The authors conducted a survey based on conjoint choice experiments in Milan, Italy, about mortality risk reductions delivered by hypothetical private behaviors and public programs, and used it to estimate the value of a prevented fatality (VPF) when the cause of death is cancer. Their estimate of the VPF is €4.2 million. The VPF is about €1 million larger when the risk reduction is delivered by a public program, but further analyses reveal that it is so only when the respondent believes that public programs are effective at reducing this particular type of mortality risk. This estimate of the VPF is higher than generic European Union–wide figures recommended by the European Commission Directorate-General for Environment (DG Environment) for environmental policy analyses, and is comparable to other VPFs that are appropriate for Italy, hazardous waste regulations, and enforcement-based cleanup programs. The authors use their VPF to compute the benefits of addressing leaking landfills, illegal disposal of hazardous wastes, and poor hazardous waste management practices in the provinces of Naples and Caserta in southern Italy. The authors also examine the importance of the discount rates, since the mortality benefits of remediation begin in 20 yr and are assumed to continue over 30 yr.

Implications: Cost-benefit analysis that includes monetized nonmarket goods and services such as adverse health and premature mortality effects has become a standard tool in project appraisal and policy decision-making. The authors' estimates of the mortality benefits of cleaning up hazardous waste sites in a region of southern Italy are much larger than previous calculations that relied on the guidelines by DG Environment, raising concerns that using one VPF for all member countries of the European Union, and/or VPF figures estimated in a private risk reduction setting, might considerably underestimate the benefits of cleanup policies.  相似文献

A comprehensive analysis of inspection maintenance programs is proposed. Effectiveness, costs to the state and to the individual, distribution of cost and benefits, and political and administrative feasibility are examined. Effectiveness is probably the most difficult aspect to project because of changes in design and consequences of maintenance repair on performance. However, using sensitivity analysis, substantial reductions in hydrocarbons and carbon monoxide are foreseen, along with a slight increase in NOx emissions.

The cost to the state to administer the program is estimated to be between $2.00 and $2.50 per vehicle, which could be covered by the inspection fee. The other direct costs for the driver, lost time, travel, and repairs, may be offset by fuel and tuneup savings which could amount to as much as 50% of the repair bill. Analysis of distribution costs and indirect social consequences cannot be completed until additional information about the effect of income on maintenance is generated. Politically the program is feasible but depends on public support which in turn is sensitive to direct repair costs. Administratively the program suffers greatly if private repair facilities do not have enough adequately trained mechanics.

It is concluded that the benefits of an inspection program do not convincingly outweigh the high costs, possible adverse social impacts, and public opposition and that other alternatives should be examined.  相似文献

This paper presents an examination of industrial coal-fired boiler waste products. Presently the atmospheric emissions from all new boilers larger than 250 × 106 Btu/hr are controlled by existing New Source Performance Standards, and boilers smaller than 250 × 106 Btu/hr are controlled to levels required by the regulations of the particular state in which the facility is located. The 1977 Clean Air Act Amendments, however, specify categories of sources for which EPA must develop revised New Source Performance Standards. Industrial coal-fired boilers are included as one of these categories, and a relevant issue concerns the potential amount of solid waste generated as a result of tightened emission standards that require flue gas desulfurization. This paper examines the air quality and solid waste impacts of moderate and stringent emission controls for particulate and SO2 emissions from industrial coal-fired boilers.

Comparisons are presented of physical and chemical characterizations of the emissions and solid wastes produced when boilers are equipped with particulate and SO2 control equipment. The SO2 systems examined are lime spray drying, lime/limestone, double alkali, sodium throwaway, physically cleaned coal, and fluidized-bed combustion. The solid waste disposal alternatives and the disposal costs are discussed. The most common disposal methods used are landfill for dry wastes and impoundment for sludges, with special wastewater treatment requirements for the sodium throwaway aqueous wastes.  相似文献

Abstract

A grid-based, bottom-up method has been proposed by combining a vehicle emission model and a travel demand model to develop a high-resolution vehicular emission inventory for Chinese cities. Beijing is used as a case study in which the focus is on fuel consumption and emissions from hot-stabilized activities of light-duty gasoline vehicles (LGVs) in 2005. The total quantity of emissions, emission intensity, and spatial distribution of emissions at 1- by 1-km resolution are presented and compared with results from other inventory methods commonly used in China. The results show that the total daily fuel consumption and vehicular emissions of carbon dioxide, carbon monoxide, hydrocarbons, and oxides of nitrogen from LGVs in the Beijing urban area in 2005 were 1.95 × 107 L, 4.28 × 104 t, 1.97 × 103 t, 0.28 × 103 t, and 0.14 × 103 t, respectively. Vehicular fuel consumption and emissions show spatial variations that are consistent with the traffic characteristics. The grid-based inventory developed in this study reflects the influence of traffic conditions on vehicle emissions at the microscale and may be applied to evaluate the effectiveness of traffic-related measures on emission control in China.  相似文献

