The current situation and possible future developments for nuclear power—including fission and fusion processes—is presented. The fission nuclear power continues to be an essential part of the low-carbon electricity generation in the world for decades to come. There are breakthrough possibilities in the development of new generation nuclear reactors where the life-time of the nuclear waste can be reduced to some hundreds of years instead of the present time-scales of hundred thousand of years. Research on the fourth generation reactors is needed for the realisation of this development. For the fast nuclear reactors, a substantial research and development effort is required in many fields—from material sciences to safety demonstration—to attain the envisaged goals. Fusion provides a long-term vision for an efficient energy production. The fusion option for a nuclear reactor for efficient production of electricity has been set out in a focussed European programme including the international project of ITER after which a fusion electricity DEMO reactor is envisaged.  相似文献

The effort toward restoring lost mangroves in the Philippines has been commendably immense, specifically during the past two decades. In light of such, it is important to evaluate outcomes and, where appropriate, apply the lessons learned to the current strategies in mangrove forest management. This article synthesizes the results from several research projects assessing the performance of planted mangroves across the country. Overall, there is a widespread tendency to plant mangroves in areas that are not the natural habitat of mangroves, converting mudflats, sandflats, and seagrass meadows into often monospecific Rhizophora mangrove forests. In these nonmangrove areas, the Rhizophora seedlings experienced high mortality. Of the few that survived (often through persistent and redundant replanting), the young Rhizophora individuals planted in these nonmangrove and often low intertidal zones had dismally stunted growth relative to the corresponding growth performance of individuals thriving at the high intertidal position and natural mangrove sites. From this evidence, this article argues that a more rational focus of the restoration effort should be the replanting of mangroves in the brackish-water aquaculture pond environments, the original habitat of mangroves. For such, a number of management options can be explored, the implementation of which will ultimately depend on the political will of local and national governments.  相似文献

The issue of whether environmental contaminants are inducing adverse health effects in humans and wildlife via interaction with endocrine systems has gained increasing interest during the 1990s. Endocrine disruption is one of the highest priority research topics for the US EPA, and a detailed research strategy has been developed to guide the placement of resources over the next several years. To address the deficiency of testing guidelines in detecting and characterizing damage mediated by interaction with the endocrine system, EPA has issued new multi generation testing guidelines. The new endpoints for monitoring pubertal development, semen quality, and estrous cyclicity will better enable determination of the affected sex, target organ, and life stage following exposure throughout the life cycle. Another major area of effort within EPA is the development of an endocrine disruptor screening program in response to passage of the Food Quality Protection Act of 1996. The current status of these efforts is described. On the federal level, endocrine disruption is one of the five priority research areas for the Committee on the Environment and Natural Resources (CENR) within the Executive Office of President. The CENR has developed a framework to assess research needs for endocrine disruptors, inventoried existing efforts of the federal government (nearly 400 projects were identified as active in FY96), and prioritized additional research needs based upon the needs and gaps in current efforts. It is clear that a great deal of research is underway to clarify the validity of the endocrine disruptor hypothesis and to determine the breadth of chemicals that pose a risk to the endocrine system. The degree of forward research planning and coordination across many organizations should ensure that sufficient data will be available within the next few years to allow a rigorous weight of evidence evaluation that is needed to bring together diverse types of information to make informed decisions regarding risks to humans and wildlife.  相似文献

Stabilizing global greenhouse gas concentrations at levels to avoid significant climate risks will require massive "decarbonization" of all the major economies over the next few decades, in addition to the reduced emissions from other GHGs and carbon sequestration. Achieving the necessary scale of emissions reductions will require a multifaceted policy effort to support a broad array of technological and behavioral changes. Change on this scale will require sound, well-thought-out strategies. In this article, we outline some core principles, drawn from recent social science research, for guiding the design of clean technology policies, with a focus on energy. The market should be encouraged to make good choices: pricing carbon emissions and other environmental damage, removing distorting subsidies and barriers to competition, and supporting RD&D broadly. More specific policies are required to address particular market failures and barriers. For those technologies identified as being particularly desirable, some narrower RD&D policies are available.  相似文献

