ABSTRACT: Cumulative density functions (c.d.f.'s) for water quality random variables may be estimated using data from a routine grab sampling program. The c.d.f. may then be used to estimate the probability that a single grab sample will violate a given stream standard and to determine the anticipated number of violations in a given number of samples. Confidence limits about a particular point on the c.d.f. may be used to reflect the accuracy with which the sample estimate represents the true c.d.f. Methods are presented here for calculating such confidence limits using both a normal model and a nonparametric model. Examples are presented to illustrate the usefulness of an estimated c.d.f. and associated confidence limits in assessing whether an observed number of standard violations is the result of natural variability or represents real degradation in water quality.  相似文献

ABSTRACT. A general planning model for simulation of water quality in streams and canals is formulated and verified. The model simulates the temporal and spatial variations in conservative and nonconservative constituents. The nitrogen cycle and its interaction with other nutrients and the dissolved oxygen resources of the stream are included. A fully implicit finite difference approximation is used to solve the mass transport equations describing variations in constituent concentrations throughout the stream systems. The model is applied to the Truckee River in northern California. Results indicate the applicability of the model for assessing the impact of alternative water quality management strategies on the stream system.  相似文献

ABSTRACT: The concentrations of iron and sulfate in community water supplies are a concern for a number of areas in southwestern Minnesota. This study used the contingent valuation method to determine how much consumers would be willing to pay to improve their drinking water quality. On average, individuals were willing to pay US$5.25 per month (in 1995 U.S. dollars) to reduce the level of iron and US$4.33 per month to reduce the level of sulfate in their water to the USEPA's secondary standards for drinking water quality. Respondents with negative perceptions of their drinking water quality were willing to pay more to improve water quality. The aggregate annual willingness to pay (WTP) for all consumers in community water systems in southwestern Minnesota that were out of compliance with water quality standards were estimated to be US$2.4 million and US$2.0 million (in 1995 dollars) for reducing the levels of iron and sulfate, respectively. Yet the total WTP of consumers who use small community water systems may not be enough to pay the full cost of providing improved water in those systems. Economies of scale in water treatment and difficulties in financing improvements mean that technical innovation, government assistance, or institutional changes may be needed to improve water quality in these areas.  相似文献

This paper presents key challenges in modeling water quality processes of riparian ecosystems: How can the spatial and temporal extent of water and solute mixing in the riparian zone be modeled? What level of model complexity is justified? How can processes at the riparian scale be quantified? How can the impact of riparian ecosystems be determined at the watershed scale? Flexible models need to be introduced that can simulate varying levels of hillslope‐riparian mixing dictated by topography, upland and riparian depths, and moisture conditions. Model simulations need to account for storm event peak flow conditions when upland solute loadings may either bypass or overwhelm the riparian zone. Model complexity should be dictated by the level of detail in measured data. Model algorithms need to be developed using new macro‐scale and meso‐scale experiments that capture process dynamics at the hillslope or landscape scales. Monte Carlo simulations should be an integral part of model simulations and rigorous tests that go beyond simple time series, and point‐output comparisons need to be introduced. The impact of riparian zones on watershed‐scale water quality can be assessed by performing simulations for representative hillsloperiparian scenarios.  相似文献

ABSTRACT: The Chowan River system consists of three rivers in southeast Virginia that form two confluences before flowing into Albermarle Sound in North Carolina. A computer program was written to simulate flows through the river system to determine flow rates, velocities, and depths. The output of the flow program was input into a second program that calculated the concentrations of BOD5, COD, DO, and four nitrogen parameters (organic, ammonia, nitrite-nitrate and algal-N). Measured field data were used to calibrate the model. The effect of reducing the concentration of nutrients from overland runoff on algal concentrations at the mouth of the river was studied. The program was also run to simulate the water quality of the watershed in a primitive condition, in which the watershed was assumed to consist only of forests. The results of the computer program indicate that the major changes in the water quality of the river are simulated satisfactorily. The program can be used to assess the impact of any management scheme to improve water quality.  相似文献

