In the past, most emphasis in planning for and response to an emergency situation has been placed on selected protective measures in the early phase of an emergency to keep the doses received below levels where severe deterministic health effects can be excluded and/or where the risk of stochastic effects in the population is considered “acceptable”. Less emphasis has been placed on the development of comprehensive protection strategies which include considerations of the consequences of all exposure pathways and all phases, e.g. long-term rehabilitation. In its new publication 103, ICRP proposed a coherent conceptual framework for protection in all types of exposure situations including “emergency exposure situations” and “existing exposure situations”. In the context of developing protection strategies for these exposure situations, the Commission recommends that national authorities set reference levels between, typically, 20 mSv and 100 mSv annual effective dose (emergency exposure situation) and 1 mSv and 20 mSv (existing exposure situation). In order to optimise protection strategies, it is necessary to identify the dominant exposure pathways, the timescales over which the dose will be received, and the effectiveness of available protection options. The characteristics of the development and implementation of such protection strategies is described.  相似文献

A free-jet scrubber is an innovative gas cleaner in which the primary liquid/gas contacting takes place in the turbulent mixing zone emanating from a jet nozzle. The first such devices, powered by supersonic steam or air ejectors, were exceptionally effective cleaners but were criticized as being high-energy users. A great reduction in the energy consumption of free-jet scrubbers has been accomplished in the last four years, a feat which may seem in contradiction to the “contacting power rule.” An explanation of what is happening in these devices must take into account the effectiveness with which energy and water are utilized. thereby leading one to a somewhat circular definition of “effective contacting power.” The theoretical implication of this analysis is primarily to remind us that there are many paths between two states and some are more energy efficient than others. The practical value is that such analysis generates information which aids in choosing between several design options, a direct benefit of the various free-jet configurations.  相似文献

A complete assessment of the health effects of diesel emissions must take into account the possible chemical transformations (and associated biological impacts) of particulate organic matter (POM) due to reactions with the many gaseous copollutants which have now been unambiguously demonstrated to be present in atmospheres burdened by photochemical air pollution. These copollutants include the “trace” species, nitric (HNO3) and nitrous (HONO) acids, the nitrate radical (NO3), formaldehyde (H2CO) and formic acid (HCOOH), as well as the criteria pollutants, ozone (O3) and nitrogen dioxide (NO2). Techniques for establishing the atmospheric concentrations of the trace pollutants (and their spatial and temporal variations) are briefly described, and we present results of investigations into the reactions of polycyclic aromatic hydrocarbons (PAH) coated on filters and exposed to ambient concentrations of O3 and NO2. Environmental health implications of these results are discussed and include the potential for sampling “artifacts” and their possible effects on the correlation (or lack thereof) between ambient PAH levels and urban lung cancer rates, as well as the problems associated with understanding the appropriate POM “dose” to be employed in animal testing and assessments of impacts on human health.  相似文献

利用2006~2010年上海徐家汇、崇明、宝山、金山和浦东5个监测站的臭氧资料,分析了上海地区不同功能区臭氧的浓度特征及年际变化特征。结果表明:2006年上海地区臭氧平均浓度是这5 a的最低值,以徐家汇和浦东两个站臭氧浓度年际差异最为明显。2006年各站春末和夏季的臭氧浓度明显低于其他年份,而秋冬季臭氧浓度却差别不大。以徐家汇地区为例的综合分析表明,天气状况、日照时数、温度和风速等气象要素不是造成2006年上海城区臭氧浓度偏低的原因,臭氧前体物(VOCs和NOx)才是造成这种现象的主要原因。2006年4~8月NOx和VOCs浓度明显偏低,典型臭氧日变化情况下2006年VOCs/NOx比值较小,平均值为1.22,比2007、2008年低了近65%,而O3的生产率也分别减少了65%和59%。OZIPR模式的结果也表明较低的VOCs浓度以及VOCs/NOx比值,是导致2006年上海城区臭氧浓度偏低的主要原因  相似文献

A pilot field study was conducted with nine members of the general public to measure carbon monoxide exposure using personal monitors. The principal study objectives were to design and evaluate the research protocol and the instrumentation performance for application to the conduct of a large-scale personal monitoring program. Integrated carbon monoxide exposure was monitored and recorded according to type of activity such as “commuting” or “at work” for approximately 45 days by each subject. All subjects except one were able to handle both the equipment and data recording requirements with no significant problems. Actual data recording responsibilities consumed less than 10 min daily. The data consisted of 355 person-days each over 6-h duration, and weekdays only, from which 8-h average personal exposure levels could be computed. The 9 ppm (μL/L) ambient air quality standard was exceeded on 22 person-days. Elevated carbon monoxide concentrations during the commuting activity were frequently associated with the exceedences.  相似文献

