/ Implemented in the context of a long history ofintense public debate, forestry practices applied on private forest land areregulated in some form by 38 states. State regulatory activities can involvemany agencies implementing numerous regulatory laws, a single forestry agencyadministering a comprehensive regulatory program, or a combination of thetwo. Regulatory programs are designed to protect resources such as soils,water, wildlife, and scenic beauty. Program administration often involvesrule promulgation, harvest plan reviews, coordination of interagency reviews,and pre- and postharvest on-site inspections. Forest practice rules usuallyfocus on reforestation, forest roads, harvest procedures, and wildlifehabitat protection. Recent legislation to initiate vegetation management in the Central Sierra hydrologic region of California includes a focus on corresponding changes in water yield. This served as the impetus for developing a combined geographic information system (GIS) and simulation assessment framework. Using the existing vegetation density condition, together with proposed rules for thinning to reduce fire risk, a set of simulation model inputs were generated for examining the impact of the thinning scenario on water yield. The approach allows results to be expressed as the mean and standard deviation of change in water yield for each 1-km2 map cell that is thinned. Values for groups of cells are aggregated for typical watershed units using area-weighted averaging. Wet, dry, and average precipitation years were simulated over a large region. Where snow plays an important role in hydrologic processes, the simulated change in water yield was less than 0.5% of expected annual runoff for a typical watershed. Such small changes would be undetectable in the field using conventional stream flow analysis. These results suggest that use of water yield increases to help justify forest-thinning activities or offset their cost will be difficult.  相似文献

The objective of this research was to determine the spatial distributions of childhood lead poisoning and soil lead contamination in urban Tijuana. The Bocco–Sanchez model of point-source emissions was evaluated in terms of validity and reliability. We compared the model's predicted vulnerable populations with observed cases of childhood lead poisoning in Tijuana, identified fixed point sources in the field, and analyzed 76 soil samples from 14 sites. The soil lead results were compared to the blood lead analyses performed on Tijuana children whose blood lead levels were ≥10 μg/dL, who reported that they did not use lead-glazed ceramics for cooking or storing food (n = 63). Using GIS, predicted vs observed risk areas were assessed by examining spatial patterns, including the distribution of cases per designated risk area. Chi-square analysis of expected vs observed values did not differ significantly at the p = 0.02 level, showing that the model was strikingly accurate in predicting the distribution of subjects with elevated blood lead. Results reveal that while point sources are significant, other sources of lead exposure are also important. The relative public health risk from exposure to lead in an urban setting may be assessed by distinguishing among sources of exposure and associating concentrations to blood lead levels. The results represent an iterative approach in environmental health research by linking environmental and human biomarker lead concentrations and using these results to validate an environmental model of risk to lead exposure.  相似文献

We present the results of a replicated before‐after‐control‐impact study on 33 streams to test the effectiveness of riparian rules for private and State forests at meeting temperature criteria in streams in western Oregon. Many states have established regulatory temperature thresholds, referred to as numeric criteria, to protect cold‐water fishes such as salmon and trout. We examined across‐year and within‐year patterns of exceedance at control and treatment stream temperature probes. Determining whether an exceedance at the downstream end of a harvest was unambiguously related to harvest proved surprisingly difficult. The likelihood of a site exceeding its numeric criterion appeared related, in part, to the site's preharvest temperature range. Four control reaches as well as three preharvest treatment reaches exceeded their numeric criteria, necessitating additional analysis to evaluate timber harvest impacts. Nine percent of sites (3 of 33) both exceeded their numeric criteria and exhibited a potential harvest effect (16.7% of private sites [3 of 18], 0% of State sites [0 of 15]). After harvest, exceedances were typically observed in only the first of the two post‐harvest years. These findings highlight the importance of including temporal and spatial controls in temperature assessments of numeric criteria when the assessment's purpose is to determine whether exceedances are related to human activities.  相似文献

The core element of the Costa Rican forestry policy is a financial instrument called the environmental service payment. This instrument rewards forest owners for the environmental services (the mitigation of greenhouse gases, the protection of watersheds and scenic beauty, and the development of biodiversity) their forests provide. In this article, the experiences with this new instrument are analyzed by focusing on the way interests are represented and access is granted, the openness of information exchange, whether social learning occurred, and whether decision-making authority is shared. The analysis is based on a survey conducted in the Huetar Norte Region and on in-depth interviews with the major stakeholders. The Costa Rican case indicates that financial instruments can be used to share responsibilities and that stakeholders can successfully cooperate on forest issues. It also shows that such a participatory approach is only promising if certain cultural, economic, organizational, and political conditions are met.  相似文献

