Scaled up planning and implementation of nature-based solutions requires better understanding of broad characteristics (typologies) of the current governance and financing landscape, collaborative approaches amidst local complexities, and factors of scalability. An inventory was compiled of water-related ecological infrastructure intervention projects in two river systems in South Africa, incorporating actor, environmental, social, and financial dimensions and benefits. Qualitative participatory analysis revealed eight typologies. Post-hoc classification analysis determined similarities and/or unique characteristics of seven quantitative typologies. Key characterising factors included the complexity/size of financial flows, complexity of partnership/governance arrangements, mandates/goals of actors, type of ecological infrastructure, trade-offs in investment in ecological/built infrastructure, and the model used for social benefits. Identified scalable typologies offer structures suited to increased investment, with other typologies offering specialised local value. In Latin America and the Caribbean, river restoration projects are increasing, but many lack strategic planning and monitoring. We tested the applicability of a rapid visual social–ecological stream assessment method for restoration planning, complemented by a citizen survey on perceptions and uses of blue and green infrastructure. We applied the method at three urban streams in Jarabacoa (Dominican Republic) to identify and prioritize preferred areas for nature-based solutions. The method provides spatially explicit information for strategic river restoration planning, and its efficiency makes it suitable for use in data-poor contexts. It identifies well-preserved, moderately altered, and critically impaired areas regarding their hydromorphological and socio-cultural conditions, as well as demands on green and blue infrastructure. The transferability of the method can be improved by defining reference states for assessing the hydromorphology of tropical rivers, refining socio-cultural parameters to better address river services and widespread urban challenges, and balancing trade-offs between ecological and social restoration goals.Supplementary InformationThe online version contains supplementary material available at 10.1007/s13280-021-01565-3.  相似文献

Green infrastructure (GI) and ecosystem services (ES) are promoted as concepts that have potential to improve environmental planning in urban areas based on a more holistic understanding of the complex interrelations and dynamics of social–ecological systems. However, the scientific discourses around both concepts still lack application-oriented frameworks that consider such a holistic perspective and are suitable to mainstream GI and ES in planning practice. This literature review explores how multifunctionality as one important principle of GI planning can be operationalized by approaches developed and tested in ES research. Specifically, approaches developed in ES research can help to assess the integrity of GI networks, balance ES supply and demand, and consider trade-offs. A conceptual framework for the assessment of multifunctionality from a social–ecological perspective is proposed that can inform the design of planning processes and support stronger exchange between GI and ES research.  相似文献

Ecological interactions between crops and wild animals frequently result in increases or declines in crop yield. Yet, positive and negative interactions have mostly been treated independently, owing partly to disciplinary silos in ecological and agricultural sciences. We advocate a new integrated research paradigm that explicitly recognizes cost-benefit trade-offs among animal activities and acknowledges that these activities occur within social-ecological contexts. Support for this paradigm is presented in an evidence-based conceptual model structured around five evidence statements highlighting emerging trends applicable to sustainable agriculture. The full range of benefits and costs associated with animal activities in agroecosystems cannot be quantified by focusing on single species groups, crops, or systems. Management of productive agroecosystems should sustain cycles of ecological interactions between crops and wild animals, not isolate these cycles from the system. Advancing this paradigm will therefore require integrated studies that determine net returns of animal activity in agroecosystems.

Understanding how governance structures align to ecological processes in a landscape is critical for effective management of ecological resources. Ecological resources are not independent from each other, instead they are interconnected, and their well-being is often critically dependent on upholding ecological connectivity, especially in times of change and disturbances. Coordination and collaboration among managing actors, each managing their own piece of the puzzle, is therefore essentially a requirement for effective management. We present a conceptual model that includes ecological resources, managing and coordinating actors, along with an explicit representation on how all these entities are connected to each other. We apply this model to 25 municipalities that manage 408 wetlands in central Sweden. The study shows a good social and ecological alignment, however with a high prevalence for coordination through third parties. We discuss this pattern emergence, its potential implications, and examine which municipalities adopt these coordinating functions.  相似文献