The characteristics of petroleum-contaminated sediment (PCS) have been evaluated to assess whether the practice of its beneficial reuse as a sole or supplemental energy source is sustainable relative to other sediment remediation options such as monitored natural recovery (MNR), capping, or off-site disposal. Some of these remediation options for PCS are energy-intensive and/or require land utilization. The energy and compositional analysis results indicate a low carbon content (15–17%(wt)) and corresponding low energy values of 5,200 kJ/kg (2,200 Btu/lb) to 5,600 kJ/kg (2,400 Btu/lb). However, given other decision-making criteria, the sediment may contain enough value to be added as a supplemental fuel given that it is normally considered a waste product and is readily available.

The thermogravimetric profiles obtained under both combustion and pyrolytic conditions showed that the sulfur contents were comparable to typical low sulfur bituminous or lignite coals found in the United States, and most of the volatiles could be vaporized below 750°C. The heavy metal concentrations determined before and after combustion of the PCS indicated that further engineering controls may be required for mercury, arsenic, and lead. Due to the potential for reduction of public health and environmental threats, potential economic savings, and conservation of natural resources (petroleum and land), removal of PCS by dredging and beneficial reuse as a supplemental fuel clearly has merit to be considered as a sustainable remediation option.

Implications: This study will provide a logical evaluation process to determine whether petroleum-contaminated sediment can be reused as an energy source. The energy and emissions values were determined and evaluated whether the sediment could be combusted for viable and sustainable use, considering several factors pertinent to evaluate in the remediation decision process. Various analysis methods were employed to determine elemental compositions, heating values, thermal and emission characteristics. This evaluation process may be used as a general methodology for the determination of petroleum-contaminated sediment as a supplemental fuel that may have merit to be considered as a sustainable remediation option.  相似文献

A cryogenic procedure for concentrating trace gases in the atmosphere has been developed and applied to the ambient air at Research Triangle Park, NC, Atlantic Beach, NC, and New York City. The concentrated gases have been analyzed by long path infrared absorption spectroscopy, with a detectability down to partial pressures of 10?11 atmospheres. Carbonyl sulfide has been detected at partial pressures in the range 1 × 10?10 atm. to 3 × 10?10 atm. Carbon tetrachloride was always detected with a rather narrow partial pressure range of 0.7 × 10?10 atm. to 1.1 × 10?10 atm. Fluorocarbon-11 values ranged from about 1.3 × 10?10 atm. at Research Triangle Park to 8 × 10?10 atm. at New York City. Fluo-rocarbon-12 covered the range 1.8 × 10?10 atm. to 1.0 × 10?9 atm. Hydrocarbon pollutants varied widely in concentration, but were always detected, even in the clean rural air.  相似文献

Brownfield redevelopment involves numerous uncertain financial risks associated with market demand and land value. To reduce the uncertainty of the specific impact of land value and social costs, this study develops small-scale risk maps to determine the relationship between population risk (PR) and damaged land value (DLV) to facilitate flexible land reutilisation plans. This study used the spatial variability of exposure parameters in each village to develop the contaminated site-specific risk maps. In view of the combination of risk and cost, risk level that most affected land use was mainly 1.00 × 10?6 to 1.00 × 10?5 in this study area. Village 2 showed the potential for cost-effective conversion with contaminated land development. If the risk of remediation target was set at 5.00 × 10?6, the DLV could be reduced by NT$15,005 million for the land developer. The land developer will consider the net benefit by quantifying the trade-off between the changes of land value and the cost of human health. In this study, small-scale risk maps can illuminate the economic incentive potential for contaminated site redevelopment through the adjustment of land value damage and human health risk.  相似文献

In this study, a SYBR green quantitative real-time PCR was developed to quantify and detect the Legionella spp. in various environmental water samples. The water samples were taken from watershed, water treatment plant, and thermal spring area in Taiwan. Legionella was detected in 13.6 % (24/176), and the detection rate for river water, raw drinking water, and thermal spring water was 10, 21.4, and 16.6 %, respectively. Using real-time PCR, concentration of Legionella spp. in detected samples ranged between 9.75?×?104 and 3.47?×?105?cells/L in river water, 6.92?×?104 and 4.29?×?105?cells/L in raw drinking water, and 5.71?×?104 and 2.12?×?106?cells/L for thermal spring water samples. The identified species included Legionella pneumophila (20.8 %), Legionella jordanis (4.2 %), Legionella nautarum (4.2 %), Legionella sp. (4.2 %), and uncultured Legionella sp. (66.6 %). The presence of L. pneumophila in aquatic environments suggested a potential public health threat that must be further examined.  相似文献

