Governments fulfil important roles in increasing the adaptive capacity of local communities to respond to climate change impacts, particularly in developing countries. Existing studies on how governments enable and constrain the ways in which local level communities learn and build their adaptive capacity, however, generally adopt network or market-oriented types of governance. However, the most vulnerable regions to climate change impact in the world are generally governed through hierarchical policy systems. This research aims to understand how the hierarchical policy system in Vietnam creates enables and/or constrains the policy capacity of policy actors to contribute to effective climate change adaptation. We conducted interviews (n?=?26) with key actors at multiple levels of government. Our findings show the importance of clear legal institutions, available financing for implementing policies, and the training of governmental staff, particularly at district and commune levels where the policy capacities are generally too low to deal with climate change impacts. We conclude that any efforts to support local actors (i.e. smallholder farmers) should include investments in policy capacity to ensure uptake and upscaling of adaptation actions more broadly. 相似文献

Evidence abounds attesting to changes in the global climate. In Ghana, climate change and climate variability have brought several exposure-sensitivities on different people and at different times. Due to the multiplicity of climate change and climate variability effects, adaptation strategies invariably could be influenced by several factors. This paper assesses the adoption of adaptation strategies in the rural northern savannah zone of Ghana as a result of climate change and variability. Using two villages each from Savelugu Nanton, West Mamprusi and Kassena Nankana East Districts, which are slightly different as case studies, the paper unearthed panoply of varied adaptation strategies in each of them including intensification of irrigation; integration of livestock production; changes in tillage practices; fertiliser application on farms; shift from agriculture to non-farm jobs; seasonal migration and purchase of drought insurance for maize. The results indicate that the relativity in adoption and utilisation of the different adaptive strategies are interlinked with geographical, social, economic, institutional and political factors and processes in the villages. The findings drum home the essentiality of location-specific planned adaptation strategies for climate change through a bottom-up approach, in order to ensure their effectiveness and sustainability. 相似文献

Urban/rural stormwater quantity modelling has been well-researched and has achieved sufficient accuracy benchmark. However, modelling stormwater runoff quality (i.e. pollutants transport associated with stormwater) are relatively difficult and largely depends on catchment characteristics/land-uses; these can be estimated with acceptable accuracy provided pollutants transport equations are established through extensive field measurements. To ensure ecologically sustainable development, several stormwater treatment systems have been proposed. Model of Urban Stormwater Improvement Conceptualisation (MUSIC) developed and widely used in Australia, estimates pollutant transport from catchments and stormwater treatment through different systems. This paper presents a study on the accuracy of MUSIC estimations for different stormwater treatment options used in Australia and abroad. Data on several field measurements on different constructed stormwater treatment systems (bioretention, grass swale and porus pavement) in Australia, Sweden, New Zealand and Scotland was collected from literatures. The experimental results were compared with MUSIC's estimations under similar conditions. In general, it has been found that MUSIC can simulate flow conditions with good accuracy, however MUSIC's predictions on the removal efficiencies of Total Suspended Solids (TSS), Total Phosphorus (TP) and Total Nitrogen (TN) are varying. Potential reasons for these discrepancies are discussed. Also, a summary table showing MUSIC's overall capability on simulating stormwater treatment efficiencies for different treatment measures has been presented. 相似文献

Climate change (CC) is now recognized as posing a serious threat to the sustainable development of Addis Ababa city, Ethiopia. As a consequence, city authorities are showing increasing interest in combating CC by streamlining adaptation measures into city development planning through a comprehensive and integrated approach. Nevertheless, in the past, the integration of CC adaptation into urban planning (UP) and landscape design (LD) was not given adequate consideration by planners and designers due to lack of knowledge regarding CC and the efforts that can be taken to mitigate its effects. The objective of this work is: ? To summarize the current state of knowledge of, and conceptualization of, the core elements of CC impacts and responses in Addis Ababa in terms of their implications for UP and LD in the city; ? To develop a common understanding among urban planners and related professionals of how improvements in UP and LD can contribute to CC adaptation; and ? To mainstream CC in future UP and LD endeavors. The results of this study show that integrating CC adaptation and other response options into UP and LD at the city, subcity/catchment, neighborhood, site/project, and building levels will enhance the sustainability of the city with respect to its resilience to flood risk hazards, water supply during drought periods, and urban heat island effects. 相似文献