The natural resource damage assessment (NRDA) provisions of the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) and the Oil Pollution Act (OPA) are complex and have been difficult to implement. The complexity and difficulty in implementation arise both from the assessment procedures specified in agency NRDA guidance and from the limited ability of ecologists to quantify impacts of hazardous substances on natural resources. This paper explores the scientific aspects of NRDA implementation, and discusses conceptual and methodological relationships between NRDA and the much broader field of ecological risk assessment (ERA). We discuss three critical components of the NRDA assessment approach: measuring natural resource injuries and reductions in resource services; evaluating causality; and establishing baseline conditions. We identify (1) specific approaches drawn from ERA practice that could improve each of these components, and (2) research needs and institutional changes that may improve the ability of the NRDA process to achieve its stated objectives. We recommend the acceleration of the ongoing dialogue among NRDA practitioners from the Trustee and PRP communities as a first step toward resolving the procedural and technical deficiencies of the NRDA process.  相似文献

Biosphere greenhouse gas (GHG) management consists of preserving and enhancing terrestrial carbon pools and producing biomass as a fossil fuel substitute. The discussion of this topic has focused primarily on carbon-accounting and project-level issues, particularly relating to carbon sequestration as a source of emissions credits under the Kyoto Protocol. While international consensus on these matters is needed, this paper argues that an important domestic policy agenda also deserves attention. National policies for biosphere GHG management are necessary to bring about large-scale changes in land-use, forestry, and agricultural practices and can address some of the technical and policy issues that have proven to be particularly problematic from carbon-accounting and project-level perspectives. These policies should minimize land-use and resource-management conflicts, account for collateral benefits, and ensure institutional compatibility with existing resource-management regimes. Issues relating to project permanence, leakage, and transaction costs should also be addressed. A range of policy instruments should be used and biosphere GHG management should be one component of an integrated approach to environmental and resource management. Countries promoting biosphere GHG management as an important element of their climate change strategies should be developing these domestic policies to complement international negotiations and to demonstrate that carbon sequestration and biomass production can make an effective contribution to the stabilization of atmospheric GHG concentrations.  相似文献

As part of the program monitoring the ecosystem health of Moreton Bay, Queensland, Australia, we developed a means for assessing ecosystem health that allows quantitative evaluation and spatial representations of the assessments. The management objectives for achieving ecosystem health were grouped into ecosystem objectives, water quality objectives, and human health objectives. For the first two groups, aspects of the ecosystem (e.g., trophic status) were identified, and an indicator was chosen for each aspect. Reference values for each indicator were derived from management objectives and compared with the mapped survey values. Subregions for which the indicator statistic was equal to or better than the assigned reference value are referred to as “compliant zones.” High-resolution surface maps were created from spatial predictions on a fine hexagonal grid for each of the indicators. Eight reporting subregions were established based on the depth and predicted residence times of the water. Within each reporting subregion, the proportion that was compliant was calculated. These results then were averaged to create an integrated ecosystem health index. The ratings by a team of ecosystem experts and the calculated ecosystem health indices had good correspondence, providing assurance that the approach was internally consistent, and that the management objectives covered the relevant biologic issues for the region. This method of calculating and mapping ecosystem health, relating it directly to management objectives, may have widespread applicability for ecosystem assessment.  相似文献

/ Geographic information systems (GIS) allow users to explore possible spatial relations that may exist within their data. At the Missouri Department of Conservation (MDC), GIS data is being used to help make management decisions. Thirteen geographic data layers of the Meramec River Basin, Missouri, were used to help demonstrate the usefulness of GIS for making fisheries management decisions. The data were used to help identify potential acquisition areas within the Meramec River Basin. The basin was separated into 22 strata based on ecoregion boundaries, watershed boundaries, and stream order. Suitability for acquisition was determined for each stratum based on species richness, habitat characteristics, percent of public land, and number of human impacts, such as gravel and ore mining. Eleven strata scored high enough to be recommended as potential acquisition areas. After further evaluation of the 11 strata, three were chosen as areas where available land and willing sellers should be considered. Four strata needed more sampling before land within them should be considered for acquisition. The final four were considered low priority because there was already a considerable amount of public land present in the strata. The analysis was helpful in allowing managers to focus in on a smaller area for acquisition consideration; 91% of the area was eliminated from the analysis. Instead of having to survey every parcel of land that becomes available, parcels that don't fall within the recommended strata can be eliminated without further investigation.  相似文献

