An understanding of groundwater vulnerability in urban watersheds is important for the prevention of both surface water and groundwater contamination and can therefore be a useful tool in brownfield redevelopment and land use planning. Although industrial activity in southeastern Michigan has historically been restricted to the urbanized sections of metropolitan Detroit, new industrial development is rapidly taking place in rural and undeveloped areas. Although environmentalists and urban planners agree that industrial site recycling in urban centres (a.k.a. brownfield redevelopment) is preferable to developing green areas, many older sites remain undeveloped due to real and perceived risks. Using a PC-based geographic information system, a conceptual model of solute transport in soil was developed to evaluate potential impacts to both groundwater and surface water quality resulting from industrial development. The model was used to create a map of groundwater vulnerability within the Rouge River watershed of southeastern Michigan. The map has been used to pin-point several rural and undeveloped areas where groundwater quality is threatened by proposed development. It has also clearly demonstrated that many older brownfield sites, within the City of Detroit, are located on materials that have a much lower vulnerability to groundwater contamination and may therefore be far less costly to redevelop than greenfield sites in undeveloped areas of the watershed.  相似文献

Intensification of existing urban areas is currently a major item on the policy agenda of the Ontario and Canadian governments. As part of the urban intensification drive, brownfield sites have become major candidates for redevelopment. Governments at all levels have initiated policies and programmes to encourage their remediation and redevelopment. This paper reports the findings of a qualitative exploration of brownfield redevelopment in London, Canada. Through in-depth interviews (n?=?17) with key stakeholders involved in brownfield redevelopment, the study explores the level of participation in brownfield redevelopment, barriers to brownfield redevelopment in the city, and perceptions about financial incentives in the city's Brownfield Community Improvement Plan. The study found that despite the availability of financial incentives, the overall private sector participation in brownfield redevelopment is low due to barriers such as competition from greenfield, risk, cost, negative public perception of brownfields, and complex remediation processes. The paper provides policy suggestions that may contribute to a more active participation in brownfield redevelopment in the city.  相似文献

An evaluation is made of brownfields redevelopment as a smart growth policy compared to purchase of land, restrictive growth policies, changing transportation patterns, promoting compact development designs on the metropolitan fringe, and regional government. In the US brownfields redevelopment has clear advantages with regard to environmental protection, moral imperative, and government and special interest reactions. Its rank with regard to economic feasibility, ability to respond to changes in technology, and public reaction are not clear. A great deal more research is needed, especially about the costs of brownfield redevelopment and public preferences for housing type and location to be certain about brownfields redevelopment as a viable smart growth option.  相似文献

While the redevelopment of brownfield sites has been the mainstay of public agencies and private developers, this paper argues that in order to promote just redevelopment that encourages participation and targets weak market sites, a community-based approach to brownfield redevelopment should be encouraged. Furthermore, this paper maintains that community development corporations (CDCs) could be the ideal agents to spur community development and address environmental justice concerns through their increased involvement in brownfield redevelopment projects. In order to promote these positions, we first describe this new approach, which focuses on building the capacity of CDCs to meaningfully participate in brownfield redevelopment. We then offer four proposals designed to increase this capacity. We conclude with a discussion of how community-based brownfield redevelopment connects to larger issues of democratic decision-making, environmental justice, and urban revitalisation.  相似文献

We describe the development of an integrated assessment model which evaluates redevelopment options of large contaminated brownfields and we present the application of the model in a case study. Aiming to support efficient and sustainable revitalization and communication between stakeholders, the presented assessment model integrates three pinnacles of brownfield revitalization: (i) subsurface remediation and site preparation costs, (ii) market-oriented economic appraisal, and (iii) the expected contribution of planned future land use to sustainable community and regional development. For the assessment, focus is set on the early stage of the brownfield redevelopment process, which is characterized by limited data availability and by flexibility in land use planning and development scope. At this stage, revealing the consequences of adjustments and alterations in planning options can foster efficiency in communication between the involved parties and thereby facilitates the brownfield revitalization process. Results from the case-study application indicate that the integrated assessment provides help in the identification of land use options beneficial in both a sustainable and an economical sense. For the study site it is shown on one hand that brownfield redevelopment is not automatically in line with sustainable regional development, and on the other hand it is demonstrated that additional contributions to sustainability are not intrinsically tied to increased costs.  相似文献

