This paper describes and examines the schemes established in five EU countries for the recycling of packaging waste. The changes in packaging waste management were mainly implemented since the Directive 94/62/EC on packaging and packaging waste entered into force. The analysis of the five systems allowed the authors to identify very different approaches to cope with the same problem: meet the recovery and recycling targets imposed by EU law. Packaging waste is a responsibility of the industry. However, local governments are generally in charge of waste management, particularly in countries with Green Dot schemes or similar extended producer responsibility systems. This leads to the need of establishing a system of financial transfers between the industry and the local governments (particularly regarding the extra costs involved with selective collection and sorting). Using the same methodological approach, the authors also compare the costs and benefits of recycling from the perspective of local public authorities for France, Portugal and Romania. Since the purpose of the current paper is to take note of who is paying for the incremental costs of recycling and whether the industry (i.e. the consumer) is paying for the net financial costs of packaging waste management, environmental impacts are not included in the analysis. The work carried out in this paper highlights some aspects that are prone to be improved and raises several questions that will require further research. In the three countries analyzed more closely in this paper the industry is not paying the net financial cost of packaging waste management. In fact, if the savings attained by diverting packaging waste from other treatment (e.g. landfilling) and the public subsidies to the investment on the “recycling system” are not considered, it seems that the industry should increase the financial support to local authorities (by 125% in France, 50% in Portugal and 170% in Romania). However, in France and Portugal the industry is paying local authorities more than just the incremental costs of recycling (full costs of selective collection and sorting minus the avoided costs). To provide a more definitive judgment on the fairness of the systems it will be necessary to assess the cost efficiency of waste management operators (and judge whether operators are claiming costs or eliciting “prices”).  相似文献

Waste prevention has been addressed in the literature in terms of the social and behavioural aspects, but very little quantitative assessment exists of the environmental benefits. Our study evaluates the environmental consequences of waste prevention on waste management systems and on the wider society, using life-cycle thinking. The partial prevention of unsolicited mail, beverage packaging and food waste is tested for a "High-tech" waste management system relying on high energy and material recovery and for a "Low-tech" waste management system with less recycling and relying on landfilling. Prevention of 13% of the waste mass entering the waste management system generates a reduction of loads and savings in the waste management system for the different impacts categories; 45% net reduction for nutrient enrichment and 12% reduction for global warming potential. When expanding our system and including avoided production incurred by the prevention measures, large savings are observed (15-fold improvement for nutrient enrichment and 2-fold for global warming potential). Prevention of food waste has the highest environmental impact saving. Prevention generates relatively higher overall relative benefit for "Low-tech" systems depending on landfilling. The paper provides clear evidence of the environmental benefits of waste prevention and has specific relevance in climate change mitigation.  相似文献

Life Cycle Assessment (LCA) has been used to assess the environmental impacts associated with an activity or product life cycle. It has also been applied to assess the environmental performance related to waste management activities. This study analyses the packaging waste management system of a local public authority in Portugal. The operations of selective and refuse collection, sorting, recycling, landfilling and incineration of packaging waste were considered. The packaging waste management system in operation in 2010, which we called “Baseline” scenario, was compared with two hypothetical scenarios where all the packaging waste that was selectively collected in 2010 would undergo the refuse collection system and would be sent directly to incineration (called “Incineration” scenario) or to landfill (“Landfill” scenario). Overall, the results show that the “Baseline” scenario is more environmentally sound than the hypothetical scenarios.  相似文献