Population growth and the pressures spawned by increasing demands for energy and resource-intensive goods, foods, and services are driving unsustainable growth in greenhouse gas (GHG) emissions. Recent GHG emission trends are consistent with worst-case scenarios of the previous decade. Dramatic and near-term emission reductions likely will be needed to ameliorate the potential deleterious impacts of climate change. To achieve such reductions, fundamental changes are required in the way that energy is generated and used. New technologies must be developed and deployed at a rapid rate. Advances in carbon capture and storage, renewable, nuclear, and transportation technologies are particularly important; however, global research and development efforts related to these technologies currently appear to fall short relative to needs. Even with a proactive and international mitigation effort, humanity will need to adapt to climate change, but the adaptation needs and damages will be far greater if mitigation activities are not pursued in earnest. In this review, research is highlighted that indicates increasing global and regional temperatures and ties climate changes to increasing GHG emissions. GHG mitigation targets necessary for limiting future global temperature increases are discussed, including how factors such as population growth and the growing energy intensity of the developing world will make these reduction targets more challenging. Potential technological pathways for meeting emission reduction targets are examined, barriers are discussed, and global and U.S. modeling results are presented that suggest that the necessary pathways will require radically transformed electric and mobile sectors. While geoengineering options have been proposed to allow more time for serious emission reductions, these measures are at the conceptual stage with many unanswered cost, environmental, and political issues.

Implications:?This paper lays out the case that mitigating the potential for catastrophic climate change will be a monumental challenge, requiring the global community to transform its energy system in an aggressive, coordinated, and timely manner. If this challenge is to be met, new technologies will have to be developed and deployed at a rapid rate. Advances in carbon capture and storage, renewable, nuclear, and transportation technologies are particularly important. Even with an aggressive international mitigation effort, humanity will still need to adapt to significant climate change.  相似文献

Emissions from feedlot operations are known to vary by environmental conditions and few if any techniques or models exist to predict the variability of odor emission rates from feedlots. The purpose of this paper is to outline and summarize unpublished reports that are the result of a collective effort to develop industry-specific odor impact criteria for Australian feedlots. This effort used over 250 olfactometry samples collected with a wind tunnel and past research to develop emission models for pads, sediment basins, holding ponds, and manure storage areas over a range of environmental conditions and tested using dynamic olfactometry. A process was developed to integrate these emission models into odor dispersion modeling for the development of impact criteria. The approach used a feedlot hydrology model to derive daily feedlot pad moisture, temperature, and thickness. A submodel converted these daily data to hourly data. A feedlot pad emissions model was developed that predicts feedlot pad emissions as a function of temperature, moisture content, and pad depth. Emissions from sediment basins and holding ponds were predicted using a basin emissions model as a function of days since rain, inflow volume, inflow ratio (pond volume), and temperature. This is the first attempt to model all odor source emissions from a feedlot as variable hourly emissions on the basis of climate, management, and site-specific conditions. Results from the holding pond, sediment basin, and manure storage emission models performed well, but additional work on the pad emissions model may be warranted. This methodology mimics the variable odor emissions and odor impact expected from feedlots due to climate and management effects. The main outcome of the work is the recognition that an industry-specific odor impact criterion must be expressed in terms of all of the components of the assessment methodology.  相似文献

Prion diseases, including chronic wasting disease (CWD) and scrapie, can be transmitted via indirect environmental routes. Animals habitually ingest soil, and results from laboratory experiments demonstrate prions can bind to a wide range of soils and soil minerals, retain the ability to replicate, and remain infectious, indicating soil could serve as a reservoir for natural prion transmission and a potential prion exposure route for humans. Preliminary epidemiological modeling suggests soil texture may influence the incidence of prion disease. These results are supported by experimental work demonstrating variance in prion interactions with soil, including variance in prion soil adsorption and soil-bound prion replication with respect to soil type. Thus, local soil type may be a key determinant of prion incidence. Further experimental and epidemiological work is required to fully elucidate the dynamics of soil-mediated prion transmission, an effort that should lead to effective disease management and mitigation strategies.  相似文献

