Volatile organic compounds (VOCs) are an important source of contamination of groundwater supplies in Massachusetts and many parts of the United States. One local response is to require sewering in wellhead protection areas as an easily enforceable policy designed to reduce the probability of VOC contamination of groundwater. Data were collected for 238 wellhead protection areas in Massachusetts on VOC contamination levels and the sewered and unsewered land uses in those aquifer recharge areas. Logistic regression procedures were used to see whether sewering had any statistical effect on likelihood of contamination of well water. The results provided limited, but not overpowering, support for the idea that requiring commercial and industrial land uses to use sewers would reduce the chance of VOC contamination.  相似文献

While expansion of agricultural land area and intensification of agricultural practices through irrigation and fertilizer use can bring many benefits to communities, intensifying land use also causes more contaminants, such as nutrients and pesticides, to enter rivers, lakes, and groundwater. For lakes such as Benmore in the Waitaki catchment, South Island, New Zealand, an area which is currently undergoing agricultural intensification, this could potentially lead to marked degradation of water clarity as well as effects on ecological, recreational, commercial, and tourism values. We undertook a modeling study to demonstrate science-based options for consideration of agricultural intensification in the catchment of Lake Benmore. Based on model simulations of a range of potential future nutrient loadings, it is clear that different areas within Lake Benmore may respond differently to increased nutrient loadings. A western arm (Ahuriri) could be most severely affected by land-use changes and associated increases in nutrient loadings. Lake-wide annual averages of an eutrophication indicator, the trophic level index (TLI) were derived from simulated chlorophyll a, total nitrogen, and total phosphorus concentrations. Results suggest that the lake will shift from oligotrophic (TLI = 2–3) to eutrophic (TLI = 4–5) as external loadings are increased eightfold over current baseline loads, corresponding to the potential land-use intensification in the catchment. This study provides a basis for use of model results in a decision-making process by outlining the environmental consequences of a series of land-use management options, and quantifying nutrient load limits needed to achieve defined trophic state objectives.  相似文献

ABSTRACT: Protection of ground water quality is of considerable importance to local, state, and federal governments. This study uses a 15-year mathematical programming model to evaluate the effectiveness of low-input agriculture, under alternative policy scenarios, as a strategy to protect ground water quality in Richmond County, Virginia. The analysis considers eight policy alternatives: cost-sharing for green manures, two restrictions on atrazine applications levels, chemical taxation, a restriction on potential chemical and nitrogen levels in ground water only and in surface and ground water, and two types of land retirement programs. The CREAMS and GLEAMS models were used to estimate nitrate and chemical leaching from the crop root zone. The economic model evaluates production practices, policy constraints, and water quality given a long-term profit maximizing objective. The results indicate that low-input agriculture alone may not be an effective ground water protection strategy. The policy impacts include partial adoption of low-input practices, land retirement, and the substitution of chemicals. Only mandatory land retirement policies reduced all chemical and nutrient loadings of ground water; however, they did not promote the use of low-input agricultural practices.  相似文献

ABSTRACT: A combined economic and water quality modeling framework was used to evaluate impacts of alternative policies and management practices on reducing nitrate movement to groundwater for dairy farms in Rockingham County, Virginia. The analysis considers three on-farm manure storage options, cost-sharing programs for purchasing manure storage facilities, restrictions on nitrogen application rates, and a tax on commercial fertilizer. The CREAMS model was used to estimate nitrate leaching from the crop root zone for various nutrient (and manure) management practices, based on timing and rate of manure and fertilizer applications. The mixed-integer programming economic model considers water quality, policy, and economic constraints in comparing the profitability of alternative cropping and nutrient management systems that reduce groundwater contamination potential. The study provides both the environmental and economic effects of better management of dairy waste.  相似文献

