ABSTRACT: A mesoscale meteorological model, a surface hydrology model, and a ground-water hydrology model are linked to simulate the hydrographic response of a large river basin to a single storm. Synoptic climatology is employed to choose a representative hydro-climatic event. The mesoscale meteorological model uses three nested domains to simulate relatively high-resolution precipitation over a sub-basin of the Susquehanna River Basin. The hydrology models simulate surface runoff and ground-water baseflow using both analyzed and simulated precipitation. The hydrologic abstractions are handled using both Curve Number and Green-Ampt routines. To support the linkage of the numerical models, special attention is given to data resampling and reprojection. The mesoscale meteorological model simulation captures the spatial and temporal structure of the storm event, while the hydrology models represent the timing of the event well. The Curve Number method generates a realistic hydrograph with both analyzed and simulated precipitation. In contrast, the hydrographic response generated by the Green-Ampt routine is inferior. Several interrelated factors contribute to these results, including: the nature of the precipitation event chosen for the experiment; the tendency of the mesoscale meteorological model to underpredict low intensity, widespread precipitation in this case; and the influence of the surface soil-texture characteristics on infiltration rates. 相似文献

ABSTRACT: The use of artificial recharge in Saskatchewan and the rest of Canada to improve rural community and farmstead domestic water supply has great potential. Approximately 75 percent of the people in rural Saskatchewan and 26 percent of all the people in Canada are dependent on ground water for their domestic water supply. Typically, this water is highly mineralized and is often unpalatable due to odor and taste. A source of readily available, high quality water to eliminate expensive chemical treatment of available water and long distance hauling would be of significant value to rural residents. Storage of high quality water in aquifers by injection through wells has been documented and has been shown to depend on the use of a surface water catchment system to provide the high quality water. Since air entrainment or formation clogging can occur in poorly operated recharge schemes, development of proper design and operation of recharging procedure is required. This can be accomplished by using an injection response computer model and a properly designed injection system. Small scale artificial recharge projects will provide a valuable commodity to rural water users and will promote sustainable and conjunctive use of surface and ground water resources. 相似文献

The size of multipurpose reservoir development is usually determined by an economic analysis of reservoir capabilities and the present and projected water resources needs which can be satisfied. This analysis is referred to as project formulation, wherein optimum conditions are sought. In responding to multiple objectives, i.e., national economic development, regional development and environmental quality, which are being considered in river basin planning in recent years, reservoirs should provide for reasonably full hydrologic development. Additional storage will be needed to provide opportunities for economic development, as well as meet unexpected development. Also, it provides more flow regulation capability for quality of environment considerations. An analysis has been made on twelve reservoir sites in the New York State portion of the Susquehanna River Basin to determine the so-called “reasonably full hydrologic development of reservoir sites.” Hydrologic, economic, environmental and physical characteristics of the sites are taken into consideration. For normal conditions, it can be concluded that a yield equivalent to about 80 percent of the average discharge (runoff) can be considered as reasonably full hydrologic development for reservoir sites in the Susquehanna River Basin in New York. The same technique can be applied elsewhere to determine reasonably full hydrologic development of reservoir sites. 相似文献

ABSTRACT: The effects of energy development on the water resources of the Colorado River and Great Basin regions is expected to be substantial. Complex physical, economic and institutional interactions may be expected. Most research on these impacts appears single purpose, fragmented, uncoordinated, and often inaccessible to potential users - particularly those with responsibility for energy/water policy and program decisions. A comprehensive, integrative framework for assessing alternative water allocation decisions is outlined, taking a heuristic decision making model for evaluating impacts on maximization of gross (or net) regional product, and regional social welfare, and for assessing the region's contribution to national objectives. The suggested model provides a structure for application and integration of data of various kinds to a range of situations arising from possible impacts from energy proposals. The focus is on water and energy relationships but the model may provide a framework for comprehensive analysis of a variety of environmental actions and resulting system perturbations and effects. 相似文献

ABSTRACT: Information on raw water quality, treatment process removal efficiency, and distribution system monitoring is essential to the proper management and operation of a water utility system. Microcomputer hardware and software systems using commercially available data base management systems (DBMS) have emerged within the last few years as an effective means of managing, analyzing, and displaying water quality data. Understanding hardware, software, and training requirements is essential to the proper use of these systems. Three types of data base design are common: relational, hierarchical, and network. Only the relational type of data base architecture is widely implemented on microcomputer DBMS. In this paper two examples of the application of DBMS to water utility problems are presented. One example deals with collection and analysis of data concerning the water quality of the Mississippi River. The second example deals with the DBMS as a means of analyzing water quality data in the North Penn Water Authority (NPWA) distribution system. 相似文献

