The concern for sustainable development which has been accentuated by the United Nations Conference on Environment and Development (UNCED), is now being reflected at national and local government levels. In particular, Agenda 21, which was endorsed at the conference, has led to the implementation of a Local Agenda 21 programme. In Britain, extensive guidance and support on the interpretation of sustainable development has been provided by the Local Government Management Board and others. This paper reviews the general response to Local Agenda 21 in Britain and describes one local authority's approach.  相似文献

Abstract

There exists a clear imperative across the EU and within the UK towards the enhanced integration of community knowledge in environmental and health decision-making processes. The underlying social force that underpins this dynamic is the drive for a more accountable, transparent and publicly acceptable decision-making arena. However, relatively little research has been undertaken on the evaluation of local air quality management consultation in particular. In this context, the paper presents an evaluation of evidence resulting from questionnaire survey and case study research undertaken in the first round of the statutory process of local air quality management (LAQM), in which local authorities are required to consult on their air quality findings and intentions. We suggest that local authority perceptions of the relative abilities of differing stakeholders' grasp of air quality science, the process that translates that science into policy, and the institutional and organizational status of stakeholders (i.e. whether they are statutory or non-statutory stakeholders) may tend to transitively determine the choice of consultation methods used, the communication strategies chosen and the relative integration of stakeholder feedback into the LAQM decision-making process. In order to interrogate this potentially problematic chain of risk communication events, a preliminary conceptual model has been developed to enable the interrogation of the pathways through, and the obstacles to, the translation of air quality knowledge. The task is to unveil the sequential chains of association that comprise the LAQM risk communication process.  相似文献

The high-voltage distribution and transmission of electricity are associated with a range of environmental effects that are increasingly contentious and are leading to difficult land-use planning issues. In the UK, local planning authorities have been taking an anticipatory approach to such efforts by the formation of policy in statutory land-use plans; this seeks to set constraints on the location and form of high-voltage installations and nearby development. This emerging body of policy reveals a number of consistently occurring themes that focus explicitly on the protection of local environmental conditions. This is indicative of broader trends apparent throughout plan-making in the last decade, in which environmental emphases have become more central, but the policy area also indicates that local authorities are responding to structural changes in the electricity industry and to changing patterns of energy generation. Public participation in planning is frequently linked to ideas of environmental justice and sustainability; yet, despite the voluminous literature on the topic, the reaction of frontline planning professionals to the broadly pro-participation agendas of central and devolved government in Great Britain has not been sufficiently examined. This is important because of their role in implementing such agendas, and the space for frontline professionals to shape the contours of reform. Drawing on extensive empirical material, I explore the reaction of local authority planners to participation policies, finding divided opinion as to whether more participation is needed to improve planning, but a strong framing of participation as something requiring careful management. I conclude that planners are broadly supportive of participation so long as they are in control, which can be understood through an institutionalist perspective that suggests there will be a similar reaction to further, ongoing, efforts to make planning more participatory.  相似文献

Management of air quality by local government in the United Kingdom (England, Scotland, Wales and Northern Ireland) requires a process of local decision-making, involving collaboration between local politicians, authority officers and interest-groups. Since the establishment of the first National Air Quality Strategy for the UK in 1997, local authority environmental health professionals have undertaken a scientific review and assessment process to identify locations where predicted future pollutant concentrations may exceed national air quality objectives. Air quality management areas (AQMAs) are declared where such exceedences are predicted. Over recent years, significant changes in local authority decision-making structures in England, Scotland and Wales have occurred, resulting in changes to the structure and governance in many local authorities. Results are presented from local authority surveys undertaken to examine the occurrence of any conflicts between the science involved in predicting exceedences and the local political decision-making processes in declaring AQMAs. Data are presented for a sample set of local authorities in Great Britain from which it is concluded that decision-making structures in local government are having a demonstrable impact on the designation of AQMAs.  相似文献

Over the last decade or so, rural housing problems in Britain have become an important focus of attention both for researchers and planners. Inaccessibility to adequate housing is a significant component of the more all‐embracing problems of rural deprivation. The rented sector is of particular relevance to the amelioration of these problems, but the supply has been increasingly restricted both in the private and in the public sector. Great stress has therefore been laid on the ability of housing associations to provide rented sector housing. This paper investigates the work of one particular housing association in Mid‐Wales — Cymdeithas Tai Dyffryn Teifi (CTDT) and assesses the degree of complementarity achieved with housing provision by the local councils operating in the same rural locality. The particular areas of effectiveness of a housing association in this context are thereby evaluated.  相似文献

