This paper reviews the role of news with respect to the mental health of a population exposed to a disaster. It is based on the five essential elements of psychosocial care presented by Stevan E. Hobfoll et al. (2007) that can be introduced after a potentially traumatic event: promoting a sense of safety, calming, self and collective efficacy, connectedness, and hope. This study developed a method to relate these elements to television coverage and applied it to the stories (n=1,169) aired by the main networks in Chile in the 72 hours after an 8.8 magnitude earthquake struck on 27 February 2010. Of the five elements, promoting a sense of safety occurred most often (82.72 per cent), whereas the others were barely present (less than 10 per cent). The study argues that these elements can increase the possibility of framing the news, given that the audience watching can also be affected by a disaster.  相似文献

After a disaster, the media typically focus on who is to blame. However, relatively little is known about how the narrative of blame plays out in media coverage of the release of official disaster reports. This paper examines coverage by two Australian newspapers (The Courier‐Mail and The Australian) of the release of the Queensland Floods Commission of Inquiry's Interim Report and its Final Report to identify whether and how the news frame of blame was used. Given the absence of blame in the Final Report, the newspapers resorted to the frame of ‘failure’ in news and feature articles, while continuing to raise questions in editorials and opinion pieces about who was to blame. This study argues that situating coverage of the report within the news frame of failure and questioning who was to blame for the disaster limited the media's ability to facilitate a discussion about the prevention of similar disasters in the future.  相似文献

A disaster referred to by the press as the ‘UK flooding crisis’ occurred between December 2015 and January 2016. This study employed three different levels of analysis to identify a multidimensional perspective adopted in the disaster reporting of the British Broadcasting Corporation (BBC). These levels revealed details about the social actors and their interactions. The set of news exposed diverse viewpoints on the crisis, from loss and damage to distinct affected subgroups to the various social engagement actions of aid and the multiplicity of technical response measures. The conclusions highlight considerable social amplitude in the BBC's coverage; however, owing to the reductionist approach of this media communicator, the field of action involving different social actors was not very clear in the content of the news, particularly with regard to cohesion, conflict/obstruction, and concernthe concept of crisis in its essence. The starting-point of this paper is the assumption that credibility and the right to be heard are differentially distributed in any social system and therefore a 'hierarchy of credibility' exists. To test this, the media coverage of the Love Canal, New York, hazardous waste landfill disaster and six other disasters was examined to determine if this hierarchy exists in all cases. A hierarchy of credibility emphasising the views of established news sources with routine and habitual access to the media was demonstrated in the majority of events examined. However, the Love Canal disaster was one of two where this hierarchy was disrupted due to a number of factors. These included the contentious or political nature of the event, its duration, the extent of competition for credibility and coverage among news sources, the extent of information shortage, the type of news medium, the degree of sympathetic and representational salience of victims and the extent to which they organised and achieved status as 'newsmakers'. Building on disaster research, a model of the operation of the credibility hierarchy in coverage of disasters is presented and discussed.  相似文献

This paper examines the dependability of the Event Assessment Tool over time. The latter is part of a CD-ROM--Emergency Risk Communication CDCynergy--distributed primarily to public information officers in the United States by the Centers for Disease Control and Prevention. The Event Assessment Tool is designed to aid emergency professionals in identifying the magnitude of a crisis event and to suggest appropriate actions to confront such a situation. Applied twice during the 2001 anthrax bioterrorism crisis in Boca Raton, Florida, the tool functioned in a binary manner by first indicating a moderate crisis level (on 4 October) and then four days later (on 8 October) a highly intense crisis, suggesting that it is time sensitive. This anthrax event provides an opportunity for crisis and disaster managers to understand the dynamic nature of crises. Rapid changes during these types of events suggest that any metric used to predict intensity must account for this variability. Additional limitations and implications of the tool are discussed.  相似文献

The crisis cannot be attributed to any one cause, but rather it was the product of a number of interacting factors whose precise combination varied between countries. Drought, internal political and economic factors and an unfavourable external economic environment were significant contributory factors. Civil war and externally financed insurgency were primarily responsible for propelling a food crisis into a famine in four out of the six worst affected countries. Within the literature, there is a tendency for writers to emphasize the relative contribution of factors within their own disciplines. So far the literature on the responses, both within country and internationally, is comprised of eye witness accounts by journalists and evaluations by aid agencies of their performance. The international response by governments and the public was massive and unprecedented, but the response by governments, indigenous NGO's and the public within affected countries is often overlooked by the journalistic literature. Generalizations about "the African food crisis" have obscured the considerable diversity amongst countries. This is well illustrated by the experiences of Ethiopia, Kenya and Botswana. This diversity indicates the biased perspectives that arise from focussing on the extreme famines, as in Ethiopia. Research priorities should include studies of systems that coped during the crisis, historical analysis of the crisis, the way early warning information is processed within bureaucratic institutions, environmental degradation and fully integrated analysis of food production and consumption systems.  相似文献

