The mounting frequency and intensity of natural hazards, alongside growing interdependencies between social‐technical and ecological systems, are placing increased pressure on emergency management. This is particularly true at the strategic level of emergency management, which involves planning for and managing non‐routine, high‐consequence events. Drawing on the literature, a survey, and interviews and workshops with Australia's senior emergency managers, this paper presents an analysis of five core challenges that these pressures are creating for strategic‐level emergency management. It argues that emphasising ‘emergency management’ as a primary adaptation strategy is a retrograde step that ignores the importance of addressing socio‐political drivers of vulnerabilities. Three key suggestions are presented that could assist the country's strategic‐level emergency management in tackling these challenges: (i) reframe emergency management as a component of disaster risk reduction rather than them being one and the same; (ii) adopt a network governance approach; and (iii) further develop the capacities of strategic‐level emergency managers.  相似文献

Thirty months after the Indian Ocean tsunami of 26 December 2004, thousands of families in Aceh Province, Indonesia, remained in temporary barracks while sanitation conditions and non‐governmental organisation support deteriorated. This study sought to determine the factors associated with functional impairment in a sample of 138 displaced and non‐displaced Acehnese children. Using multivariate linear regression models, it was found that displacement distance was a consistent predictor of impairment using the Brief Impairment Scale. Exposure to tsunami‐related trauma markers was not significantly linked with impairment in the model. Paternal employment was a consistent protective factor for child functioning. These findings suggest that post‐disaster displacement and the subsequent familial economic disruption are significant predictors of impaired functioning in children's daily activities. Post‐disaster interventions should consider the disruption of familiar environments for families and children when relocating vulnerable populations to avoid deleterious impacts on children's functioning.  相似文献

Child‐ and youth‐friendly spaces have become a common feature of emergency humanitarian provision. This study reports on the outcomes of child and youth learning centres (CYLCs) in Ethiopia's Buramino Camp established for those fleeing conflict in Somalia. Eighty‐five youths completed baseline assessments shortly after arrival and follow‐up assessments three to six months later. Caregivers of 106 younger children completed similar appraisals. 693 children attending the CYLCs completed pre‐ and post‐educational assessments, which indicated major gains—significant at p<0.0001—in both literacy (younger children, t=9.06; youth, t=13.87) and numeracy (younger children, t=13.94; youths, t=17.10). Children's CYLC attendance increased reports of met needs among caregivers (t=2.53, p<0.05) and youths (t=2.57, p<0.05), and, among caregivers but not youths, significantly moderated protection concerns (t=2.39, p<0.05, and t=?1.90, p=0.06, respectively). There was general improvement in psychosocial well‐being over time for all children; CYLC attendance predicted greater reductions in reported difficulties only among younger children (t=2.51, p<0.05).  相似文献

Corruption in emergency procurement reduces the resources available for life‐saving operations, lowers the quality of products and services provided, and diverts aid from those who need it most. 1 1 The paper is based on a study for a project of the Chr Michelsen Institute (CMI)'s U4 Anti‐Corruption Resource Centre entitled ‘Corruption in Emergencies’ (see http://www.u4.no ).
It also negatively influences public support for humanitarian relief, both in the affected country and abroad. This paper aims to unpack and analyse the following question in order to mitigate risk: how and where does corruption typically occur, and what can be done? Suggested strategies reflect a multi‐layered approach that stresses internal agency control mechanisms, conflict‐sensitive management, and the need for common systems among operators.  相似文献

Hazard vulnerability analysis (HVA) is used to risk‐stratify potential threats, measure the probability of those threats, and guide disaster preparedness. The primary objective of this project was to analyse the level of disaster preparedness in public hospitals in the Emirate of Abu Dhabi, utilising the HVA tool in collaboration with the Disaster Medicine Section at Harvard Medical School. The secondary objective was to review each facility's disaster plan and make recommendations based on the HVA findings. Based on the review, this article makes eight observations, including on the need for more accurate data; better hazard assessment capabilities; enhanced decontamination capacities; and the development of hospital‐specific emergency management programmes, a hospital incident command system, and a centralised, dedicated regional disaster coordination centre. With this project, HVAs were conducted successfully for the first time in health care facilities in Abu Dhabi. This study thus serves as another successful example of multidisciplinary emergency preparedness processes.  相似文献