Japan's basic approach to municipal solid waste (MSW) is (1) waste reduction, (2) promotion of recycling, (3) volume reduction by intermediate treatment, and (4) environmentally sound final disposal. A brief history of legislative trends in waste management is given as background for current waste management and recycling activities. The material recovery rate for MSW collected by local municipalities was only 5.6% in 1996. More than half of MSW, on a volume basis, consists of containers and packages, while great amounts of landfill space are also taken up by bulky wastes such as electric appliances. Therefore, in order to promote recycling and decrease landfill waste, Japan is targeting containers, packages, and electric appliances. A law promoting separate collection and recycling of containers and packages (Packaging Waste Recycling Law) and a law requiring the recycling of specific home electric appliances into new products (Home Electric Appliance Recycling Law) were introduced in June 1995 and June 1998, respectively. Investigating impacts of urban solid waste recycling on urban metabolism contributes to sustainable urban solid waste management and urban sustainability. Using a physical input-output model and scenario analysis, urban metabolism of Suzhou in 2015 is predicted and impacts of four categories of solid waste recycling on urban metabolism are illustrated: scrap tire recycling, food waste recycling, fly ash recycling and sludge recycling. Sludge recycling has positive effects on reducing all material flows. Thus, sludge recycling for biogas is regarded as an accepted method. Moreover, technical levels of scrap tire recycling and food waste recycling should be improved to produce positive effects on reducing more material flows. Fly ash recycling for cement production has negative effects on reducing all material flows except solid wastes. Thus, other fly ash utilization methods should be exploited. In addition, the utilization and treatment of secondary wastes from food waste recycling and sludge recycling should be concerned.  相似文献

The recycling of municipal solid waste has a remarkable importance in the preservation of the environment and the welfare of the society. However, it is also important that this service can be provided with efficient costs. This paper aims to search for economies of output density and economies of size in the selective collection and recycling activities in Portugal and to identify the size the utilities should have to become more cost efficient. The sample comprises all Portuguese recycling utilities operating in the wholesale segment in the period 2006–2010. The results show that the Portuguese recycling utilities should increase the quantities of municipal solid waste for recycling (especially glass and paper) and also become larger to dimensions corresponding to a supply of 400–550 thousand inhabitants. With the increasing amount of glass collected, utilities are simultaneously struggling to fulfill the targets established by the European legislation and explore the existing economies of output density. The results also show that the management of these services carried out by private companies and the use of incineration (by utilities) seem to reduce the costs of utilities while the regulation of these services and the composting of waste held by utilities tend to increase costs.  相似文献

The construction sector is responsible for around 28% of the total waste volume generated in Europe, which exceeds the amount of household waste. This has led to an increase of different research studies focusing on construction waste quantification. However, within the research studies made, packaging waste has been analyzed to a limited extent. This article focuses on the packaging waste stream generated in the construction sector. To this purpose current on-site waste packaging management has been assessed by monitoring ten Mediterranean residential building works. The findings of the experimental data collection revealed that the incentive measures implemented by the construction company to improve on-site waste sorting failed to achieve the intended purpose, showing low segregation ratios. Subsequently, through an analytical study the generation patterns for packaging waste are established, leading to the identification of the prevailing kinds of packaging and the products responsible for their generation. Results indicate that plastic waste generation maintains a constant trend throughout the whole construction process, while cardboard becomes predominant towards the end of the construction works with switches and sockets from the electricity stage. Understanding the production patterns of packaging waste will be beneficial for adapting waste management strategies to the identified patterns for the specific nature of packaging waste within the context of construction worksites.  相似文献

Recycling of packaging wastes may be compatible with incineration within integrated waste management systems. To study this, a mathematical model is presented to calculate the fraction composition of residual municipal solid waste (MSW) only as a function of the MSW fraction composition at source and recycling fractions of the different waste materials. The application of the model to the Lisbon region yielded results showing that the residual waste fraction composition depends both on the packaging wastes fraction at source and on the ratio between that fraction and the fraction of the same material, packaging and non-packaging, at source. This behaviour determines the variation of the residual waste LHV. For 100% of paper packaging recycling, LHV reduces 4.2% whereas this reduction is of 14.4% for 100% of packaging plastics recycling. For 100% of food waste recovery, LHV increases 36.8% due to the moisture fraction reduction of the residual waste. Additionally the results evidence that the negative impact of recycling paper and plastic packaging on the LHV may be compensated by recycling food waste and glass and metal packaging. This makes packaging materials recycling and food waste recovery compatible strategies with incineration within integrated waste management systems.  相似文献