The focus on climate change adaptation, rather than mitigation, has become more prominent since the turn of the century. Given this, it is important to consider what has been achieved so far, particularly community-based approaches which have become the resolve for practitioners and donor agencies working in the sector. This review of 128 publications on community-based climate change adaptation, identified through a systematic database search, follows the development of this body of work in the academic literature. Commencing in the early 2000s, the literature detailed the emergence of community-based adaptation (CBA), driven by a number of factors: recognition of the human dimensions of changes; appreciation of the role of local knowledge for strengthening adaptive capacity; and a push to focus on the scale at which impacts are felt and link this action with pro-poor development outcomes. A more substantial body of work emerged in the literature from 2010 onwards, defining a series of key enablers for effective CBA, which included: use participatory approaches; recognise that adaptation is a social process; and support CBA at multiple scales. More recently, there has been a growing emphasis in the literature to re-conceptualise CBA, which will require focusing on innovation, learning and multi-sectoral approaches. 相似文献

National authorities in many countries aim at having climate change adaptation mainstreamed into existing policy domains in order to achieve coherence and synergies, and to avoid mal-adaptation. Because of local variations in climate change impacts, the lion's share of climate adaptation work will have to take place at the local level. This means also that the mainstreaming process needs to occur locally. This article examines the mainstreaming of climate change adaptation into existing sectors in five Norwegian municipalities. Applying theories of mainstreaming and policy integration we find that policy development is slower, but perhaps more robust in the municipalities that have chosen a horizontal, cross-sectoral approach to mainstreaming than in the municipalities that have chosen a vertical sector approach to mainstreaming. 相似文献

Urban governance systems need to be adaptive to deal with emerging uncertainties and pressures, including those related to climate change. Realising adaptive urban governance systems requires attention to institutions, and in particular, processes of institutional innovation. Interestingly, understanding of how institutional innovation and change occurs remains a key conceptual weakness in urban climate change governance. This paper explores how institutional innovation in urban climate change governance can be conceptualised and analysed. We develop a heuristic involving three levels: (1) “visible” changes in institutional arrangements, (2) changes in underlying “rules-in-use”, and (3) the relationship to broader “governance dilemmas”. We then explore the utility of this heuristic through an exploratory case study of urban water governance in Santiago, Chile. The approach presented opens up novel possibilities for studying institutional innovation and evaluating changes in governance systems. Urban stormwater systems traditionally used “grey” infrastructure to manage runoff. Contemporary designs now incorporate “green” infrastructure, which offers additional potential benefits such as urban amenities and health. Understanding how green and grey infrastructure investments are distributed across urban areas is important for new goals of promoting environmental justice in planning. In California, for instance, public investments increasingly require a percentage of funds to be spent in disadvantaged communities. Recent advancements in the availability of high-detail geographic data in cities can support prioritising investments to fulfil these multiple benefits. This paper analyses the distribution of stormwater infrastructure in Los Angeles (LA) County in relation to design criteria, urban structure and sociodemographic information. It demonstrates an approach for identifying projects that simultaneously address engineering needs and promote equity. Statistical analysis of high-detail sewer locations reveals geographic correlations with key local design parameters, urban characteristics and sociodemographic indicators. Watershed areas in LA County were identified that support multi-benefit projects, meeting dual criteria for infrastructure improvements and disadvantaged community status. As stormwater systems are increasingly designed for multi-benefit outcomes, new design frameworks can emphasise both performance and social equity. 相似文献

There is a pressing need for municipalities and regions to create urban form suited to current as well as future climates, but adaptation planning uptake has been slow. This is particularly unfortunate because patterns of urban form interact with climate change in ways that can reduce, or intensify, the impact of overall global change. Uncertainty regarding the timing and magnitude of climate change is a significant barrier to implementing adaptation planning. Focusing on implementation of adaptation and phasing of policy reduces this barrier. It removes time as a decision marker, instead arguing for an initial comprehensive plan to prevent maladaptive policy choices, implemented incrementally after testing the micro-climate outcomes of previous interventions. Policies begin with no-regrets decisions that reduce the long-term need for more intensive adaptive actions and generate immediate policy benefits, while gradually enabling transformative infrastructure and design responses to increased climate impacts. Global and local indicators assume a larger role in the process, to evaluate when tipping points are in sight. We use case studies from two exemplary municipal plans to demonstrate this method's usefulness. While framed for urban planning, the approach is applicable to natural resource managers and others who must plan with uncertainty. 相似文献