Weather forecasts meet the classic economic definition of a public good, since the content can be easily relayed to non-payers and the cost of sharing the forecast with an additional person is zero. Freeriding by consumers leads to the potential for an inefficiently small supply of public goods by the market. Yet television networks and stations provide a large quantity of weather coverage. This paper explores the investment by US television stations in weather coverage. Specifically, we examine whether greater investments are made in cities where weather is potentially more dangerous. We find strong evidence that tornado risk drives coverage and weaker evidence for floods and hurricanes, but discover that snowfall is unrelated to investment. In addition, stations in larger markets invest more in weather coverage, and we also find regional patterns in coverage.  相似文献

South Asia is one of the regions of the world most vulnerable to natural disasters. Although news media analyses of disasters have been conducted frequently in various settings globally, there is little research on populous South Asia. This paper begins to fill this gap by evaluating local and foreign news media coverage of the earthquake in Nepal on 25 April 2015. It broadens the examination of news media coverage of disaster response beyond traditional framing theory, utilising community capitals (built, cultural, financial, human, natural, political, and social) lens to perform a thematic content analysis of 405 news items. Overall, financial and natural capital received the most and the least emphasis respectively. Statistically significant differences between local and foreign news media were detected vis‐à‐vis built, financial, and political capital. The paper concludes with a discussion of the social utility of news media analysis using the community capitals framework to inform disaster resilience.  相似文献

Post-disaster reconstruction (PDR) poses specific and complex challenges that government agencies have to deal with. Existing crisis management and communication models as well as literature on social media adoption by public organisations tend to focus on the critical stage, neglecting the issues that arise when the social, physical and cultural environments affected by a disaster have to be rebuilt. Conversely, this paper presents some preliminary findings on the Government to Citizen (G2C) communications and social media usage in PDR settings. The PDR process that followed the earthquakes in Emilia-Romagna (Northern Italy) in 2012 was used as a case study. Data derived from field notes and multiple-choice questionnaires revealed that government agencies provided information mainly about housing and infrastructure and financing and that they addressed this information to all citizens, although information was sometimes targeted specifically to business people, homeowners and members of community-based groups. Government officers gave preference to face-to-face contacts, Web portals and printed material. Social media were used predominantly as additional means of communication of PDR-related information, thus underrating their potential for community engagement and G2C bidirectional communication. In the discussions, findings are integrated into and validated against literature and communication theories.  相似文献

Information and communications technology (ICT), primarily mobile telephones and social media, is increasingly important in crisis and disaster response in developing countries. This fact raises an important question: in an information environment that includes traditional media such as radio and television, who are the people that trust information from ICT enough to act on it during a disaster? Drawing on a case study of and original survey data from the island nation of the Independent State of Samoa, this paper yields insights into who uses new technologies, particularly mobile telephones, to make decisions at the local level during crises such as natural disasters, as well as the socio‐political factors that motivate their behaviour. The results add to the growing pool of knowledge on utilisation of ICT and new technologies in developing countries for disaster response, and provide practical information on the social and political factors that lead people to trust different information sources and media.  相似文献

During 1999-2000, Ethiopia was brought to the edge of a major disaster, with some 10 million people estimated to be in need offood assistance at the height of the crisis. A repeat of the catastrophic famine of 1984-5 was avoided, but the numbers of people affected, the loss of life and the destruction of livelihoods made this one of the most serious crises in the Horn of Africa in the past 15 years. The humanitarian community has been slow to recognise the lessons of 1999-2000, and there have been surprisingly few attempts to conduct a serious, post-event evaluation of the overall crisis and response. The label famine averted' seems to summarise the crisis to the satisfaction of most parties involved. This paper reviews the crisis, the events that led up to it and the response effort. It examines thefactors that contributed to making this crisis so serious, in order to draw conclusions and note issues that are relevant to current thinking about disaster preparedness and response - in Ethiopia and elsewhere. Some of the lessons learned from the 1999-2000 crisis are not new. However, the veryfact that mistakes have been repeated should be a lesson to the humanitarian community.  相似文献