ABSTRACT: Information on raw water quality, treatment process removal efficiency, and distribution system monitoring is essential to the proper management and operation of a water utility system. Microcomputer hardware and software systems using commercially available data base management systems (DBMS) have emerged within the last few years as an effective means of managing, analyzing, and displaying water quality data. Understanding hardware, software, and training requirements is essential to the proper use of these systems. Three types of data base design are common: relational, hierarchical, and network. Only the relational type of data base architecture is widely implemented on microcomputer DBMS. In this paper two examples of the application of DBMS to water utility problems are presented. One example deals with collection and analysis of data concerning the water quality of the Mississippi River. The second example deals with the DBMS as a means of analyzing water quality data in the North Penn Water Authority (NPWA) distribution system.  相似文献

ABSTRACT: Ground water quality is an environmental issue of national concern. Agricultural activities, because they involve large land areas, often are cited as a major contributor of ground water contaminants. It appears that some degree of ground water contamination from agricultural land use is inevitable, especially where precipitation exceeds evapotranspiration. For this reason, and because agriculture differs significantly from point sources of pollution, farmers, policymakers, and scientists need alternative management strategies by which to protect ground water. Mathematical models coupled to geographic information systems to form expert systems can be important management tools for both policymakers and agricultural producers. An expert system can provide farmers, researchers, and environmental managers with information by which to better manage agricultural production systems to minimize ground water contamination. Significant research is necessary to perfect such a system, necessitating interim ground water management strategies that include not only a strong research program, but educational and public policy components as well.  相似文献

ABSTRACT: Levels of nitrate and other inorganic contaminants in the drinking water of 453 Nebraska communities in 1986 were compared with health data for counties in which these communities were located. Data used included death rates per 100,000 population from heart disease, cancer, cerebrovascular disease, pneumonia and chronic lung disease, plus the rate of birth defects. Water samples from 42 communities exceeded the 0.01 mg/liter state and federal standards for selenium while 19 exceeded the 10 mg/liter NO3-N standard. Statistical analysis using Pearson's correlation coefficient method showed no significant relationship between nitrate or selenium and any of the health effects studied. Only barium, fluoride, and chromium were weakly but significantly (P<0.05) correlated to one or more of the health effects. Approximately one-third of the water samples high in NO3-N also had high levels of selenium. In some communities, the presence of nitrate also signaled the presence of barium, chromium, or arsenic. Results appear to indicate no immediate health risks related to levels of nitrate, selenium, or other inorganic contaminants in Nebraska drinking water. However, this type of statistical analysis cannot be interpreted as proving or disproving a cause and effect relationship.  相似文献

ABSTRACT A methodology for predicting the spatial and temporal levels of conservative water quality constituents within a multibasin water resource system is presented. Dissolved solids, sulfates, and chlorides are the constituents used during this investigation; however, any other conservative ion or mineral can be incorporated into the simulation model. The methodology is tested on the proposed Texas Water System. The water quality model, QNET-I, utilizes monthly canal and river flows and reservoir storage levels calculated by the Texas Water Development Board's systems simulation model. Discharge-concentration relationships are developed for each source of water in the system, including significant waste-water discharges. Reservoirs in the system are assumed to be completely mixed with respect to conservative constituents. A mass balance analysis is performed for each node and each month during the simulation period. The output from the water quality simulation is a table of the concentrations of the conservative water quality constituents at each demand point in the system and in each reservoir and canal for every month the system is in operation. The desired quality of the water at the demand locations is used to determine the economic utility of transporting and mixing water from various sources.  相似文献

ABSTRACT: The Mississippi Department of Environmental Quality uses the Steady Riverine Environmental Assessment Model (STREAM) to establish effluent limitations. While the U.S. Environmental Protection Agency has approved of its use, questions arise regarding the model's simplicity. The objective of this research was to compare STREAM with the more commonly utilized Enhanced Stream Water Quality Model (QUAL2E). The comparison involved a statistical evaluation procedure based on sensitivity analyses, input probability distribution functions, and Monte Carlo simulation with site‐specific data from a 46‐mile (74‐km) reach of the Big Black River in central Mississippi. Site specific probability distribution functions were derived from measured rates of reaeration, sediment oxygen demand, photosynthesis, and respiration. Both STREAM and QUAL2E reasonably predicted daily average dissolved oxygen (DO) based on a comparison of output probability distributions with observed DO. Observed DO was consistently within 90 percent confidence intervals of model predictions. The STREAM approach generally overpredicted while QUAL2E generally matched observed DO. Using the more commonly assumed lognormal distribution as opposed to a Weibull distribution for two of the sensitive input parameters resulted in minimal differences in the statistical evaluations. The QUAL2E approach had distinct advantages over STREAM in simulating the growth cycle of algae.  相似文献