Construction and demolition (C&D) waste is becoming a major contributor to environmental pollution. In Shanghai, China, the quantity of C&D waste is 2.11E+07 t/yr, which accounts for 45% of the total quantity of solid waste. There has been a growing promotion of recycling C&D waste as an effective way to solve this waste problem. However, the evaluation of the efficiency of recycling C&D waste as a potential source of resources is largely based on traditional economic analysis. The economic analysis emphasizes money instead of the harmony between economic benefit and environmental effects. There is a need for a new strategic approach to investigate the efficiency of recycling C&D waste to achieve the integration between economic, social and environmental effects. Emergy theory can be employed to analyze different recycling options for C&D waste. With reference to the Chinese construction industry, this paper demonstrates that the close-loop recycling option is better than the open-loop recycling option for C&D waste in terms of the integration of social, environmental and sustainable aspects. To evaluate different technology solutions for C&D waste recycling, the emergy theory and method is not limited to a cost-benefit balance but can include economic, social, environmental and sustainable effects.  相似文献

The debate on different waste management practices has become an issue of utmost importance as human activities have overloaded the assimilative capacity of the biosphere. Recent Italian law on solid waste management recommends an increase in material recycling and energy recovery, and only foresees landfill disposal for inert materials and residues from recovery and recycling. A correct waste management policy should be based on the principles of sustainable development, according to which our refuse is not simply regarded as something to eliminate but rather as a potential resource. This requires the creation of an integrated waste management plan that makes full use of all available technologies. In this context, eMergy analysis is applied to evaluate three different forms of waste treatment and construct an approach capable of assessing the whole strategy of waste management. The evaluation included how much investment is needed for each type of waste management and how much "utility" is extracted from wastes, through the use of two indicators: Environmental yield ratio (EYR) and Net eMergy. Our results show that landfill is the worst system in terms of eMergy costs and eMergy benefits. Composting is the most efficient system in recovering eMergy (highest EYR) from municipal solid waste (MSW) while incineration is capable of saving the greatest quantity of eMergy per gram of MSW (highest net eMergy). This analysis has made it possible to assess the sustainability and the efficiency of individual options but could also be used to assess a greater environmental strategy for waste management, considering a system that might include landfills, incineration, composting, etc.  相似文献

This paper focuses on the dynamics the formation of operational costs of waste management in Italy and the effect of economic measures. Currently incentives and penalties have been internalized by the system no differently from other cost items and revenues. This has greatly influenced the system directing it towards solutions that are often distant from the real environmental objectives. Based on an analysis of disaggregated costs of collection treatment and recovery, we provide the basic elements to compose a picture of economic management in various technical–organizational scenarios.In the light of the considerations contained in the paper it is proposed, e.g. for controlled landfills, that the ecotax, currently based on weight, could be replaced by one based on the volume consumption. Likewise, for tax reduction on disposal system, instead a pre-treatment might ask an environmental balance of the overall system.The article presents a reflection on the last hidden costs associated with the consumption of goods and packaging, and how to reduce waste production is the necessary path to be followed in ecological and economic perspectives.  相似文献

In recent years the issue of the municipal waste in Poland has become increasingly topical, with a considerable rise in the waste generation, much of which can be attributed to a boom in product packaging (mainly plastic). The annual production of plastics packaging has been constantly increasing over the last 20 to 30 years, and now exceeds 3.7 million tons. Due to a lack of processing technologies and poorly developed selective segregation system, packaging waste is still treated as a part of the municipal solid waste (MSW) stream, most of which is landfilled. As a result of Poland's access to the European Union, previous legal regulations governing municipal waste management have been harmonized with those binding on the member countries. One of the main changes, the most revolutionary one, is to make entrepreneurs liable for environmental risks resulting from the introduction of packaging to the market, and for its recycling. In practice, all entrepreneurs are to ensure recovery, and recycling, of used packaging from products introduced to the market at the required level. In recent year, the required recycling levels were fulfilled for all types of materials but mainly by large institutions using grouped and transport packaging waste for that matter. Household packaging gathered in the selective segregation system at the municipalities was practically left alone. This paper is an attempt to describe the system and assess the first year of functioning of the new, revamped system of packaging waste management in Poland. Recommendations are made relating to those features that need to be included in packaging waste management systems in order to maximize their sustainability and harmonization with the EU legal system.  相似文献