Rate constants were measured for several radical reactions important in the autoxidation of S(IV) in atmospheric droplets. For the reactions of the hydroxyl radical with sulfite and bisulfite, the rate constants were found to be 5.2 × 1010 and 4.5 × 109 M−1 s−1, respectively. For the reaction of the dichloride radical anion with bisulfite, a rate constant of 3.4 × 108M−1s−1 was obtained. The peroxysulfate radical was found to react with sulfite with a rate constant of 1.3 × 107M−1s−1, but only an upper limit of 3×105 could be derived for its reaction with bisulfite. In some cases, the rate constants are significantly different from those used previously in atmospheric models. The use of these results in a simple model suggests that secondary radical-radical reactions may be of considerable importance in the mechanism of sulfite autoxidation in the atmosphere.  相似文献

高分子混凝剂PAM投加是强化污泥造粒的有效方法,但PAM的投加对活性污泥中微生物群落以及对其生化降解性能的影响尚缺乏系统性研究。为此,通过实验室小型实验,在SBR中连续投加PAM,运用FISH等微生物检测技术,研究了PAM对活性污泥的影响。在PAM投量为3 mg/L的条件下,反应器中活性污泥的生长过程与对照反应器没有根本性差别,且PAM投加后MLSS浓度和单位重量污泥的生物量均有一定增大,污泥的沉降性能也得到改善。FISH检测的结果表明,与对照反应器相比,总细菌、亚硝化菌、硝化菌的个数分别由9.1×105、1.8×105和1.1×105CFU/mL增长到1.0×106、2.0×105和1.2×105CFU/mL,说明PAM没有对各种菌落的生长产生不利影响。连续运行80 d的结果也表明,投加PAM的反应器中COD和氨氮的去除均有所改善。  相似文献

To investigate the effects of moist olive husks (MOH-residues) on soil respiration, microbial biomass, and enzymatic (o-diphenoloxidase, β-glucosidase, dehydrogenase and alkaline phosphatase) activities, a silty clay soil was incubated with 0 (control), 8 × 103 (D), 16 × 103 (2D) and 80 × 103 (10D) kg ha?1 of MOH-residues on a dry weight basis. Soil respiration and microbial biomass data indicated that the addition of MOH-residues strongly increased microbial activity proportionally to the amounts added. Data of qCO2 suggested that the respiration to biomass ratio of the microbial population was strongly modified by MOH-residues additions during the first 90 days of incubation. The qCO2 data suggested a low efficiency in energy yields from C oxidation during the first 2 months of soil incubation. qFDA seemed to be relatively unaffected for treatments D and 2D as compared to the control, but was significantly lowered by the application of 10D, showing the lowest hydrolytic activity of microbial biomass in this treatment up to 360 days of incubation.

o-Diphenoloxidase activity was delayed, and this delay was extended with the addition of larger quantities of MOH-residues. Alkaline phosphatase, β-glucosidase and dehydrogenase activities were in line with the findings on microbial biomass changes and activities. The biological and biochemical data suggest that the addition of a large quantity of MOH-residues (80 × 103 kg ha?1) strongly modifies the soil characteristics affecting the r- and K-strategist populations, and that these changes last for at least the 360 days of incubation. The data also suggest that application rates exceeding 16 × 103 kg ha?1 are not recommended until the agro-chemical and -physical functions of the soil are further studied.  相似文献