There is a general lack of understanding of wetland processes and a general paucity of scientific research to predict the effects of development on wetland boundary. This paper presents the results of a survey of wetland managers as to how they delineate wetland boundaries, define compatible land uses, and restrict land uses adjacent to wetland boundaries. A major finding from the survey is that 75% of land-use planners and wetland managers failed to identify any compatible land use or restricted land use for development proposals that may affect provincially significant wetlands. The government agencies overwhelmingly lack adequate methodologies and/or criteria to delineate and protect wetland boundaries. The paper closes with a plea to consider dynamic hydrological factors in land-use planning.  相似文献

Agroforestry is often an economically viable land-use option for the environmental rehabilitation of salinized cropping areas in irrigated drylands, but afforestation initiative at the farm level is subject to various socio-political constraints. We analyzed the factors that affect farmer decisions with respect to the agroforestry adoption using an ex ante approach through Ethnographic Decision Tree Modeling (EDTM). Constraints on agroforestry adoption were identified via a review of legal documents, focus-group discussions, and a farm survey in northwest Uzbekistan. The findings highlighted the importance of farmer perceptions of risk with respect to decision making surrounding the adoption of alternative land uses. The EDTM analysis allowed determining those policy incentives for afforestation that could directly influence the decision-making process of potential participants. In particular, there is a need for increased land-use flexibility, improved land tenure and tree plantation proprietorship security, increased awareness raising and training in agroforestry practices, and greater institutional support.  相似文献

The tradable planning permit (TPP) policy seeks to limit the land take by development. It can be used in countries where development rights are vested by land-use planning to certain landowners only. TPPs are traded among public authorities. We introduce here a new policy, called the auctioned tradable development rights (ATDR) policy, which takes advantage of unvested rights of development and of trading among private actors. We compare the TPP, the ATDR policy and our baseline land-use planning model using a set of criteria. There are trade-offs within compared models. Both trading policies extend opportunities for land protection from development in exchange for higher transaction costs (highest in the ATDR policy). Trading policies seek also to recapture a part of development rent, decrease rent-seeking, and locate new development more effectively from the investors' perspective. However, trading among public authorities in the TPP model may hinder attaining these effects.  相似文献

Awareness of groundwater protection has increased substantially in recent decades. In the Province of Quebec, Canada, the Groundwater Catchment Regulation (GWCR) was promulgated in 2002 to protect water quality in public wells. The goal of the present study was to document groundwater protection in the context of emerging regulations and identify factors explaining the propensity of municipalities applying protection strategies. Two types of information were used in this study: data from a questionnaire-based survey conducted among 665 municipalities in the Province of Quebec and complementary information gathered from various sources. Data from the survey revealed that fewer than half of the municipalities have been able to comply with the GWCR, mainly because of financial limitations. Also, close to half of the municipalities have either identified or are expecting land use conflicts to arise between protection areas required by the GWCR and other land usage, with agriculture being the main conflicting activity. Multivariate logistic regression models served to identify factors explaining the likelihood of municipalities to take groundwater protection measures. Those factors were municipality revenue, history of water contamination in distribution systems, land use near wellheads, location of municipalities within a provincial priority watershed and the importance of groundwater use in a region. Results of the study may prove helpful for government authorities in better understanding the groundwater protection issue and in implementing strategies that improve the ability of municipalities to protect groundwater.  相似文献

A method is presented which combines environmental indices and estimates of inputs from various land uses to aid in environmental impact assessments. Unweighted pair/group cluster analyses are used to obtain relationships between easily observable environmental indices, such as vegetation types, soils, and geology, based on their mutual recurrence. These relationships are shown by using an ordination technique which shows the nature of complex impacts on a natural system. Results are used to develop anenvironmental effects sequence diagram based on known scientific and engineering principles and observed natural relationships. The diagram may be used in conjunction with land use data to estimate the possible magnitude of impacts on the pre-existing system which may result from such land use. Several examples are developed which quantify inputs from various land uses and which compare them with environmental inputs including point source and non-point source liquid and atmospheric emmissions, land modifications, and resource consumption. Known average values are used and a separate comparison is made in describing the vast differences between the project phases of construction versus longterm operation. A hypothetical environmental impact assessment is given for a small residential development in Chambers County, Texas, U.S. of A.  相似文献