ABSTRACT: Two sampling strategies designed to test for compliance with water quality objectives are examined. For objectives based on long-term mean requirements, fixed frequency sampling at frequent intervals is most advantageous regardless of the underlying distribution of the data. For objectives that are based on maximum allowable concentrations, effective sampling strategies increase the likelihood of detecting noncompliance. If data are highly autocorrelated or sharply seasonal in distribution, an exceedance-driven sampling strategy is more effective and efficient for detecting violations than fixed frequency sampling. However, data generated by exceedance-driven sampling provide biased estimates of mean and standard deviation.  相似文献

ABSTRACT: Regulatory water quality monitoring has evolved to the point where it is a rather complex system encompassing many monitoring purposes and involving many monitoring activities. Lack of a system's perspective of regulatory monitoring hinders the development of effective and efficient monitoring programs to support water quality management. In this paper the regulatory water quality monitoring system is examined in a total systems context. The purposes of regulatory monitoring are reviewed and categorized according to their legal evolution. The activities of regulatory monitoring are categorized and organized into a system which follows the flow of information through the monitoring program. The monitoring purposes and activities are combined to form a monitoring system matrix - a framework within which the total regulatory water quality monitoring system is defined. The matrix, by defining the regulatory monitoring system and clarifying many interactions within the system, provides a basis upon which a more thorough approach to managing, evaluating, and eventually optimizing regulatory monitoring can be developed.  相似文献

: This paper presents solutions to the one-dimensional, transient conservation of mass equations for the coupled biochemical oxygen demand-dissolved oxygen (BOD-DO) reactions, based on the principle of superposition, for continuously discharging plane sources. The solutions are applied within the framework of a continuous simulation model to allow the derivation of water quality frequency curves and frequency histograms of consecutive hourly dissolved oxygen violations, for any desired standard. Receiving water response is determined for waste inputs from urban wet weather, dry weather, and upstream sources. An application to Des Moines, Iowa, and Des Moines River indicated that urban storm water impacts on the stream can be masked in the cumulative frequency curve representation, but the benefits of storm water control are clearly shown in frequency histograms of the duration of consecutive stream standard violations.  相似文献

ABSTRACT: Water quality trading is a voluntary economic process that provides an opportunity for dischargers to reduce the costs associated with meeting a discharge limitation. Trading can provide a cost effective solution for point sources (i.e., wastewater treatment plants) to meet strict effluent limitations set in response to total maximum daily loads (TMDLs). A successful trading program often depends on first determining the trading suitability of a pollutant for a particular watershed. A simple technical approach has been developed to identify sub‐watersheds within the Raritan River Basin, New Jersey, where water quality trading could provide a cost effective and scientifically feasible method for addressing total phosphorus impairments. The methodology presented will serve as a model to conduct similar analyses in other watersheds. The Raritan River Basin was divided into 12 subwatershed‐based study areas. Point‐nonpoint source trading opportunities were examined for each study area by examining the point and nonpoint source total phosphorus loading to impaired water bodies. Of the 12 subwatersheds examined, four had a high potential for implementing a successful trading program. Since instream phosphorus concentrations are closely related to soil erosion, an additional analysis was performed to examine soil erodibility. Recommendations are presented for conducting an economic analysis following the feasibility study.  相似文献

ABSTRACT: Older inland lake communities in Wisconsin are more likely than many areas to have degraded water supplies. Many home sites are on sandy soils with high water tables and have shallow wells close to their own or a neighbor's septic system. Yet unless major rehabilitation is undertaken, these homes are relatively exempt from local codes and regulations. They also are beyond the application of the federal Clean Drinking Water Act. An Extension education program was created in response to the problem. At a community's request, home drinking water “screening tests” are conducted for at least coliform bacteria, chlorides, and nitrate/nitrite-N. Test results, together with explanations and recommendations are reported at a local meeting. Public response has been positive, and a surprising number of wells appear to be contaminated to some degree.  相似文献