Biopesticides are usually sprayed on forests by using planes made up of aluminum alloy. Bioval derived from starch industry wastewater (SIW) in suspension form was developed as stable anticorrosive biopesticide formulation. In this context, various anticorrosion agents such as activated charcoal, glycerin, ethylene glycol, phytic acid, castor oil and potassium silicate were tested as anticorrosive agents. There was no corrosion found in Bioval formulation where potassium silicate (0.5% w/v) was added and compared with Foray 76 B, as an industrial standard, when stored over 6 months. In relation to other parameters, the anticorrosion formulation of Bioval+buffer+KSi reported excellent zeta potential (?33.19 ± 4 mV) and the viscosity (319.13 ± 32 mPa.s) proving it's stability over 6 months, compared to the standard biopesticide Foray 76 B (?36.62 ± 4 mV potential zeta, pH 4.14 ± 0.1 and 206 ± 21 mPa.s viscosity). Metal analysis of the different biopesticides showed that Bioval+buffer+KSi has no corrosion (5.11 ± 0.5 mg kg?1 of Al and 13.53 ± 1.5 mg kg?1 of Fe) on the aluminum alloy due to the contribution of sodium acetate buffer at pH 5. The bioassays reported excellent results for Bioval+Buffer+KSi (2.95 ± 0.3 × 109 CFU mL?1 spores and 26.6 ± 2.7 × 109 IU L?1 Tx) compared with initial Bioval (2.46 ± 0.3 × 109 CFU mL?1 spores and 23.09 ± 3 × 109 IU L?1 Tx) and Foray 76 B (2.3 ± 0.2 × 109 CFU mL?1 spores and 19.950 ± 2.1 UI L?1 Tx) which was due to the break-up of the external chitinous membrane due to abrasive action of potassium silicate after ingestion by insects. The contribution of sodium acetate buffer and potassium silicate (0.5% and at pH = 5) as anticorrosion agent in the Bioval allowed production of an efficient biopesticide with a reduced viscosity and favorable pH as compared to Foray 76 B which enhanced the entomotoxic potential against spruce budworm (SB) larvae (Lepidoptera: Choristoneura fumiferana).  相似文献

The Dosage-Area Product is an areawide smog index obtained by combining contaminant concentration, duration, and areal extent: DAP = c×f×A (ppm × hr × mi2). The first step in developing a DAP is to plot daily contaminant dosages from an air monitoring network and to draw isopleths showing the dosage pattern. The second step is to determine the areas between isopleths and to multiply these areas by the applicable dosage levels. The final step is to sum the above partial products into a single number and to add a type designator indicating the geographic configuration of the dosage pattern. The DAP smog index is a realistic yardstick for measuring areawide smog experience. Reproducible results are obtained at low cost by using standard techniques. The standard DAP smog index is also useful for: analyzing air pollution episodes, estimating contaminant trends, and informing the public.  相似文献

Experiments have shown that the oceans release a significant fraction of the yearly global emissions of carbonyl sulfide to the atmosphere. The experimental methods used to obtain, store and analyze air and water samples for OCS measurements are discussed and measurements of the Henry's constant in seawater at temperatures between 0 and 30°C are reported. The results are applied to oceanic flux models, and the global yearly emissions of OCS from oceans to the atmosphere are calculated to be ~8 × 1011 gm/yr (0.8 Tg yr?1).  相似文献

In addition to direct photolysis studies, in this work the second-order reaction rate constants of pesticides imidacloprid (IMD) and ametryn (AMT) with hydroxyl radicals (HO), singlet oxygen (1O2), and triplet excited states of chromophoric dissolved organic matter (3CDOM*) were determined by kinetic competition under sunlight. IMD and AMT exhibited low photolysis quantum yields: (1.23?±?0.07)?×?10–2 and (7.99?±?1.61)?×?10–3 mol Einstein?1, respectively. In contrast, reactions with HO radicals and 3CDOM* dominate their degradation, with 1O2 exhibiting rates three to five orders of magnitude lower. The values of kIMD,HO● and kAMT,HO● were (3.51?±?0.06)?×?109 and (4.97?±?0.37)?×?109 L mol?1 s?1, respectively, while different rate constants were obtained using anthraquinone-2-sulfonate (AQ2S) or 4-carboxybenzophenone (CBBP) as CDOM proxies. For IMD this difference was significant, with kIMD,3AQ2S*?=?(1.02?±?0.08)?×?109 L mol?1 s?1 and kIMD,3CBBP*?=?(3.17?±?0.14)?×?108 L mol?1 s?1; on the contrary, the values found for AMT are close, kAMT,3AQ2S*?=?(8.13?±?0.35)?×?108 L mol?1 s?1 and kAMT,3CBBP*?=?(7.75?±?0.80)?×?108 L mol?1 s?1. Based on these results, mathematical simulations performed with the APEX model for typical levels of water constituents (NO3?, NO2?, CO32?, TOC, pH) indicate that the half-lives of these pesticides should vary between 24.1 and 18.8 days in the waters of the Paranapanema River (São Paulo, Brazil), which can therefore be impacted by intensive agricultural activity in the region.