This paper considers moves to integrate environmental and economic development policies at local level. It provides a brief review of the EU policy frameworks and funding programmes which give a lead to, and support, local authorities in these efforts. Ecologically based approaches to local economic management are particularly highlighted. Municipalities typically employ a mix of regulatory, financial and voluntary measures to improve the environmental performance of businesses, create jobs and work towards greater local self-reliance. With the help of recent examples, the paper explores the variable scope for action—very much dependent on the national context—and identifies some mechanisms which are being used to good effect elsewhere in Europe but which are currently not easily transferable to the UK. Through programmes encouraging networking and the exchange of experience, UK practitioners can gain access to a range of European practice which demonstrates that greener local economic development is a real possibility.  相似文献

Agenda 21 has come to be the most significant outcome of the Rio Summit for local government in the UK and Local Agenda 21 is emerging as the main driver for the development of local policies and programmes for sustainable development. In general, the work is being undertaken by those charged with the development of environmental policy in local authorities. Sustainability is seen as a natural extension of environmental policy work, and survey results presented confirm a gradual emergence of LA21 work from an environmental focus to a strategic approach to issues of environment, economic development, social welfare and accessibility. The level of awareness of LA21 and commitment to it in general terms appear high, but survey results suggest that the full implications of the agenda, particularly those relating to new approaches to partnership, participation and democracy, have not yet been addressed by all authorities. The author suggests that problems of corporatisation of LA21 and its relationship with traditional democratic structures remain to be tackled. The potential for the consensual approach in tackling issues of 'hard sustainability' is also discussed.  相似文献

In the UK, there now exist hundreds of low-carbon community groups (LCCGs) that aim to decrease collective resource consumption and/or generate renewable energy through diverse social and environmental interventions. These groups have in recent years become the subject of political attention and funding schemes, underpinned by beliefs that LCCGs are key to fostering resilience to climate change and meeting national-level greenhouse gas emission reduction targets. While previous research into LCCGs has focused on drivers, barriers and outcomes of LCCG action, there is now growing policy and academic interest in groups' capacities for, and uses of, monitoring and evaluation (M&E) processes and tools. However, little is known about the experiences, opportunities and potential challenges for LCCGs undertaking M&E. In response, this paper draws on a Knowledge Exchange project that explored M&E processes and tools with a sample of UK LCCGs. It outlines the benefits and drawbacks of groups' attempts to achieve change and to account for their outcomes and/or impacts, individually, and as part of a wider movement. It argues that, while M&E could be one way for groups to “scale up” their impact without losing their grounding in place and community, issues of capacity, resources and utility remain paramount.  相似文献