As national trends accelerate towards the reduction of ventilation and infiltration rates in buildings, coupled with an increased use of synthetic chemicals in the indoor environment, a new phenomenon has arisen: the “sick building” syndrome. Traditional approaches to environmental health developed for the outdoor air, or for the industrial occupational setting, are inadequate to deal with this problem. It is argued that a comprehensive approach to the problem of indoor air pollution is necessary to protect public health.  相似文献

This paper describes the historical development and current legislation to control photochemical oxidant pollution in OECD countries. Policies for implementing, attaining, and maintaining ambient air quality standards or goals are discussed, problems associated with the various steps are highlighted, and the possibility of international policy guidelines which could control pollution across national frontiers is considered. To date, only a few countries have formulated ambient air quality standards for ozone/ oxidants; these standards are usually short-term averages over 1 h, ranging from 0.06 ppm (μL/L) in Japan to 0.12 ppm (μL/L) in the United States. The current interest in air quality management on an international scale leads to the conclusion that successful control of photochemical oxidant pollution would be best accomplished through the establishment of internationally acceptable standards or goals for oxidants/ozone based on health effects and other relevant environmental impacts, in combination with control strategies developed and implemented on an international level.  相似文献

Rockström et al. (2009a, 2009b) have warned that humanity must reduce anthropogenic impacts defined by nine planetary boundaries if “unacceptable global change” is to be avoided. Chemical pollution was identified as one of those boundaries for which continued impacts could erode the resilience of ecosystems and humanity. The central concept of the planetary boundary (or boundaries) for chemical pollution (PBCP or PBCPs) is that the Earth has a finite assimilative capacity for chemical pollution, which includes persistent, as well as readily degradable chemicals released at local to regional scales, which in aggregate threaten ecosystem and human viability. The PBCP allows humanity to explicitly address the increasingly global aspects of chemical pollution throughout a chemical's life cycle and the need for a global response of internationally coordinated control measures. We submit that sufficient evidence shows stresses on ecosystem and human health at local to global scales, suggesting that conditions are transgressing the safe operating space delimited by a PBCP. As such, current local to global pollution control measures are insufficient. However, while the PBCP is an important conceptual step forward, at this point single or multiple PBCPs are challenging to operationalize due to the extremely large number of commercial chemicals or mixtures of chemicals that cause myriad adverse effects to innumerable species and ecosystems, and the complex linkages between emissions, environmental concentrations, exposures and adverse effects. As well, the normative nature of a PBCP presents challenges of negotiating pollution limits amongst societal groups with differing viewpoints. Thus, a combination of approaches is recommended as follows: develop indicators of chemical pollution, for both control and response variables, that will aid in quantifying a PBCP(s) and gauging progress towards reducing chemical pollution; develop new technologies and technical and social approaches to mitigate global chemical pollution that emphasize a preventative approach; coordinate pollution control and sustainability efforts; and facilitate implementation of multiple (and potentially decentralized) control efforts involving scientists, civil society, government, non-governmental organizations and international bodies.  相似文献

Ambient monitors are commonly used to estimate exposure for epidemiological studies, and air quality modeling is infrequently applied. However air quality modeling systems have the potential to alleviate some, although not all, of the limitations of monitoring networks. To investigate this application, exposure estimates were generated for a case study high ozone episode in the Northern Georgia Region of the United States based on measurements and concentration estimates from an air quality modeling system. Hourly estimates for 2268 4-km by 4-km gridcells were generated in a domain that includes only eight ozone monitors. Individual and population-based ozone exposures were estimated using multiple approaches, including area-weighted average of modeled estimates, nearest monitor, and spatial interpolation by inverse distance weighting and kriging. Results based on concentration fields from the air quality modeling system revealed spatial heterogeneity that was obscured by approaches based on the monitoring network. With some techniques, such as spatial interpolation, monitoring data alone was insufficient to estimate exposure for certain areas, especially for rural populations. For locations far from ozone monitors, the estimates from the nearest monitor approach tended to overestimate exposure, compared to modeled estimates. Counties in which one or more monitors were present had statistically higher population density and modeled ozone estimates than did counties without monitors (p-value <0.05). This work demonstrates the use of air quality modeling to generate higher spatial and temporal resolution exposure estimates, and compares the advantages of this approach to traditional methods that use monitoring data alone. The air quality modeling method faces its own limitations, such as the need to thoroughly evaluate concentration estimates and the use of ambient levels rather than personal exposure.  相似文献

