The authors conducted a survey based on conjoint choice experiments in Milan, Italy, about mortality risk reductions delivered by hypothetical private behaviors and public programs, and used it to estimate the value of a prevented fatality (VPF) when the cause of death is cancer. Their estimate of the VPF is 4.2 million Euros. The VPF is about C1 million larger when the risk reduction is delivered by a public program, but further analyses reveal that it is so only when the respondent believes that public programs are effective at reducing this particular type of mortality risk This estimate of the VPF is higher than generic European Union-wide figures recommended by the European Commission Directorate-General for Environment (DG Environment) for environmental policy analyses, and is comparable to other VPFs that are appropriate for Italy, hazardous waste regulations, and enforcement-based cleanup programs. The authors use their VPF to compute the benefits of addressing leaking landfills, illegal disposal of hazardous wastes, and poor hazardous waste management practices in the provinces of Naples and Caserta in southern Italy. The authors also examine the importance of the discount rates, since the mortality benefits of remediation begin in 20 yr and are assumed to continue over 30 yr.  相似文献

Although energy-intensive industrial processes have the potential to incinerate hazardous wastes while effecting fuel cost savings, increased government regulation and heightened public interest require that the financial aspects of a hazardous waste fuel (HWF) program be considered fully. Apparent fuel savings are offset by the capital requirements for institutional factors such as permitting and public relations. This paper provides cost information for initiating and operating a HWF program, and outlines the steps required to perform a thorough financial analysis. Falling fuel prices lessen the appeal of HWF programs, and unless the facility is paid to accept the HWF, only very large users (more than 80 × 109 Btu/yr) of energy can consider them. The paper includes a figure from which the reader can estimate the return on investment for HWF programs over a range of program sizes (80 × 1200 × 109 Btu/yr).  相似文献

This paper discusses asbestos regulations that are not part of Superfund and examines how these regulations can help to identify, evaluate and manage the risk associated with Asbestos Containing Material (ACM) at hazardous waste cleanup sites. Unless one knows where to look for ACM at hazardous waste sites, it may go undetected even after all the traditional sampling is done. Although EPA is currently developing a policy for evaluating risk from asbestos exposure at certain Superfund sites, information from existing regulations can be used to manage hazards associated with asbestos exposure at hazardous waste sites. This paper also identifies where to find governmental agency personnel and consultants who may be retained for site-specific help.  相似文献

After the devastating accident at Seveso, Italy on July 10,1976 and the resulting confusion between the local authorities and the company’s representatives, the European Community issued a General Directive in 1982 that requires every chemical company to provide full information on hazardous sites, emergency plans, storage of dangerous substances, accidental release scenarios, and similar issues to the host community. In addition, the public has to be informed about the potential risks of the facilities and the protective actions necessary to undertake in an emergency. The Directive resulted in an increased effort to communicate the risks of hazardous facilities to community officials and to local residents. This article explores the strategies of and the experiences with the risk communication efforts in different European countries and describes the responses to these efforts by stakeholder groups and the general public. The political adoption of risk communication programs are strongly influenced by the regulatory style of each country. Adversarial and consensual systems appear to cope better with public disclosure of information than bureaucratic, corporatist, or authoritarian systems. Because of differences in regulatory style, only few elements of the European experiences with risk communication can be transferred to the U.S.-context.  相似文献

The Washington Department of Ecology (WDOE) recently developed a regulatory program for determining cleanup standards at hazardous waste sites. One of WDOE's first tasks in the development of a cleanup standards program was to evaluate how standards have been developed and implemented under Superfund.

The evaluation of cleanup standards revealed: (1) a great deal of variation among sites, both in the magnitude of the standards set for some contaminants and the basis on which they were set, and (2) that there is no consistent decision-making approach for determining how standards should be set. This lack of consistency and guidance has the potential to result in overly stringent or underprotective cleanup requirements and inefficient standard development.

Washington State has adopted an approach that allows for implementing uniform numerical cleanup standards at relatively straightforward sites and provides a process for establishing site-specific cleanup levels at more complex sites. This approach is expected to facilitate development of standards that offer appropriate human health and ecological protection while minimizing private and public sector site management and cleanup costs.  相似文献