The fifth Action Programme on the Environment: Towards Sustainability, defines European Union (EU) environmental policy until the year 2000 and emphasises the need for greater disclosure of environmental information. This paper discusses the Eco-management and audit scheme (EMAS), and EU market based instrument designed to bring more industrial environmental performance data into the public domain. The paper discusses the purpose of the Regulation's environmental statement identifying the potential audiences and their requirements. Using six corporate environmental reports, the paper analyzes how these meet the Regulation's reporting requirements and what modifications would be needed in current reporting trends. The paper concludes that existing reporting requirements will need to change to satisfy EMAS requirements and the increasing public demands for industrial environmental performance information.Ruth Hillary successfully completed a MSc in Environmental Technology at Imperial College, University of London, and is currently undertaking a doctorate to continue her research into the fields of environmental auditing and environmental management. She was placed at the European Commission's Industry and Environment Division of DG XI where she worked on the draft Eco-management and audit Regulation during its progress towards adoption and application. She is the Series Editor for the Business and the Environment Practitioner Series, a series of practical business reports addressing current and emerging environmental topics of importance to companies, and has recently published a reportThe Eco-management and audit Scheme-A Practical Guide. Summary Environmentally Sensitive Areas were introduced in Britain by the Ministry of Agriculture, Fisheries and Food during 1987. By 1994, the fourth round of designations had brought the total of such areas to 22. The environmental implications for the North Peak, which was designated as such an area in 1988, are discussed in the context of sheep farming and heather management, for these have shaped the patchwork of moorland ecosystems that give the North Peak its unique character.Paul Perkins is a research worker at the University of Huddersfield. Summary Increasingly stringent environmental lesislation and a growing consciousness of environmental issues within the community are spurring companies into adopting environmental improvement programmes. Enhanced environmental management not only ensures compliance with legislation but has other benefits, including reduced energy and waste disposal costs, improved public image, acess to green markets and lower insurance premiums. Summary A comparison is made of major issues relating to drinking water and river water quality in the UK and the CIS (USSR). Historical and legislative aspects are briefly reviewed. In both countries there is an imbalance between the location of fresh water sources and the distribution of the population. In each country standards are used to define water quality. These standards tend to be more exacting in the CIS. In the UK derogations are used to produce a more relaxed standard. Failure to comply with drinking water standards is common in the CIS (on average 20 percent of samples). In the UK, data are recorded on a different basis, but it appears that deviations from nitrate and pesticide standards are common. In both countries' water supplies, pollution appears to be extensive with few overall signs of significant improvement. This is attributable partly to lack of effective enforcement and weak penalties for transgressors. There is a high level of public concern regarding water quality and health in both the CIS and the UK. As a consequence there are increasing signs in each country of a national determination to implement the legislation more effectively. Needs for further actions are identified.Dr Olga Bridges was born and educated in Russia. Since coming to the UK she has held posts on Soviet Studies in various universities. Dr Bridges' early research was in attitudes to languages and nationality, but more recently it has centred on attitudes to environmental issues. The author takes a simplified look at the structure of waste disposal costs in the UK. The immediate impression is that landfill costs are so significantly cheaper than other disposal options, on average, that considerable escalation in landfill costs, for whatever reason, would be needed to make it lose its predominance. The analysis also demonstrates that the more futuristic technologies may well have a role to play provided the initial estimates of per tonne costs are borne out by commercial ventures.  相似文献

Summary While there is a burgeoning literature on national approaches to environmental policy and programmes, much less interest thus far has been shown in the role of local government. However, the State of Victoria in Australia, in the period 1988–1990, took a world lead in encouraging local municipalities to formulate Local Conservation Strategies (LCSs) with a high level of citizen input. The paper places this programme initiative in context and reports on the results of consultations and workshops with local Municipal Conservation Officers who have been in the front line in terms of developing and implementing LCSs in that State. In particular, the paper explores the process of LCS formulation and highlights some of the benefits and problems with the programme so far.Dr David Mercer is a Senior Lecturer in the Department of Geography and Environmental Science at Monash University, Melbourne. ABSTRACT

In the context of food policy, sustainability functions as a normative principle but also constitutes a highly contested arena. The study presented in this paper establishes how discursive dynamics amongst professionals involved in matters of food distribution, retail, consumption and waste lead to food policy themes being framed as issues of sustainability. Analysing varied UK-based data (trade magazine articles, policy documents and interviews with retail, non-profit and consultancy representatives), three interpretative frames of sustainability are identified: consumer sovereignty, economic rationality and stewardship. Focusing on three themes of food sustainability – organic consumption, protein diversity and waste reduction – it is shown how these interpretative frames constitute the discursive framework relevant to food policy. Based on these findings, it is shown how in the analysed debates environmental concerns are sidelined.  相似文献

This research examines whether a long-run stationary equilibrium relationship holds between economic activity and the consumption of crude steel within the UK. Using the theory of fractionally integrated and cointegrated processes, and allowing for the possibility that the equilibrium path changes abruptly at occasional points in time, it is possible to determine if steel consumption and economic activity follow a common stochastic trend or whether the two series randomly drift apart over time. Evidence is found to support such a long term relationship. This result is at odds with the conclusions drawn by previous researchers in the area. The reason for this difference may be due to these researchers concentrating only on I(0) and I(1) specifications, without consideration of fractional possibilities and also to a failure to account for structural breaks in the equilibrium relationship. Such conclusions are made within the framework of the ARFIMA methodology that yields reliable inferences on the degree of fractional integration and cointegration. Critical values for fractional contegration with an ARFIMA model in the presence of structural breaks are also derived in this paper.  相似文献
