Policies on economic use of natural resources require considerations to social and cultural values. In order to make those concrete in a planning context, this paper aims to interpret social and cultural criteria, identify indicators, match these with verifier variables and visualize them on maps. Indicators were selected from a review of scholarly work and natural resource policies, and then matched with verifier variables available for Sweden’s 290 municipalities. Maps of the spatial distribution of four social and four cultural verifier variables were then produced. Consideration of social and cultural values in the studied natural resource use sectors was limited. The spatial distribution of the verifier variables exhibited a general divide between northwest and south Sweden, and regional rural and urban areas. We conclude that it is possible to identify indicators and match them with verifier variables to support inclusion of social and cultural values in planning.  相似文献

Tipping Toward Sustainability: Emerging Pathways of Transformation   总被引:2,自引:0,他引:2  
This article explores the links between agency, institutions, and innovation in navigating shifts and large-scale transformations toward global sustainability. Our central question is whether social and technical innovations can reverse the trends that are challenging critical thresholds and creating tipping points in the earth system, and if not, what conditions are necessary to escape the current lock-in. Large-scale transformations in information technology, nano- and biotechnology, and new energy systems have the potential to significantly improve our lives; but if, in framing them, our globalized society fails to consider the capacity of the biosphere, there is a risk that unsustainable development pathways may be reinforced. Current institutional arrangements, including the lack of incentives for the private sector to innovate for sustainability, and the lags inherent in the path dependent nature of innovation, contribute to lock-in, as does our incapacity to easily grasp the interactions implicit in complex problems, referred to here as the ingenuity gap. Nonetheless, promising social and technical innovations with potential to change unsustainable trajectories need to be nurtured and connected to broad institutional resources and responses. In parallel, institutional entrepreneurs can work to reduce the resilience of dominant institutional systems and position viable shadow alternatives and niche regimes.  相似文献

Background LCA is the only internationally standardized environmental assessment tool (ISO 14040-43) for product systems, including services and processes. The analysis is done ‘from cradle-to-grave’, i.e. over the whole life cycle. LCA is essentially a comparative method: different systems fulfilling the same function (serving the same purpose) are compared on the basis of a ‘functional unit’ - a quantitative measure of this function or purpose. It is often believed that LCA can be used for judging the (relative) sustainability of product systems. This is only partly true, however, since LCA is restricted to the environmental part of the triad ‘environment/ecology - economy - social aspects (including intergenerational fairness)’ which constitutes sustainability. Standardized assessment tools for the second and the third part are still lacking, but Life Cycle Costing (LCC) seems to be a promising candidate for the economic part. Social Life Cycle Assessment still has to be developed on the basis of known social indicators.Method and Limitations LCA is most frequently used for the comparative assessment or optimization analysis of final products. Materials and chemicals are difficult to analyse from cradle-to-grave, since they are used in many, often innumerable product systems, which all would have to be studied in detail to give a complete LCA of a particular material or substance! This complete analysis of a material or chemical is evidently only possible in such cases where one main application exists. But even if one main application does exist, e.g. in the case of surfactants (chemicals) and detergents (final products), the latter may exist in a great abundance of compositions. Therefore, chemicals and materials are better analysed ‘from cradle-to-factory gate’, leaving the analysis of the final product(s), the use phase and the ‘end-of-life’ phases to specific, full LCAs.Conclusion A comparative assessment of production processes is possible, if the chemicals (the same is true for materials) produced by different methods have exactly the same properties. In this case, the downstream phases may be considered as a ‘black box’ and left out of the assessment. Such truncated LCAs can be used for environmental comparisons, but less so for the (environmental) optimization analysis of a specific chemical: the phases considered as ‘black box’ and left out may actually be the dominant ones. A sustainability assessment should be performed at the product level and contain the results of LCC and social assessments. Equal and consistent system boundaries will have to be used for these life cycle tools which only together can fulfil the aim of assessing the sustainability of product systems.  相似文献

BACKGROUND AND SCOPE: Since its inception two decades ago, the concept of sustainable development has suffered from a proliferation of definitions, such that it has increasingly come to mean many things to many different people. This has limited its credibility, called into question its practical application and the significance of associated achievements and, overall, limited the progress in environmental and social developments which it was designed to underpin. GOAL: This viewpoint article is intended to re-open the concept of sustainable development for discussion 20 years on from the Brundtland Report, in the context of the current state of the world, our growing understanding of ecosystems and their response to stressors and the parallel increase in recognition of inherent limitations to that understanding. APPROACH: Following a brief review of the diverse manner in which the concept has developed over time, we present the case for application of a series of simple conditions for sustainability, originally developed by The Natural Step in the early 90s, which nevertheless still provide a sound basis on which progress towards sustainable development could be monitored. The paper also highlights the unavoidable links between sustainability and ethics, including those in the sensitive fields of population and quality of life. DISCUSSION: Overall we argue the need for the concept of sustainable development to be reclaimed from the plethora of economically-focused or somewhat vague and un-measurable definitions which have found increasing favour in recent years and which all too often accompany relatively minor progress against 'business as usual'. RECOMMENDATIONS AND PERSPECTIVES: The vision encapsulated in the Brundtland Report was ground-breaking. If, however, true sustainability in human interactions with the biosphere is to be realised, a far stronger and more empirical interpretation of the original intent is urgently required. To be effective, such an interpretation must encompass and guide developments in political instruments and public policy as well as corporate decision-making, and must focus increasingly on addressing the root causes of major threats to sustainability rather than just their consequences.  相似文献

