This paper examines smallholder farmers' perceptions of the implementation of climate change disaster preparedness strategies in Mpigi district in Central Uganda. Furthermore, existing community early actions against climate change disasters were investigated. Data were collected through semi-structured interviews and focus group discussions at the community level. Using the Statistical Package for Social Sciences version 16, data obtained through semi-structured interviews were subjected to quantitative analysis to generate percentages for several variables and cross-tabulation analyses between selected variables. Farmers perceived prolonged droughts, increased pests and diseases outbreaks in crops and livestock as a consequence of climate change as the major climate change disasters. They considered the implementation of climate change disaster preparedness at community and village level as inadequate. This triggered implementation of various early actions by farmers as responses to climate change disasters. These actions constitute an informal community-based early warning system against climate change disasters.  相似文献

Climate change is expected to lead to an increase in the number and strength of natural hazards produced by climatic events. This paper presents some examples of the experiences of community-based organisations (CBOs) and non-governmental organisations (NGOs) of variations in climate, and looks at how they have incorporated their findings into the design and implementation of local adaptation strategies. Local organisations integrate climate change and climatic hazards into the design and development of their projects as a means of adapting to their new climatic situation. Projects designed to boost the resilience of local livelihoods are good examples of local adaptation strategies. To upscale these adaptation initiatives, there is a need to improve information exchange between CBOs, NGOs and academia. Moreover, there is a need to bridge the gap between scientific and local knowledge in order to create projects capable of withstanding stronger natural hazards.  相似文献

This paper critically analyses the significance of psycho-social intervention as a new form of international therapeutic governance based on social risk management. First, the paper examines the international psycho-social model and its origins in an Anglo-American therapeutic ethos. Second, the paper argues that psycho-social approaches jeopardise local coping strategies. Third, the paper highlights the potential political, social and psychological consequences of the pathologisation of war-affected societies. Climate change, although a natural phenomenon, is accelerated by human activities. Disaster policy response to climate change is dependent on a number of factors, such as readiness to accept the reality of climate change, institutions and capacity, as well as willingness to embed climate change risk assessment and management in development strategies. These conditions do not yet exist universally. A focus that neglects to enhance capacity-building and resilience as a prerequisite for managing climate change risks will, in all likelihood, do little to reduce vulnerability to those risks. Reducing vulnerability is a key aspect of reducing climate change risk. To do so requires a new approach to climate change risk and a change in institutional structures and relationships. A focus on development that neglects to enhance governance and resilience as a prerequisite for managing climate change risks will, in all likelihood, do little to reduce vulnerability to those risks.  相似文献

气候变化对东北地区粮食生产的影响及对策响应   总被引:1,自引:0,他引:1  
东北地区粮食生产是国家粮食安全战略的重要保障,近年来受气候变化等因素的影响,东北地区粮食生产的不稳定性与风险性加大,积极响应气候变化对粮食生产的影响已成为稳定东北地区粮食生产的内在要求。本研究从东北地区气候变化特征出发,对主要粮食作物的生长发育、产量、种植制度与布局、粮食生产潜力等方面综合分析气候变化对东北地区粮食生产的影响。结果表明:(1)东北地区日照时数明显减少,降水量呈下降态势,气温显著升高。(2)东北地区旱涝灾害发生频率增加,病虫灾害累计发生面积增大,低温冷害事件明显减少。(3)气候变化改变东北地区主要粮食作物的生长发育,促进种植界限北移东扩,粮食生产潜力有明显提升但存在区域差异性,总体而言,气候变化有利于东北地区粮食生产。针对气候变化对东北地区粮食生产的综合影响,基于粮食产前、产中、产后视角,提出适应气候变化稳定东北地区粮食生产的响应策略,对于保障东北地区粮食安全具有重要意义。  相似文献

Building resilience to disasters is indispensable in cities, like Chennai, India, which are challenged by emerging urban disaster risks caused by impacts of urbanization and higher probability of future disasters due to climate change. In this paper, an action-oriented resilience assessment (AoRA), consisting of 63 actions, divided into 21 parameters and 5 dimensions (physical, social, economic, institutional and natural), is defined which has the objective to enhance the resilience of communities of Chennai to climate-related disasters. On the basis of responses from the selected target group, community leaders (councillors) in the 155 wards, the local government of Chennai is the key stakeholder to implement the proposed actions in the AoRA. However, further findings underpin that a multi-stakeholder approach, involving communities, academia, private organizations and NGOs, is needed to create disaster resilient communities.  相似文献

