Rural development across various Member States of the EU has been assisted by the LEADER programme (1992-94). In view of the fact that this is to be extended by LEADER 2 (1994-99), a preliminary analysis of the environment component of the original programme is presented. Whilst LEADER was never intended to be an environmental programme as such, many local groups showed considerable environmental awareness in selecting and shaping their projects. There is reason for qualified optimism that the basic tenets of sustainable development have permeated much of LEADER.  相似文献

The paper examines whether environmental issues are taking precedence over socio-economic issues in the UK LA 21 process. A categorization to separate issues which can be considered socio-economic from those which are environmental has been developed and a questionnaire sent to all UK local planning authorities. Results demonstrate that local authorities are indeed giving more emphasis to environmental issues, which is at odds with previous studies and with the concept of sustainability.The research has indicated that the cause may be a tendency to place LA 21 within the remit of environment departments and, whether this is the explanation or not, it implies that a re-emphasis of effort may be required on behalf of the local authorities.  相似文献

The adoption of democracy and the market economy ideology in post-communist Central and Eastern Europe is encouraging changes in rural public land policy. A system of state public land is being partly dismantled, to be replaced by private ownership.This paper exploresthe present dynamics of the rural public land reprivatization process in Slovakia. In Slovakia approximately 40% of rural public land are being reprivatized. Evidence indicates that the reprivatization of public land is having a detrimental effect on the management of State Forests, National Parks and game management.The integrated, centrally planned public land system of the communist era is being fragmented by reprivatization. This paper argues that this process is creating barriers to the achievement of the sustainable management of the natural resources of rural Slovakia. Recent Governmentof Slovakia laws and policies on sustainable development and environmental management, and adherence to international environmental conventions may provide opportunities for enlightened change in the reprivatization process. A public land system in a democratic free market economy can be an effective mechanism to secure the protection and the sustainable managementof forests, farmland, game, outstanding landscapes and wildlife. This is an opportune time to debate the future of rural public land in Central and Eastern Europe in order that enlightened policy making may be fostered.  相似文献

本研究通过对20年来我国生态补偿相关文献的发文数量、重要文献等进行统计,采用文献检索和文献计量等方法,分析我国在生态补偿研究区域、研究领域、关键环节等方面的研究趋势,并基于政策变迁视角,从政策的制定思路、政策文本形式以及政策执行主体等维度来探究我国生态补偿20年政策发展历程,提炼出具有中国特色的生态补偿模式的形成过程。结果显示,热点领域和热点区域研究直接受政策导向影响,区域重大战略催生区域生态补偿研究呈井喷式增长,生态补偿政策实践力度大、范围广、领域多,制度设计从分散体现走向精准聚焦,补偿领域从单点起步走向全面布局,补偿模式由自上而下走向多元参与。随着我国生态文明建设迈入新征程,展望生态补偿未来改革和创新路径,建议围绕“全面”“综合”“多元”“民生”等核心关键词,探索基于多学科交叉的创新性研究,将生态补偿的研究进一步与制度创新、技术创新等相结合,以法制化、多元化、市场化和信息化为核心,推动生态补偿向更加立体、更加纵深和更加系统的方向发展。  相似文献

The development of regulations to implement Environmental Impact Assessment (EIA) in England and Wales occurred initially as a response to European Community Directive obligations. Since then, a proliferation of regulations has resulted from the need to meet those obligations which were not covered successfully by the first tranche of legislation; the desire to extend the range of project types requiring EIA beyond those specified in the Directive; and the need to respond to changes brought about by privatization.As a result, current regulations relating to EIA are extremely complex and are in a constant state of flux. This inevitably causes problems for those responsible for their implementation. Ten years after the 1985 Environmental Impact Assessment Directive was notified to the Member States, it has undergone a review and the European Commissionhas reached a common position on the proposedamendments.The implementation date for Member States to meet the requirements of the amended Directive is 31 December 1997 (ENDS, 1996). However, the 1985 Directive has yet to be fully implemented in the UK.  相似文献