This paper addresses the problem of sustainability in remediation, retrofit, and seismic upgrading of historic masonry structures. Different rehabilitation techniques and some successful applications throughout the Balkans and Italy are described, with particular emphasis to the shear reinforcement of wall panels. The selected techniques aim at improving the seismic performance, preserving the structures for future generations, having the least impact in altering the architectural and heritage values, as well as being sustainable, in terms of reduced carbon dioxide emissions, reversibility, and low energy consumption. The use of cross-laminated timber (CLT), natural fibers, and fiber-reinforced Polymers (FRP) jacketing with natural lime coatings are discussed. The paper concludes by summarizing key successes of the proposed rehabilitation solutions in conservation engineering and suggests areas in which these could be used with great advantage.

Applying sustainability at an operational level requires understanding the linkages between socioeconomic and natural systems. We identified linkages in a case study of the Lake St. Clair (LSC) region, part of the Laurentian Great Lakes system. Our research phases included: (1) investigating and revising existing coupled human and natural systems frameworks to develop a framework for this case study; (2) testing and refining the framework by hosting a 1-day stakeholder workshop and (3) creating a causal loop diagram (CLD) to illustrate the relationships among the systems’ key components. With stakeholder assistance, we identified four interrelated pathways that include water use and discharge, land use, tourism and shipping that impact the ecological condition of LSC. The interrelationships between the pathways of water use and tourism are further illustrated by a CLD with several feedback loops. We suggest that this holistic approach can be applied to other case studies and inspire the development of dynamic models capable of informing decision making for sustainability.

An integrated socioeconomic and erosion study on the sustainability of traditional shifting cultivation (Jhum) carried out in 1998 and 1999 in the Chittagong Hill Tracts (CHT) of Bangladesh showed the system to be nonsustainable under the current conditions with fallow periods of only 3-5 years and lack of land rights. An estimated input (mainly labor) of USD 380 ha(-1) yr(-1) results in only a total output of USD 360 ha(-1) yr(-1) and Jhum cultivated areas suffer severe loss of soil and valuable plant nutrients along with runoff during the rainy season. To compensate these losses by commercial fertilizers will cost nearly USD 2 million yr(-1) for CHT. To ensure long-term productivity of the soils, Jhum should therefore be adjusted to a tolerable level and farmers should be given rights and title to the land to motivate them to switch to improved, settled farming systems.  相似文献

以桂林市第四污水处理厂氧化沟活性污泥为对象,研究在具有厌氧-缺氧-好氧环境的污水处理构筑物中富集存在的反硝化聚磷菌聚磷能力的持久性问题。结果表明,在此环境中富集的反硝化聚磷菌在经过3个周期的厌氧-缺氧条件下运行,最大释磷率由0.90 mg P/(g VSS.h)下降为0.07 mg P/(g VSS.h),反硝化聚磷率由0.17 mg P/(g VSS.h)下降为0.04 mg P/(g VSS.h)。比较而言,在厌氧-缺氧-好氧环境下最大释磷率及聚磷率降幅较小,释磷率由0.59 mg P/(gVSS.h)下降为0.37 mg P/(g VSS.h),反硝化聚磷率由0.17 mg P/(g VSS.h)下降为0.10 mg P/(g VSS.h),厌氧-缺氧-好氧运行条件比单纯的厌氧-缺氧运行条件更有利于维持反硝化聚磷菌的聚磷性能。  相似文献