This paper discusses the need for a more robust definition of the term 'brownfield' from a multidisciplinary perspective. It examines the issues involved in constructing an agreed and accepted definition and its importance with regard to UK government policy. Current usage of the term 'brownfield' and related terminology is reviewed. The paper proposes that: a brownfield site is any land or premises which has previously been used or developed and is not currently fully in use, although it may be partially occupied or utilized. It may also be vacant, derelict or contaminated. Therefore a brownfield site is not necessarily available for immediate use without intervention. Interpretation of the terminology incorporated with the definition is presented herein. The definition is subsequently evaluated with respect to the views of different stakeholder groups involved in the redevelopment of brownfield sites.  相似文献

The redevelopment of brownfields has become a central component of government efforts to revitalize many US cities. While the focus of these efforts has concentrated on promoting industrial and commercial redevelopment, some cities have started to also consider converting brownfields into parks and open space as part of a more comprehensive renewal strategy. Based on a survey of 20 case studies, this paper identifies and discusses: (1) the primary issues involved in brownfield greening projects; (2) the benefits of such projects; and (3) the specific planning processes involved. The overall conclusion drawn from the survey is that numerous renewal‐oriented benefits can ensue from greening projects, if there is extensive stakeholder commitment devoted to deal with its financial and development‐oriented challenges.  相似文献

ABSTRACT

This paper analyses how social sustainability is implemented in private-led regeneration processes and which understanding of the “social” foregrounds the implementation of sustainability in Montreal. The case studies are two new residential projects led by the private sector participating in the transformation of the Southwest Borough in Montreal. The analysis is based on six components used to evaluate the operationalisation of social sustainability for new residential projects as well on the analysis of opportunities to negotiate the “social” in the implementation of sustainability. The two case studies, Griffintown and the Bassins-du-Nouveau Havre projects are examples of brownfield regeneration in a former industrial area along the Lachine Canal known as the South West Borough. We have used semi-structured interviews with the stakeholders as the main source for data collection, a review of press articles and an analysis of the principal planning documents related to each project. If the second example is more convincing in regards to the operationalisation of social sustainability, there is a lack of incentives for developers to integrate social sustainability principles in their development in the Montreal context. Planning instruments should impose more constraints on developers and municipalities should have more financial resources to negotiate with developers what the “social” should be.  相似文献

This research has met the following four objectives within the broader research topic of characterizing and quantifying success in brownfield revitalization: (1) to define 40 total indicators that define and determine the success of brownfield redevelopments in four categories: environment-health, finance, livability, and social-economic; (2) to use these indicators to develop a partially automated tool that stakeholders in brownfield redevelopment may use to more easily assess and communicate success (or failures) in these projects; (3) to integrate "green" building as an important aspect of successful brownfield redevelopments; and (4) to develop this tool within the framework of a specific multi-attribute decision method (MADM), the analytical hierarchical process (AHP). Future research should include the operationalization and application of this tool to specific sites. Currently, no such indicator framework or automated tool is known to exist or be in use. Indicators were chosen because of their ability to reduce data into comprehensible measurements and to systematically measure success in a standardized fashion. Appropriate indicators were selected based on (1) interviews with prominent private developers and national leaders in brownfield redevelopment, (2) a review of the relevant literature, (3) objective hierarchies created in this project, and (4) the ability for each indicator to serve goals in more than one of the four categories described above. These were combined to form the Sustainable Brownfields Redevelopment (SBR) Tool. A survey was conducted to serve as a preliminary assessment and proposed methodology for judging the validity of the SBR Tool. Professionals in the academic, private, and public sector were asked to provide an evaluation of the management tool and a weighting of the relative importance of each indicator and each of the four categories listed previously. Experts rated the tool at 7.68 out of 10 suggesting that this framework will be useful in evaluating these redevelopments upon completion and in formulating initial site plans and building design.  相似文献

The redevelopment of brownfields and the creation of green space in cities are two initiatives that are gaining support in the US, for they are perceived to be important elements for fostering urban revitalization and more sustainable development. Although these initiatives have evolved separately, the two have started to converge as governments, local communities and other stakeholders begin to consider brownfields as potential locations for green space. A barrier to this convergence, however, has been the focus of brownfield efforts on redevelopment that garners direct economic benefits, as well as the lack of information regarding the benefits that brownfield to green space projects can bring about.

