Protecting at-risk communities from geological hazards requires both knowledge of the physical hazard and an understanding of the community at risk. Interdisciplinary disaster research therefore explores the interface between hazards and society in order to improve disaster risk reduction strategies. At this interface there exist disaster sub-cultures that are produced through hazard experience and can be developed as a coping mechanism for the at-risk communities. Therefore, disaster sub-cultures could contribute to either social resilience or vulnerability. The fluid nature of the term culture and the difficulty in quantifying these important human traits mean that the local sub-cultures are complex and often not included within conventional risk management tools such as risk maps. However, this paper demonstrates how a disaster sub-culture found at Mt Merapi volcano, Indonesia, can be examined using interdisciplinary methods. The distinctive Mt Merapi sub-culture influences local community actions during the frequent eruptions. The findings from ethnographic studies completed on Mt Merapi in 2007 and 2009 have been translated and mapped in order to be incorporated within a holistic risk assessment. The key findings, methods of translation and maps are presented here, and demonstrate the potential for interdisciplinary research applications in disaster risk reduction.  相似文献

This paper investigates coping and adaptation strategies and institutional perceptions of hydrological risk at the local scale in Santarém, an Amazonian city in the state of Pará, Brazil. Methods and tools of analysis encompassed secondary data, field observations, and qualitative techniques (focus-group discussions and in-depth interviews). Stakeholders from affected neighbourhoods describe their means of coping with and adapting to flooding, focusing on purposefulness, type of initiative and investment, risk timing, temporal and spatial scope, and performance. The results comprise an inventory of 16 mostly structural measures. The perceptions of six institutions of general responses to flooding are presented as opinions on actions that reduce the effects of such events, individual strategies and collective community endeavours in at-risk areas, and the activities of the public and private sectors to manage floods. Understanding of coping and adaptation strategies and knowledge of institutional flood risk perceptions can benefit the implementation of risk and disaster reduction policies and practices.  相似文献

The benefits of indigenous knowledge within disaster risk reduction are gradually being acknowledged and identified. However, despite this acknowledgement there continues to be a gap in reaching the right people with the correct strategies for disaster risk reduction.

This paper identifies the need for a specific framework identifying how indigenous and western knowledge may be combined to mitigate against the intrinsic effects of environmental processes and therefore reduce the vulnerability of rural indigenous communities in small island developing states (SIDS) to environmental hazards. This involves a review of the impacts of environmental processes and their intrinsic effects upon rural indigenous communities in SIDS and how indigenous knowledge has contributed to their coping capacity. The paper concludes that the vulnerability of indigenous communities in SIDS to environmental hazards can only be addressed through the utilisation of both indigenous and Western knowledge in a culturally compatible and sustainable manner.  相似文献

Community-based disaster risk management methods routinely include capture of local knowledge which is used to inform community-level risk reduction programmes and development plans. In Jamaica, development planning at the national level has relied historically on scientific knowledge, usually to the exclusion of local knowledge. However, community disaster risk management plans reviewed for this paper show that communities have very clear ideas on the threat posed by hazards, resources at risk from the hazards and ways of reducing the risk. Communities also appreciate the value of cultural and historical sites and are willing to sacrifice development in order to protect and preserve these sites. Such knowledge is valuable for informing risk-sensitive development planning, and should be captured within the formal development approval system. A model is proposed in which community and scientific knowledge can be integrated into the formal development approval process at the national level. The model includes integrating community representatives in technical committee reviews, capturing local knowledge through community consultations and subjecting community knowledge to validation prior to its use. Successful implementation of this model should result in more accurate field assessments for risk-sensitive development planning as local knowledge provides current, site-specific information. Better risk-sensitive development planning will ultimately lead to reduced exposure to hazards and reduction in losses from the impact of hazards for Jamaica.  相似文献

Previous research has shown that many vulnerable communities experience disproportional exposure to flood risk. This paper, though, is the first to look at broad ethnic/racial group differences in the United Kingdom. It contends that differences in culture and language, especially those of new immigrants, bestow vulnerabilities on such communities, resulting in a lack of knowledge that enables people to be aware, to be prepared, or to recover expediently after a flood emergency. Using UK 2011 Census data and Environment Agency flood maps, the paper demonstrates that it is the non‐white communities in Wales that confront the most disproportionate level of flood risk: 23 per cent as compared to 11.4 per cent of their white neighbours. In contrast, the difference in flood risk between white and non‐white ethnic/racial groups in regions of England is within a range of plus or minus two per cent, except for in Yorkshire and The Humber where white populations face a much greater risk of flooding.  相似文献

