In this article, the production and validation of a new certified reference material "PCBs in animal fat" for the control of the maximum level of 200 ng/g setup by the European Communities for veterinary products from Belgium is described. Three materials are established: a blank, one material with about 100 ng/g and one with about 200 ng/g (sum of seven PCBs). Data on the production and certification are given. Additionally, this material was used as an unknown test material in the quality assurance program of the Belgium meat monitoring system (before the certification of the material). While the certification was performed with an uncertainty of less than 10%, the round robin exhibited larger deviations. However, these deviations were less than 20% for most of the 30 participating laboratories. Only two had significantly higher deviations.  相似文献

In-use emissions from vehicles using heavy-duty diesel engines can be significantly higher than the levels obtained during engine certification. These higher levels may be caused by a combination of degradation of engine components, poor engine maintenance, degradation or failure of emissions after-treatment devices, and engine and emissions system tampering. A direct comparison of in-use vehicle emissions with engine certification levels, however, is not possible without removing an engine from the vehicle in order to perform engine dynamometer emissions testing. The goal of this research was to develop a chassis test procedure that mimics the engine performance, and as such the expected emissions levels, from the engine certification emissions test prescribed in the U.S. Code of Federal Regulations. Emissions measurements were taken from two engines during testing on an engine dynamometer using the transient heavy-duty Federal Test Procedure (FTP). Additionally, each engine was installed in an appropriate vehicle, and emissions measurements were taken using a chassis dynamometer while employing a vehicle driving schedule intended to match closely the instantaneous torque and speed schedule of the engine FTP. Engine and chassis testing was performed with the engines in stock (unmodified) condition as well as in several modes to simulate either tampered or poorly maintained conditions. The use of a chassis test as a predictive tool for determining whether an engine in a vehicle would pass the engine certification test has proven to be worthwhile. Analysis of the data shows that identification of chassis-mounted engines with NOx emissions above certification levels is possible by employing engine-specific correction factors. In the case of PM emissions, significant data scatter allowed only the identification of gross PM emitters. Engine tampering and poor maintenance can raise PM and NOx emissions, and these increases can be correctly identified by a chassis test. Analysis of chassis and engine CO and HC emissions did not reveal a strong enough correlation to warrant the use of the chassis test for emissions screening of these two pollutants.  相似文献

This paper examines the impact of the emission control and fuel technology development on the emissions of gaseous and, in particular, PM pollutants from diesel passenger cars. Three cars in five configurations in total were measured, and covered the range from Euro 1 to Euro 4 standards. The emission control ranged from no aftertreatment in the Euro 1 case, an oxidation catalyst in Euro 2, two oxidation catalysts and exhaust gas recirculation in Euro 3 and Euro 4, while a catalyzed diesel particle filter (DPF) fitted in the Euro 4 car led to a Euro 4 + DPF configuration. Both certification test and real-world driving cycles were employed. The results showed that CO and HC emissions were much lower than the emission standard over the hot-start real-world cycles. However, vehicle technologies from Euro 2 to Euro 4 exceeded the NOx and PM emission levels over at least one real-world cycle. The NOx emission level reached up to 3.6 times the certification level in case of the Euro 4 car. PM were up to 40% and 60% higher than certification level for the Euro 2 and Euro 3 cars, while the Euro 4 car emitted close or slightly below the certification level over the real-world driving cycles. PM mass reductions from Euro 1 to Euro 4 were associated with a relevant decrease in the total particle number, in particular over the certification test. This was not followed by a respective reduction in the solid particle number which remained rather constant between the four technologies at 0.86 × 1014 km?1 (coefficient of variation 9%). As a result, the ratio of solid vs. total particle number ranged from ~50% in Euro 1–100% in Euro 4. A significant reduction of more than three orders of magnitude in solid particle number is achieved with the introduction of the DPF. However, the potential for nucleation mode formation at high speed from the DPF car is an issue that needs to be considered in the over all assessment of its environmental benefit. Finally, comparison of the mobility and aerodynamic diameters of airborne particles led to fractal dimensions dropping from 2.60 (Euro 1) to 2.51 (Euro 4), denoting a more loose structure with improving technology.  相似文献

Analyses of U.S. Environmental Protection Agency (EPA) certification data, California Air Resources Board surveillance testing data, and EPA research testing data indicated that EPA's MOBILE6.2 emission factor model substantially underestimates emissions of gaseous air toxics occurring during vehicle starts at cold temperatures for light-duty vehicles and trucks meeting EPA Tier 1 and later standards. An unofficial version of the MOBILE6.2 model was created to account for these underestimates. When this unofficial version of the model was used to project emissions into the future, emissions increased by almost 100% by calendar year 2030, and estimated modeled ambient air toxics concentrations increased by 6-84%, depending on the pollutant. To address these elevated emissions, EPA recently finalized standards requiring reductions of emissions when engines start at cold temperatures.  相似文献