This paper presents an assessment of air quality of the city Eskişehir, located 230 km southwest to the capital of Turkey. Only five of the major air pollutants, most studied worldwide and available for the region, were considered for the assessment. Available sulphur dioxide (SO2), particulate matter (PM), nitrogen dioxide (NO2), ozone (O3), and non-methane volatile organic carbons (NMVOCs) data from local emission inventory studies provided relative source contributions of the selected pollutants to the region.The contributions of these typical pollution parameters, selected for characterizing such an urban atmosphere, were compared with the data established for other cities in the nation and world countries. Additionally, regional ambient SO2 and PM concentrations, determined by semi-automatic monitoring at two sites, were gathered from the National Ambient Air Monitoring Network (NAAMN). Regional data for ambient NO2 (as a precursor of ozone as VOCs) and ozone concentrations, through the application of the passive sampling method, were provided by the still ongoing local air quality monitoring studies conducted at six different sites, as representatives of either the traffic-dense-, or coal/natural gas burning residential-, or industrial/rural-localities of the city. Passively sampled ozone data at a single rural site were also verified with the data from a continuous automatic ozone monitoring system located at that site. Effects of variations in seasonal-activities, newly established railway system, and switching to natural gas usage on the temporal changes of air quality were all considered for the assessment. The theory of competing risks cannot be based entirely on the analysis of postmortem pathology data. It is necessary also to know the prevalence and residence times of the diseases in question, separately and jointly, in the living population at risk. It is also necessary to have a conceptual model of the transition process from health to disease, or from one disease state to another, within the organism, so that the formal transition probabilities estimated from epidemiological data can be interpreted in biophysical terms as arising from changes in the physico-chemical state of the organism. This paper offers such a model for transition processes arising from fluctuations of physiological state (for example, lapse into diabetic coma or insulin shock as a result of extreme high or low excursions of the blood sugar level). A Gaussian fluctuation process is postulated, and the transition probability, or incidence rate, is calculated as the frequency with which the state variable fluctuates beyond a specified distance, Λ, from the mean state. An explicit solution is given for the limiting, but biologically reasonable, case that such an excursion is a rare event. In this case, the transition probability varies exponentially for linear displacement of Λ or of the dispersion of fluctuations, σ. If Λ decreases, and/or σ increases, as a linear function of age, this model yields an exponential (Gompertzian) relation of disease incidence to age. Generalization to more than one variable is accomplished by introducing the concept of a mortality potential surface, in which the disease transitions are geometrized as saddle points, or “passes”, on the surface.  相似文献

The history of problems dealing with competing risks is briefly outlined, beginning with Daniel Bernoulli's 1760 “Mémoir” on mortality due to smallpox and proceeding through the development of actuarial techniques and methods used in clinical research, reliability theory, population dynamics, and other areas of application. A probabilistic formulation of the theory of competing risks is then presented which appears applicable to all these areas. Within the framework of this theory, some fundamental problems are stated and discussed, such as questions of identifiability, choices of estimation procedures, or techniques for testing hypotheses.  相似文献

Environmental fate of and toxicity data for ammonium ethyl carbamoylphosphonate [fosamine ammonium], N-(phosphonomethyl)glycine [glyphosate], and 3-cyclohexyl-6-(dimethylamino)-1-methyl-1,3,5-triazine-2,4(1H, 3H)-dione [hexazinone] which appear promising for vegetation control in forestry are reviewed. None of the three herbicides is very persistent in soil, with half-lives reported of about 7–10 days for fosamine ammonium, 8–19 weeks for glyphosate, and 1–6 months for hexazinone, depending on soil type and climatic conditions. Degradation in soil is primarily via microbial routes. Whereas hexazinone is a very mobile herbicide (with mobility dependent on soil type), fosamine ammonium and glyphosate are strongly adsorbed and not readily leached in many soil types. Based on bioassay results, the three herbicides exhibit “very low” to “low” toxicity. Fosamine ammonium is not mutagenic and was not teratogenic when fed to pregnant rats at 10,000 ppm. Data on hexazinone indicate no carcinogenic effect in rats, negative in bacterial and mammalian point mutation assays, and not embryotoxic or teratogenic at up to 5000 ppm in diet of rats. The three herbicides have minimum-to-nil effect on soil microorganisms and exhibit little or no potential for bioaccumulation. Limitations of the available data are discussed and suggestions are made for future studies.  相似文献

The essence of the societal problem which justifies the expenditure of large sums on studies of pollution and health is illustrated by three figures included in this paper. The first two of these figures illustrate the contemporary publicity favoring the two competing energy-producing technologies, the nuclear and the conventional fossil-burning technologies. The very existence of this costly publicity demonstrates that the decisions affecting public health are now frequently made without due regard to the relevant scientific findings. The third figure illustrates the most laudable effort of the Environmental Protection Agency to establish a relationship between hoped-for decreases in mortality and the dollar cost of removing from the environment any one of the several investigated pollutants, e.g., “particulates”, krypton-85, tritium, etc.The subsequent parts of this presentation tend to document the fact that the reliability of the EPA chart published in 1973 is illusory. The same applies to the large number of other official publications, including those of the National Academy of Sciences. The results of more modern studies brought to the fore a variety of biological chance mechanisms, such as competing risks, dose-rate effects, synergisms, etc., which make the problem attacked by EPA much more difficult than was originally anticipated.The basic research, combining the laboratory experimentation on animals and theoretical considerations, results in a better understanding of a variety of phenomena. However, this better understanding seems to imply that the solution of the practical societal problem requires a large multipollutant and multilocality epidemiological study.  相似文献