Disturbance to ecosystems in parks and protected areas from nature-based tourism and recreation is increasing in scale and severity, as are the impacts of climate change—but there is limited research examining the degree to which these anthropogenic disturbances interact. In this perspective paper, we draw on the available literature to expose complex recreation and climate interactions that may alter ecosystems of high conservation value such that important species and processes no longer persist. Our emphasis is on ecosystems in high demand for tourism and recreation that also are increasingly experiencing stress from climate change. We discuss the importance of developing predictive models of direct and indirect effects, including threshold and legacy effects at different levels of biological organization. We present a conceptual model of these interactions to initiate a dialog among researchers and managers so that new research approaches and managerial frameworks are advanced to address this emerging issue.  相似文献

The demand for gender analysis is now increasingly orthodox in natural resource programming, including that for small-scale fisheries. Whilst the analysis of social–ecological resilience has made valuable contributions to integrating social dimensions into research and policy-making on natural resource management, it has so far demonstrated limited success in effectively integrating considerations of gender equity. This paper reviews the challenges in, and opportunities for, bringing a gender analysis together with social–ecological resilience analysis in the context of small-scale fisheries research in developing countries. We conclude that rather than searching for a single unifying framework for gender and resilience analysis, it will be more effective to pursue a plural solution in which closer engagement is fostered between analysis of gender and social-ecological resilience whilst preserving the strengths of each approach. This approach can make an important contribution to developing a better evidence base for small-scale fisheries management and policy.  相似文献

The crises that cities face—such as climate change, pandemics, economic downturn, and racism—are tightly interlinked and cannot be addressed in isolation. This paper addresses compound urban crises as a unique type of problem, in which discrete solutions that tackle each crisis independently are insufficient. Few scholarly debates address compound urban crises and there is, to date, a lack of interdisciplinary insights to inform urban governance responses. Combining ideas from complex adaptive systems and critical urban studies, we develop a set of boundary concepts (unsettlement, unevenness, and unbounding) to understand the complexities of compound urban crises from an interdisciplinary perspective. We employ these concepts to set a research agenda on compound urban crises, highlighting multiple interconnections between urban politics and global dynamics. We conclude by suggesting how these entry points provide a theoretical anchor to develop practical insights to inform and reform urban governance.  相似文献

Human-induced urban growth and sprawl have implications for greenhouse gas (GHG) emissions that may not be included in conventional GHG accounting methods. Improved understanding of this issue requires use of interactive, spatial-explicit social–ecological systems modeling. This paper develops a comprehensive approach to modeling GHG emissions from urban developments, considering Stockholm County, Sweden as a case study. GHG projections to 2040 with a social–ecological system model yield overall greater emissions than simple extrapolations in official climate action planning. The most pronounced difference in emissions (39% higher) from energy use single-residence buildings resulting from urban sprawl. And this difference is not accounted for in the simple extrapolations. Scenario results indicate that a zoning policy, restricting urban development in certain areas, can mitigate 72% of the total emission effects of the model-projected urban sprawl. The study outcomes include a decision support interface for communicating results and policy implications with policymakers.

This paper focusses on a conceptual overview of ways to address a comprehensive analysis of ecosystem services (ES) in a country as large and heterogeneous as Russia. As a first step, a methodology for assessing the services for the federal subjects of Russia was chosen, i.e., its constituent provinces and similar entities, in physical terms. Russia harbors a great diversity of natural conditions and ecosystems which are suppliers of ES, and likewise a variety of the socio-economic conditions that shape the demand for these services and their consumption. The methodological approach described permits several important tasks to be addressed: the evaluation of the degree of satisfaction of people’s needs for ES, the identification of ecological donor and acceptor regions, and zoning of the country’s territory for ES assessment. The next step is to prepare a prototype of a National Report on ES in Russia, for which we are presenting the planned structure.  相似文献