The electrochemical behavior of new generation fungicide acibenzolar-s-methyl (S-methyl 1,2,3-benzothiadiazole-7-carbothioate, ASM) on the hanging mercury drop electrode (HMDE) was investigated using square wave adsorptive stripping voltammetry. This method of determination is based on the irreversible reduction of ASM at the HMDE. The well-defined ASM peak was observed at ?0.4 V (vs. Ag/AgCl) in BR buffer at pH 2.2. The reduction peak current was proportional to concentration of ASM from 1.0 × 10?8 to 6.0 × 10?8 mol L?1 with detection and quantification limit 3.0 × 10?9 and 1.0 × 10?8 mol L?1, respectively. The applicability of the developed method for analysis of spiked samples of tap water, river water, and soil is illustrated. The effect of adsorption on the mercury electrode was studied in detail using the AC impedance method. Possible interferences with other common pesticides and heavy metal ions were examined. Clarification of the electrode mechanism was made using cyclic voltammetry (CV) technique.  相似文献

The generation of transient puffs resulting from the batch introduction of liquid waste into a 73 kW (250,000 Btu/h) rotary kiln incinerator simulator was investigated. The liquid was added onto a sorbent, enclosed in cylindrical cardboard containers that were introduced into the combustion chamber one at a time. A statistically designed parametric investigation determined the effects of liquid mass, liquid composition, kiln temperature, and kiln rotation speed on the total magnitude and instantaneous intensity of the pollutant puff leaving the kiln. Liquid "wastes" investigated included toluene, methylene chloride, carbon tetrachloride, and No. 5 fuel oil. Transient puffs from these wastes were monitored using on-line measurements for FID-measurable hydrocarbons, CO, and integrated particulate filter loadings, although the suitability of any one of these indicators depended on the chemical nature of the waste involved.

Results demonstrate that puffs formed during transient conditions are generated easily, even with small quantities of wastes and with the kiln operating at 100 percent excess air. High kiln temperatures and increased kiln rotation speeds exacerbated the generation of puffs, due to increased liquid evaporation rates. Transient puffs may contain hazardous products of incomplete combustion (PICs) even though adequate destruction and removal efficiencies are achieved. Mixtures of chlorinated and nonchlorinated principal organic hazardous constituents (POHCs) in the waste can lead to the formation of more diverse chlorinated compounds than are formed from a single chlorinated POHC such as carbon tetrachloride alone.

ABSTRACT

The use of diesel engines in off-road applications is a significant source of nitrogen oxides (NOx) and particulate matter (PM10). Such off-road applications include railroad locomotives, marine vessels, and equipment used for agriculture, construction, logging, and mining. Emissions from these sources are only beginning to be controlled. Due to the large number of these engines and their wide range of applications, total activity and emissions from these sources are uncertain. A method for estimating the emissions from off-road diesel engines based on the quantity of diesel fuel consumed is presented. Emission factors are normalized by fuel consumption, and total activity is estimated by the total fuel consumed.

Total exhaust emissions from off-road diesel equipment (excluding locomotives and marine vessels) in the United States during 1996 have been estimated to be 1.2 × 109 kg NOx and 1.2 x 108 kg PM10. Emissions estimates published by the U.S. Environmental Protection Agency are 2.3 times higher for both NOx and exhaust PM10 emissions than estimates based directly on fuel consumption. These emissions estimates disagree mainly due to differences in activity estimates, rather than to differences in the emission factors. All current emission inventories for off-road engines are uncertain because of the limited in-use emissions testing that has been performed on these engines. Regional- and state-level breakdowns in diesel fuel consumption by off-road mobile sources are also presented. This report presents screening-level estimates of the general level of cancer risks arising from air emission from uncontrolled waste sites. Twenty-five National Priorities List sites were chosen randomly and airborne cancer risks estimated for each site in terms of risk to the maximally exposed individual (MEI risk), average individual risk (AEI risk), and population incidence. The estimates were developed using the EPA Human Exposure Model using assumptions on the rate and toxicity of site emissions.

MEIrisks ranged from 4 × 10-9 to 1 × 10-6 with an average of about 5 × 10-7. AEI risks for individuals residing within four miles of the sites average about 10-8, declining significantly for individuals residing at longer distances. Population incidence was low at all sites ranging from 2 × 10-4 to 1 × 10-2 cancer cases expected within 60 miles of the sites. Due to the uncertainties in this type of analysis and the underlying study assumptions, these results must be viewed with caution. Nonetheless, some preliminary conclusions can be drawn from the analysis, principally that airborne cancer risks from uncontrolled waste sites are likely to be small in most cases, with the greatest concern being maximally exposed individuals rather than the number of cancer cases expected in the exposed population.  相似文献