Tilapia, a tropical freshwater fish native to Africa, is an increasingly important global food commodity. The World Wide Fund for Nature (WWF), a major environmental nongovernmental organization, has established stakeholder dialogues to formulate farm certification standards that promote “responsible” culture practices. As a preface to its “tilapia aquaculture dialogue,” the WWF for Nature commissioned a review of potential certification issues, later published as a peer-reviewed article. This article contends that both the review and the draft certification standards subsequently developed fail to adequately integrate critical factors governing the relative sustainability of tilapia production and thereby miss more significant issues related to resource-use efficiency and the appropriation of ecosystem space and services. This raises a distinct possibility that subsequent certification will promote intensive systems of tilapia production that are far less ecologically benign than existing widely practiced semi-intensive alternatives. Given the likely future significance of this emergent standard, it is contended that a more holistic approach to certification is essential.  相似文献

Three new methods applicable to the determination of hazardous metal concentrations in stationary source emissions were developed and evaluated for use in U.S. Environmental Protection Agency (EPA) compliance applications. Two of the three independent methods, a continuous emissions monitor-based method (Xact) and an X-ray-based filter method (XFM), are used to measure metal emissions. The third method involves a quantitative aerosol generator (QAG), which produces a reference aerosol used to evaluate the measurement methods. A modification of EPA Method 301 was used to validate the three methods for As, Cd, Cr, Pb, and Hg, representing three hazardous waste combustor Maximum Achievable Control Technology (MACT) metal categories (low volatile, semivolatile, and volatile). The modified procedure tested the methods using more stringent criteria than EPA Method 301; these criteria included accuracy, precision, and linearity. The aerosol generation method was evaluated in the laboratory by comparing actual with theoretical aerosol concentrations. The measurement methods were evaluated at a hazardous waste combustor (HWC) by comparing measured with reference aerosol concentrations. The QAG, Xact, and XFM met the modified Method 301 validation criteria. All three of the methods demonstrated precisions and accuracies on the order of 5%. In addition, correlation coefficients for each method were on the order of 0.99, confirming the methods' linear response and high precision over a wide range of concentrations. The measurement methods should be applicable to emissions from a wide range of sources, and the reference aerosol generator should be applicable to additional analytes. EPA recently approved an alternative monitoring petition for an HWC at Eli Lilly's Tippecanoe site in Lafayette, IN, in which the Xact is used for demonstrating compliance with the HWC MACT metal emissions (low volatile, semivolatile, and volatile). The QAG reference aerosol generator was approved as a method for providing a quantitative reference aerosol, which is required for certification and continuing quality assurance of the Xact.  相似文献

AMESA (adsorption method for sampling of dioxins) is a fully automatic system for long term monitoring of dioxin emissions from industrial processes based on the adsorption method. The system has been tested and undergoing a certification procedure according to the German guidelines for certification of systems for continuous monitoring of special substances. The certification covered parameters such as disposability of the system, reproducibility of the results and comparability of the sampling method with German and European standard methods. Furthermore break through, blanks and sample storability were investigated. The results prove that AMESA is a state of the art sampling system for continuous monitoring of dioxin/furan emissions.  相似文献

Assessing ecological sustainability involves monitoring of indicators and comparison of their states with performance targets that are deemed sustainable. First, a normative model was developed centered on evidence-based knowledge about (a) forest composition, structure, and function at multiple scales, and (b) performance targets derived by quantifying the habitat amount in naturally dynamic forests, and as required for presence of populations of specialized focal species. Second, we compared the Forest Stewardship Council (FSC) certification standards’ ecological indicators from 1998 and 2010 in Sweden to the normative model using a Specific, Measurable, Accurate, Realistic, and Timebound (SMART) indicator approach. Indicator variables and targets for riparian and aquatic ecosystems were clearly under-represented compared to terrestrial ones. FSC’s ecological indicators expanded over time from composition and structure towards function, and from finer to coarser spatial scales. However, SMART indicators were few. Moreover, they poorly reflected quantitative evidence-based knowledge, a consequence of the fact that forest certification mirrors the outcome of a complex social negotiation process.  相似文献

The present statutory pollutant emission limits Euro-3 for motorcycles imply the use of modern emission abatement systems such as three-way catalytic converters. Determining the quality of implementation of these new systems in different driving situations such as real-world driving is important, since motorcycles are commonly used for personal transportation in urban areas. For this reason, a test bench series was carried out with a sample of 10 motorcycles of state-of-the-art certification category Euro-3. Emission factors of regulated pollutants and CO2 are presented on the basis of the statutory driving cycle, the latest version of the real-world Worldwide Motorcycle Test Cycle (WMTC) and the real-world Common Artemis Driving Cycle (CADC).The results of the statutory driving cycle show that 7 out of 10 motorcycles fail to comply with the present emission limits. The results of both real-world driving cycles confirm notable emissions of HC in urban and NOx in motorway driving conditions. CO emissions of motorcycles with small displacement increase significantly in the urban and extra-urban sections of the CADC, which has a more dynamic velocity profile than the equivalent WMTC. Although pollutant emissions of motorcycles show a marked improvement compared with earlier certification classes, they clearly exceed the emission levels of modern light gasoline passenger cars, especially for CO and HC.  相似文献

