Biosolids land application rates are typically based on crop N requirements but can lead to soil P accumulation. The Littleton/Englewood, Colorado, wastewater treatment facility has supported biosolids beneficial-use on a dryland wheat-fallow agroecosystem site since 1982, with observable soil P concentration increases as biyearly repeated biosolids applications increased from 0, 6.7, 13, 27, to 40 Mg ha(-1). The final study year was 2003, after which P accountability, fractionation, and potential environmental risk were assessed. Between 93 and 128% of biosolids-P added was accounted for when considering conventional tillage soil displacement, grain removal, and soil adsorption. The Fe-P fraction dominated all soil surface P fractions, likely due to an increase in amorphous Fe-oxide because Fe2(SO4)3 was added at the wastewater treatment facility inflow for digester H2S reduction. The Ca-P phase dominated all soil subsurface P fractions due to calcareous soil conditions. A combination of conventional tillage, drought from 1999 to 2003, and repeated and increasing biosolids application rates may have forced soil surface microorganism dormancy, reduction, or mortality; thus, biomass P reduction was evident. Subsurface biomass P was greater than surface biomass, possibly due to protection against environmental and anthropogenic variables or to increased dissolved organic carbon inputs. Even given years of biosolids application, the soil surface had the ability to sorb additional P as determined by shaking the soil in an excessive P solution. Biosolids-application regulations based on the Colorado Phosphorus Index would not impede current site practices. Proper monitoring, management, and addition of other best management practices are needed for continued assurance that P movement off-site does not become a major issue. 相似文献

ABSTRACTThis paper offers a conceptual examination of the power-effects of transparency, as information disclosure, on those making accountability claims against actors deemed to be causing significant environmental harm. Informed by Lukes’s ([2005]. Power: A radical view (second edition). Basingstoke: Palgrave Macmillan.) multi-dimensional theory of power, I review recent scholarship to interrogate four hypotheses positing empowerment for accountability claimants arising from the disclosure of sustainability information. Across public and private governance forms, academic research suggests that information disclosure promotes the communication of the sustainability interests of affected parties, and in some cases enhances the capacity of these parties to evaluate justifications provided by relevant power-wielders. However, evidence is weaker that disclosure of sustainability information empowers accountability claimants to sanction or otherwise steer those responsible; and there is little support that transparency fosters wider political interrogation of the configurations of authority producing environmental harm. Differentiating between behavioural and non-behavioural understandings of power allows an evaluation of these research findings on the power-related effects of information disclosure. 相似文献

Little by little,inch by inch: Project expansion assessments in the Papua New Guinea mining industry
Social impact assessment (SIA) has traditionally been practiced as an ex-ante predictive tool in the context of regulatory approval by government agencies. This model of SIA developed by Burdge and others is based on ‘greenfields’ development, of a new project going in to areas where there are no, or relatively few, similar types of development. The International Principles of SIA signalled a conceptual shift in the practice of SIA where greater emphasis is placed on the assessment and management of social issues across the life-cycle of developments. In addition forms of cumulative impact assessment have been developed for contexts where more than one project is likely to impact on populations or communities. With these changes to the traditional models of impact assessment there is a need to clarify how and when dedicated phases of ‘assessment’ might be undertaken over the life-cycle of a development. In the context of the mining industry, SIAs are increasingly required by governments for incremental increases in the size or impact of these operations. This paper reviews the development and application of Project Expansion Assessments (PEAs) for two large-scale mining operations in Papua New Guinea. It argues that a different set of assumptions need to underlie the model of IA for such assessments, with more emphasis on trajectories rather than baselines, a critical evaluation and attribution of effects, and the incorporation of adaptive management tools into the process. 相似文献

This article examines the unfolding of integrated water resource management (IWRM) reforms in southwest Burkina Faso, where water resources are subject to conflicting claims by a diversity of users. We first describe the establishment a local water user committee, showing how choices regarding composition and operations grant varying levels of recognition to different stakeholders. We then discuss the implications for key dimensions of decentralized governance, namely representation and accountability. In particular we focus on: (a) how the interplay of political agendas and policy disconnects shapes the committee's viability and credibility and (b) how tensions between techno‐scientific and local knowledge affect participation and transparency. We argue that in contexts defined by contentious politics and neo‐patrimonial practices, representativeness is better ensured by the direct inclusion of user groups rather than elected officials. Though limited discretionary power, information access, and technical capabilities of committee members inhibit accountability, rural producers uphold their claims through social mobilization and reliance on local knowledge. Recognizing the opportunities offered by the country's recent democratic turn, we formulate recommendations aimed at addressing structural drivers and enabling citizen agency in decentralized water governance. At the same time, further research is needed on local people's understandings of representation and accountability, to ensure that they are involved in institutional design and practices in ways that affirm what they value and what they know. 相似文献