/ Spatially explicit models that combine remote sensing with geographic information systems (GIS) offer great promise to land managers because they consider the arrangement of landscape elements in time and space. Their visual and geographic nature facilitate the comparison of alternative landscape designs. Among various activities associated with forest management, none cause greater concern than the impacts of timber harvesting on the composition, structure, and function of landscape ecosystems. A timber harvest allocation model (HARVEST) was used to simulate different intensities of timber harvest on 23,592-ha hypothetical landscapes with varying sizes of timber production areas and different initial stand age distributions. Our objectives were to: (1) determine the relative effects of the size of timber production areas, harvest intensity, method used to extract timber, and past timber harvest activity on the production of forest interior and edge; and (2) evaluate how past management (in the form of different initial stand age distributions) constrains future timber production options. Our simulations indicated that the total area of forest interior and the amount of forest edge were primarily influenced by the intensity of timber harvest and the size of openings created by harvest. The size of the largest block of interior forest was influenced most by the size of timber harvests, but the intensity of harvest was also significant, and the size of nontimber production areas was important when harvests were numerous and widely dispersed within timber management areas, as is often the case in managed forests. Stand age-class distributions produced by past harvest activity limited the amount of timber production primarily when group selection was used, but also limited clear-cutting when recent harvest levels were high.KEY WORDS: Simulation modeling; Timber harvest; Historical context; Spatial context; Landscape pattern; Forest interior; Forest edge  相似文献

Pine plantations are an alternative to marginal agriculture in many countries, and are often presented as an option that improves biodiversity. However, these plantations can have adverse environmental effects if improperly managed. To evaluate the effect of forest management practices on biodiversity, the diversity, species richness, dominance and frequency of understory woody plant species in different forests of the Basque Country (northern Spain) were compared. Plantations of exotic conifers (Pinus radiata [D.] Don) of different ages were compared with deciduous forests of Quercus robur L. and Fagus sylvatica L. The effects of different types and intensities of management were taken into account. The differences observed were mainly conditioned by the intensity of forestry management, although the response varied according to forest type and age. In unmanaged pine plantations, the diversity and species richness of the understory increased rapidly after planting (while dominance decreased), remained stable in the intermediate age range, and reached a maximum in plantations more than 25 years of age. Management practices resulted in decreased understory diversity and species richness, as well as greater dominance. This was more pronounced in younger than in older stands. Moderate management, however, favored a greater diversity of the understory in deciduous forests. The species composition of the plantations and deciduous forests were different, the latter having a wider range of characteristic species. Knowledge of how forestry practices influence biodiversity (in terms of diversity, richness, dominance, and species composition) may allow predictions to be made about the diversity achievable with different management systems.  相似文献

Adaptive monitoring design is an iterative process that refines the specifications for monitoring over time as a result of experience in implementing a monitoring program, assessing results, and interacting with users. An adaptive design therefore facilitates ecosystem management. We also discuss lessons of temporal and spatial scales raised by the consideration of a design for ecosystem management. Managing the activities of commercial wildlife viewing tends to involve either restricting the number of industry participants and/or regulating the activities or industry participants. We report on operator compliance with regulations regarding humans swimming with free-ranging bottlenose dolphins (Tursiops sp.) in Port Phillip Bay, Victoria, Australia. A total of 128 commercial dolphin-swim trips was studied between September 1998 and April 2000. Four permit conditions were investigated: approach type, swim time, time in proximity of dolphins, and presence of “fetal fold” calves. Results demonstrate noncompliance by operators to all of the four permit conditions studied. Compliance with temporal conditions was poorer than with other conditions. When conducting studies on the extent to which tourism affects cetaceans, investigators should consider whether tourist operations comply with existing regulations or guidelines.  相似文献