Just as it is now widely accepted that the planning system has a role to play in achieving sustainable development, so the concept of environmental capacity has achieved increasing prominence as a means of realizing that role. This paper considers the debate on the concept of environmental capacity, reviewing both the mainstream model and Jacobs' more nuanced social constructionist model. In doing so, it raises concerns about the appropriateness of regulatory policy tools and the implications for the distribution of environmental and other impacts. The discussion highlights the potential for using the planning system to promote change rather than resist it. In doing so, it suggests the need to consider a wider range of policy tools to achieve change at the local level and to clarify the dimensions of sustainable development that local planning can contribute to.  相似文献

Abstract: Spatio‐temporal linkages between hydrologic and ecologic dimensions of watersheds play a critical role in conservation policies. Habitat potential is influenced by variation along longitudinal and lateral gradients and land use disturbance. An assessment of these influences provides critical information for protecting watershed ecosystems and in making spatially explicit, conservation decisions. We use an ecohydrologic approach that focuses on interface between hydrological and ecological processes. This study focuses on changes in watershed habitat potentials along lateral (riparian), and longitudinal (stream order) dimensions and disturbance (land use). The habitat potentials were evaluated for amphibians, reptiles, mammals, and birds in the Westfield River Watershed of Massachusetts using geographic information systems and multivariate analysis. We use a polynomial model to study nonlinear effects using robust regression. Various spatial policies were modeled and evaluated for influence on species diversity. All habitat potentials showed a strong influence along spatial dimensions and disturbance. The habitat potential for all vertebrate groups studied decreased as the distance from the riparian zone increased. Headwaters and lower order subwatersheds had higher levels of species diversity compared to higher order subwatersheds. It was observed that locations with the least disturbance also had higher habitat potential. The study identifies three policy criteria that could be used to identify critical areas within a watershed to conserve habitat suitable for various species through management and restoration activities. A spatially variable policy that is based on stream order, riparian distance, and land use can be used to maximize watershed ecological benefits. Wider riparian zones with variable widths, protection of headwaters and lower order subwatersheds, and minimizing disturbance in riparian and headwater areas can be used in watershed policy. These management objectives could be achieved using targeted economic incentives, best management practices, zoning laws, and educational programs using a watershed perspective.  相似文献

The agri-environmental measures included in European Union regulation 1257/99 encourage agricultural methods designed to protect the environment and maintain the countryside. The option of such environmentally favourable management of farming round a sensitive ecosystem including two lakes is examined. A multi-objective programming model is used to assess the cost of reducing the use of agrochemicals by changing the pattern of cropping alone. The solution shows that a substantial reduction in the use of agrochemicals can be achieved, if the support scheme provided for in this regulation can offset income loss due to reduced agrochemical use. The proposed aid results in a substantial reduction in the use of fungicides and insecticides, which are the most noxious agrochemicals.  相似文献

Intensive agricultural development can change land use, which can further affect regional ecosystem services and functions. With the rapid growth of the population and the national demand for food, the northeast of China, which is located in the high latitudes, has experienced four agricultural developments since the 1950s. The original wetlands of this area were developed for farmland. The evaluation of ecosystem services is conducted to reveal the ecosystem status and variable trends caused by land reclamation. The aim of this study is to provide scientific basis for environmental management and for the sustainable development of agriculture in Northeast China. With GIS-RS technology, a typical farm was chosen to analyze variations in the ecosystem service value in response to land use changes during the study period. The total ecosystem service value of the farm decreased from 7523.10 million Yuan in 1979 to 4023.59 million Yuan in 2009 with an annual rate of ?1.6?% due to the decreasing areas of woodland and wetland. The increased areas of cropland, water area and grassland partly offset the loss of the total value, but the loss was still greater than the compensation. Waste treatment and climate regulation were the top two service functions with high service values, contributing to approximately 50?% of the total service value. The spatial difference of the ecosystem service value also was analyzed. The wetlands located in the central and northeastern sections of the farm changed significantly. From the aspect of ecosystem service value, the wetland and water area should be conserved, as they have the highest value coefficients. The accuracy of the value coefficient, however, needs to be studied further in future research.  相似文献