This paper re-proves and generalizes results by Hardin and Sweet on the time to absorption in certain Markov chains by using a theorem on the time to extinction in multitype branching processes. Renaming “absorption” as “death” and “state immediately before absorption” as “cause of death” makes possible an interpretation in terms of competing risks. This is of very limited value, however, due to the rather severe mathematical restrictions on the Markov chains at hand.  相似文献

The institutional and legislative framework of Swedish environmental protection is presented with special reference to the role of consultation in the policy process. The functions and duties of the National Environment Protection Board, the Franchise Board for Environment Protection, the Environment Advisory Board, and the Product Control Board are outlined. The main thrust of the 1969 Environment Protection Act, the 1972 Hazardous Products Control Act, and the environmental impact assessment requirements of the Planning and Building Legislation is presented. The character of consultation within this framework is also discussed, with reference to the role of public participation and of organized regulated interests. It is found that the main functions of consultation in policy-making are “feeding back on former policy,” “foreseeing future policies,” and “canvassing for consensus.” In the stage of policy clarification, consultation is found to be a means of “catering for compliance” and “creating coherence.” In policy implementation, consultation is an important means of gathering information from parties possibly affected by implementative decisions.  相似文献

Air pollution has been associated with an increased incidence of respiratory disease. However, significant differences may exist between air pollution levels measured at conventional fixed monitoring stations and actual levels inhaled by a subject. Furthermore, studies of effects of air pollution might best be done using asthmatics as study subjects, since they have irritable airways. This is a preliminary report of a study using a control and asthmatic group in which effects of air pollution are assessed by sympton and medication diaries and simple pulmonary function tests. Air pollution exposure is measured using a small portable sampler for particulates, SO2 and NO2; these samplers are carried by the subject (“personal”) and are situated inside and outside the home. Levels obtained are compared to data obtained from the same type of sampler located at a fixed monitoring station. Preliminary analysis of the data shows that the levels of pollutants are low and there are significant differences between the four air pollution measurements, with weak correlations among the various measurements. In this preliminary report, change in pulmonary function during the day correlates only with personal NO2 measurements. This suggests the need for estimating air pollution exposure using “personal” samplers, when investigating health effects.  相似文献

Methods for improving electrostatic precipitator performance by increasing electrode excitation level during rapping, and by optimizing rapping control, are presented in this paper. Design modifications can reduce mechanical impedence to vibration transmission during rapping. These same modifications can eliminate areas of high stress concentration where fatigue failure often occurs. Rapping system control parameters are presented as they relate to variations in field collection and shedding rates. Anti-coincident rapping control for plate rappers minimizes peak opacity levels during rapping if sufficient “rest times” between raps can be maintained. When anti-coincidence must be sacrificed due to insufficient rest times on large installations, suggestions for anti-coincident rapping by section are presented. Methods for optimizing field rapping repeat rates using available opacity, ash pull, and precipitator power information are discussed.  相似文献

In this survey the earth is viewed from the astrophysical perspective, i.e. using global mean values of environmental parameters. The role of carbon dioxide is described in the processes of energy transfer from the earth's surface to space, which determine “global climate” as measured by the mean surface temperature. Analogies and differences between the problems of the terrestrial atmosphere and those of the solar and stellar atmospheres are examines, both in the computation of model atmosphere and in remote sensing of atmospheric temperature and composition. Subsequently, the temporal astrophysical perspective, with a review of the evolution of CO2 abundance and climate on astrophysical or geological time scales, on earth as on Venus (the runaway greenhouse) and on Mars is introduced. Variation of CO2 may have been critical to the maintenance of an environment in which life could originate and evolve, and may itself have been affected by life. On human time scales, the recent and continuing increase in atmospheric CO2 raises new problems, which are briefly surveyed. It is argued, that the differential greenhouse effect of increased CO2 in the earth's atmosphere is essentially identical to the “blanketing effect” of spectral lines on the temperature structure of stellar atmospheres. The methods used by astrophysicists in such studies are reviewed and compared with those used to evaluate the differential greenhouse effect of CO2 in radiative-convective models of the earth's atmosphere. The latter methods remain relatively crude, but recent results by different authors are in reasonably good agreement; however, the astrophysical perspective, i.e. the use of one-dimensional global mean models, remains a gross simplification of the real complexity of the earth's climate system, which is also true in stellar atmospheres.  相似文献
