Bangladesh experienced one of the worst floods in recorded history in 1998. This paper focuses on the needs and coping strategies of the urban poor in Dhaka City, which had been very badly affected. The city's roads were completely under water, and most areas were water-logged with drainage and sewage systems blocked. Rising water levels compelled many slum dwellers to move to temporary shelters and relief camps. Women and children were the worst affected. The lack of sanitation facilities and privacy forced women and children to defecate in their own homes. There was an acute scarcity of safe drinking-water, and food prices rose dramatically. Diarrhoea, fever and colds were the most common illnesses affecting the poor. The floods left many of them unemployed, and in some families, the result was increased tension and incidents of domestic violence. In some areas, members felt pressured to repay micro-credit loans. Most NGOs, however, suspended loan repayments. During this period, a committee was set up to co-ordinate and work towards addressing some of the main post-flood problems. 相似文献

Many cities in developing nations have experienced an influx of poor migrants in search of work. This population influx has often been accommodated through land squatting, irregular construction and unauthorised housing. For the urban poor, this has resulted in immediate affordable housing; however, this housing frequently has long-term vulnerability to natural hazards. This article examines the ways in which squatters in Istanbul, Turkey, understand the seismic vulnerability of their unauthorised housing. Distrust of professional engineers and contractors has led Istanbul squatters to believe that self-built housing will not only be less costly but also safer than commercially built housing. The impact of residents' risk perceptions on their vulnerability to natural hazards is examined through a comparison of social attitudes regarding safe housing and the quality of unauthorised construction. This comparison highlights how squatters' risk perceptions necessitate innovative means of reducing vulnerability in unauthorised neighbourhoods of developing cities. 相似文献

An exploratory study on perceptions of seismic risk and mitigation in two districts of Istanbul 总被引:1,自引:0,他引:1
Istanbul is one of the world's cities most vulnerable to seismic events. According to seismologists, the probability of a severe earthquake in the next 30 years is approximately 40 per cent. Following an outline of the seismicity of this vital Turkish city and a summary of current seismic risks and mitigation studies, this paper presents the results of a survey conducted in two districts of Istanbul, Avcilar and Bakirkoy. The survey comprised some 60 questions on the seismic risk perceptions of individuals and requested basic personal data, such as on age, education level, employment type, financial income, and gender. Despite various differences among the survey population, such as academic background and level of financial income, responses were surprisingly similar, especially in terms of having no plan for a safer house. The data may help those planning mitigation programmes and public awareness campaigns on preparedness and particularly mitigation in highly vulnerable regions. 相似文献

The 1978–1979 drought in Bangladesh affected three crop seasons, reducing rice production by an estimated two million tons. Rainfall deficiency varied regionally and locally, and drought effects varied with soils, crops and management. Farmers used new practices such as irrigation of crops normally grown rainfed, cultivation of famine millets, and – when rain eventually fell – transplanting crops that normally are direct seeded (including replanting to fill gaps in drought-affected fields). Crop rotations also were adjusted to compensate for crop losses or late planting and to take advantage of reduced flood-levels or changed market prices. The various and location-specific responses by farmers provide useful lessons for planners and administrators in a disaster-prone country: production plans and programmes must be flexible; relevant environmental factors, crop areas sown and crop condition must be closely monitored and the implications promptly assessed; and the farmers' repertoire of disaster-mitigating practices should be recorded so as to provide a basis for more pragmatic research, extension and development programmes. This issue of Disasters explores the roles of NGOs and other actors in disaster mitigation and preparedness and also reviews broad international trends in risk management and disaster prevention. The need to address risk, and with that the motivation to improve disaster mitigation and preparedness, has tended to fall between the cracks of grander frameworks of development co-operation and humanitarian assistance. Despite the seemingly glaring need to reduce the horrific impact of floods, droughts and wars, disaster mitigation and preparedness have neither the allure of directly 'saving lives', nor of providing an 'escape from poverty'. There are, however, signs that risk management is becoming a mainstream concern. Factors such as the need to address factors that do not fit into traditional slots on the relief-development continuum, the rising economic costs of disasters and a growing acknowledgement that aid will never cover more than a small fraction of the costs of disasters are all leading to new approaches, priorities and institutional configurations. A realisation that dealing with risk and insecurity is a central part of how poor people develop their livelihood strategies has begun to position disaster mitigation and preparedness within many poverty alleviation agendas. A number of long-standing challenges remain; most of all, the complexities of maintaining the political will that is needed to ensure that risk management becomes more than a passing fad. 相似文献