Urban areas worldwide are challenged by climate change and urban flooding. Within the academic literature, adaptive measures that can be integrated into other issues such as recreation, nature reserves, and social issues are considered the way forward. Adaptation has recently become a mandatory planning theme for Danish municipalities, which in the absence of established practices are struggling to find the best institutional set-up to address adaptation as an integrated issue. Based on a case study of an integrated project organised as a partnership, this article identifies and discusses governance challenges that must be addressed if municipalities are to benefit from synergies through integrated projects. The municipality in question has established a partnership with housing organisations, foundations, and a utility company as well as facilitated a dialogue with citizens and institutions to address flooding threats and social issues at the neighbourhood scale. Because of strong political and leadership support, funding from partners, and good project facilitation both partners and politicians are enthusiastic about the project and its potential. Several challenges, however, needed to be addressed, particularly in relation to clashing norms from different governance paradigms. Public participation in decision making is a central component of the planning process; however, implementing effective engagement initiatives to resolve complex planning and policy problems, such as climate change, is challenging for planners. These challenges are particularly acute in coastal communities throughout Australia, where many settlements are at risk of future climate perturbations. Using the International Association for Public Participation framework for public participation, we analyse three local government led public participation initiatives in New South Wales, Victoria and Tasmania, Australia. Our analysis suggests there are three critical factors that can influence the level of public participation in the context of climate change adaptation: the technocratic approach to decision making; absent high order government support; and the lack of evaluation mechanisms for public participation. 相似文献

Although Dutch cities were among the forerunners in local climate policy, a systematic overview on climate mitigation and adaptation policy is still missing. This study aims to fill this gap by analysing 25 Dutch cities using indicators for the level of anchoring in policy, organisation and practical implementation as well as multi-level relations. Since Tilburg, Amsterdam, Den Haag and Rotterdam show a higher performance than other Dutch cities, these four cities are used as reference cities. The findings suggest that structural integration of climate mitigation and adaptation is limited in Dutch cities. The study points at three recent trends in local climate governance in the Netherlands: (i) decentralisation within municipal organisations, (ii) externalisation initiatives that place climate policy outside the municipal organisation and (iii) regionalisation with neighbouring municipalities and the provincial government. 相似文献

Stormwater utility fees (SUFs) are one way to fill the growing gap between stormwater management needs and available funding. However, there is a lack of data on the overall role they play in stormwater program budgets. This paper presents an evaluation of SUFs across multiple jurisdictions to understand their contributions to overall revenue, the uses of revenue, and the extent to which ratemaking is equitable within and between jurisdictions. We compiled data on SUFs for 124 jurisdictions and program budgets for 80 jurisdictions to describe the composition of revenues and influence of municipal stormwater permit status. We also calculated SUFs applied to individual parcels in 11 jurisdictions to assess two equity outcomes: proportionality and affordability. Results indicate that SUF revenue contributed 91% of the $537.7 million in total 2019 stormwater program operational revenue. There was enormous variation among jurisdictions in annual SUF revenue per capita ($17–328), per housing unit ($42–1007), and on an area-normalized basis (<$0.01–2.70 per ft2 impervious surface). SUFs in some cities were large enough to burden low-income households, and the way they are billed may preclude assistance for renters. In the context of escalating costs driven in part by new regulatory requirements, these results illustrate the tension between achieving full cost recovery for stormwater services and ensuring prices are affordable for ratepayers. 相似文献

Much can be learned about adaptation by applying structures and methodologies already used in other research fields. This study employs a public economic policy approach to investigate how – or if at all – adaptation should be supported by the public sector. Three different fields of adaptation activity are identified which are especially relevant for government intervention and the study proposes ways in which government intervention could be conducted. Climate change is conventionally recognised as a large-scale issue resolved through regional or national policy initiatives. However, little research has been done to directly evaluate local climate change action plans. This study examines 40 recently adopted local climate change action plans in the US and analyses how well they recognise the concepts of climate change and prepare for climate change mitigation and adaptation. The results indicate that local climate change action plans have a high level of ‘awareness’, moderate ‘analysis capabilities’ for climate change, and relatively limited ‘action approaches’ for climate change mitigation. The study also identifies specific factors influencing the quality of these local jurisdictional plans. Finally, it provides policy recommendations to improve planning for climate change at the local level. 相似文献

This paper introduces a special issue of Local Environment that has arisen through collaboration between academic researchers and the Urban Planning and Design Branch of UN-Habitat, focused on how we can understand and respond to the challenges of urban vulnerability, adaptation and resilience in the context of climate change. The paper establishes the existing state of the art in the field, and considers critical challenges that are emerging in the research-based literature. In this context, it introduces UN-Habitat's Cities and Climate Change Initiative and reflects on the lessons learnt and challenges ahead, drawing on insights from across the papers in the special issue. In conclusion, it identifies the role of international/transnational co-operation, the relation between adaptation and mitigation, issues of multi-level governance and the ways in which change in urban socio-technical systems might be achieved as critical issues across the science/policy interface where increased dialogue and the co-production of knowledge needs to focus in order to advance this agenda. 相似文献