The people of the Democratic Republic of Congo for decades have been living in a situation of chronic crisis. Violence, population displacement and the destruction of infrastructure and health services have devastated the health of the population. In 2001, Médicins Sans Frontières conducted a survey in five areas of western and central DRC to assess mortality, access to health-care, vaccination coverage and exposure to violence. High mortality rates were found in front-line zones, mainly due to malnutrition and infectious diseases. In Basankusu approximately 10 per cent of the total population and 25 per cent of the under-five population had perished in the year before the survey. Humanitarian needs remain acute across the country, particularly near the front line. Infectious-disease control and treatment are a priority, as is increasing access to health-care. Humanitarian assistance must be increased considerably, especially in rural areas and zones that have been affected directly by conflict.  相似文献

Managing complex emergency situations is a challenging task, mainly due to the heterogeneity of the partners involved and the critical nature of such events. Whatever approach is adopted to support this objective, one unavoidable issue is knowledge management. In the context of our research project, gathering, formalising and exploiting all the knowledge and information about a given crisis situation is a critical requirement. This paper presents some research results concerning this specific topic: from a theoretical point of view, the generic dimensions of crisis characterisation are defined, while from a technical point of view, we describe a software solution able to collect that knowledge (based on meta‐models and ontologies). This is used to confront the characteristics of the situation (context) with characteristics of the resources (relief system) in order to design a suitable response. Finally, an illustrative example concerning a crash between a tanker truck and a train is described.  相似文献

The objective of this paper is to highlight the dimensions characterising the socialisation process in a crisis context. Based on the definition of organisational socialisation advanced by Van Maanen and Schein (1979) and employed later by Jones (1986), a crisis is presented as a passage from a ‘normal’ situation to an ‘exceptional’ situation. A crisis represents a socialisation context in the sense that it is a novel state in which actors must develop a different way of mobilising their knowledge, utilising their skills, and practicing their trade or profession. The paper discusses certain findings that have emerged from the literature on organisational socialisation, as well as from the testimony of actors who participated in efforts to manage the Quebec ice‐storm crisis of early 1998. It is hoped that this exploratory study's data will give rise to fruitful interaction between the field of organisational socialisation and that of crisis management.  相似文献

This case study reviews the experience of the Somalia Food Security Assessment Unit (FSAU) of operating a food security information system in the context of a complex emergency1 In particular, it explores the linkages between selected features of the protracted crisis environment in Somalia and conceptual and operational aspects of food security information work. The paper specifically examines the implications of context characteristics for the establishment and operations of the FSAU field monitoring component and for the interface with information users and their diverse information needs. It also analyses the scope for linking food security and nutrition analysis and looks at the role of conflict and gender analysis in food security assessment work. Background data on the food security situation in Somalia and an overview of some key features of the FSAU set the scene for the case study. This paper presents a synthesis of the guiding principles in crisis management in accordance with the four configurational imperatives (strategy, structure, leadership and environment) defined by Miller (1987) and outlines interventions in organisational development (OD) that may contribute to their achievement. The aim is to build a conceptual framework at the intersection of these two fields that could help to strengthen the resilient capabilities of individuals, organisations and communities to face crises. This incursion into the field of OD--to generate more efficient configurations of practices in crisis management--seems particularly fruitful considering the system-wide application of OD, based on open-systems theory (Burke, 2008). Various interventions proposed by OD in terms of human processes, structural designs and human resource management, as well as strategy, may help leaders, members of organisations and civil society apply effectively, and in a more sustainable way, the crisis management guiding principles defined by researchers.  相似文献

A commonly‐held belief is that natural disasters do not discriminate. This paper, though, poses the following theoretical question: what does the elision of race, class, and gender in the news media say about disasters in the neoliberal era? It draws on the author's analysis of two prominent newspapers—The New York Times and USA Today—and their coverage of the recovery process after devastating tornadoes in two towns in the United States (Tuscaloosa, Alabama, and Joplin, Missouri) in 2011. The study asserts that the narrative of the news media is one with which people are familiar and that it fits into larger ‘formula stories’. It utilises theoretical treatments of narrative to demonstrate how differences are erased and how they lead to complicity in hegemonic representations. Critical theory is used to elucidate why this occurs, and the paper sources Goldberg (2002) in suggesting that the news media employs ‘fantasies of homogenisation’ when representing post‐disaster communities.  相似文献