ABSTRACT: Shallow ground water in areas of increasing urban development within the Upper Colorado River Basin was sampled for inorganic and organic constituents to characterize water‐quality conditions and to identify potential anthropogenic effects resulting from development. In 1997, 25 shallow monitoring wells were installed and sampled in five areas of urban development in Eagle, Grand, Gunnison, and Summit Counties, Colorado. The results of this study indicate that the shallow ground water in the study area is suitable for most uses. Nonparametric statistical methods showed that constituents and parameters measured in the shallow wells were often significantly different between the five developing urban areas. Radon concentrations exceeded the proposed USEPA maximum contaminant level at all sites. The presence of nutrients, pesticides, and volatile organic compounds indicate anthropogenic activities are affecting the shallow ground‐water quality in the study area. Nitrate as N concentrations greater than 2.0 mg/L were observed in ground water recharged between the 1980s and 1990s. Low concentrations of methylene blue active substances were detected at a few sites. Total coliform bacteria were detected at ten sites; however, E. coli was not detected. Continued monitoring is needed to assess the effects of increasing urban development on the shallow ground‐water quality in the study area. 相似文献

Alternative futures are defined to be mutually consistent alternative combinations of assumed sets of future conditions. Alternative futures are employed in conjunction with the Wollman-Bonem model to project future water use. The model solutions under different alternative futures provide an indication of the direction and relative magnitude of changes in water use, both in quantity and quality, that may result from changes in policy-influenced variables, technology, and other data. The Wollman-Bonem model is employed in this paper as a tool to illustrate the alternative futures concept. The model can best be cast as an economic model. The model solutions are not given as a set of formal projections, but as various possible water-use-over-time curves. This should aid in disspelling the erroneous idea that it is possible to make distant projections of water use as a single curve. Atoll island communities rely on rainwater catchment systems (RWCS) as a primary method of storing freshwater. However, stored freshwater can be depleted during times of drought, requiring importation of water to sustain community living. To maintain adequate water supply under future climatic conditions, the functioning of RWCS for atoll communities must be analyzed and optimal designs must be adopted. In this study, a quantitative analysis of stored daily water volumes is provided for atoll islands within the Federated States of Micronesia (FSM), with Nikahlap Island, Pakein Atoll, and a generic island in western FSM used as representative cases. Using a daily water balance model for the RWCS, baseline conditions are simulated for the 1997‐1999 time period, during which an intense El Niño‐induced drought occurred, and a sensitivity analysis is performed to quantify the influence of RWCS features on water system outputs, whereupon an optimal RWCS design using existing infrastructure is analyzed. Results indicate the strong influence of catchment area, system efficiency, and storage capacity on water volumes and the depletion of water during dry seasons and drought periods using current RWCS infrastructure. Adequate storage can be maintained during a major drought if unused RWCS features are employed and if minimal rationing is adopted. Study results provide water resource managers and government officials with valuable data for consideration in water security measures. 相似文献

Abstract: Declining reservoir storage has raised the specter of the first water shortage on the Lower Colorado River since the completion of Glen Canyon and Hoover Dams. This focusing event spurred modeling efforts to frame alternatives for managing the reservoir system during prolonged droughts. This paper addresses the management challenges that arise when using modeling tools to manage water scarcity under variable hydroclimatology, shifting use patterns, and institutional complexity. Assumptions specified in modeling simulations are an integral feature of public processes. The policymaking and management implications of assumptions are examined by analyzing four interacting sources of physical and institutional uncertainty: inflow (runoff), depletion (water use), operating rules, and initial reservoir conditions. A review of planning documents and model reports generated during two recent processes to plan for surplus and shortage in the Colorado River demonstrates that modeling tools become useful to stakeholders by clarifying the impacts of modeling assumptions at several temporal and spatial scales. A high reservoir storage‐to‐runoff ratio elevates the importance of assumptions regarding initial reservoir conditions over the three‐year outlook used to assess the likelihood of reaching surplus and shortage triggers. An ensemble of initial condition predictions can provide more robust initial conditions estimates. This paper concludes that water managers require model outputs that encompass a full range of future potential outcomes, including best and worst cases. Further research into methods of representing and communicating about hydrologic and institutional uncertainty in model outputs will help water managers and other stakeholders to assess tradeoffs when planning for water supply variability. 相似文献

ABSTRACT: Ground water quality is an environmental issue of national concern. Agricultural activities, because they involve large land areas, often are cited as a major contributor of ground water contaminants. It appears that some degree of ground water contamination from agricultural land use is inevitable, especially where precipitation exceeds evapotranspiration. For this reason, and because agriculture differs significantly from point sources of pollution, farmers, policymakers, and scientists need alternative management strategies by which to protect ground water. Mathematical models coupled to geographic information systems to form expert systems can be important management tools for both policymakers and agricultural producers. An expert system can provide farmers, researchers, and environmental managers with information by which to better manage agricultural production systems to minimize ground water contamination. Significant research is necessary to perfect such a system, necessitating interim ground water management strategies that include not only a strong research program, but educational and public policy components as well. 相似文献

岷江是长江上游的一个重要支流,其水质安全对维持成都平原正常的生产生活起着至关重要的作用。采用模糊综合评价的方法,对岷江流域14个地表水监测断面的水质状况进行了综合评价。结果表明:在14个监测断面中,处于清洁和未污染程度的断面占50%,主要位于岷江流域的上游和下游,其水质状况较好;处于重污染的断面占29%,主要位于岷江流域的中游,水质状况较差。因此,需要加强流域综合治理尤其是对岷江中游的治理,以确保岷江流域的水质安全。 相似文献