China’s government is now promoting the Nomad Sedentarization Project (NSP) in large areas of grassland as a solution for ecological restoration and poverty alleviation. To examine the effects of this policy, we conducted in-depth interviews at two of the project’s sites and examined the social and ecological systems at village, county, and catchment scales in Jinghe County of Xinjiang. We found that (1) the NSP in one village greatly improved the household standard of living and changed their resource utilization modes; (2) the success in this village can be attributed to resources imported from the social and ecological systems at larger scales, and could not be repeated in a second nearby village with different constraints; and (3) the NSP is poorly adapted to local ecosystem characteristics, and may therefore have negative impacts at larger scales. To avoid these problems, holistic assessments are necessary to judge the NSP’s impacts on social and ecological systems at multiple scales, and the program must be implemented cautiously to account for the potential risks in ecologically vulnerable areas.  相似文献

The National Project RITMARE (la Ricerca ITaliana per il MARE—Italian Research for the sea) started from 1 January 2012. It is one of the national research programs funded by the Italian Ministry of University and Research. RITMARE is coordinated by the National Research Council (CNR) and involves an integrated effort of most of the scientific community working on marine and maritime issues. Within the project, different marine study areas of strategic importance for the Mediterranean have been identified: Among these, the coastal area of Taranto (Ionian Sea, Southern Italy) was chosen for its different industry settlements and the relative impact on the marine environment. In particular, the research has been concentrated on the Mar Piccolo of Taranto, a complex marine ecosystem model important in terms of ecological, social, and economic activities for the presence also of extensive mussel farms. The site has been selected also because the Mar Piccolo area is a characteristic “on field” laboratory suitable to investigate release and diffusion mechanisms of contaminants, evaluate chemical–ecological risks towards the marine ecosystem and human health, and suggest and test potential remediation strategies for contaminated sediments. In this context, within the project RITMARE, a task force of researchers has contributed to elaboration a functioning conceptual model with a multidisciplinary approach useful to identify anthropogenic forcings, its impacts, and solutions of environmental remediation. A conceptual model to assess water quality in river basins was developed here. The model was based on ecological risk assessment principles, and incorporated a novel ranking and scoring system, based on self-organizing maps, to account for the likely ecological hazards posed by the presence of chemical substances in freshwater. This approach was used to study the chemical pollution in the Ebro River basin (Spain), whose currently applied environmental indices must be revised in terms of scientific accuracy.  相似文献

Climate change is already producing ecological, social, and economic impacts on fisheries, and these effects are expected to increase in frequency and magnitude in the future. Fisheries governance and regulations can alter socio-ecological resilience to climate change impacts via harvest control rules and incentives driving fisher behavior, yet there are no syntheses or conceptual frameworks for examining how institutions and their regulatory approaches can alter fisheries resilience to climate change. We identify nine key climate resilience criteria for fisheries socio-ecological systems (SES), defining resilience as the ability of the coupled system of interacting social and ecological components (i.e., the SES) to absorb change while avoiding transformation into a different undesirable state. We then evaluate the capacity of four fisheries regulatory systems that vary in their degree of property rights, including open access, limited entry, and two types of rights-based management, to increase or inhibit resilience. Our exploratory assessment of evidence in the literature suggests that these regulatory regimes vary widely in their ability to promote resilient fisheries, with rights-based approaches appearing to offer more resilience benefits in many cases, but detailed characteristics of the regulatory instruments are fundamental.  相似文献

The aim of this paper is to assess the adaptation costs associated with the transition to a sustainable development path, taking the example of carbon dioxide emissions in the French economy. The model used is based on systems dynamics modelling and energy input-output analysis. This type of approach has the interesting property of precisely defining the nature of interactions between the different economic sectors, and between the economic sectors and the environment. This provides a framework within which to test different types of economic, technology and environment policy. In effect, according to our interests, it is necessary to measure problems of resources allocation or sequential choices between different alternatives why and how a particular solution comes to be selected from a multiplicity of alternatives. First, we characterise the methodological and conceptual specification of the model. Secondly, we locate specific properties of the model linked with both ecological sustainability and economic feasability constraints. Thirdly, a sensitivity test is applied concerning different control policy scenarios for the case of carbon dioxide emissions in the French economy.  相似文献