Overexploitation is the second biggest driver of global plant extinction. Meanwhile, useful plant species are vital to livelihoods across the world, with global conservation efforts increasingly applying the concept of ‘conservation-through-use.’ However, successfully balancing conservation and biodiversity use remains challenging. We reviewed literature on the sustainability of wild-collected plant use across the countries of Colombia, Ecuador, Peru, and Bolivia—a region of global importance for its biological and cultural richness. After applying defined search terms and a two-stage screening process, 68 articles were reviewed. The numbers which reported sustainable, unsustainable, or context-dependent outcomes were relatively even, but national differences emerged. Through narrative synthesis, we identified five key, reoccurring themes: plant biology; land tenure; knowledge, resource, and capacity; economics and market pressures; and institutional structures, policy, and legislation. Our results show the need for flexible, context-specific approaches and the importance of collaboration, with bottom-up management and conservation methods involving local communities and traditional ecological knowledge often proving most effective. Sustainable development in Africa is dependent on increasing use of the continent’s water resources without significantly degrading ecosystem services that are also fundamental to human wellbeing. This is particularly challenging in Africa because of high spatial and temporal variability in the availability of water resources and limited amounts of total water availability across expansive semi-arid portions of the continent. The challenge is compounded by ambitious targets for increased water use and a rush of international funding to finance development activities. Balancing development with environmental sustainability requires (i) understanding the boundary conditions imposed by the continent’s climate and hydrology today and into the future, (ii) estimating the magnitude and spatial distribution of water use needed to meet development goals, and (iii) understanding the environmental water requirements of affected ecosystems, their current status and potential consequences of increased water use. This article reviews recent advancements in each of these topics and highlights innovative approaches and tools available to support sustainable development. While much remains to be learned, scientific understanding and technology should not be viewed as impediments to sustainable development on the continent.  相似文献

Assessing ecological sustainability involves monitoring of indicators and comparison of their states with performance targets that are deemed sustainable. First, a normative model was developed centered on evidence-based knowledge about (a) forest composition, structure, and function at multiple scales, and (b) performance targets derived by quantifying the habitat amount in naturally dynamic forests, and as required for presence of populations of specialized focal species. Second, we compared the Forest Stewardship Council (FSC) certification standards’ ecological indicators from 1998 and 2010 in Sweden to the normative model using a Specific, Measurable, Accurate, Realistic, and Timebound (SMART) indicator approach. Indicator variables and targets for riparian and aquatic ecosystems were clearly under-represented compared to terrestrial ones. FSC’s ecological indicators expanded over time from composition and structure towards function, and from finer to coarser spatial scales. However, SMART indicators were few. Moreover, they poorly reflected quantitative evidence-based knowledge, a consequence of the fact that forest certification mirrors the outcome of a complex social negotiation process.  相似文献

The purpose of this study is to examine the origin, development, and characteristics of terraces (kella), plus their potentials and determinants for sustainable use in the Chencha–Dorze Belle area of southern Ethiopia. Field surveys were conducted to determine the various parameters of the indigenous terraces and in order to collect samples for radiocarbon dating. To identify farmers’ views of the terrace systems, semi-structured interviews and group discussions were also carried out. Terraces were built and used—as radiocarbon dating proves—at least over the last 800 years. The long-term continued usage of the indigenous terraces is the result of social commitments, the structural features of the terraces, and the farmers’ responses to the dynamics of social and cultural circumstances. We dubbed that the terraces are a success story of fruitful environmental management over generations. Thus, a strong need is to preserve and develop this important cultural heritage and example of sustainable land use.  相似文献

The principles of precaution and sustainability require more consideration in the assessment of environmental risks posed by chemicals and genetically modified organisms. Instead of applying risk reduction measures when there are serious indications for damage, full scientific certainty is often waited for before taking action. The precautionary principle particularly should be applied in those cases in which the extent and probability of damage are uncertain, e.g. in the case of persistent chemicals which are additionally bioaccumulative or highly mobile. Based on these principles, environmental action targets for risks associated with GMOs and chemicals can be developed. Risk management not only includes statutory measures but also instruments designed to influence behaviour indirectly are important to achieve the goals. Particularly for risks of GMOs which provoke fear, risk communication is important. Some rules to which attention should be paid in communication with the public are presented.  相似文献

A hill station is a town or city situated in mountain regions in the tropics founded during the western colonization in the nineteenth and early twentieth centuries. Hill stations have moderate temperatures, and are known for their relatively good natural environments, which generate valuable ecosystem services that benefit the local population. However, rapid urbanization threatens the sustainability of these areas. This study evaluates the sustainability of the urbanization process of Baguio City, a hill station city in Southeast Asia and the summer capital of the Philippines, by determining the relationship between its velocity of urbanization and velocity of urban sustainability based upon various perspectives. From an equal weight perspective (of the triple bottom line of sustainability components, namely environmental, social, and economic) and a pro-economic perspective, the results revealed that the urbanization of Baguio City has been moving toward a “sustainable urbanization.” However, from the environmental and eco-sustainable human development perspectives, the results indicated that it has been moving toward an “unsustainable urbanization.” The paper discusses the implications of the findings for the planning of sustainable development for Baguio City, including some critical challenges in sustainability assessment and the applicability of the framework used for future sustainability assessments of the other hill stations in Southeast Asia.  相似文献