The city is a growing centre of humanitarian concern. Yet, aid agencies, governments and donors are only beginning to comprehend the scale and, importantly, the complexity of the humanitarian challenge in urban areas. Using the case study of the Kathmandu Valley, Nepal, this paper examines the analytical utility of recent research on complex urban systems in strengthening scholarly understanding of urban disaster risk management, and outlines its operational relevance to disaster preparedness. Drawing on a literature review and 26 interviews with actors from across the Government of Nepal, the International Red Cross and Red Crescent Movement, non‐governmental organisations, United Nations agencies, and at‐risk communities, the study argues that complexity can be seen as a defining feature of urban systems and the risks that confront them. To manage risk in these systems effectively, preparedness efforts must be based on adaptive and agile approaches, incorporating the use of network analysis, partnerships, and new technologies. 相似文献

The lack of attention paid to businesses in disaster management systems from the standpoint of state policies hampers efforts to build community resilience. This paper examines, therefore, the extent of business preparedness for disasters. Empirical research was conducted in Adapazarı, Turkey, 13 years after the İzmit earthquake, which struck the northwest of the country on 17 August 1999, claiming the lives of some 17,000 people. For the study, 232 firms were selected to inquire about their preparedness before and after the event. It is hypothesised that business preparedness is influenced by the following set of variables: business size; business sector; business age; financial condition prior to the disaster; occupancy tenure; market range; education level; and previous disaster experience. In line with the findings of the research, a policy framework is constructed to rationalise the allocation of resources for building resilience at the aggregate level by facilitating business preparedness. 相似文献

Several researchers have examined the role of microfinance institutions (MFIs) in poverty alleviation, but the part that they play in disaster risk reduction remains unaddressed. Through an empirical study of Hatiya Island, one of the most vulnerable coastal communities of Bangladesh, this research evaluates perceptions of MFI support for the disaster risk reduction, response, and recovery process. The findings reveal no change in relation to risk reduction and income and occupation aspects for more than one‐half of the clients of MFIs. In addition, only 26 per cent of them have witnessed less damage as a result of being members of MFIs. One can argue, though, that the longer the membership time period the better the disaster preparedness, response, and recovery process. The outcomes of this study could help to guide the current efforts of MFIs to enhance the ability of coastal communities to prepare for and to recover from disasters efficiently and effectively. 相似文献

Households in hurricane-prone regions respond to hurricane threat in numerous ways. Perceptions about their risk and other factors are thought to influence individuals’ decisions to take protective actions for hurricanes. This research investigates the perceptions, behavioral intentions, and actual protective actions of a sample of residents in Miami-Dade County, Florida. We use unique data collected via a telephone survey to investigate a set of factors including risk perception, perceived local government readiness for a hurricane, past hurricane experience, hazard information exposure, and demographics, which have been posited to influence perceived hurricane preparedness, intent to evacuate under hurricane threat, and actual hurricane preparedness. The analytic results show that risk perception was positively associated with perceived preparedness, intent to evacuate, and one of the actual preparedness measures. Perceived local government readiness for a hurricane also was positively related to perceived preparedness and an actual protective measure. The results for other factors, including socio-demographics, varied by dependent variable. Following a report of the results, we discuss the research and policy implications of our findings. 相似文献

In Bangladesh, drought is seasonal and can destroy crops, causing hardship to poor agricultural labourers and others who cannot find alternative sources of income. Droughts most commonly affect the northwestern region, which generally has less rainfall than the rest of the country. In this context, this study attempts to measure the existing level of drought resilience with indicators related to Socio-economic, Institutional and Physical (SIP) conditions in two of the most drought-prone districts, namely Rajshahi and Chapai-Nawabganj. The results of 14 sub-districts (upazilas) show a variation of 2.41 (lowest resilience) and 3.61 (highest resilience) in a scale of 1–5. Some of the critical areas that need improvement include education and awareness, conflict resolution on water usage, policy enhancement, coordination among different stakeholders and proper land-use pattern. SIP methodology can be used as a rapid planning tool at the district level, and as a micro-level planning and improvement tool at the sub-district level. The tool has potential application for a participatory and process-based approach of engaging local stakeholders in minimizing drought risks in future. 相似文献