This paper examines the utilization and quality of life impacts of three brownfield to green space projects from the perspective of those using them and the affected communities. The perceptions of respondents (combined N = 479) were assessed via three separate surveys, sharing common questions, which obtained written responses at the point of distribution or elicited mailed responses. The results indicate that these projects quickly achieve regular use and that users partake in a vast array of active and passive recreational activities. The projects also contribute in many ways to personal and community quality of life, particularly in terms of enhancing scenic beauty and neighbourhood appeal, improving access to trails, recreation space, and nature, boosting community pride, removing blight, improving physical fitness and raising property values. In all, 90% of those surveyed felt that green space was a good use for brownfields.  相似文献

ABSTRACT

This paper employs qualitative content analysis to assess 28 brownfield redevelopment plans produced as part of a US Environmental Protection Agency programme. The analysis framework followed the economic, ecological, and social equity dimensions of sustainable development. The findings illustrate that, in terms of economic dimensions, most plans discussed financing the overall project, but few mentioned site values or the pivotal cost of remediating brownfield sites or addressed questions related to liability, the transfer of ownership of sites, or the end use of remediated sites. In terms of ecological dimensions, while many plans suggested “green” uses of existing brownfields, few discussed the impacts of the plans on urban ecological issues or offered technical feasibility of remediating the sites. In terms of social equity dimensions, half of the plans described potential local jobs stemming from the proposed redevelopment, but many did not discuss the human impacts of remediating contaminated sites or the costs of doing nothing. Most plans mentioned community engagement methods but not their outcomes, making the degree to which the lessons gleaned from such engagement influenced the plans totally unclear. Despite the programme’s explicit focus on the nexus of environmental justice and local environments, many plans struggled to address the topic in favour of tackling broader economic, environmental, and equity issues. Overall, this paper contributes to the understanding of brownfield redevelopment planning by not only summarising and synthesising the tendencies of existing plans but also suggesting strategies to address areas in which current planning efforts fall short.  相似文献

This article examines preferences of residents for nearby brownfield sites and the factors affecting preferences. 200 residents in neighborhoods along the railyard in the City of Roanoke, Virginia, participated in a survey of their preferences for different brownfield scenes. Results indicate that scenes with historical landmarks and maintained landscapes received the highest ratings, regardless of preconceptions and health concerns. These are viewed less critically and thus could mask possible harms. In contrast, scenes with scruffy vegetation and rundown buildings revealed mixed preferences. For these types, participant preferences for change versus preservation fluctuated. Lastly, scenes with industrial remnants were preferred the least. Participants tended to associate these types with toxic pollutants that may adversely affect health. This suggests that planners need to convince people that these sites can be reused if they are cleaned up. The results are used to develop more effective engagement strategies for increasing support for brownfield redevelopment projects.  相似文献

Brownfields programmes provide environmental justice to distressed communities by applying private sector remediation and real estate expertise to abandoned and contaminated properties. This study examines how brownfields developers and community support organisations operating in socio-economically disadvantaged neighbourhoods work to increase awareness of projects in the community, build trust between stakeholders and create mechanisms for community members to participate in brownfields decision making. Analysis of case study data from brownfields sites in four US cities shows that developers and non-governmental organisations can play important roles in fashioning redevelopment outcomes which benefit both developers and communities. When standard required outreach efforts are combined with non-traditional community involvement mechanisms, the result is often long-term support for redevelopment projects.  相似文献

A model is created for assessing the redevelopment potential of brownfields. The model is derived from a space and time conceptual framework that identifies and measures the surface and subsurface risk factors present at brownfield sites. The model then combines these factors with a contamination extent multiplier at each site to create an index of redevelopment potential. Results from the application of the model within an urbanized watershed demonstrate clear differences between the redevelopment potential present within five different near-surface geologic units, with those units containing clay being less vulnerable to subsurface contamination. With and without the extent multiplier, the total risk present at the brownfield sites within all the geologic units is also strongly correlated to the actual costs of remediation. Thus, computing the total surface and subsurface risk within a watershed can help guide the remediation efforts at broad geographic scales, and prioritize the locations for redevelopment.  相似文献

This study uses California data to compare redevelopment for properties subject to mandatory and voluntary cleanup. CalSites are subject to the CERCLA liability approach, while properties in the Voluntary Cleanup Program (VCP) are subject to a risk-based approach (RBA) that allows some contamination to remain for non-residential redevelopment. The expectation is that VCPs will show a greater proportion of industrial redevelopment, which has the least stringent standard, and a smaller proportion of residential redevelopment. The results show an overall trend toward more residential redevelopment of contaminated properties, but consistent with expectations, the trend is weaker for VCP properties than CalSites.  相似文献