In the last two decades, there has been a rich debate about the environmental degradation that results from exposure to solid urban waste. Growing public concern with environmental issues has led to the implementation of various strategic plans for waste management in several developed countries, especially in the European Union. In this paper, the relationships were assessed between economic growth, renewable energy extraction and greenhouse gas (GHG) emissions in the waste sector. The Environmental Kuznets Curve hypothesis was analysed for the member states of the European Union, in the presence of electricity generation, landfill and GHG emissions for the period 1995 to 2012. The results revealed that there is no inverted-U-shaped relationship between income and GHG emissions in European Union countries. The renewable fuel extracted from waste contributes to a reduction in GHG, and although the electricity produced also increases emissions somewhat, they would be far greater if the waste-based generation of renewable energy did not take place. The waste sector needs to strengthen its political, economic, institutional and social communication instruments to meet its aims for mitigating the levels of pollutants generated by European economies. To achieve the objectives of the Horizon 2020 programme, currently in force in the countries of the European Union, it will be necessary to increase the share of renewable energy in the energy mix.  相似文献

Recent catastrophic industrial accidents have left the public wary of most industrial facilities. Fearing illness and death from toxic releases, the public has opposed siting hazardous waste facilities in their locale. Associated with these concerns are fears of declining property values and a perceived reduction in the quality of life for a community. Recent political actions stemming from these fears have made siting these facilities an extremely unpopular and expensive process.

This paper presents a systematic, phased approach for performing a reliability and hazards analysis of a hazardous waste facility design. It also demonstrates how the results of a risk analysis can present an accurate "risk picture" of the facility for use in alleviating public fears. A typical analysis is outlined and methods that can be used to convey to the public the results of this type of risk analysis are explored.  相似文献

The need for proper healthcare waste management has been a crucial issue in many developing countries as it is in Turkey. The regulation regarding healthcare wastes in Turkey was updated in 2005 in accordance with the European Union (EU) waste directives, but it still falls behind meeting the requirements of current waste treatment technologies. Therefore, this study aims to reveal deficiencies, inconsistencies, and improper applications of healthcare waste management in the western part of the Turkish Black Sea Region. In this study, it was revealed that nearly 1 million people live in the region, resulting in 5 million hospital admissions annually. All the healthcare waste produced (1000 tons yr?1) is treated in an autoclave plant. However, treating some categories of healthcare wastes in autoclave units mismatches with the EU waste regulations, as alternative treatment technologies are not technically able to treat all types of healthcare wastes. A proper waste management system, therefore, requires an internal segregation scheme to divert these wastes from the main healthcare waste stream. The existing malpractice in the region could cause serious health problems if no measure is taken urgently. It is expected that healthcare waste management in the region and then all across Turkey will be improved with the significant deficiencies and inconsistencies pointed out in this research.

Implications:?In developed countries, specific rules and regulations have already been implemented along with the recommendations for handling of healthcare waste. However, in Turkey, these wastes are treated in autoclave units, which mismatches with the European Union waste regulations, as alternative treatment technologies are not technically capable to treat all types of healthcare wastes. The existing malpractice could cause serious health problems if no measure is taken urgently. The authors demonstrated the existing status of Turkish waste management and revealed deficiencies, inconsistencies, and improper applications in comparison with developed and developing nations to align Turkish practice to European Union requirements.  相似文献

Improvement of the current waste management is one of the main challenges for most municipalities in Croatia, mainly due to legal obligations set in different European Union (EU) directives regarding waste management, such as reduction of waste generation and landfilling, or increase of separately collected waste and recycling rates. This paper highlights the current waste management in the city of Zagreb by analyzing the waste generation, collection, and disposal scenario along with the regulatory and institutional framework. Since the present waste management system mainly depends upon landfilling, with the rate of separate waste collection and recycling far from being adequate, it is necessary to introduce a new system that will take into account the current situation in the city as well as the obligations imposed by the EU. Namely, in the coming years, the Waste Framework and Landfill Directives of the European Union will be a significant driver of change in waste management practices and governance of the city of Zagreb. At present, the yearly separate waste collection makes somewhat less than 5 kg per capita of various waste fractions, i.e., far below the average value for the (28) capital cities of the EU, which is 108 kg per capita. This is possible to achieve only by better and sustainable planning of future activities and facilities, taking into account of environmental, economic, and social aspects of waste management. This means that the city of Zagreb not only will have to invest in new infrastructure to meet the targets, but also will have to enhance public awareness in diverting this waste at the household level. The solution for the new waste management proposed in this paper will certainly be a way of implementing circular economy approach to current waste management practice in the city of Zagreb.