It is increasingly clear that a wide range of stakeholders should be included in the problem formulation phase of research aimed at solving environmental problems; indeed the inclusion of stakeholders at this stage has been formalized as an integral part of ecological risk assessment. In this paper, we advocate the additional inclusion of stakeholders in the refinement of research methods and protocols and in the execution of the research, rather than just at the final communication and reporting phase. We use a large study of potential radionuclide levels in marine biota around Amchitka Island as a case study. Amchitka Island, in the Aleutian Island Chain of Alaska, was the site of three underground nuclear tests (1965-1971). The overall objective of the biological component of the study was to collect a range of marine biota for radionuclide analysis that could provide data for assessing current food safety and provide a baseline for developing a plan to monitor human and ecosystem health in perpetuity. Stakeholders, including regulators (State of Alaska), resource trustees (US Fish and Wildlife Service, State of Alaska), representatives of the Aleut and Pribilof Island communities, the Department of Energy (DOE), and others, were essential for plan development. While these stakeholders were included in the initial problem formulation and approved science plan, we also included them in the refinement of protocols, selection of bioindicators, selection of a reference site, choice of methods of collection, and in the execution of the study itself. Meetings with stakeholders resulted in adding (or deleting) bioindicator species and tissues, prioritizing target species, refining sampling methods, and recruiting collection personnel. Some species were added because they were important subsistence foods for the Aleuts, and others were added because they were ecological equivalents to replace species deleted because of low population numbers. Two major refinements that changed the research thrust were (1) the inclusion of Aleut hunters and fishers on the biological expedition itself to ensure that subsistence foods and methods were represented, and (2) the addition of a fisheries biologist on a NOAA research trawler to allow sampling of commercial fishes. Although the original research design called for the collection of biota by Aleut subsistence fishermen, and by a commercial fishing boat, the research was modified with continued stakeholder input to actually include Aleuts and a fisheries biologist on the expeditions to ensure their representation. The inclusion of stakeholders during the development of protocols and the research itself improved the overall quality of the investigation, while making it more relevant to the interested and affected parties. Final responsibility for the design and execution of the research and radionuclide analysis rested with the researchers, but the process of stakeholder inclusion made the research more valuable as a source of credible information and for public policy decisions. 相似文献

Have research interests in environmental psychology changed over the years? If so, in which direction? What can we learn from the past to direct future research? To answer these questions, empirical studies published in Environment & Behavior (E&B) and in Journal of Environmental Psychology (JEP), from their foundation to 2005, were reviewed. The articles were classified in relation to the following criteria: mode of human–environment transaction, research topic, type of setting and function of places, socio-demographic characteristics and environmental role of people, mode of presentation of the setting, sampling procedure, and source of data. Results showed both variations through the years and differences between the journals. The main research topics can be identified as the study of the residential environment, environmental cognition, observation of actual behaviour in the environment, and concern for the ecological value of the global environment. Trends in research interests showed a stable interest in the analysis of the built environment, a more place-specific approach in the beginning, strongly anchored in observational studies, and a central concern for sustainability and conservation of the environment in recent years. With respect to journals, the central role attributed to psychology by JEP, and the stronger participation by designers and planners in E&B, are reflected in the emphases given to the different modes of human–environment transaction. Trends in research interests help address the strengths and weaknesses of the discipline, thus suggesting future directions of inquiry. 相似文献

An individual's perception of risk develops from his or her values, beliefs, and experiences. Social scientists have identified factors that affect perceptions of risk, such as whether the risk is knowable (uncertainty), voluntary (can the individual control exposure?), and equitable (how fairly is the risk distributed?). There are measurable differences in how technical experts and citizen stakeholders define and assess risk. Citizen knowledge and technical expertise are both relevant to assessing risk; thus, the 2002 National Research Council panel on biosolids recommended stakeholder involvement in biosolids risk assessments. A survey in 2002 identified some of the factors that influence an individual's perception of the risks involved in a neighbor's use of biosolids. Risk communication was developed to address the gap between experts and the public in knowledge of technical topics. Biosolids management and research may benefit from applications of current risk communication theory that emphasizes (i) two-way communications (dialogue); (ii) that the public has useful knowledge and concerns that need to be acknowledged; and (iii) that what may matter most is the credibility of the purveyor of information and the levels of trustworthiness, fairness, and respect that he or she (or the organization) demonstrates, which can require cultural change. Initial experiences in applying the dialogue and cultural change stages of risk communication theory--as well as consensus-building and joint fact-finding--to biosolids research suggest that future research outcomes can be made more useful to decision-makers and more credible to the broader public. Sharing control of the research process with diverse stakeholders can make research more focused, relevant, and widely understood. 相似文献

The present and potential adverse effects of the atmospheric input of acidic and acidifying substances on the environment
have been of significant public and scientific concern for the past several decades. This article describes the background,
design, implementation, and major accomplishments of a 6-yr integrated multidisciplinary environmental research program designed
to address the issue of the regional scale consequences of acidic deposition on the environment and human health in Alberta.
The research program was called the Acid Deposition Research Program (ADRP) and was a cooperative undertaking between industry,
the Energy Resources Conservation Board, and the government of Alberta, Canada. The research effort was designed and guided
by two external science advisory boards, biophysical and human health, to maintain objectivity and continuity from beginning
to end. Public input was sought, encouraged, and ensured by a public advisory board. The major conclusions of the ADRP are

This research adds an action research approach to mixed methods to understand the drivers and barriers to residential waste minimisation in Palmerston North, New Zealand. While local, national, and global structural barriers persisted outside the participants’ immediate control, action research enhanced waste minimisation practices within the limits of these structural barriers. The reflexive and collaborative principles of action research allowed research participants to identify individualised needs and challenges. Thus, the research proceeded according to the participants’ circumstances. Some of the key drivers included a sense of accountability, active learning, social support, convenience, affordability, and access to information and resources. The participants also offered recommendations to the City Council, producers, and policy-makers to enhance residential waste minimisation in Palmerston North. While the value-action gap persists in purely quantitative waste research seeking to understand and change waste behaviour, action research was beneficial as it added a more nuanced understanding of participants’ waste behaviours. The traditional view of fire as a destructive agent requiring immediate suppression is giving way to the view that fire can and should be used to meet land management goals. Thus,fire control is being replaced by the more general concept offire management, which is based on the need to integrate fire policy with land management objectives. The social, economic, and ecologic effects of fire must be evaluated in the selection of land management alternatives.The activities of fire management organizations—fire prevention, control, and use of fire—must respond to needs of land management.
