As complex social phenomena, public involvement processes are influenced by contextual factors. This study examined agency
goals for public involvement and assessed the importance of local context in remedial action planning, a community-based water
resources program aimed at the cleanup of the 42 most polluted locations in the Great Lakes Basin. Agency goals for public
involvement in remedial action plans (RAPs) were agency-oriented and focused on public acceptance of the plan, support for
implementation, and positive agency-public relations. Corresponding to these goals, citizen advisory committees were created
in 75% of the RAP sites as a primary means for public input into the planning process. Factors that influenced the implementation
of public involvement programs in remedial action planning included public orientation toward the remediation issue, local
economic conditions, the interaction of diverse interests in the process, agency and process credibility, experience of local
leadership, and jurisdictional complexity. A formative assessment of “community readiness” appeared critical to appropriate
public involvement program design. Careful program design may also include citizen education and training components, thoughtful
management of ongoing agency-public relations and conflict among disparate interests in the process, overcoming logistical
difficulties that threaten program continuity, using local expertise and communication channels, and circumventing interjurisdictional

A map of summer total phosphorus in lakes was compiled recently for a three-state area of the upper Midwest for purposes of
identifying regional patterns of total phosphorus in lakes and attainable lake trophic state. Spatial patterns in total phosphorus
from approximately 3000 lakes were studied in conjunction with maps of geographic characteristics that tend to affect phosphorus
balance in lakes to identify regions of similarity in phosphorus concentrations in lakes or similarity in the mosaic of values
as compared to adjacent areas. While degrees of relative homogeneity are apparent at many scales, the map was designed at
a scale that would yield regions with sufficient homogeneity to be useful for lake management throughout the area. In this
study, data from 210 lakes in a 1560-mi2 area in northwestern Wisconsin, sampled by the Wisconsin Department of Natural Resources in the spring of 1988 (subsequent
to the compilation of the phosphorus map), were examined to: (1) substantiate the existence of the regions depicted on the
map in northwest Wisconsin, (2) determine the nature and relative precision of the regional boundaries, (3) determine the
relative importance of natural and anthropogenic watershed characteristics, lake types, lake area, and lake depth in explaining
within-region differences in lake phosphorus, and (4) demonstrate how the regions might be used by local lake managers. 相似文献

ABSTRACT: The outflows of Lake Superior through the St. Marys River have been modified from natural conditions, initially by the construction of engineering works, such as bridges, and later by the construction of control works and the regulation of the lake. For all practical purposes, the period from 1860 to 1887 represents the natural river conditions. During the period 1888-1900 the regimen was modified by the construction of the International Railroad Bridge and the Chandler-Dunbar Power Canal. In 1901 construction began on the compensating works. Following the completion of the compensating works in August 1921, the Lake Superior outflows were regulated in accordance with the Orders of Approval, 26 and 27 May 1914. A hydrologic response model was developed to simulate the natural Lake Superior regime. The model was run for the 1860–1975 period to simulate natural Lake Superior levels and outflows. The simulated levels were compared with the recorded levels to determine the effect of regulation. It was found that regulation has resulted in a rise in Lake Superior water levels. The simulated natural outflows for the period from 1937 to 1975 were run through the Great Lakes hydrologic response model to analyze the regulation effects on Lakes Michigan-Huron, St. Clair, and Erie. This article presents a model of remedial action planning, which includes four key variables that determine progress in plan development and implementation and explain the differing level of achievement in individual sites. The model is illustrated by the characteristics and developments of four remedial action plan (RAP) processes (Lower Green Bay and Fox River, Collingwood Harbour, Spanish Harbour, and the Metro Toronto and Region RAPs). Differences in the local context of the plans have, to a significant degree, predisposed individual planning and implementation experiences. Local context includes three variables, namely geographical—technical and sociopolitical aspects and the previous history of water pollution management in the area. RAP precursors are a necessary precondition for progress in planning and substantive achievements. While there is a tendency that most geographically focused RAPs in administratively simple areas accomplish most, the motivation and political clout of RAP participants are strongly intervening factors. Resource input from upper levels of government, in particular financial commitment for plan implementation, is the fourth necessary ingredient for progress due to the RAPs' weak regulatory and institutional framework. Unfortunately, upper levels of government have shown widespread reluctance to lead in remedial action planning. Design principles and common pool resource management: an institutional approach to evaluating community management in semi-arid Tanzania 总被引:1,自引:0,他引:1
This paper analyses the role of institutions in the management of common pool resources (CPRs) in semi-arid Tanzania. Common property regimes have often been considered inadequate for the management of CPRs because of the problems of excludability, but they are becoming more widely supported as the way forward to overcome the problems of resource use and degradation in developing countries. A series of design principles for long enduring common property institutions have been proposed by Ostrom, but there is concern that they are not applicable to a wide range of real life situations or that they may be specific to certain types of CPR. Here, we compare these principles to the situation prevailing in 12 villages in six districts in semi-arid Tanzania. Data on management institutions were collected through semi-structured interviews and meetings at district and village level. The combined information was used to make a qualitative assessment of the strength with which each design principle appeared to operate in the management of forest, pasture and water resources. Boundaries, conflict and negotiation in CPR management are of key importance in semi-arid regions. However, the need for flexibility in order to deal with ecological uncertainty means that many management institutions would be considered weak or absent according to the design principle approach. This supports the view that the design principles should not be used as a 'blueprint to be imposed on resource management regimes' rather that they provide a framework for investigating common property regimes with the proviso that, certainly for semi-arid regions, they may highlight where management cannot be explained by institutional theory alone. 相似文献