Implications: Municipal waste management in the developing countries in the EU (new eastern EU members) is often characterized by its limited utilization of recycling activities, inadequate management of nonindustrial hazardous waste, and inadequate landfill disposal. Many cities in Eastern Europe and Zagreb as well are facing serious problems in managing municipal wastes due to the existing solid waste management system that is found to be highly inefficient. The proposed scenario for city of Zagreb in the paper is an innovative upgrading of municipal waste management based on the waste management hierarchy and circular economy approach.  相似文献

Illegal dumping of solid waste is a matter of recent concern because of its numerous impacts. The regulatory framework of the European Union and Italy is disclosed. Degradation of air, bodies of water, groundwater, and soil can occur in the illegal landfill and surrounding sites causing e.g. acidification, eutrophication global warming and photochemical smog. Animals and plants are subjected to landfill borne pollutants that can damage them seriously. Landfill pollutants have also harmful effects on human beings raising the risk of illness such as cancer and cardiorespiratory disease. Finally illegal landfilling practices lead to economical, aesthetic impacts, and sociological discomfort that lead to multiple collective actions, blockages, and information campaigns, rising sense of belonging.  相似文献

During the processing of antimony ore by pyrometallurgical methods, a considerable amount of slag is formed. This antimony waste slag is listed by the European Union as absolutely hazardous waste with a European Waste Catalogue code of 10 08 08. Since the levels of antimony and arsenic in the leachate of the antimony waste slag are generally higher than the landfilling limits, it is necessary to treat the slag before landfilling. In this study, stabilization/solidification and geopolymerization technologies were both applied in order to limit the leaching potential of antimony and arsenic. Different combinations of pastes by using Portland cement, fly ash, clay, gypsum, and blast furnace slag were prepared as stabilization/solidification or geopolymer matrixes. Sodium silicate–sodium hydroxide solution and sodium hydroxide solution at 8 M were used as activators for geopolymer samples. Efficiencies of the combinations were evaluated in terms of leaching and unconfined compressive strength. None of the geopolymer samples prepared with the activators yielded arsenic and antimony leaching below the regulatory limit at the same time, although they yielded high unconfined compressive strength levels. On the other hand, the stabilization/solidification samples prepared by using water showed low leaching results meeting the landfilling criteria. Use of gypsum as an additive was found to be successful in immobilizing the arsenic and antimony.
ImplicationsDespite the wide use of antimony for industrial purposes, disposal options for an antimony waste such as slag from thermal processing of antimony ore were not reported in the existing literature. This study aimed to develop a disposal strategy for the hazardous antimony waste slag. The findings of this study would contribute to understand the immobilization mechanisms of antimony and arsenic and will also be of interest to the owners of the antimony ore processing plants and to researchers investigating the efficiency of stabilization/solidification and geopolymerization technologies.  相似文献

Although the problem of hazardous waste has always been with us, relatively little is known about its effects on human health and the environment in many localities throughout the world. Nevertheless, as industrial economies and mass production systems emerge in the global periphery, hazardous waste has become an increasingly serious ecological, social, economic and political problem. As attempts to bury toxic waste have clear limitations, the need to educate the public, industry, and government is apparent. With the use of practical examples from African cities, this paper attempts to further awareness about the implications of hazardous waste in urban environments. We argue that adverse impacts of hazardous waste threaten to disrupt socioeconomic development strategies, and thus derail sustainable development initiatives.  相似文献

Abstract

A rapid, multiresidue, solid phase extraction (SPE) technique for the isolation and gas chromatographic determination of organochlorine and moderately polar organophosphorus pesticide residues in milk is described. Milk is sonicated with an acetonitrile‐acetone‐methanol mixture and centrifuged. The supernatant is subjected to a cleanup using both C18 and graphitized carbon black SPE columns. The pesticide residues are determined by gas chromatography with electron capture and flame photometric detection. The method required minimal volumes of solvent and resulted in the production of minimal volumes of hazardous waste.  相似文献

Municipal solid waste (MSW) landfill leachate contains a number of aquatic pollutants. A specific MSW stream often referred to as household hazardous waste (HHW) can be considered to contribute a large proportion of these pollutants. This paper describes the use of the LandSim (Landfill Performance Simulation) modelling program to assess the environmental consequences of leachate release from a generic MSW landfill in receipt of co-disposed HHW. Heavy metals and organic pollutants were found to migrate into the zones beneath a model landfill site over a 20,000-year period. Arsenic and chromium were found to exceed European Union and US-EPA drinking water standards at the unsaturated zone/aquifer interface, with levels of mercury and cadmium exceeding minimum reporting values (MRVs). The findings demonstrate the pollution potential arising from HHW disposal with MSW.  相似文献