This paper assesses the communication and the use of climate scenarios at the science–science and science–policy interface in Finland, Sweden and Norway. It is based on document analysis and stakeholder questionnaires. The questionnaires targeted three stakeholder groups, all engaged in the communication and the use of climate scenario information: climate scenario producers; impact, adaptation and vulnerability (IAV) experts; and policy-makers. The respondents were asked to identify issues associated with the communication of scenarios and other needs pertaining to the usefulness and availability of such information. Despite the relatively long history of climate change adaptation in the three countries, climate scenarios are not utilised to their full potential. Climate scenarios have been used in awareness raising, problem understanding and strategy development. However, far less examples can be found on adaptation actions, particularly on harnessing the benefits of climate change. The communication between climate scenario producers and IAV experts functions well; however, communication between climate researchers and policy-makers is less efficient. Each country has developed boundary services to enhance dissemination of the climate scenario information to policy-makers. They are cost-efficient but do not necessarily enhance the comprehension of the information and encourage the actual dialogue between scenario producers and the end-users. Further translation of scenario information to impact and vulnerability estimates together with established boundary work could improve the use of climate research information. As adaptation policy in these countries further progresses towards implementation, there are increasing expectations of support from research, further challenging the communication of climate scenarios. 相似文献

India has good reasons to be concerned about climate change as it could adversely affect the achievement of vital national development goals related to socio‐economic development, human welfare, health, energy availability and use, and infrastructure. The paper attempts to develop a framework for integrated impact assessment and adaptation responses, using a recently built railroad coastal infrastructure asset in India as an example. The framework links climate change variables — temperature, rainfall, sea level rise, extreme events, and other secondary variables — and sustainable development variables — technology, institutions, economic, and other policies. The study indicates that sustainable development variables generally reduce the adverse impacts on the system due to climate change alone, except when they are inadequately applied. The paper concludes that development is a vital variable for integrated impact assessment. Well crafted developmental policies could result in a less‐GHG intensive future, enhanced adaptive capacities of communities and systems, and lower impacts due to climate change. 相似文献

The climate change literature emphasises the importance of geographical understanding for guiding adaptation, in which “place” perspectives are particularly significant. After “scale”, the term “place” within the climate change adaptation literature is most often implicitly used in reference to a delineated and localised region, such as place-based risk assessment or place-based adaptation planning. Here, we use a case study of the Australian island-state of Tasmania to demonstrate the importance and particularity of place in the formation of climate change adaptation issues, problem definition and framing, and the dynamics of knowledge and praxis development across a range of research and industry sectors. We describe the significance of the place Tasmania with regard to its geographical location; its portrayal as an island place; and its cultural meaning and relations. Through a synthesis of climate change adaptation research, policy literature and engagement with researchers and stakeholders, we identify three emergent thematic place characterisations of Tasmania. We find that these characterisations have contributed directly or indirectly to the: initiation and extent of research and practical activities; the framing of adaptation issues and perspectives on potential adaptation responses in different sectors including the marine biodiversity and resources sector, small business and human health sectors. Exposing these influences is essential for focusing future adaptation activities, including research, planning, investment and practice, in Tasmania and other locations where place is a central issue. 相似文献

Many cities throughout the world are adopting green infrastructure techniques to reduce stormwater and sewer overflows into waterways, which is particularly problematic for places experiencing more frequent and severe rain events. Governance of green stormwater implementation is proving to be as important as the techniques themselves. Building on the climate and sustainability governance literature, we argue that effective governance requires planning across city departments, experimentation and a strategy for organisational learning. We employ a case study of Philadelphia, the first city in the United States to attempt an entirely green approach to meeting federal regulations to examine issues of governance that emerged and how they were addressed. The case study draws on interviews with fourteen public and private sector actors involved in implementation, a site visit to observe the installations and to discuss the approach with a key planner, and grey literature. We find that silos can be broken down and that if open communications and a willingness to change practices are present, obstacles cited in the literature can be overcome. The key implication is that the three elements of governance need to be built into the green infrastructure planning process. While the analysis focuses on a US city, the departments involved and the governance needs of green stormwater infrastructure are similar in cities in much of the world. 相似文献