Children in refugee camps, and particularly those with disabilities, face unique challenges in accessing education and are at high risk of being marginalised. Best practices suggest that main-streaming is the optimal strategy for serving students with disabilities. This study examines the extent to which mainstreaming in a refugee camp helps to promote children's prosocial behaviours, taking into account their emotional and behavioural problems. In Kakuma Refugee Camp, Kenya, researchers collected data from the parents of children currently enrolled in special needs education centres (n=65) and from those formerly enrolled at these facilities who transitioned to mainstream classrooms (n=81). Children in mainstream schools functioned better in terms of prosocial behaviours, but this relationship disappeared when factoring in children's emotional and behavioural difficulties. In the context of a refugee camp, mainstreaming alone is not likely to help children's psychosocial and educational functioning, which requires dedicated supports, appropriate facilities and infrastructure, and a dual focus on disability-specific and disability-inclusive initiatives.  相似文献

This paper explores peoples' indigenous survival strategies and assesses variations in people's ability to cope with floods in two flood‐prone villages in Bangladesh. It reveals that people continuously battle against flood vulnerability in accordance with their level of exposure and abilities, with varied strategies employed at different geophysical locations. The paper reports that people in an area with low flooding and with better socioeconomic circumstances are more likely to cope with impacts compared to people in areas with high and sudden flooding. Similarly, households' ability to cope varies depending on people's socioeconomic conditions, such as education, income and occupation. Although floods in Bangladesh generate socioeconomic misery and cause damage to the environment, health and infrastructure, people's indigenous coping strategies have helped them to reduce significantly their vulnerability. Such flood‐mitigating strategies should be well recognised and emphasised further via proper dissemination of information through an early‐warning system and subsequently external assistance.  相似文献

A lack of trust in the information exchanged via social media may significantly hinder decisionmaking by community members and emergency services during disasters. The need for timely information at such times, though, challenges traditional ways of establishing trust. This paper, building on a multi‐year research project that combined social media data analysis and participant observation within an emergency management organisation and in‐depth engagement with stakeholders across the sector, pinpoints and examines assumptions governing trust and trusting relationships in social media disaster management. It assesses three models for using social media in disaster management—information gathering, quasi‐journalistic verification, and crowdsourcing—in relation to the guardianship of trust to highlight the verification process for content and source and to identify the role of power and responsibilities. The conclusions contain important implications for emergency management organisations seeking to enhance their mechanisms for incorporating user‐generated information from social media sources in their disaster response efforts.  相似文献

An 8.8‐magnitude earthquake occurred off the coast of Chile on 27 February 2010, displacing nearly 2,000 children aged less than five years to emergency housing camps. Nine months later, this study assessed the needs of 140 displaced 0–5‐year‐old children in six domains: caregiver stability and protection; health; housing; nutrition; psychosocial situation; and stimulation. Multivariate regression was applied to examine the degree to which emotional, physical, and social needs were associated with baseline characteristics and exposure to the earthquake, to stressful events, and to ongoing risks in the proximal post‐earthquake context. In each domain, 20 per cent or fewer children had unmet needs. Of all children in the sample, 20 per cent had unmet needs in multiple domains. Children's emotional, physical, and social needs were associated with ongoing exposures amenable to intervention, more than with baseline characteristics or epicentre proximity. Relief efforts should address multiple interrelated domains of child well‐being and ongoing risks in post‐disaster settings.  相似文献

The selection of new settlement areas and the construction of safe buildings, as well as rendering built‐up areas safe, are of great importance in mitigating the damage caused by natural disasters. Most cities in Turkey are unprepared for natural hazards. In this paper, Çanakkale, located in a first‐degree seismic zone and sprawled around the Sartçay Delta, is examined in terms of its physical vulnerability to natural hazards. Residential areas are analysed using GIS (geographic information system) and remote‐sensing technologies in relation to selected indicators. Residential areas of the city are divided into zones according to an evaluation of geological characteristics, the built‐up area's features, and urban infrastructure, and four risk zones are determined. The results of the analysis show that the areas of the city suitable for housing are very limited. In addition, the historical centre and the housing areas near Sartçay stream are shown to be most problematic in terms of natural disasters and sustainability.  相似文献

Studies of coordination in human networks have typically presented models that require stable working relationships. These models cannot be applied to emergency response management, which demands distributed coordination in volatile situations. This paper argues that changes to interconnectedness of nodes in a network may have implications for the potential to coordinate. A social network‐based coordination model is proposed to explore an organizational actor's state of readiness in extreme conditions. To test this hypothesis, the study investigates survey data from state law enforcement, state emergency services and local law enforcement, presenting agency‐based (macro) and cross‐agency (micro) analysis on 224 completed questionnaires. The main findings are: (i) there is a positive correlation between network connectedness and the potential to coordinate; (ii) the concept of tiers within an emergency response network may exist and be characterized by the sub‐network with which an organization associates; (iii) a range or threshold characterizes how interconnected an organization at a given tier should be.  相似文献