Background, Aims and Scope When joining the European Union on 1st May 2004, Estonia had to conform its legislation to the European Union legislation. In relation with that, also the treatment requirements on end-of-life vehicles proceeding from Directive 2000/53/EC of the European Parliament and of the Council of 18 September 2000 were established in Estonia for the first time. Since this area was not regulated with law beforehand, there was not any information available about it. The aim of the current survey was to ascertain the condition of scrap yards in mid 2004. In addition to that, also to identify the number of scrap yards operating in Estonia, to classify these by the number of dismantled vehicles and the potential environmental hazard, and to map the locations of car dismantling companies and evaluate their compliance with the valid requirements. Methods The companies that have been registered in the Commercial Registry under the activity code 503090-end-of-life vehicle dismantling were visited and visually reviewed. During the visits, the compliance of scrap yards with the existing requirements was evaluated and it was also attempted to identify how environmentally sound the dismantling technology of every scrap yard owner is. Results and Discussion Altogether, 63 scrap yards operated in Estonia by mid 2004. Twelve of them dismantled more than 100 vehicles, 13 of them 51-99 vehicles and 38 up to 50 vehicles a year. The total annual market capacity on dismantling of vehicles in Estonia is considered to be approx. 10,000 units. There are very few companies dealing only with car dismantling as the main business. Most scrap-yard owners also offer side services, e.g. haulage, car repair and maintenance. The dismantlers are interested in the selling of second-hand spare parts and scrap metal. Only one company out of 63 complied with all the requirements enacted by the relevant decision of the Estonian Minister of Environment. The rest of the scrap yards did not meet the requirements on the site on storage and treatment nor did they have the hazardous waste handling licence or the waste permit. Of the requirements established for the site for storage of end-of-life vehicles, 97% of the scrap yards were surrounded with a fence, 67% had a 24-hour guard, 45% had covered the areas with waterproof cover, but only 3% had an oil trap. Sites for treatment were in a somewhat better condition, these were mostly situated inside the buildings, where floors were covered with waterproof covers. Most of the dismantlers collected the waste oil and waste fluids into separate vessels, but there were a number of dismantlers who did not know of existence of polychlorinated biphenyls (PCB) in car air conditioning systems and the availability of mercury in sensors belonging in passenger safety systems. Proceeding from the general condition of the scrap yard, the rest of 62 scarp yards were distributed between two empirical parameters - 'rather environmentally hazardous' or 'rather not environmentally hazardous'. As a matter of fact, 17% of scrap yards turned out 'rather environmentally hazardous'. Conclusion Out of the scrap yards operating in Estonia, only one is compliant with the requirements set up by Directive 2000/53/EC. Another 62 appeared during the review to be sites of potential environmental pollution. In order to comply with environmental requirements and get the hazardous waste treatment license, the scrap yard owners have to invest into state-of-the-art dismantling and environment protection equipment. The main obstacle to reach the environmentally sound scrap-yard is the high investment cost and the black market for spare parts. Recommendation and Outlook As the correction of the market in end-of-life vehicle treatment started after the adoption of Directive 2000/53/EC, the environmental authorities have to look after the ongoing correction. It is because there is still a demand for cheap spare parts and it makes it attractive to dismantle the vehicles out of scrap-yards by licensees.  相似文献

The problem of contamination to land and groundwater from improper handling of hazardous materials/ waste is faced by all countries. Also, the need for reliable, cost-effective technologies to address this problem at contaminated sites exists throughout the world. Many countries have only started to develop new innovative/ alternative technologies while others have already started to apply these technologies to the cleanup of contaminated sites. The purpose of this NATO/ CCMS (North Atlantic Treaty Organization/Committee for the Challenges to Modern Society) Pilot Study is to discuss and evaluate new innovative/alternative technologies and/or existing systems that may be applicable to the cleanup of contaminated sites. Through this pilot study, the exchange of information on new and existing technologies for dealing with problem hazardous waste sites is promoted. The pilot study is made up of an international group of experts drawn from the participating countries. The study, which was initiated in 1986, is planned to last five years. It is piloted by the United States and copiloted by the Federal Republic of Germany (FRG) and The Netherlands.

This report includes an overview and history of the NATO/CCMS Pilot Study, but it primarily presents a documentation of the NATO/CCMS Second International Conference on the Demonstration of Remedial Action Technologies for Contaminated Land and Groundwater held in Bilthoven, The Netherlands on November 7-11,1988.  相似文献

This paper presents the ongoing research at the Swiss Federal Institute of Technology (ETH), Zurich, related to the design and implementation of an IDSS (integrated decision support system) dedicated to integrated risk assessment and safety management with application to the transportation of hazardous substances. One of the goals is to construct advanced models to estimate (a) the optimal routing for transportation of hazardous substances and (b) optimise plans for emergency preparedness and management in case of potential (severe) accidents. As an output of this activity one aims at designing tools to represent risk to the public by using a GIS calculation platform, generically applicable to Switzerland. Though a database of some 700 chemicals is available, epichlorohydrin is the hazardous substance targeted in the first phase.  相似文献