Brownfields are abandoned, idled, or underused sites whose reuse necessitates some sort of intervention. These sites are largely urban and are frequently contaminated. Brownfield management options can be associated with three types of environmental consequences: those resulting from changes in the site’s environmental quality (primary impacts); those resulting from the actual intervention stage (secondary impacts); and, if the vocation of the site changes, those resulting from effects on regional land use (tertiary impacts). Different stakeholders and decision-making contexts will place a different importance on each of these types of impacts. This article proposes a framework for comparing brownfield management options in regard to these three types of environmental impacts and for interpreting these results from different perspectives. The assessment framework is based on consequential life cycle assessment (LCA), which is shown to provide environmental information on the three types of impacts. The results for a case study are presented, where a “rehabilitation” option allowing residential redevelopment is compared to an “exposure minimization” option not resulting in the site being reused. Calculated primary and tertiary impacts are favorable to the rehabilitation option, whereas secondary impacts are favorable to the exposure minimization option. A ternary diagram presents the favorable option for different stereotypical perspectives. Tertiary impacts are much greater than secondary impacts, and consequently all perspectives that consider tertiary impacts favor rehabilitation. The perspective that considers primary and secondary impacts receives conflicting information. The ternary diagram, showing results for all perspectives, could possibly be useful for consensus-building among stakeholders.  相似文献

Using the hedonic pricing approach, this paper investigates how the information released on public registries of contaminated and potentially contaminated sites affects nearby commercial and industrial properties in Baltimore, Maryland. The study found that industrial properties are virtually unaffected by proximity to a site with a history of contamination, while commercial properties do suffer an external cost due to the proximity to a contaminated site. This external cost is not cleared once the site has been cleaned up or has been pronounced to be harmless. It also found that the impacts of urban economic development policies, such as Empowerment Zones and Enterprise Zones, have had positive effects on industrial property values, but less so on commercial properties. In sum, brownfield properties in Baltimore are not particularly attractive investments for developers, and there is little potential for self-sustaining clean-up based on appropriate fiscal incentives, such as Tax Increment Financing. It is doubtful that ‘one size fits all’ measures to encourage the clean-up of contaminated sites can be successful in this context.  相似文献

Summary The grave shortage of land suitable for development has always been a major constraint on urbanisation in Hong Kong. Rather lax or inappropriate planning controls in the past have resulted in haphazard city growth, leaving extensive areas of densely-packed tenement slums. Recent sluggish attempts at urban renewal have brought little relief. The objectives of environmental planning to rejuvenate the old districts are assessed in relation to their limitations and potential. The problems and opportunities of employing comprehensive redevelopment to upgrade environmental quality with reference to building stocks in the pre-war and post-war private residential, public housing and obsolete industrial sectors are evaluated. The prospects of environmental improvement through new institutional framework and legislative measures are discussed.  相似文献

The paper examines changing approaches to local economic development in the period since 1974. Initially, it proposes an ‘orthodox’ model of local economic development policies which emphasised the provision of a better industrial fabric, and of financial assistance to small, inner city firms. It suggests three recent directions of change in emphasis from this orthodox model: help in the creation of new entrepreneurs; replacement of public sector by private sector action; local authority shareholding in local firms by use of Enterprise Boards. Each approach makes different assumptions about the public/private sector relationship, the last two involve a more explicitly ideological stance on this issue.  相似文献

Over recent decades urban and regional development agendas in the United Kingdom have become dominated by the discourses of sustainable development, holistic regeneration and community capacity-building. It is in this context that brownfield development has emerged as a core feature in strategies to regenerate urban areas. Bringing brownfields back into use tends to be, a priori, presented as a 'good thing' that will have broader economic, environmental and social benefits. This paper assesses the role that brownfield development plays in urban and regional policy agendas in the UK. It begins by identifying the rationales for, and concerns associated with, the brownfield development process in the UK, before discussing the trajectories of policy under the New Labour government since 1997. It argues that at present too much is expected from brownfield-led regeneration programmes and that wider benefits will only accrue if these programmes are embedded within a wider and more comprehensive set of development projects and policy agendas.  相似文献