The elevated level of nitrate in groundwater is a serious problem in Korean agricultural areas. To control and manage groundwater quality, the characterization of groundwater contamination and identification of the factors affecting the nitrate concentration of groundwater are significant. The characterization of groundwater contamination at a hydrologically complex agricultural site in Yupori, Chuncheon (Korea) was undertaken by analyzing the hydrochemical data of groundwater within a statistical framework. Multivariate statistical tools such as cluster analyses and Tobit regression were applied to investigate the spatial variation of nitrate contamination and to analyze the factors affecting the NO3-N concentration in a shallow groundwater system. The groundwater groups from the cluster analysis were consistent with the land use pattern of the study area. The clustered group of a gentle-slope area with lower elevations showed higher NO3-N contamination of groundwater than groups on a hillside with higher elevations. Tobit regression results indicated that the agricultural activity in the vegetable fields and barns were the major factors affecting the elevated NO3-N concentration while the land slopes and elevations were negatively correlated with the NO3-N concentration. This shows that topographic characteristics such as land slopes and elevations should be considered to evaluate the land use impact on shallow groundwater quality.  相似文献

Industrial and agricultural activities often impose significant pressures to the groundwater quality and consequently degrade wetland ecosystems that depend mostly on subsurface water flow. Groundwater vulnerability and risk mapping is a widely used approach to assess the natural protection of aquifers and the associated pollution potential from human activities. In the particular study, the relatively new Pan-European methodology (COP method) has been applied in a highly industrialized peri-urban wetland catchment, located close to Athens city, to map the intrinsic vulnerability of the aquifer and evaluate the risk potential originating from local land uses. Groundwater analysis results for various parameters, including Phenols, PCBs and nutrients, have been used to validate the vulnerability and risk estimations while a biological assessment occurred to associate the mapping results with the wetland's ecological status. The results indicated that even though the natural protection of the aquifer is relatively high due to the dominant hydrogeologic and geomorphologic conditions, the groundwater pollution risk is considerable, mainly because of the existing hazardous land uses. The water quality of the groundwater accredited these findings and the ecological status of this peri-urban wetland also indicated significant impacts from industrial effluents.  相似文献

ABSTRACT: A simple procedure for estimating pre- and post-development water quality loadings from residential communities is discussed. The procedure deals with: (a) gathering basic water quality loading numbers observed by others at several watersheds with various land uses; (b) obtaining the breakdown of proposed land uses at various phases of the community development; and (c) estimating pre- and post-development water quality loading numbers by taking the weighted average of the basic loading numbers in terms of areal coverages of different land uses at various phases of development. Results of this simplified procedure have been verified indirectly by comparing them with the estimates derived independently through a more fundamental but time-consuming approach. The procedure was used to evaluate the anticipated water quality impact of two future residential communities in South Florida by analyzing four water quality parameters: Suspended Soils (SS), Total Nitrogen (TN), Total Phosphorus (TP), and Biochemical Oxygen Demand (BOD5). Although computation of loading numbers with mixed land uses is not an exact science at the present time, the recommended approach appears to be the best available technique to analyze quantitatively the water quality-quantity-land use interactions.  相似文献

