This paper explores the effectiveness of the nuclear disaster management system in Taiwan via a review of the third (Maanshan) nuclear power plant. In doing so, the Fukushima Daiichi nuclear disaster in Japan on 11 March 2011 is reviewed and compared with the situation in Taiwan. The latter's nuclear disaster management system is examined with respect to three key variables: information; mobilisation; and inter‐organisational cooperation. In‐depth interviews with 10 policy stakeholders with different backgrounds serve as the research method. The results point up the need for improvement in all dimensions. In addition, they highlight three principal problems with the nuclear disaster management system: (i) it might not be possible to provide first‐hand nuclear disaster information immediately to the communities surrounding the Maanshan facility in Pingtung County, southern Taiwan; (ii) the availability of medical resources for treating radiation in Hengchun Township is limited; and (iii) the inter‐organisational relationships for addressing nuclear disasters need to be strengthened. This paper examines local government and non‐governmental organisation (NGO) engagement in disaster response in the wake of the M/T Solar 1 oil spill in Guimaras, Western Visayas, Philippines, on 11 August 2006. It assesses the response activities of these two entities as well as the institutional factors that affected their interaction on the ground. Local government and NGO engagement was shaped by multi‐layered, overlapping, and oftentimes contending government‐designed response frameworks. Within these frameworks, government actors played the role of primary implementer and provider of relief, allowing them to determine who could be involved and the extent of their involvement. The absence of formal roles for NGOs in these frameworks not only undermines their ability to work in a setting where such institutional set‐ups are operational but also it reaffirms their ‘outsider’ status. This study of the Guimaras oil spill illustrates the complexity and the institutional difficulties inherent in disaster response and coordination in the Philippines.  相似文献

This article explores the local impact of the catastrophic earthquake in northern Pakistan on 8 October 2005. Drawing on field research, including interviews with 40 earthquake survivors, the post-disaster analysis presented here focuses upon risk awareness and the reactions of respondents to the 7.6 magnitude earthquake that devastated areas of Azad Jammu and Kashmir State, and North-West Frontier Province. The analysis provides insights into local perceptions of seismic hazard and exposure as well as survivors' priorities with regard to rebuilding and reconstruction. The article suggests that the tragedy of the devastating earthquake is entangled in a deeper knot of causal factors that are social, economic and political in nature. Rapid population growth, urbanisation, changing building styles, environmental degradation and lack of preparedness and mitigation are associated with the circumstances that place the population at risk. Remarks concerning present and future risk reduction efforts are included.  相似文献

There is growing appreciation of the use of concentrated rural settlement as an effective means of implementing infrastructure projects and helping to achieve sustainable development in rural areas. This occurs in China through the exchange of rural residential land for urban construction. However, this policy has not been effective under normal circumstances (called development‐driven conditions) as frequently farmers are reluctant to accept such an exchange. By contrast, in a time of disaster, such as after the 2008 earthquake in Sichuan Province, China, rural victims have accepted this policy of rural residential land exchange. Employing game theory, this paper identifies the reasons for the different outcomes and it contends that the implementation of concentrated rural settlement practice under disaster‐induced conditions is more effective than its introduction under development‐driven conditions. The results of the analysis indicate that, in China, concentrated rural settlement is feasible in a context of post‐disaster reconstruction.  相似文献

Disaster recovery is a dynamic process of creating, maintaining, and changing the meaningful context of survivors. It is completed when they redevelop their self‐reliance and resume managing their social relations with a sense of community. This study employed action research to examine how researchers and survivors collaborated to change disaster recovery through the generative power of metaphor in a small village in Japan that experienced the Niigata–Chuetsu earthquake on 23 October 2004. It outlines long‐term collaborative practices as survivors undertook new activities owing to the power of the metaphor of ‘school’. Once ‘school’ was adopted as the metaphor for where survivors learnt new skills and passed on traditional knowledge, they created new metaphors and performed new activities independently, which is critical for recovery as it demonstrates self‐reliance. The paper assesses the reasons why generative metaphors worked effectively in this case and highlights some academic and practical implications for disaster recovery.  相似文献