In addition, engine control effects (such as injection timing strategies) on measured emissions can be significant. Knowing the effect of each aspect of engine and vehicle operation on the emissions from diesel engines is useful in determining methods for reducing these emissions and in assessing the need for improvement in inventory models. The effects of each of these aspects have been quantified in this paper to provide an estimate of the impact each one has on the emissions of diesel engines.  相似文献

The accuracy of individuals to estimate the opacity of black and white plumes in Visible Emission Training Programs is analyzed. The analysis includes new students and individuals returning for recertification. Following a set of drills, students generally have accuracy only slightly lower than those achieving certification. The accuracy of individuals during their initial recertification attempt is virtually the same as the accuracy six months earlier when they passed the certification test. Society increasingly requests that individuals adopt environmentally benign behavior. Information campaigns purported to change people's attitudes are often regarded as prerequisites to installing such changes. While such information may be a necessary step, it is not sufficient by itself. We argue that many everyday behaviors with environmental consequences are habitual, and that little attention is given to information directed toward changing these habitual behaviors. In other instances, behavior is guided by values in a more reflective process. However, other information besides environmental consequences may draw a person's attention and affect behavioral choice. Using surveys and experimental studies targeting consumer behavior, we studied under what conditions different kinds of information is likely to influence people with varying levels of environmental concern. Based on results from these studies, implications for behavioral change are discussed.  相似文献

An important marine pollution issue identified by the International Maritime Organization (IMO) is NOx emissions; however, the stipulated method for determining the NOx certification value does not reflect the actual high emission factors of slow-speed two-stroke diesel engines over long-term slow steaming. In this study, an accurate method is presented for calculating the NOx emission factors and total amount of NOx emissions by using the actual power probabilities of the diesel engines in four types of bulk carriers. The proposed method is suitable for all types and purposes of diesel engines, is not restricted to any operating modes, and is highly accurate. Moreover, it is recommended that the IMO-stipulated certification value calculation method be modified accordingly to genuinely reduce the amount of NOx emissions. The successful achievement of this level of reduction will help improve the air quality, especially in coastal and port areas, and the health of local residents.

Implications: As per the IMO, the NOx emission certification value of marine diesel engines having a rated power over 130 kW must be obtained using specified weighting factor (WF)-based calculation. However, this calculation fails to represent the current actual situation. Effective emission reductions of 6.91% (at sea) and 31.9% (in ports) were achieved using a mathematical model of power probability functions. Thus, we strongly recommend amending the certification value of NOx Technical Code 2008 (NTC 2008) by removing the WF constraints, such that the NOx emissions of diesel engines is lower than the Tier-limits at any load level to obtain genuine NOx emission reductions.  相似文献

ABSTRACT

A study was undertaken to identify patterns of consumer use of outdoor wood boilers or outdoor wood furnaces (technically referred to as outdoor wood-fired hydronic heaters (OWHHs)) and indoor wood stoves (IWSs) to inform the development of performance testing protocols that reflect real-life operating conditions. These devices are manually fed, and their usage protocols are a function of a number of variables, including user habits, household characteristics, and environmental factors. In this study, researchers logged the stack wall temperatures of 4 OWHH and 20 IWS units in the states of New York and Washington over two heating seasons. Stack wall temperature is an indicator of changes in combustion modes. Two algorithms were developed to identify usage modes and cold and warm start refueling events from the stack wall temperature time series. A linear correlation analysis was conducted to evaluate the effect of heat demand on usage patterns. The results and methods presented here will inform the cataloging of typical operational patterns of OWHHs and IWSs as a step in the development of performance testing procedures that represent actual in-home usage patterns.

Implications: Current US regulatory programs for residential wood heating use a certification program to assess emissions and efficiency performance. Testing under this program uses a test that burns 100% of a single, standardized wood fuel charge to assess performance at different steady-state load conditions. This study assessed in-field operational patterns to determine if the current certification approach accurately characterized typical homeowner use patterns. The data from this study can be used to inform revisions to testing methods to increase certification test comparability between lab and field performance.  相似文献

Attacks by large carnivores on humans can occasionally help to generate significant resistance to carnivore conservation efforts. We have reviewed research addressing concerns for human safety in large carnivore conservation, and have evaluated statements about the frequencies and causes of attacks based on our findings concerning i) existing data on the number of attacks by large carnivores in various parts of the world; ii) information systems documenting details of attacks; and iii) research that provides credible advice on what to do when encountering a large carnivore, to minimize the likelihood of being attacked. We conclude that little information exists for any of these criteria and what is available is often inadequate to determine the frequency of attacks, their causes and how to avoid them. We suggest that information systems, including database(s) on attacks and encounters, should be established for large carnivore conservation efforts, to supply information and to answer future requests for this information.  相似文献