ABSTRACT: The UN conference on Human Settlements (HABITAT) held in June 1976 at Vancouver, Canada, concluded that nearly two-thirds of the population of the developing world lacked access to safe drinking water and that a larger proportion lacked the means for hygienic human waste disposal. The conference urged governments to give priority to these two areas in their developement process. In March 1977, the UN Water Conference, held at Mar del Plata, Argentina, called for establishing the 1980's as the Decade for Drinking Water and Sanitation. The goal would be to bring clean water and sanitation to all peoples in the world by 1990. Since March 1979, four separate UN bodies have passed resolutions supporting the Decade and calling on all governments to support the Decade's goals. The U.S. Government, other OECD member states, and the private sector must combine to make this Decade a success.  相似文献

ABSTRACT: Water quality modeling has been developed for more than three quarters of a century, but is limited to the study of trends instead of making accurate short-term forecasts. A major barrier to water quality forecasting is the lack of an efficient system for water quality monitoring. Traditional water quality sampling is time-consuming, expensive, and can only be taken for small sizes. Remote sensing provides a new technique to monitor water quality repetitively for a large area. The objective of this research is to use remotely sensed data in a water quality model - QUAL2E - in a case study of the Te-Chi Reservoir in Taiwan. The water quality variables developed from the simulations are displayed in map form. The developed forecasting system is designed to predict water quality variables using remote sensing data as an input to initialize and update water quality conditions.  相似文献

ABSTRACT: Geographic Information Systems (GIS) have been successfully integrated with distributed parameter, single-event, water quality models such as AGNPS (AGricultural NonPoint Source) and ANSWERS (Areal Nonpoint Source Watershed Environmental Response Simulation). These linkages proved to be an effective way to collect, manipulate, visualize, and analyze the input and output date of water quality models. However, for continuous-time, basin large-scale water quality models, collecting and manipulating the input data are more time-consuming and cumbersome due to the method of disaggregation (subdivisions are based on topographic boundaries). SWAT (Soil and Water Assessment Tool), a basin-scale water quality model, was integrated with a GIS to extract input data for modeling a basin. This paper discusses the detailed development of the integration of the SWAT water quality model with GRASS (Geographic Resources Analysis Support System) GIS, along with an application and advantages. The integrated system was applied to simulated a 114 sq. km upper portion of the Seco Creek Basin by subdividing it into 37 subbasins. The average monthly predicted streamflw is in agreement with measured monthly streamflw values.  相似文献

ABSTRACT: Optimal policies for supplying rapidly expanding urban centers with additional water supplies are shown to be dependent on water quality goals for the urban effluent. As effluents are required to meet increasingly stringent standards, the unit costs associated with adding capacity to existing wastewater treatment systems to renovate some waters for reuse are shown to substantially decrease. A nonlinear elimination algorithm is developed to delineate optimal policies. A model employing the technique was applied to the wastewater treatment system of a typical urban system and the water quality objectives varied. A comparison of costs with and without various levels of reuse were made and unit costs of reused water under these conditions determined.  相似文献

Watershed planning groups and action agencies seek to understand how lake water quality responds to changes in watershed management. This study developed and demonstrated the applicability of an integrated modeling approach for providing this information. An integrated model linking watershed conditions to water-quality of the receiving lake incorporated the following components: (1) an event-based AGNPS model to estimate watershed pollutant losses; (2) annualization of AGNPS results to produce annual lake pollutant loadings; (3) a base flow separation package, SAM, to estimate base flow; (4) estimates of nutrients in base flow and point sources; and (5) linkage of watershed loadings directly to EUTROMOD lake water quality algorithms. Results are presented for Melvern Lake, a 28-km2 multipurpose reservoir with a 900-km2 agricultural watershed in east central Kansas. Reasonable estimates of current lake quality were attained using an average phosphorus availability factor of 31 percent to calibrate model results to measured in-lake phosphorus. Comparison of a range of possible scenarios, including all cropland changed to no-till (best case) and all CRP and good-condition grasslands changed to cropland (worst case), indicated only a (4 percent change for in-lake phosphorus and a (2 percent change for chlorophyll a. These results indicated that this watershed is not sensitive to projected changes in land use and management.  相似文献