This paper addresses two related conceptual and practical challenges in assessing sustainability. The first involves the social context, specifically the criteria and procedures to be used. The second involves the spatial context, specifically the problem of assessing sustainability when there are multiple and overlapping 'communities' with multiple economic and ecological scales. With respect to the first issue, we build on previous contributions in discussing how multicriteria assessment strategies and stakeholder processes might be used. We also illustrate the use of various non-monetary measures of ecological capacity and performance to supplement economic information. The second issue remains less well understood, though our analysis highlights how economic and ecological capacity and performance measures can be applied at various scales.  相似文献

In this paper, we summarize the contributions made by an interdisciplinary group of researchers from different disciplines (biology, ecology, economics, and law) that deal with key dimensions of marine social–ecological systems. Particularly, the local and global seafood provision; the feasibility and management of marine protected areas; the use of marine ecosystem services; the institutional dimension in European fisheries, and the affordable models for providing scientific advice to small-scale fisheries. This Special Issue presents key findings from selected case studies around the world available to educators, policy makers, and the technical community. Together, these papers show that a range of diverse ecological, economic, social, and institutional components often mutually interact at spatial and temporal scales, which evidence that managing marine social–ecological systems needs a continuous adaptability to navigate into new governance systems.  相似文献

Dealing with uncertainty and complexity in social-ecological systems is profoundly dependent on the ability of natural resource users to learn and adapt from ecological surprises and crises. This paper analyzes why and how learning processes are affected by strategic behavior among natural resource users and how social conflict is affected by social and ecological uncertainty. The claim is that social conflict among natural resource users seriously inhibits the possibilities of learning and adaptation in social-ecological systems. This is done combining insights from political science, experimental economics, and social-psychology and an analytical case study elaborating social conflict and institutional change in Swedish water management institutions. This paper also discusses the crucial role the institutional context plays in defining the outcome of learning processes in Swedish water management institutions and hence highlights previously poorly elaborated political aspects of learning processes and institutional change in social-ecological systems.  相似文献

Policies at multiple levels pronounce the need to encompass both social and ecological systems in governance and management of natural capital in terms of resources and ecosystems. One approach to knowledge production and learning about landscapes as social–ecological systems is to compare multiple case studies consisting of large spaces and places. We first review the landscape concepts’ biophysical, anthropogenic, and intangible dimensions. Second, we exemplify how the different landscape concepts can be used to derive measurable variables for different sustainability indicators. Third, we review gradients in the three dimensions of the term landscape on the European continent, and propose to use them for the stratification of multiple case studies of social–ecological systems. We stress the benefits of the landscape concepts to measure sustainability, and how this can improve collaborative learning about development toward sustainability in social–ecological systems. Finally, analyses of multiple landscapes improve the understanding of context for governance and management.  相似文献

The strategy of reconnecting rivers with their floodplains currently gains popularity because it not only harnesses natural capacities of floodplains but also increases social co-benefits and biodiversity. In this paper, we present an example of a successfully implemented nature-based solution (NBS) in the Dijle valley in the centre of Belgium. The research objective is to retrospectively assess cost and benefit differences between a technical solution (storm basins) and an alternative NBS, here the restoration of the alluvial floodplain. The method is a comparative social cost–benefit analysis. The case study analysis reveals similar flood security, lower costs, more ecosystem services benefits and higher biodiversity values associated with the NBS option in comparison to the technical alternative. However, the business case for working with NBS depends substantially on the spatial and socio-ecological context. Chances for successful NBS implementation increase in conditions of sufficient space to retain flood water, when flood water is of sufficient quality, and when economic activity and housing in the floodplain is limited.Supplementary InformationThe online version of this article contains supplementary material available at (10.1007/s13280-021-01548-4).  相似文献