This paper outlines the main elements of a comprehensive, territorial, hazard amelioration strategy for the oil spill pollution areas of the Eastern Niger Delta of Nigeria. After documenting the extent and type of damage, an argument is presented in favour of urgent action and the need for planning. It is argued that present oil spill pollution laws are coercive and militant and do not encourage communities in the Eastern Niger Delta to act as pressure groups for a clean environment. The paper posits that environmental damages resulting from oil spills can be minimized through co-operative action between and amongst stakeholders-government,oil companies and community representatives. Tidal creeks and their associated salt marshes are the primary link between uplands and estuaries in the southeastern region. They are also critical nursery and feeding grounds. In addition, the uplands surrounding creeks are preferred sites for homebuilding because of their natural beauty and the ability to access the estuary from a personal dock structure. The objective of this study was to evaluate the cumulative impacts of docks on tidal creek nursery habitats for both small and large tidal creeks. The number of docks was associated with the amount of impervious cover in both small and large creeks. The presence of docks had little measurable effect on sediment metal concentrations at the scale of small and large creeks. In small and large creeks, sediment polycyclic aromatic hydrocarbon (PAH) concentrations were related to the human activity in the upland that includes the presence of docks at the scale of small and large creeks. Some impacts on the benthic community were associated with docks and human activity in small creeks but not in large creeks. Suburban development may reduce fish and crustacean abundances, but the dock may potentially mediate the development effect. Individually, the harm to the marine environment resulting from dock shading, chrominated copper arsenate leachates, and PAH contamination was small at the scale of tidal creeks. However, impacts from dock structures could not be separated from anthropogenic watershed-scale effects. These results demonstrate that suburban development with its accompanying dock construction does represent a major source of environmental degradation to tidal creeks and associated salt marsh habitats.  相似文献

Livelihoods of people living in many protected areas (PAs) around the world are in conflict with biodiversity conservation. In Mexico, the decrees of creation of biosphere reserves state that rural communities with the right to use buffer zones must avoid deforestation and their land uses must become sustainable, a task which is not easily accomplished. The objectives of this paper are: (a) to analyze the conflict between people’s livelihoods and ecosystem protection in the PAs of the Sierra Madre de Chiapas (SMC), paying special attention to the rates and causes of deforestation and (b) to review policy options to ensure forest and ecosystem conservation in these PAs, including the existing payments for environmental services system and improvements thereof as well as options for sustainable land management. We found that the three largest PAs in the SMC are still largely forested, and deforestation rates have decreased since 2000. Cases of forest conversion are located in specific zones and are related to agrarian and political conflicts as well as growing economic inequality and population numbers. These problems could cause an increase in forest loss in the near future. Payments for environmental services and access to carbon markets are identified as options to ensure forest permanence but still face problems. Challenges for the future are to integrate these incentive mechanisms with sustainable land management and a stronger involvement of land holders in conservation.  相似文献