Land resource sustainability for urban development characterizes the problem of decision-making with multiplicity and uncertainty. A decision support system prototype aids in the assessment of incremental land development plan proposals put forth within the long-term community priority of a sustainable growth. Facilitating this assessment is the analytic hierarchy process (AHP), a multicriteria evaluation and decision support system. The decision support system incorporates multiple sustainability criteria, weighted strategically responsive to local public policy priorities and community–specific situations and values, while gauging and directing desirable future courses of development. Furthermore, the decision support system uses a GIS, which facilitates an assessment of urban form with multiple indicators of sustainability as spatial criteria thematically. The resultant land-use sustainability scores indicate, on the ratio-scale of AHP, whether or not a desirable urban form is likely in the long run, and if so, to what degree. The two alternative modes of synthesis in AHP—ideal and distributive—provide assessments of a land development plan incrementally (short-term) and city-wide pattern comprehensively (long-term), respectively. Thus, the spatial decision support system facilitates proactive and collective public policy determination of land resource for future sustainable urban development.  相似文献

Ecosystem management and sustainable forestry on mixed ownership landscapes will require some level of cross-boundary coordination or management. Oregon's experiment with local, voluntary, collaborative forums, called watershed councils, is one mechanism to foster cross-boundary management. Fifty qualitative, in-depth interviews in three study areas were conducted with nonindustrial private forest (NIPF) landowners, watershed council members, and agency employees to learn how and why landowners participate (or not) on watershed councils. Study areas were located in three different areas of the state to reflect different ecological and organizational settings. Our case study identified three themes—stewardship ethic, property rights amid uncertainty, and action orientation—that were most salient among landowners when deciding to participate in their local watershed council. Other factors related to competing opportunities were also identified. Our results relate to the social psychological antecedents to cooperation of perceived consensus, group identity, and legitimacy of authority as well as to applied situations where cross-boundary coordination and management are goals.  相似文献

A support tool system comprising risk and priority analyses was illustrated in a geographical information system environment and also tested with data from two forest protection areas for comparison of the system output. The system is recommended as a management monitoring tool for areas where village forest protection at a local level is taking place. The geographical area in the eastern part of India is subject to scarcity of forest resources and is representative in the context of widespread occurrence of local forest protection. Data used were topography, hectares protected, population census, distance to forest and other villages, degree of forest regeneration, presence of plantations, age of protection, surrounding forest resources, and population mix. Methods used were digitizing information for the systems' different layers, analyses of satellite information, field work, gathering of local information, and the application of five risk/priority analyses: erosion, ecological and institutional sustainability, conflict, and degree of dependency. Questions asked were how the different analyses should be interpreted and how the system could be kept updated. The results show that the system needs resource-demanding and field assistance to be kept dynamic. The system is also dependent on the interpretations of the analyses. The limits or levels of assistance for forest management depend on the resources available. The system illustrates how a tool can be utilized for decisions regarding input of resources. It can further be very useful in defining and comparing different areas in order to detect areas in need of assistance and the type of help needed.  相似文献

/ Many of the aquatic and terrestrial ecosystems of the Pacific Northwest United States have been simplified and degraded in part through past land-management activities. Recent listings of fishes under the Endangered Species Act and major new initiatives for the restoration of forest health have precipitated contentious debate among managers and conservation interests in the region. Because aggressive management activities proposed for forest restoration may directly affect watershed processes and functions, the goals of aquatic and terrestrial conservation and restoration are generally viewed as in conflict. The inextricable links in ecological processes and functions, however, suggest the two perspectives should really represent elements of the same problem; that of conserving and restoring more functional landscapes. We used recent information on the status and distribution of forest and fish communities to classify river subbasins across the region and explore the potential conflict and opportunity for a more integrated view of management. Our classification indicated that there are often common trends in terrestrial and aquatic communities that highlight areas of potential convergence in management goals. Regions where patterns diverge may emphasize the need for particular care and investment in detailed risk analyses. Our spatially explicit classification of subbasin conditions provides a mechanism for progress in three areas that we think is necessary for a more integrated approach to management: (1) communication among disciplines; (2) effective prioritization of limited conservation and restoration resources; and (3) a framework for experimentation and demonstration of commitment and untested restoration techniques.  相似文献