In fractured rocks with a porous rock matrix such as granites, radionuclides will flow with the water in the fracture network. The nuclides will diffuse in and out the rock matrix where they can sorb and be considerably retarded compared to the water velocity. A water parcel entering the network will mix and split at the fracture intersections and parts of the original parcel will traverse a multitude of different fractures. The flowrates, velocities, sizes and apertures of the fractures can vary widely. Normally one must solve the transport equations for every fracture and use the effluent concentration as inlet condition to the next fracture and so on. It is shown that under some weakly simplified conditions it suffices to determine one single parameter group containing information on the flow wetted surface that a water parcel contacts along the entire path. It is also shown how this can be obtained. Then, solving the transport equations only once for time and location along the path gives the concentration and nuclide flux of every nuclide in the chain everywhere along a path. The same solution actually is valid for every path in the network. This dramatically reduces the computation effort. The same approach can be used for models based on streamtubes.  相似文献

The Arctic is undergoing biological and environmental changes, and a coordinated effort to monitor is critical to detect these changes. The Circumpolar Biodiversity Monitoring Programme (CBMP) of the Arctic Council biodiversity working group, Conservation of Arctic Flora and Fauna (CAFF), has developed pan-Arctic biodiversity monitoring plans that aims to improve the ability to detect and report on long-term changes. Whilst introducing this special issue, this paper also presents the making of the terrestrial monitoring plan and discusses how the plan follows the steps required for an adaptive and ecosystem-based monitoring programme. In this article, we discuss how data on key findings can be used to inform circumpolar and global assessments, including the State of the Arctic Terrestrial Biodiversity Report, which will be the first terrestrial assessment made by the CBMP. Key findings, advice for future monitoring and lessons learned will be used in planning next steps of pan-Arctic coordinated monitoring.  相似文献

Experimentation in large irradiation chambers has been useful in providing insight into the chemistry of the photochemical smog formation problem. Initial efforts to reproduce the atmospheric phenomena artificially at controllable scale were successful in that gross atmospheric smog symptoms were observed in irradiation chambers. However, as the experimentation and evidence produced were becoming more elaborate, the question arose as to how much one could rely on chemical data in understanding and interpreting atmsopheric phenomena. The question becomes highly pertinent in view of the difference in concentration levels between atmosphere and chamber work. This issue was discussed during recent American Chemical Society meetings,4,8 and the conclusions from presentations and discussions were as follows: (1 ) There is qualitative agreement between chamber data and atmospheric data wherever comparison is feasible. (2) There is need for more precise chamber work at concentration levels more nearly equal to those in the atmosphere. Experimentation in chambers under typical atmospheric conditions presents some special problems associated with the chamber design and chemical analysis. Chamber methodology has been the focus of considerable research effort, and it appears to be an important factor affecting further progress in air pollution research. Many organizations and their consultants are involved in sampling programs to characterize waste streams and materials at industrial facilities. Due to financial limitations, calendar deadlines, or other practical restrictions, a short-term, survey-type sampling plan (“sampling survey”) may need to he implemented. Survey results can he used to determine if the wastes are hazardous or if they are being managed in accordance with applicable regulations. This paper brings together practical experience and diverse information to identify the major concerns in conducting sampling surveys and to suggest methods of approaching these concerns. The paper addresses sampling in time and space, “correct” sampling to minimize bias, selecting equipment to minimize contamination, sample handling, and quality assurance/quality control. Even a quick sampling survey can be a high quality effort with a careful approach to the critical issues.  相似文献