Linking community knowledge with modern techniques to record and analyse risk related data is one way of engaging and mobilising community capacity. This paper discusses the use of the Geographic Information System (GIS) at the local level and the need for integrating modern technology and indigenous knowledge into disaster management. It suggests a way to mobilise available human and technical resources in order to strengthen a good partnership between local communities and local and national institutions. The paper also analyses the current vulnerability of two communes by correlating hazard risk and loss/damage caused by disasters and the contribution that domestic risk maps in the community can make to reduce this risk. The disadvantages, advantages and lessons learned from the GIS flood risk mapping project are presented through the case study of the Quang Tho Commune in Thua Thien Hue province, central Viet Nam.  相似文献

In response to increasingly frequent and severe flooding events, tracking the explanatory elements of integrative planning effort can provide useful assessment of initiatives that foster improved community disaster resiliency. In this research, we address the effect of local hazard mitigation plan quality on mitigating disaster risk with an emphasis on the relationship between plan quality and community resilience. Using content analysis and principles of plan quality metrics, we evaluate local hazard mitigation plans to determine how well they support disaster risk reduction. Analytically, these metrics and relevant controls were incorporated into both a log-linear two-stage least squares model and a quantile regression model to explain flood loss at the county level for the US Mississippi River Basin. Findings suggest that better plan quality and high levels of community resilience result in reducing disaster losses.  相似文献

近年来灾害恢复力研究在领域的拓展和定义的延伸等方面取得了较大的进步。灾害恢复力作为系统的一个有价值的属性,与风险、脆弱性和适应性一起成为当前灾害综合管理和减灾研究的重要内容。但目前灾害恢复力研究仍停留在理论和概念层面,鲜有深入的实际操作性强的工作开展。为进一步理解水灾恢复力的内涵和实质,为区域恢复力建设提供切实可行的方案,作者在原有对灾害恢复力研究进展进行综述的基础上,开展了以湖南省洞庭湖区为例的洪水高风险区水灾恢复力理论和实践的研究,提出了由自然维、经济维、组织维、社会维组成的四维区域水灾恢复力概念模型,然后细致分析了区域水灾恢复力利益主体的相互关系,提供了初步的区域水灾恢复力评估模型。最后在定性分析的基础上,对洞庭湖区区域水灾风险管理进行了探讨,提出了相应的管理对策和建议,旨在为政府的防灾减灾决策提供科学依据。  相似文献

Increased attention has recently been given to the possible role of financial services in the management of natural disaster risk. Local communities have been at the forefront of developing innovative disaster risk finance strategies and implementing risk-oriented incentive programs. In view of increasing risks, including the impacts of climate change, such programs will become more important. This paper examines four models and some recent experiences in using financial services at the community level. The paper offers an overview of advantages and limitations of each model to manage disaster risk in communities. Examples include a federal government initiated scheme of social protection funds, a local government risk reduction scheme, an insurance product provided by a non-governmental organization, and a micro-insurance scheme. Finally, the paper offers some directions about specific ways that the public and private sectors, in collaboration with other partners can improve finance alternatives for disaster management at the community level. It appears that a range of follow-up studies and further dialogue is needed, in order to expand the knowledge on what types of risk finance models can help manage and reduce the financial impacts of natural disasters.  相似文献

Disaster relief and preparedness organisations are concerned with allocating scarce resources in unstable environments, such as those prone to flooding and river erosion. The need to understand the role of powerful elites in such disaster prone environments is illustrated through an analysis of the actual location decisions and biases involved in siting four flood shelters in four communities in northern Bangladesh. The previously unrecognised implications of the location biases for employment, shelter, access and the utilisation of the flood shelter by the powerless people in the target group demonstrate the need for disaster organisations to include an analysis of the local power structure in project preparation and appraisal.  相似文献

