Six properties appear desirable for any set of ozone attainment criteria: (1) sufficient stringency to protect public health, (2) simplicity and understandability, (3) sensitivity to real changes in air quality, (4) stability against meteorological fluctuations, (5) use of as much data as possible, and (6) equivalence between the stringency the criteria appear to mandate, and what they actually mandate. We consider how the federal attainment criteria might be improved with respect to Properties 4 through 6 while being equally strong on 1 through 3. Whether the federal standard meets Property 1 has been the subject of debate, but our analysis would apply also to a modified standard. We show that there are subtleties in how improvements might be made. In particular, basing the attainment status on a statistic with low variance may not lead to a more stable criterion, and although it is easy to find a criterion that makes it hard for a district with bad air to reach attainment, or a district with good air to get out of attainment, it is hard to find a criterion that does both. This suggests using different criteria for districts that are out of attainment from districts that are in attainment. Initially the burden of proof would be on the district to prove that its air is of attainment quality. However, once the district has achieved attainment the burden of proof would shift; the district would remain in attainment unless there was strong evidence to the contrary. An evaluation of a set of criteria based on this idea showed improvements over the federal criteria with respect to the last three desirable properties-stability, use of data, and equivalent stringency-with some sacrifice in simplicity and sensitivity. 相似文献

In consideration of the ubiquitous presence of pesticides in the environment, research should be done for each new compound aimed at evaluation of the hazard resulting from its application. Environmental investigations conducted in Poland encompass research on: (a) abiotic transformations (hydrolysis, photodegradation), (b) metabolism in plants and animals, as well as the fate in aquatic and soil environments; (c) influence on biota (including microflora, honey-bee and other beneficial arthropoda, aquatic organisms, birds); (d) side effects (bioaccumulation, resistance, subsequent action of sublethal amounts on populations); (e) mechanisms of action; (f) biological survey of sewage. The data obtained make possible an evaluation of risk connected with application of the investigated compound. 相似文献

以《土壤环境质量标准》(GB 15618—1995)二级标准作为评价标准,采用以改进层次分析法确定权重的加权平均法对南京市郊典型蔬菜地的土壤重金属污染状况进行了评价。结果表明,研究区土壤中Cu、Pb、Cr的单因子污染指数平均值均小于1,含量超标率均不超过10.32%,而Cd的单因子污染指数平均值达2.15,含量超标率为84.13%,急需对该区土壤和受体做进一步的Cd污染深入调查或风险评估;研究区土壤重金属综合污染指数平均值为1.28,属玷污水平;利用ArcGIS 8.3软件进行土壤重金属污染的空间分布特征分析结果表明,研究区各元素的污染程度为Cd>Pb>Cu>Cr,各元素的污染格局较为相似,城市化活动对土壤污染贡献较大;研究区有81.16%的土壤重金属污染级别为玷污,3.78%处于本底级,15.06%处于安全级。 相似文献

Recent advances in the development of receptor-oriented source apportionment techniques (models) have provided a new approach to evaluating the performance of particulate dispersion models. Rather than limiting performance evaluations to comparisons of particulate mass, receptor model estimates of source impacts can be used to open new opportunities for in-depth analysis of dispersion model performance. Recent experiences in the joint application of receptor and dispersion models have proven valuable in developing increased confidence in source impact projections used for control strategy development. Airshed studies that have followed this approach have identified major errors in emission inventory data bases and provided technical support for modeling assumptions. This paper focuses on the joint application of dispersion and receptor models to particulate source impact analysis and dispersion model performance and evaluation. The limitations and advantages of each form of modeling are reviewed and case studies are examined. The paper is offered to provide several new perspectives into the model evaluation process in the hope that they may prove useful to those that manage our nation’s air resources. 相似文献

A novel metric space for the clustering of back trajectories to be used in fine particle aerosol data analysis was proposed and evaluated. The metric is based on spatial and non-spatial variables incorporating great-circle distance, altitude and radon-222.Its performance was examined using the intra-cluster variation of measured and fingerprint apportioned aerosol mass as the quantitative criterion. The new metric was demonstrated to perform better than those based on great-circle distance, or a great-circle distance and altitude alone. The same criterion was applied to investigate the clustering performance as a function of the length of its back trajectories. The optimum back trajectory length was found to be dependent on the pollution source being considered.Performance tests, as well as the application of the new metric space to re-analysis of previously published results, were based on a three year long dataset comprising co-located aerosol fine particles (PM2.5) collection and hourly measurements of radon-222 concentration.The new metric space can easily be redefined to include other trace species. 相似文献