Integrated resource management (IRM) is currently implemented in many parts of the world. This article promotes a pragmatic interpretation and suggests that idealistic beliefs in the problem-solving capacities of IRM are not justified. Successful implementation and performance of IRM are primarily a function of the historical context into which a project is placed. A comparative analysis of several case studies in Western Canada provides evidence for this argument, and the results can be summarized in a conceptual model about integration in resource management. IRM is interpreted as a process of constructing an objective reality of integration for sectorial management decisions, and this construction involves the transformations of power structures. ABSTRACT: In two workshops, we evaluated decision analysis methods for comparing Lake Erie levels management alternatives under climate change uncertainty. In particular, we wanted to see how acceptable and effective those methods could be in a public planning setting. The methods evaluated included simulation modeling, scenario analysis, decision trees and structured group discussions. We evaluated the methods by interviewing the workshop participants before and after the workshops. The participants, who were experienced Great Lakes water resources managers, concluded that simulation modeling is user-friendly enough to enable scenario analysis even in workshop settings for large public planning studies. They felt that simulation modeling can improve not only understanding of the system, but also of the options for managing it. Scenario analysis revealed that the decision for the case study, Lake Erie water level regulation, could be altered by the likelihood of climate change. The participants also recommended that structured group discussions be used in public planning settings to elicit ideas and opinions. On the other hand, the participants were less optimistic about decision trees because they felt that the public might view subjective probabilities as difficult to understand and subject to manipulation. 相似文献

Sensitivity indices, which rank factors pertinent to surface and subsurface runoff pathways, were used to identify phosphorus
source areas in riparian zones of 15 northern Minnesota lakes. Watershed models were first developed using a geographic information
system (GIS). Empirical models were then developed correlating water quality with land use, lake morphometry, and riparian
sensitivity. Base models of forested, cultivated, pasture/open, wetland and residential land use within 100, 200, 400, and
2000 m of the study lakes were regressed on total phosphorus and chlorophyll-a. Area-weighted groundwater and surface runoff sensitivity indices were then incorporated into each model and tested for significance.
Within the 200-m buffer, the total phosphorus base model was improved by including the groundwater index alone. The chlorophyll-a base model at 200 m was improved by including: (1) the groundwater index alone, and (2) both the groundwater and surface
runoff sensitivity indices. Results suggest that surface and subsurface runoff analysis of potential source areas can improve

This article analyzes water quality on a global scale. An overview of the global water supply and demand situation is presented first, including regional and country information, as well as data on selected water use patterns. The focus then shifts to a discussion of water pollution, its various causes, impact, and remedies, with emphasis on legal and administrative solutions. Water pollution control expenditures and the resultant achievements are dealt with in the final third of the article, with projections to 1995. ABSTRACT: The U.S. Army Corps of Engineers conducted an assessment of Great Lakes water resources impacts under transient climate change scenarios. The integrated model linked empirical regional climate downscaling, hydrologic and hydraulic models, and water resource use sub-models. The water resource uses include hydropower, navigation, shoreline damages, and wetland area. The study is unique in that both steady-state 2°CO2 and transient global circulation model (GCM) scenarios were used and compared to each other. The results are consistent with other impact studies in that high scatter in regional climate among the GCM scenarios lead to high uncertainty in impacts. Nevertheless, the transient scenarios show that in the near-term (approximately 20 years) significant changes could occur. This result only adds to the urgency of creating more flexible and robust management of water resources uses. 相似文献

Although espoused by many, integrated environmental management (IEM) has been difficult to accomplish in practice. There are
many reasons for this shortfall, but certainly a key factor is the lack of agreement among scholars and practitioners regarding
the concept and its defining elements. Our purpose here is to sharpen the conceptual basis for IEM by elaborating and pragmatically
characterizing a framework for the practice of more integrated environmental management. We outline four fundamental dimensions
of IEM: (1) comprehensive, (2) interconnective, (3) strategic, and (4) interactive/coordinative. IEM efforts in the Black
Earth
Creek watershed in Wisconsin illustrate specific attributes and examples pertaining to our conceptualization of IEM. Acceptance
of the conceptual framework elaborated here should alleviate some of the confusion associated with IEM and help move this