Local communities have been at the forefront of developing innovative disaster risk finance strategies and implementing risk-oriented incentive programs. In view of increasing risks, including the impacts of climate change, such programs will become more important. This paper examines four models and some recent experiences in using financial services at the community level. The paper offers an overview of advantages and limitations of each model to manage disaster risk in communities. Examples include a federal government initiated scheme of social protection funds, a local government risk reduction scheme, an insurance product provided by a non-governmental organization , and a micro-insurance scheme. Finally, the paper offers some directions about specific ways that the public and private sectors, in collaboration with other partners can improve finance alternatives for disaster management at the community level. It appears that a range of follow-up studies and further dialogue is needed, in order to expand the knowledge on what types of risk finance models can help manage and reduce the financial impacts of natural disasters.  相似文献

How do disasters shape local government legitimacy in relation to managing climate‐ and disaster‐related risks? This paper looks at how local authorities in Central Vietnam perceive their social contract for risk reduction, including the partial merging of responsibilities for disaster risk management with new plans for and investments in climate change adaptation and broader socioeconomic development. The findings indicate that extreme floods and storms constitute critical junctures that stimulate genuine institutional change. Local officials are proud of their strengthened role in disaster response and they are eager to boost investment in infrastructure. They have struggled to reinforce their legitimacy among their constituents, but given the shifting roles of the state, private sector, and civil society, and the undiminished emphasis on high‐risk development models, their responsibilities for responding to emerging climate change scenarios are increasingly nebulous. The past basis for legitimacy is no longer valid, but tomorrow's social contract is not yet defined.  相似文献

Human emissions of greenhouse gases are already changing our climate. This paper provides an overview of the relation between climate change and weather extremes, and examines three specific cases where recent acute events have stimulated debate on the potential role of climate change: the European heatwave of 2003; the risk of inland flooding, such as recently in Central Europe and Great Britain; and the harsh Atlantic hurricane seasons of 2004 and 2005. Furthermore, it briefly assesses the relation between climate change and El Ni?o, and the potential of abrupt climate change. Several trends in weather extremes are sufficiently clear to inform risk reduction efforts. In many instances, however, the potential increases in extreme events due to climate change come on top of alarming rises in vulnerability. Hence, the additional risks due to climate change should not be analysed or treated in isolation, but instead integrated into broader efforts to reduce the risk of natural disasters.  相似文献

Community-based disaster preparedness (CBDP) approaches are increasingly important elements of vulnerability reduction and disaster management strategies. They are associated with a policy trend that values the knowledge and capacities of local people and builds on local resources, including social capital. CBDP may be instrumental not only in formulating local coping and adaptation strategies, but also in situating them within wider development planning and debates. In theory, local people can be mobilised to resist unsustainable (vulnerability increasing) forms of development or livelihood practices and to raise local concerns more effectively with political representatives. This paper focuses on the potential of CBDP initiatives to alleviate vulnerability in the context of climate change, and their limitations. It presents evidence from the Philippines that, in the limited forms in which they are currently employed, CBDP initiatives have the potential both to empower and disempower, and warns against treating CBDP as a panacea to disaster management problems.  相似文献

Over the last several decades, the scientific community has replaced the ‘acts of god’ explanations for disasters with a view that disasters are actually ‘acts of nature,’ and more recently, ‘acts of human behavior and decision making.’ Despite the secular orientation of contemporary disaster research, religious beliefs still govern people’s interpretations of natural events across many continents and cultures. Using a case study of a rural Sherpa community in Nepal, this paper responds to the challenge of linking religion and disaster risk in the context of a climate change-induced glacial lake outburst flood hazard. Data collection employed ethnographic techniques including participant observation and 53 interviews with community members. Results indicate that the case study community’s religious belief system influences how they interpret and respond to the glacial lake hazard, although their beliefs co-exist with more scientific interpretations of risk. Rather than being immobilised by their belief system, we found that religious aspects like rituals and prayer can enhance social cohesion and contribute to capacities for coping with fear and uncertainty in this community. We assert that religion can yield valuable resources to glacial lake risk reduction strategies, which will benefit from incorporating social-cultural factors more profoundly.  相似文献