This paper explores peoples' indigenous survival strategies and assesses variations in people's ability to cope with floods in two flood‐prone villages in Bangladesh. It reveals that people continuously battle against flood vulnerability in accordance with their level of exposure and abilities, with varied strategies employed at different geophysical locations. The paper reports that people in an area with low flooding and with better socioeconomic circumstances are more likely to cope with impacts compared to people in areas with high and sudden flooding. Similarly, households' ability to cope varies depending on people's socioeconomic conditions, such as education, income and occupation. Although floods in Bangladesh generate socioeconomic misery and cause damage to the environment, health and infrastructure, people's indigenous coping strategies have helped them to reduce significantly their vulnerability. Such flood‐mitigating strategies should be well recognised and emphasised further via proper dissemination of information through an early‐warning system and subsequently external assistance.  相似文献

Floods continue to pose the greatest threat to the property and safety of human communities among all natural hazards in the United States. This study examines the relationship between the built environment and flood impacts in Texas, which consistently sustains the most damage from flooding of any other state in the country. Specifically, we calculate property damage resulting from 423 flood events between 1997 and 2001 at the county level. We identify the effect of several built environment measures, including wetland alteration, impervious surface, and dams on reported property damage while controlling for biophysical and socio-economic characteristics. Statistical results suggest that naturally occurring wetlands play a particularly important role in mitigating flood damage. These findings provide guidance to planners and flood managers on how to alleviate most effectively the costly impacts of foods at the community level.  相似文献

Focusing on three of the largest coastal cities in the Republic of Ireland, this paper highlights the importance of a historical analysis of flood hazards in contextualising current events and potential future risks. Over the last decade, the cities of Dublin, Cork and Galway have experienced several major coastal, river and pluvial floods. In the aftermath of these floods, two distinct but related narratives have dominated public discourse and official responses. The first narrative presents recent floods as unprecedented and as possible evidence of climate change. The second constructs floods primarily as natural events and assumes that the optimal means of reducing flood losses is to prevent flood events. In this paper, I suggest that these narratives are not supported by a historical analysis of exposure and vulnerability to flood hazards in Irish cities. This paper draws primarily on newspaper archives to construct a record of past flooding that challenges these narratives in several ways and in doing so offers lessons for similar cities in other countries. I contend that these narratives are perpetuated by a narrow form of knowledge production (quantitative risk assessment) and a narrow range of data (numeric instrumental records). Incorporating a broader range of sources and data types into risk and vulnerability assessments may illuminate more creative strategies for reducing both contemporary and future flood losses.  相似文献

This paper examines the relationship between community preparedness and response to natural disaster and their level and pattern of community development. This is done by investigating preparation and response to the 1997 Red River Flood by three rural communities in Manitoba, Canada. The communities were selected because of their different ethnic mix and associated level and pattern of community development. The hypothesis was supported that the level and pattern of community development affect community capacity to respond to flooding. Communities characterised by higher levels of physical, human and social capital were better prepared and more effective responders to the flood. However, where the pattern of community development was characterised by high levels of social capital, decision-making processes were complicated.  相似文献

Following the severe flood events of 1998 and 2000, the United Kingdom's Environment Agency prioritised the need to increase public flood risk awareness. Drawing on data collected during research undertaken for the Environment Agency, this paper contributes to understanding of one aspect of flood awareness: people's recognition that their property is in an area that is potentially at risk of flooding. Quantitative analyses indicate that class is the most influential factor in predicting flood risk awareness, followed by flood experience and length of time in residence. There are also significant area differences. Our qualitative work explores how those defined as 'at risk' account for their lack of awareness or concern about their risk status. We conclude that the problem is often not simply a lack of awareness, but rather, assessments of local risk based on experience that underestimate the impact of rare or extreme events. We underline the importance of engaging with local perspectives on risk and making local people part of 'awareness-raising' processes.  相似文献

Risk communication and risk perception are critical factors in disaster management. Governments at all levels play a part in communicating risk, whereas the perception of risk entails active roles by community participants, including potential and actual victims of disasters. This paper discusses these matters in relation to the floods in Brisbane, Australia, in 2011. The findings are based on interviews with representatives of households whose dwellings or business premises were fully or partially inundated by the waters. The research shows how important it is to recognise the problems of institutional fragmentation in terms of communication and the active engagement of recipients in understanding and interpreting flood risk information (especially for slow‐onset riverine flooding, such as that suffered by Brisbane). Locally targeted information on risk is of vital importance in avoiding the misinterpretation of warning information in relation to environmental cues and in promoting adequate responses.