Hydrothermal carbonization (HTC) is a thermal conversion technique that converts food wastes and associated packaging materials to a valuable, energy-rich resource. Food waste collected from local restaurants was carbonized over time at different temperatures (225, 250 and 275 °C) and solids concentrations to determine how process conditions influence carbonization product properties and composition. Experiments were also conducted to determine the influence of packaging material on food waste carbonization. Results indicate the majority of initial carbon remains integrated within the solid-phase at the solids concentrations and reaction temperatures evaluated. Initial solids concentration influences carbon distribution because of increased compound solubilization, while changes in reaction temperature imparted little change on carbon distribution. The presence of packaging materials significantly influences the energy content of the recovered solids. As the proportion of packaging materials increase, the energy content of recovered solids decreases because of the low energetic retention associated with the packaging materials. HTC results in net positive energy balances at all conditions, except at a 5% (dry wt.) solids concentration. Carbonization of food waste and associated packaging materials also results in net positive balances, but energy needs for solids post-processing are significant. Advantages associated with carbonization are not fully realized when only evaluating process energetics. A more detailed life cycle assessment is needed for a more complete comparison of processes.  相似文献

The purpose of this paper is to analyze problems concerning household waste disposal and material flow by means of a Leontief–Sraffa–von Neumann framework. We treat household residuals as if they were traded and valued in a daily market transaction. Thus, we can calculate the shadow price of waste, making a value system compatible with a quantity system. We show the theoretical existence of an equilibrium solution between a value system and a quantity system. This means that if there is a well-organized market for waste treatment, the flow of waste is smoothly regulated by a price adjustment mechanism. Household residuals are shown to be negatively valued if a certain constraint is satisfied. Thus, those residuals are bads instead of goods. Interestingly enough, household waste treatment in the market does not affect the price formation of normal commodities, since waste treatment services or recycling services are nonbasics in Sraffa's sense. Partly due to this character, the Hawkins–Simon condition is required only for normal production sectors, and not for recycling sectors. In the final section, we have dropped the assumption that household residuals are always treated as waste, since some residuals may be traded as normal commodities. Applying the Gale–Nikaido–Debreu lemma to a newly defined excess demand function, we have proved that our model can accommodate such a situation. By this analysis, we have shown that the goods/bads (waste) relationship is a relative matter, being dependent upon economic conditions. Civil engineering-related construction and demolition debris is an important source of waste disposed of in municipal solid waste landfills. After clay materials, gypsum waste is the second largest contributor to the residential construction waste stream. As demand for sustainable building practices grows, interest in recovering gypsum waste from construction and demolition debris is increasing, but there is a lack of standardized tests to evaluate the technical and environmental viability of this solid waste recycling process. By recycling gypsum waste, natural deposits of gypsum might be conserved and high amounts of the waste by-product could be reused in the civil construction industry. In this context, this paper investigates a physical property (i.e., resistance to axial compression), the chemical composition and the ecotoxicological potential of ceramic blocks constructed with different proportions of clay, cement and gypsum waste, and assesses the feasibility of using a minimal battery of tests to evaluate the viability of this recycling process. Consideration of the results for the resistance to axial compression tests together with production costs revealed that the best formulation was 35% of plastic clay, 35% of non-plastic clay, 10% of Portland cement and 20% of gypsum waste, which showed a mean resistance of 4.64 MPa. Energy dispersive X-ray spectrometry showed calcium and sulfur to be the main elements, while quartz, gypsum, ettringite and nacrite were the main crystalline compounds found in this formulation. Ecotoxicity tests showed that leachate from this formulation is weakly toxic toward daphnids and bacteria (EC20% = 69.0 and 75.0, respectively), while for algae and fish the leachate samples were not toxic at the EC50% level. Overall, these results show that the addition of 20% of gypsum waste to the ceramic blocks could provide a viable substitute for clay in the ceramics industry and the tests applied in this study proved to be a useful tool for the technical and environmental evaluation of this recycling process, bacterial and daphnid tests being more sensitive than algae and fish tests.  相似文献