Many coastal regions in China are confronted with pressing problems of scarce land resources and heavy population. Over the past 30 years, considerable parts of coastal tidelands have been enclosed and reclaimed for agricultural land uses. To assess, plan, and implement large-scale reclamation programs, up-to-date and reliable information concerning the nature, areal extent, and physical and chemical characteristics of coastal saline lands is essential. This paper reports a remote sensing approach to detecting coastal saline land uses in Shangyu City, China, by using multi-temporal Landsat images. First, with the aid of resolution-sharpened Landsat-7 ETM+ images and their enhanced linear features, a visual interpretation is applied to extract individual dikes. Based on time series images and local government records, a spatial zoning procedure is then used to define six sub-zones with different historical years of reclamation. It shows that a total of 15,668 ha of coastal saline lands were enclosed and reclaimed from 1969 to 1996. Second, a modified land-use classification system for the study area is prescribed, and both unsupervised and supervised classifiers are performed for land-use classifications of grouped sub-zones. Information obtained from the spatial zoning, Tasseled Cap transformation and Normalized Difference Vegetation Index, is also utilized to facilitate the supervised classification process. Finally, a detailed land-use map is produced, with an overall classification accuracy of 77.8%. Results show that dominant agricultural land uses of sub-zones are changed with historical reclamation years, from saline lands with wildgrass (very recently reclaimed) to aqua-farm ponds, to cotton fields, and to paddy fields and orchards (very early reclaimed). This transform process is primarily affected by soil salinities, and according to a soil survey an electrical conductivity of saturation extract decreased from 7.3 ds/m in the saline land reclaimed in 1996 to below 2 ds/m in the land reclaimed before 1969. The study concludes that multi-temporal remotely sensed images are important and effective data sources for monitoring the rapid changes of coastal land uses.  相似文献

Policy enabling tropical forests to approach their potential contribution to global-climate-change mitigation requires forecasts of land use and carbon storage on a large scale over long periods. In this paper, we present an integrated modeling methodology that addresses these needs. We model the dynamics of the human land-use system and of C pools contained in each ecosystem, as well as their interactions. The model is national scale, and is currently applied in a preliminary way to Costa Rica using data spanning a period of over 50 years. It combines an ecological process model, parameterized using field and other data, with an economic model, estimated using historical data to ensure a close link to actual behavior. These two models are linked so that ecological conditions affect land-use choices and vice versa. The integrated model predicts land use and its consequences for C storage for policy scenarios. These predictions can be used to create baselines, reward sequestration, and estimate the value in both environmental and economic terms of including C sequestration in tropical forests as part of the efforts to mitigate global climate change. The model can also be used to assess the benefits from costly activities to increase accuracy and thus reduce errors and their societal costs.  相似文献

There is tenure insecurity around land ownerships and land rights in most developing countries. There are also many land-use planning projects being implemented in these countries. Often, land-use planning exists in these countries but is not formally linked with tenure security. This study argues that combining them by conducting land-use planning in a way that promotes tenure security presents a new approach. A central premise for the rationale of this intervention is that processes of land-use planning may inadvertently increase tenure security. By way of methodology, it evaluates land-use planning case studies from Africa, Asia and South America. It uses the three case study examples to build a case for making tenure security one of the major planned outcomes of a land-use planning process and provides a detailed framework for operationalising the concept. Its main contribution to the literature is that it introduces the concept of tenure responsive land-use planning.  相似文献

Insight into future land use and effective ways to control land-use change is crucial to addressing environmental change. A variety of growth-control policies have been adopted by municipal and regional governments within the United States to try to minimize the ecological impact of continued urbanization, but it is often unclear if those policies can meet the stated ecological goals. Land-use-change models provide a way to generate predictions of future change, while exploring the impact of different land-use policies before irreversible transformations occur. In this article, an approach to modeling land-use policies that focuses on their ecological consequences is described. The policy simulation approach was used to predict future land use in the Barnegat Bay and Mullica River watersheds, in southeastern New Jersey, USA. Four commonly used policies were considered: down-zoning, cluster development, wetlands/water buffers, and open space protection. The results of the analysis suggest that none of the policies modeled were able to alter future land-use patterns, raising questions about the effectiveness of commonly adopted land-use policies. However, the policy modeling approach used in this study proved to be a useful way to determine if adoption of a given policy could improve the likelihood of meeting ecological goals.  相似文献