Community water systems (CWS) face significant competing forces for change from decreasing water resource availability, stricter water quality regulations, decreasing federal subsidies, increasing public scrutiny, decreasing financial health, and increasing infrastructure replacement costs. These competing forces necessitate increasing consolidation responses among financially stressed CWS. Consolidation responses allow financially stressed CWS to increase levels of service by taking advantage of economy of scale benefits, such as eliminating service duplications across administration and operational functions. Consolidation responses also promote improved financial accountability among consolidating CWS, especially when operating as integral subsystems of a larger regional drinking water supply (RDWS) system. The goal of this paper is to propose a conceptual model for robust performance assessment and evaluation (PAE) among consolidating CWS. The objectives of this paper are to conceptualize methods for: (1) consistent performance assessment and (2) uniform summative performance evaluation among consolidating CWS. The expected outcome from implementing robust PAE among consolidating CWS is increased levels of service through transparent benchmarking and improved financial accountability. The proposed robust PAE model provides the basis for constructing decision support system (DSS) tools that estimate efficient solutions for allocating limited financial resources among consolidating CWS. The paper is a significant departure from current CWS PAE approaches in two ways. First, it provides a goal-oriented approach for robust PAE among consolidating CWS. Second, it constructs efficiency-based performance metrics to temporally and spatially monitor the degree of attainment of the RDWS systems' goal. 相似文献

ABSTRACT: Southern California, now in its fifth consecutive year of drought, has always relied heavily on imported water from the Owens Valley, the State Water Project, and the Colorado River. For various reasons, these sources are now decreasing and water suppliers are being forced to look for new sources. One possible alternative is to store water obtained during peak supply periods for use during dry periods in ground water storage basins. The Santa Ana River Basin in Orange County has already been developed, and is being used to provide water to 25 cities in Orange County. The San Juan Basin, also in Orange County, is being studied as a possible future storage basin. The water resources of the atolls of the Republic of Maldives are under continual threat from climatic and anthropogenic stresses, including land surface pollution, increasing population, drought, and sea‐level rise (SLR). These threats are particularly acute for groundwater resources due to the small land surface area and low elevation of each island. In this study, the groundwater resources, in terms of freshwater lens thickness, total volume of fresh groundwater, and safe yield are estimated for the 52 most populous islands of the Maldives for current conditions and for the year 2030, with the latter accounting for projected SLR and associated shoreline recession. An algebraic model, designed in previous studies to estimate the lens thickness of atoll islands, is expanded in this study to also estimate volume of groundwater. Results indicate that average current lens thickness, groundwater volume, and per capita safe yield are approximately 4.6 m, 1,300 million liters, and 300 l/day, and that these values will decrease by approximately 10, 11, and 34%, respectively, by the year 2030. Based on results, it is demonstrated that groundwater, in terms of quantity, is a viable source of water for the islands of the Maldives both now and in coming decades, particularly for islands with large surface area and low population. Study results can provide water resource managers and government officials with valuable data for consideration in water security measures. 相似文献

ABSTRACT: Law and hydrology are inextricably woven together in the pattern of water resource development in the west. The former attempts to allocate a limited and valuable resource as the latter tries to define the limits of the resource. In the past an inadequate data base has made hydrologic estimates difficult and political factors have pushed the law into possibly conflicting commitments in the Colorado River Basin. Through the use of tree-ring research, hydrologists have produced a more definitive data base and placed water allocations such as the Colorado River Compact of 1922 in a clearer long-term perspective. This data base leads to the conclusion that the surface-water supply is about 13.5 million acre-feet per year. This hydrologic limit must be apportioned within an existing legal framework - the “Law of the River.” As development approaches the resource limit in the Upper Colorado River Basin, lawyers and hydrologists must act in concert toward the equitable solution of allocation and reallocation problems. 相似文献

ABSTRACT: Computer-based models together with their interactive interfaces are typically called decision support systems. DSSs are interactive computer-based information providers. The common objective of all DSSs, regardless of the frameworks, methodologies, or techniques used, is to provide timely information that supports human decision makers - at whatever level of decision making. The informational needs of the decision making process are the key considerations that motivate the development of DSSs. The growth of DSS development and use has been substantial. In spite of this impressive growth, computer-aided decision support systems can still be improved and made more useful to those they are intended to support. Researchers and practitioners, and indeed the computer industry, continue to identify ways of doing this. This paper reviews some of these needs and opportunities by focusing on the process of successful DDS development and implementation. The paper outlines an approach and some guidelines for developing DSSs. The approach emphasizes and requires considerable interaction between the DSS developers (analysts) and the DSS users (decision makers). This interaction and feedback is required throughout the entire DSS building, testing and evaluation (debugging), and implementation processes. The paper concludes by identifying some research needs and opportunities affecting DSS development and effective use. 相似文献