This paper describes the collaborative planning process for a new landscape planning programme in Ohio that seeks to influence land urbanisation patterns through joint local land use decision making on a watershed basis. The programme was developed through a collaborative process by a state agency-appointed task force that included agency staff and a wide range of stakeholders. The paper describes the process in terms of the collaborative mechanisms, the participants, the programmatic outputs, and the social and organisational outcomes that set the foundation for enhanced watershed quality through better land use decision-making practices. Key collaborations formed during the process were inter-agency collaborations, a non-profit organisation that partnered with the agencies, and that of state agencies with local governments to develop watershed-based land use plans. A most critical outcome was creation of a learning community, through an exploratory research process that used multiple methods of data gathering and consensus-building deliberation. The paper is based on a review of published documents and plans, meeting minutes, participant observation of committee and workgroup meetings and interactive research. 相似文献

ABSTRACT: Water management in the United States has historically been characterized by a decisionmaking system that is fragmented along three dimensions: (1) physical, (2) institutional, and (3) political-technical. The result is often ‘garbage can’ decision-making in open decisionmaking structures with the attributes of an ‘organized anarchy’ rather than the rational, comprehensive decisionmaking prescribed for water management. A case study of water quality management decisionmaking in the New York Finger Lakes is used to illustrate how the garbage can model can illuminate the forces that operate in fragmented water management. Interorganizational decisionmaking theory and experience from water management integration initiatives are then applied to assess what strategies may be effective in reducing the organizational anarchy that results from fragmented water management institutions. 相似文献

Corruption is the main reason why resource-rich countries perform badly in economic terms. Corruption in resource-rich countries takes two main forms, rent-seeking and patronage. Resource rents induce rent-seeking as individuals compete for a share of the rents rather than use their time and skills more productively. And resource revenues induce patronage as governments pay off supporters to stay in power, resulting in reduced accountability and an inferior allocation of public funds. This paper systematically reviews the literature on natural resources and corruption, and outlines the main policy implications for donors and domestic policy makers. A main conclusion is that priority should be given to policies that address rent-seeking and patronage. In other words, policy in resource-rich countries should be less about macro-economic management and more about institutions to prevent rent-seeking and patronage, and about giving the right incentives to players in the resource sector. Moreover, all policies need to take into account their impact on rent-seeking and patronage, and some current policies may actually be harmful in this respect. 相似文献

A newly installed combined detention/wetland stormwater treatment facility upstream from Lake McCarrons, Roseville, Minnesota,
was monitored for 21 months to evaluate its effectiveness and the response of the lake to decreased phosphorus loads. The
treatment facility consists of a 1.0-ha detention pond that discharges into a series of six constructed wetland “chambers.”
Data from snowmelt and rainfall events are presented for several pollutants. Results show good reductions for most pollutants.
Discussion on the facets of the system's operation are presented. Data from the lake show very little change in its water
quality from three years prior to restoration (1984–1986) to three years following restoration (1987–1989): the lake's phosphorus

While it is now widely accepted that the harnessing of water resources can make a major contribution to economic progress in various parts of the world, there is also increasing concern about the adverse environmental effects that such development may produce. Reviewing experiences in several countries, however, it seems that it may be possible to reconcile the management of water resources and the maintenance of environmental integrity. The paper assesses the likelihood of a reconciliation taking place in the light of a number of trends in contemporary water management. While many of these trends are in the direction of harmonious development, the pace of accommodation has typically been slow and erratic. The authors offer some suggestions as to how this might be overcome through modifications in legislation, policies, procedures and administrative structures. 相似文献

The water resources of most small island developing states (SIDS) are often very limited and require special consideration to ensure that they are developed and managed in a sustainable manner. Many small islands, typically located in the humid tropics, have no surface water resources and rely on limited groundwater resources in the form of thin freshwater lenses. The exposed location of small islands makes them particularly vulnerable to natural disasters such as cyclones, floods and droughts. Pollution from population centres and from agricultural and other activities is an increasing problem. This article provides an overview of the water resources of small islands, and the main problems and issues related to water resources. Some suggested solutions, based on practical experiences, are offered for water resource assessment and monitoring programmes, and water resource development. Institutional reform in the Andean irrigation sector: Enabling policies for strengthening local rights and water management 总被引:1,自引:0,他引:1
For centuries, local and indigenous water rights and rules in the Andean region have been largely neglected and discriminated against. The process of undermining local communities’ water access and control rights continues up to today and not only is it headed by powerful local, national and international water‐use actors encroaching local rights — it is also a direct consequence of vertical State law and intervention practices, and the latest privatization policies. Recognition of and security for the diverse and dynamic local rights and management frameworks is crucial for improving rural livelihoods and even national food security in Andean countries. At the request of the Government of Ecuador — in which at that time the indigenous movement had its political participation — a research mission was organized to formulate a proposal for institutional reform, aiming at the strengthening of the national irrigation sector. In this article, some basic mission results are outlined and analyzed within the scope of four concepts (institutional viability, political democracy, equity, and water rights security), and practical elements for institutional reform are suggested, not only for the Ecuadorian irrigation sector but also other settings. The complementary roles of central Government, local governments and water user organizations in water resources management are emphasized as is the need to strengthen enabling legal and policy frameworks. The importance of translating constitutional recognition of local and indigenous rights and common property systems into practical procedures and institutional structures is also stressed. 相似文献