The electrocoagulation (EC) process is an electrochemical means of introducing coagulants and removing suspended solids, colloidal material, and metals, as well as other dissolved solids from water and wastewaters. The EC process has been successfully employed in removing pollutants, pesticides, and radionuclides. This process also removes harmful microorganisms. More often during EC operation, direct current is applied and electrode plates are sacrificed (dissolved into solution). The dissolution causes an increased metal concentration in the solution that finally precipitates as oxide precipitates. Due to improved process design and material of construction, the EC process is being widely accepted over other physicochemical processes. Presently, this process has gained attention due to its ability to treat large volume and for its low cost. To increase U.S. petroleum energy-independence, the University of Texas at Arlington (UT Arlington) has developed a coal liquefaction process that uses a hydrogenated solvent and a proprietary catalyst to convert lignite coal to crude oil. This paper reports on part of the environmental evaluation of the liquefaction process: the evaluation of the solid residual from liquefying the coal, called inertinite, as a potential adsorbent for air and water purification. Inertinite samples derived from Arkansas and Texas lignite coals were used as test samples. In the activated carbon creation process, inertinite samples were heated in a tube furnace (Lindberg, Type 55035, Arlington, UT) at temperatures ranging between 300 and 850 degrees C for time spans of 60, 90, and 120 min, using steam and carbon dioxide as oxidizing gases. Activated inertinite samples were then characterized by ultra-high-purity nitrogen adsorption isotherms at 77 K using a high-speed surface area and pore size analyzer (Quantachrome, Nova 2200e, Kingsville, TX). Surface area and total pore volume were determined using the Brunauer Emmet, and Teller method, for the inertinite samples, as well as for four commercially available activated carbons (gas-phase adsorbents Calgon Fluepac-B and BPL 4 x 6; liquid-phase adsorbents Filtrasorb 200 and Carbsorb 30). In addition, adsorption isotherms were developed for inertinite and the two commercially available gas-phase carbons, using methyl ethyl ketone (MEK) as an example compound. Adsorption capacity was measured gravimetrically with a symmetric vapor sorption analyzer (VTI, Inc., Model SGA-100, Kingsville, TX). Also, liquid-phase adsorption experiments were conducted using methyl orange as an example organic compound. The study showed that using inertinite from coal can be beneficially reused as an adsorbent for air or water pollution control, although its surface area and adsorption capacity are not as high as those for commercially available activated carbons. Implications: The United States currently imports two-thirds of its crude oil, leaving its transportation system especially vulnerable to disruptions in international crude supplies. UT Arlington has developed a liquefaction process that converts coal, abundant in the United States, to crude oil. This work demonstrated that the undissolvable solid coal residual from the liquefaction process, called inertinite, can be converted to an activated carbon adsorbent. Although its surface area and adsorption capacity are not as high as those for commercially available carbons, the inertinite source material would be available at no cost, and its beneficial reuse would avoid the need for disposal. 相似文献

Numerous carbon dioxide mineralization (CM) processes have been proposed to overcome the slow rate of natural weathering of silicate minerals. Ten of these proposals are mentioned in this article. The proposals are described in terms of the four major areas relating to CM process design: pre-treatment, purification, carbonation, and reagent recycling operations. Any known specifics based on probable or representative operating and reaction conditions are listed, and basic analysis of the strengths and shortcomings associated with the individual process designs are given in this article. The processes typically employ physical or chemical pseudo-catalytic methods to enhance the rate of carbon dioxide mineralization; however, both methods have its own associated advantages and problems. To examine the feasibility of a CM process, three key aspects should be included in the evaluation criteria: energy use, operational considerations as well as product value and economics. Recommendations regarding the optimal level of emphasis and implementation of measures to control these aspects are given, and these will depend very much on the desired process objectives. Ultimately, a mix-and-match approach to process design might be required to provide viable and economic proposals for CM processes. 相似文献