LA RED (Network of Social Studies on the Prevention of Disasters in Latin America) has become the most influential group analysing disasters in Latin America and the Caribbean. Its contributions have paved the way for a new way of understanding disasters, disaster risk, and their management, concerning: (i) that disasters are not natural, but socially constructed; (ii) the inherent nexus between disaster risk, development, and the environment; (iii) the significance of small‐ and medium‐sized disasters and extensive and intensive risks; (iv) disaster risk management at the local level; and (v) integrated disaster risk research and the need for forensic investigations of disasters. As a result of this unification of challenges, intellectual communities of connected individuals were formed. Nonetheless, a focus on territorial management, exposure, and vulnerability remains a challenge for academia. In addition, the labyrinths of disaster risk governance must be disentangled by other stakeholders, such as national authorities, policymakers, and practitioners.  相似文献

The accumulated knowledge and perceptions of communities 'at risk' are key elements in managing disaster risk at the local level. This paper demonstrates that local knowledge of flood hazards can be structured systematically into geographic information system (GIS) outputs. When combined with forecasting models and risk scenarios, they strengthen the legitimacy of local knowledge of at-risk populations. This is essential for effective disaster risk reduction practices by external actors, local non-governmental organisations (NGOs) and municipal authorities. The research focused on understanding coping strategies and 'manageability' of flood hazards as defined by communities. 'Manageability' is how people experience flooding in relation to their household capacity and the coping mechanisms available. The research in the Philippines highlights the significance of localised factors, including socioeconomic resources, livelihoods, seasonality and periodicity, for understanding manageability. The manageability concept improves practice at the municipal level by legitimising local coping strategies, providing better indicators, and developing understanding of flooding as a recurrent threat.  相似文献

Reducing losses to weather-related disasters, meeting the Millennium Development Goals and wider human development objectives, and implementing a successful response to climate change are aims that can only be accomplished if they are undertaken in an integrated manner. Currently, policy responses to address each of these independently may be redundant or, at worst, conflicting. We believe that this conflict can be attributed primarily to a lack of interaction and institutional overlap among the three communities of practice. Differences in language, method and political relevance may also contribute to the intellectual divide. Thus, this paper seeks to review the theoretical and policy linkages among disaster risk reduction, climate change and development. It finds that not only does action within one realm affect capacity for action in the others, but also that there is much that can be learnt and shared between realms in order to ensure a move towards a path of integrated and more sustainable development.  相似文献

从新疆近250年来的水文突出事件——洪灾的分析人手,探讨了其与新近提出的可能气候转型期降水变化的联系。结果表明,小冰期末以来新疆存在5个比较明显的重大洪灾时段。每一个时段基本上都对应着降水偏多时期,同时也对应着比较明显的气候转折期,前两次对应气温下降降水减少期,后三次对应气温升高降水增多期。20世纪80年代中期前后,洪灾灾情差异显著。20世纪80年代中期以来新,疆洪水及其灾害事件对气候(降水)变化响应较明显,表现出随着降水的增加,洪灾灾情加重、主要河流洪水洪峰流量突破历史极值的情况。这为气候转型观点的成立提供了一定的依据,并且还初步印证了前人有关气候转型初期自然灾害频发和洪水量级增大的论断。  相似文献

Few studies have explored the relationships between nation‐building, disaster risk reduction and climate change adaptation. Focusing on small island developing states, this paper examines nation‐building in Timor‐Leste, a small island developing state that recently achieved independence. Nation‐building in Timor‐Leste is explored in the context of disaster risk reduction, which necessarily includes climate change adaptation. The study presents a synopsis of Timor‐Leste's history and its nation‐building efforts as well as an overview of the state of knowledge of disaster risk reduction including climate change adaptation. It also offers an analysis of significant gaps and challenges in terms of vertical and horizontal governance, large donor presence, data availability and the integration of disaster risk reduction and climate change adaptation for nation‐building in Timor‐Leste. Relevant and applicable lessons are provided from other small island developing states to assist Timor‐Leste in identifying its own trajectory out of underdevelopment while it builds on existing strengths.  相似文献