An understanding of groundwater vulnerability in urban watersheds is important for the prevention of both surface water and groundwater contamination and can therefore be a useful tool in brownfield redevelopment and land use planning. Although industrial activity in southeastern Michigan has historically been restricted to the urbanized sections of metropolitan Detroit, new industrial development is rapidly taking place in rural and undeveloped areas. Although environmentalists and urban planners agree that industrial site recycling in urban centres (a.k.a. brownfield redevelopment) is preferable to developing green areas, many older sites remain undeveloped due to real and perceived risks. Using a PC-based geographic information system, a conceptual model of solute transport in soil was developed to evaluate potential impacts to both groundwater and surface water quality resulting from industrial development. The model was used to create a map of groundwater vulnerability within the Rouge River watershed of southeastern Michigan. The map has been used to pin-point several rural and undeveloped areas where groundwater quality is threatened by proposed development. It has also clearly demonstrated that many older brownfield sites, within the City of Detroit, are located on materials that have a much lower vulnerability to groundwater contamination and may therefore be far less costly to redevelop than greenfield sites in undeveloped areas of the watershed.  相似文献

The current study reports on operational and performance aspects of a land treatment facility for managing oily wastes generated from heavy vehicle maintenance over a 5-year period. Samples of soil and groundwater from the land treatment plots were analyzed for a range of contaminants and microorganisms over this period. The soil analyses indicated that the process has been operating efficiently even at high wastewater loadings with maximum degradation rates of 250 mg/kg per day (year 1) and average rates of 10–35 mg/kg per day (years 2–5). Hydrocarbon degraders comprised more than 80% of the total (measured) soil heterotrophic population and were present at 106–108 (per gram soil) once the process was optimized. The facility was capable of treating 140 kl of oily wastewater per day (average petroleum hydrocarbon content of 2% w/v) over the entire period. During this time there was no evidence of accumulation of any major metals or polycyclic aromatic hydrocarbon (PAH) compounds in the soil. Groundwater sampling and analysis indicated that the land treatment facility was not leading to contamination of any groundwater taken from bores in the vicinity of the facility. The land treatment process continues to be effective for treatment of non-volatile waste oils at this remote and high evaporation (arid) site.  相似文献

Our research focuses on the linkage between land use planning policy and the spatial pattern of exposure to air toxics emissions. Our objective is to develop a modeling framework for assessment of the community health risk implications of land use policy. The modeling framework is not intended to be a regulatory tool for small-scale land use decisions, but a long-range planning tool to assess the community health risk implications of alternative land use scenarios at a regional or subregional scale. This paper describes the development and application of an air toxic source model for generating aggregate emission factors for industrial and commercial zoning districts as a function of permitted uses. To address the uncertainty of estimating air toxics emission rates for planned general land use or zoning districts, the source model uses an emissions probability mass function that weights each incremental permitted land use activity by the likelihood of occurrence. We thus reduce the uncertainty involved in planning for development with no prior knowledge of the specific industries that may locate within the land use district. These air toxics emission factors can then be used to estimate pollutant atmospheric mass flux from land use zoning districts, which can then be input to air dispersion and human health risk assessment models to simulate the spatial pattern of air toxics exposure risk. The model database was constructed using the California Air Toxics Inventory, 1997 US Economic Census, and land assessment records from several California counties. The database contains information on more than 200 air toxics at the 2-digit Standard Industrial Classification (SIC) level. We present a case study to illustrate application of the model. 利用Landsat TM、ETM 、CBERS—2资源卫星数据,采用基于知识型光谱特性的增强与人机交互解译相结合的方法,提取了合肥市1987年、2000年和2006年土地利用类型的专题信息。利用GIS空间分析技术和数理统计方法,分析了合肥市近19年来的土地利用变化特征。结果表明:①在整个阶段—耕地减少了23.38%,建设用地增加了61.26%;城镇用地新增速度最快,且新增速率远大于转移速率,属高速扩张型;②区内最"敏感"的类型是交通用地,其新增速率在两个阶段分别达到1.64和1.62,远高于其它的类型;④从城市扩展的方向上看,合肥城市的发展主要以西南部、南部和东部为主,西南部最为明显;城市已经形成以老城区为核心,向东、北、西南三翼伸展,形成"南进—东拓—西缓—北抑"的空间发展布局。  相似文献