Abstract: The transport of water, sediment, dissolved and particulate chemicals, and bacteria from coastal watersheds affects the nearshore marine and estuarine waters. In southern California, coastal watersheds deliver water and associated constituents to the nearshore system in discrete pulses. To better understand the pulsed nature of these watersheds, frequency distributions of simulated runoff events are presented for: (1) three land use conditions (1929, 1998, 2050); (2) three time periods (all water years 1989‐2002), only El Nino years (1992, 1993, 1995, 1998); and only non‐El Nino years; and (3) three regions (watershed, uplands, and lowlands). At the watershed scale, there was a significant increase (>200%) in mean event runoff from 1929 to 2050 (0.4‐1.3 cm) due to localized urbanization, which shifted the dominant sources of runoff from the mountains in 1929 (78% of watershed runoff) to the coastal plane for 2050 conditions (51% of watershed runoff). Inter‐annual climate variability was strong in the rainfall and runoff frequency distributions, with mean event rainfall and runoff 66 and 60% larger in El Nino relative to non‐El Nino years. Combining urbanization and climate variability, 2050 land conditions resulted in El Nino years being five times more likely to produce large (>3.0 cm) runoff events relative to non‐El Nino years. Combining frequency distributions of event runoff with regional nutrient export relationships, we show that in El Nino years, one in five events produced runoff ≥2.5 cm and temporary nearshore nitrate and phosphate concentrations of 12 and 1.4 μM, respectively, or approximately 5‐10 times above ambient conditions.  相似文献

The core element of the Costa Rican forestry policy is a financial instrument called the environmental service payment. This instrument rewards forest owners for the environmental services (the mitigation of greenhouse gases, the protection of watersheds and scenic beauty, and the development of biodiversity) their forests provide. In this article, the experiences with this new instrument are analyzed by focusing on the way interests are represented and access is granted, the openness of information exchange, whether social learning occurred, and whether decision-making authority is shared. The analysis is based on a survey conducted in the Huetar Norte Region and on in-depth interviews with the major stakeholders. The Costa Rican case indicates that financial instruments can be used to share responsibilities and that stakeholders can successfully cooperate on forest issues. It also shows that such a participatory approach is only promising if certain cultural, economic, organizational, and political conditions are met.  相似文献

Abstract

The forests of Nepal, which in the past were at least nominally under the direct control of the state, are today increasingly entrusted to local people in the name of community forestry (CF). CF is considered a successful endeavour in managing forest resources, conserving biodiversity and supplying people with basic economic needs. In order to assess to what extent the two goals of biodiversity conservation and meeting economic needs of people have been integrated through CF, four community forestry user groups (CFUGs) were studied in the Mid-hills ecological zone. Based on a participatory survey and a critical review of the statutes and operational plans of these CFUGs, it was found that integration of biodiversity conservation was still insufficient, and that improvements in the policy and management regimes of CF are necessary to achieve a balance between biodiversity conservation and economic use of the forest resources.  相似文献

The heuristic value of the ecological footprint (EF) conceptual device has met with considerable political and civic buy-in at national, regional and local levels. It is seen as particularly valuable for visualizing ecological overshoot but debates about methodological soundness have undermined this potential. This paper examines the emerging opportunities for advanced footprinting approaches that use input-output analysis to test 'what if?' policy scenarios and hence turn EF into a proactive driver for sustainability-oriented policy development. Abstract: Spatial distribution of land use can have a substantial effect on surface and groundwater quality. Our objective was to test for trends in flow components and water quality related to changes in land use in the Alafia and Hillsborough River watersheds in Florida, USA, over the period 1974‐2007. In addition, water quality statistics were evaluated in the perspective of numeric water quality criteria and proposed reclassification of segments of the Alafia River. Trends in 10 water quality parameters and three discharge variables were evaluated using a nonparametric trend detection test. Results of land use analysis indicated substantial urbanization and loss of agricultural land in the study area. Discharge variables did not exhibit significant trends, whereas trends in the majority of water quality concentrations were negative or nonsignificant with total nitrogen and total Kjeldahl nitrogen as exceptions showing positive trends. Changes in nutrient pathways could not be clearly identified. Considering recently promulgated numeric nutrient criteria and standards for dissolved fluoride, much of the Alafia River was found to be out of compliance. While there were land use changes and changes in water quality over the study period, it was difficult to identify a direct cause‐effect relationship. Responses to regulatory efforts, such as the Clean Water Act and improvements in phosphate mining practices, may have had greater impacts on water quality than changes in land use.  相似文献
