mexico are used in the dispersion models. In this paper, the dispersion parameters used in the dispersion models are also derived from the Monin-Obukhov similarity theory. In particular, it has been shown that the total amount of emissions from the facility for each air pollutant calculated using BOEM’s exemption formula is conservative.

Implications:?The operation of offshore oil and gas facilities under BOEM’s jurisdiction is required to comply with the BOEM’s regulations. BOEM’s air quality regulations are used to regulate air emissions and air pollutants released from the oil and gas facilities in the Gulf of Mexico. The exemption formulas have been used by BOEM and other regulatory agencies as a screening tool to regulate air emissions emitted from the oil and gas and other industries. Because of the BOEM’s regulatory responsibility, it is important to establish the scientific basis and provide the justification for the exemption formulas. The methodology developed here could also be adopted and used by other regulatory agencies.  相似文献

As the motor vehicle population in China continues to increase at an annual rate of approximately 15%, air pollution related to vehicular emissions has become the focus of attention, especially in large cities. There is an urgent need to identify the severity of this pollution in China. Based on an investigation into vehicle service characteristics, this study used a series of driving cycle tests of in-use Chinese motor vehicles for their emission factors in laboratories, which indicated that CO and HC emission factors are 5-10 times higher, and NOx 2-5 times higher, than levels in developed countries. The MOBILE5 model was adapted to the Chinese situation and used to calculate the emission of pollutants from motor vehicles. Results show that vehicle emission is concentrated in major cities, such as Beijing, Guangzhou, Shanghai, and Tianjin. Motor vehicle emissions contribute a significant proportion of pollutants in those cities, with contribution rates of CO and NOx greater than 80% and 40%, respectively, in Beijing and Guangzhou. Urban air quality is far worse than the national ambient air quality standard. In conclusion, although China has a relatively small number of motor vehicles, most of them are concentrated within metropolitan areas, and their emissions are closely related to urban air pollution problems in large cities.  相似文献

Urban-scale air pollutants for sulfur dioxide, nitrogen dioxide, particulate matter with aerodynamic diameter > or = 10 microm, and ozone (O3) were simulated over the Seoul metropolitan area, Korea, during the period of July 2-11, 2002, and their predicting capabilities were discussed. The Air Pollution Model (TAPM) and the highly disaggregated anthropogenic and the biogenic gridded emissions (1 km x 1 km) recently prepared by the Korean Ministry of Environment were applied. Wind fields with observational nudging in the prognostic meteorological model TAPM are optionally adopted to comparatively examine the meteorological impact on the prediction capabilities of urban-scale air pollutants. The result shows that the simulated concentrations of secondary air pollutant largely agree with observed levels with an index of agreement (IOA) of >0.6, whereas IOAs of approximately 0.4 are found for most primary pollutants in the major cities, reflecting the quality of emission data in the urban area. The observationally nudged wind fields with higher IOAs have little effect on the prediction for both primary and secondary air pollutants, implying that the detailed wind field does not consistently improve the urban air pollution model performance if emissions are not well specified. However, the robust highest concentrations are better described toward observations by imposing observational nudging, suggesting the importance of wind fields for the predictions of extreme concentrations such as robust highest concentrations, maximum levels, and >90th percentiles of concentrations for both primary and secondary urban-scale air pollutants.  相似文献

There are 188 air toxics listed as hazardous air pollutants (HAPs) in the Clean Air Act (CAA), based on their potential to adversely impact public health. This paper presents several analyses performed to screen potential candidates for addition to the HAPs list. We analyzed 1086 HAPs and potential HAPs, including chemicals regulated by the state of California or with emissions reported to the Toxics Release Inventory (TRI). HAPs and potential HAPs were ranked by their emissions to air, and by toxicity-weighted (tox-wtd) emissions for cancer and noncancer, using emissions information from the TRI and toxicity information from state and federal agencies. Separate consideration was given for persistent, bioaccumulative toxins (PBTs), reproductive or developmental toxins, and chemicals under evaluation for regulation as toxic air contaminants in California. Forty-four pollutants were identified as candidate HAPs based on three ranking analyses and whether they were a PBT or a reproductive or developmental toxin. Of these, nine qualified in two or three different rankings (ammonia [NH3], copper [Cu], Cu compounds, nitric acid [HNO3], N-methyl-2-pyrrolidone, sulfuric acid [H2SO4], vanadium [V] compounds, zinc [Zn], and Zn compounds). This analysis suggests further evaluation of several pollutants for possible addition to the CAA list of HAPs.  相似文献

According to the literature, it is estimated that outdoor air pollution is responsible for the premature death in a range from 3.7 to 8.9 million persons on an annual basis across the world. Although there is uncertainty on this figure, outdoor air pollution represents one of the greatest global risks to human health. In North America, the rapid evolution of technologies (e.g., nanotechnology, unconventional oil and gas rapid development, higher demand for fertilizers in agriculture) and growing demand for ground, marine and air transportation may result in significant increases of emissions of pollutants that have not been carefully studied so far. As a result, these atmospheric pollutants insufficiently addressed by science in Canada and elsewhere are becoming a growing issue with likely human and environmental impacts in the near future. Here, an emerging pollutant is defined as one that meets the following criteria: 1) potential or demonstrated risk for humans or the environment, 2) absence of Canada-wide national standard, 3) insufficient routine monitoring, 4) yearly emissions greater than one ton in Canada, 5) insufficient data concerning significant sources, fate, and detection limit, and 6) insufficiently addressed by epidemiological studies. A new methodology to rank emerging pollutants is proposed here based on weighting multiple criteria. Some selected emerging issues are also discussed here and include the growing concern of ultrafine or nanoparticles, growing ammonia emissions (due to rapid expansion of the agriculture), increased methane/ethane/propane emissions (due to the expanding hydraulic fracturing in the oil and gas sector) and the growing transportation sector. Finally, the interaction between biological and anthropogenic pollution has been found to be a double threat for public health. Here, a multidisciplinary and critical overview of selected emerging pollutants and related critical issues is presented with a focus in Canada.

Implications: This overview paper provides a selection methodology for emerging pollutants in the atmospheric environment. It also provides a critical discussion of some related issues. The ultimate objective is to inform about the need to 1) address emerging issues through adequate surface monitoring and modeling in order to inform the development of regulations, 2) reduce uncertainties by geographically mapping emerging pollutants (e.g., through data fusion, data assimilation of observations into air quality models) which can improve the scientific support of epidemiological studies and policies. This review also highlights some of the difficulties with the management of these emerging pollutants, and the need for an integrated approach.  相似文献