A one minute mass vehicle exhaust emission inspection system is described to aid those seeking to establish an appropriate effort in compliance with the Air Quality Act of 1967. This proposed inspection system is suitable for both emission controlled and pre-emission controlled automobiles. It is oriented to appropriate Auto Service Industry corrective measures since it provides guidelines as to probable cause of unnecessarily high emissions for each rejected vehicle. This capability is essential to avoid abnormal corrective expense due to excessive repairs or continued high emissions due to inadequate repairs. Low skill levels may be used during the inspection process, yet results are repeatable and consistent in a plurality of inspection stations. The net gain in lower emissions through inspection of in-use vehicles is large because the point of rejection is no longer dictated by the inherently high emission vehicles. Not more than two rejection standards are required for emission controlled vehicles, and only one for pre-emission controlled vehicles. This includes all domestic and foreign makes. These standards are flexible in that they may be initially liberal and gradually tightened as circumstances warrant. Such policy changes or future spark ignition engine designs will not significantly obsolete the hardware required to perform this inspection. The fundamental techniques employed permit the use of greatly simplified equipment and instrumentation with resultant lower initial cost and increased reliability than previously envisioned meaningful inspection methods. A study of nearly 1000 automobiles over a one year period evolved and documented this proposed inspection system. The modelling of skin permeability is important for transdermal drug delivery, in the cosmetic industry and for risk assessment attendant on dermal exposure to toxic substances. The two principal methods currently used are quantitative structure-activity relationships (QSARs), used in the main to predict permeability coefficients, and mathematical modelling based on analytical or numerical solutions to the relevant partition and transport equations and used to predict the amount of a substance permeating through the skin. This paper will assess recent progress in this area and suggest what will be needed for future advancements. The considerable effort invested in the development of QSARs during the past decade has resulted in only rather modest progress. Further significant improvement in our ability to predict percutaneous permeability is likely to require the measurement of new data under carefully controlled conditions and its fitting to new QSAR equations. Reliable assessments of risks following dermal exposures will demand new integrated mathematical models that include the variables associated with the exposure and penetration processes as well as the factors that control the subsequent passage of the penetrant into the systemic system.  相似文献

Unless an effort is made to measure the carbon dioxide content of the oceans, the ability of researchers to distinguish between absorption by oceanic and by biotic sinks related to carbon emissions will remain imperfect. The Superfund Innovative Technology Evaluation (SITE) program was authorized as part of the 1986 amendments to the Superfund legislation. It represents a joint effort between U.S. EPA’s Office of Research and Development and Office of Solid Waste and Emergency Response. The program is designed to assist and encourage the development of waste treatment technologies that would contribute to more solutions to our hazardous waste problems.

Recently, EPA, through the SITE program, issued a work assignment to assess the “stateof- the-art” of electroklnetically enhanced contaminant removal from soils. Prior research efforts, both laboratory and field, have demonstrated that electroosmosis has the potential to be effective In facilitating the removal of certain types of hazardous wastes from soils. Particularly encouraging results have been achieved with inorganics in fine-grained soils where more traditional removal alternatives are less effective.

Although the results of various studies suggest that electrokinetics is a promising technology, further testing Is needed at both the laboratory and field levels to fully develop this technology for site remediation. A conceptual test program Is presented based on best available data which incorporates system design and operating parameters used in previous applications of this technology In the use of electrokinetics treatment as a remediation technique at hazardous waste sites.  相似文献

In the past several years the use of cattle feeding lots for preparing cattle for market has developed into a large industry. These installations extend over much of the United States. Our lot, just outside of Memphis, Tennessee, is at present the only one in the area, but we feel that there will be others soon.

The control of odor in the cattle feeder industry is necessary if the operator does not wish to become the target of a nuisance or injunction suit. In one recent trip extending to Texas, then to California and back, numerous lots were inspected and this paper will present various types of odor control measures which were observed. The problem is one which can be controlled, but it is primarily dependent upon the willingness on the part of management to make the effort.

As a by-product of the cattle feeder lot, large quantities of manure are obtained and unless measures are taken to properly store this material, considerable odor can result. We believe that the use of dehydration in connection with the feeder lot will become more and more necessary, and it is our experience that this type of operation requires: 1. Good design of the dehydrating unit, 2. Careful control of the product flow, 3. An understanding of the proper method for storing the manure prior to its dehydration, and 4. Use of odor control methods to keep down those odors which would constitute nuisance to those living nearby. Various methods of odor control will be discussed.  相似文献

The best interest of any company is well served when responsibility for procurement of vapor control equipment is properly fixed. From discovery of need, to final operation of the equipment, many events must occur and much effort must be expended. In many petroleum industry marketing terminals today, decentralization of control has forced terminal managers to become cost center managers as well as distribution facility managers, and this added responsibility is valuable. Who else is in a better position to evaluate the true operating costs of any equipment and to carry out the responsibility of finding the right equipment for the job at hand? Where companies employ central engineering staffs, the necessary support studies should be made available to the terminal manager so that he can understand and review: (1) the capital investment and related depreciation expense; (2) the need for preventive maintenance programs as suggested by bidding equipment suppliers; (3) the need for local contractors to bid on preventive maintenance programs; (4) company maintenance routines and all labor expense involved; and (5) budget preparation for both capital and expense budgets.  相似文献