The Swedish producer responsibility ordinance mandates producers to collect and recycle packaging materials. This paper investigates the main determinants of collection rates of household plastic packaging waste in Swedish municipalities. This is done by the use of a regression analysis based on cross-sectional data for 252 Swedish municipalities. The results suggest that local policies, geographic/demographic variables, socio-economic factors and environmental preferences all help explain inter-municipality collection rates. For instance, the collection rate appears to be positively affected by increases in the unemployment rate, the share of private houses, and the presence of immigrants (unless newly arrived) in the municipality. The impacts of distance to recycling industry, urbanization rate and population density on collection outcomes turn out, though, to be both statistically and economically insignificant. A reasonable explanation for this is that the monetary compensation from the material companies to the collection entrepreneurs vary depending on region and is typically higher in high-cost regions. This implies that the plastic packaging collection in Sweden may be cost ineffective. Finally, the analysis also shows that municipalities that employ weight-based waste management fees generally experience higher collection rates than those municipalities in which flat and/or volume-based fees are used.  相似文献

In China, controlling environmental pollution resulting from solid waste (SW) and hazardous waste (HW) has become one of the most pressing tasks in the field of environmental engineering. It is reported that the annual generation of industrial solid waste (ISW) in China exceeded 0.6 billion tons in the 1990s, and is increasing every year. Although ISW management has been strengthened in recent years, about 40% of SW is put in uncontrolled landfill without appropriate treatment. According to statistics from the national Environmental Protection Agency, the cumulative ISW uncontrolled landfill in China had reached 6.6 billion tons by the end of 1995, occupying around 55 000 hectares of land. Although some major uncontrolled landfills were constructed, nonetheless groundwater contamination resulted from the use of low-standard liners and poor management. Furthermore, about 20 million tons of ISW was discharged into the environment illegally, and a third of this waste was discharged directly into water bodies, making ISW one of the greatest pollution sources for surface water and ground water. Environmental pollution accidents resulting from SW occur about 100 times a year in China, and environmental issues frequently arise because of ISW pollution. The practices of SW management, treatment, and disposal started relatively late in China, and for a long time the management of SW pollution has received little attention compared with water and air pollution management. China faces problems such as the insufficiency of management laws and regulations, insufficient investment, inadequate treatment and disposal technology, and a lack of qualified technicians. At present, most treatment and disposal technology cannot meet the requests for solid waste pollution control. In order to protect, restore, and improve environmental quality in China and to realize sustainable development, the safe management and disposal of solid and hazardous wastes is a pressing challenge. In recent years, much attention has been paid to SW management in China, and investment to develop management and treatment technologies has increased. In 1995, the Law for Solid Waste Pollution Protection was issued, and work on solid waste treatment and disposal began to be legally managed. SW treatment and disposal facilities have been constructed, and now operate in some large and medium-sized cities. In particular, rapid improvements have been seen in ISW recycling, collection, and disposal of municipal solid waste and regional HW management. The influence of socioeconomic factors, such as population and rapid economic growth, and the change of consumption and living patterns make waste management in Singapore, a complex issue. Due to limited land and resources, the solid waste management scheme requires a comprehensive approach. Therefore, system dynamics (SD) modeling was applied to assess alternative strategies for solid waste management by interconnecting landfill capacity and recycling efficiency with reference to the projection on waste generation. Nine different scenarios were investigated to identify the best approach to maintain environmental sustainability without inhibiting the economic growth. Four subsystems (i.e., population, economy, waste recycling, and waste disposal) have been incorporated into the SD model to broaden the effectiveness of the waste management system. Research findings revealed that a high economic pattern and a high recycling rate are recommended to satisfy the requirements for economic growth and environmental sustainability while extending landfill capacity for waste disposal. Even though the balance of expenditure could be increased by the high recycling rate, it meets the need for long-term incineration and landfill planning.  相似文献