Global maps of natural hazard occurrence and risk are useful tools for policy makers and international development organizations. The ranking of countries or regions by relative exposure provides a metric for prioritizing strategies for natural hazard mitigation and risk management, and for planning for response and recovery. However, the calculations underlying global natural hazard risk mapping depend on the availability and quality of geophysical and socio-economic data, which are highly variable from region to region, and may impede the application of global rankings to regional decision making. This paper summarizes a recent synthesis of natural hazard occurrence, exposure and loss data—the World Bank's “Hotspots” project—and describes the advantages and difficulties in such an approach. Several suggestions for more highly resolved, regional and sub-national analyses are made.  相似文献

China's disaster management system contains no law‐based presidential disaster declarations; however, the national leader's instructions (pishi in Chinese) play a similar role to disaster declarations, which increase the intensity of disaster relief. This raises the question of what affects presidential disaster instructions within an authoritarian regime. This research shows that China's disaster politics depend on a crisis threshold system for operation and that the public and social features of disasters are at the core of this system. China's political cycle has no significant impact on disaster politics. A change in the emergency management system has a significant bearing on presidential disaster instructions, reflecting the strong influence of the concept of rule of law and benefiting the sustainable development of the emergency management system. In terms of disaster politics research, unlocking the black box of China's disaster politics and increasing the number of comparative political studies will benefit the development of empirical and theoretical study.  相似文献

Worldwide, recognition of the growing risk faced by communities in many countries from natural hazard events has stimulated interest in promoting people's capacity to co-exist with often beneficial, but occasionally hazardous, natural processes by encouraging the adoption of preparedness measures. Starting from recognition that levels of hazard preparedness are generally low, this paper examines how people's decisions about hazard mitigation derive from how they interpret the hazards, their relationship with the hazards and the sources of information about hazards. It describes how interpretive processes at the person (outcome expectancy), community (community participation and collective efficacy) and societal (empowerment and trust) level interact to predict levels of hazard preparedness. The data support the argument that the effectiveness of public hazard education strategies community preparedness can be increased by integrating risk management activities with community development strategies. The cross-cultural validity of the model is discussed using data from communities in New Zealand, Indonesia and Japan. Testing the model across countries and hazards (e.g. earthquakes, volcanic hazards) supports its all-hazards and cross-cultural applicability. The theoretical (e.g. identifying the degree to which the processes that underpin how people respond to hazard threats are culturally equivalent) and practical (e.g. providing a common basis for collaborative learning and research between countries and providing risk management agencies in different cultures with access to a wider range of risk management options) implications of the cross-cultural equivalence of the model are discussed.  相似文献

Numerous Western researchers have examined the influence of Confucianism on development in Asia, but almost no South Korean researchers have studied the topic in regard to emergency management in their own country. This study begins by considering Confucianism as a social culture. Next, it goes on to evaluate its role in South Korea's emergency management system, contributing, ultimately, to efficiencies in emergency management. Drawing on a literature review and a case study, the paper assesses the double‐ and single‐faced approaches, using four major Confucian components: destiny; family; ritual; and relation. The double‐faced approach includes the positive and negative aspects of emergency management, whereas the single‐faced approach incorporates only its positive aspects. This paper provides, for the first time, a systematic analysis of the relationship between Confucianism and emergency management in South Korea. Its key finding is that the double‐faced approach needs to be transformed into a single‐faced approach through active facilitation of behavioural change.  相似文献

The development-disaster risk management agenda has been shaped over the last 25 years by development policies and practices that have isolated lesser developed countries' development agenda from dealing with risk to natural hazards, by intentional actions to create a theory and practice of disaster risk management alongside other cross-cutting issues, by attempting to nurture emergency management in the context of disaster risk management and by fostering competition for resources. Sovereign states, multilateral development banks and the international development community should collaborate in shifting paradigms to: consider all development actions as initiatives to reduce risk; separate emergency management policy and practice from disaster risk management; fold disaster risk management and climate change adaptation into development planning and lending processes so as to address risk to natural hazards; promote hazard, vulnerability and risk information as a public good; and insist on accountability and responsibility to natural hazard risk all along the development continuum.  相似文献

Immediate provision of information to the public is vital during mass casualty incidents (MCIs). Failure to implement rapidly a communication response system may result in the public overwhelming hospitals. This paper shares Israel's experience in developing and maintaining a national system for supplying information on the location and identification of casualties. ADAM interfaces online with hospitals' patient registration systems, and allows for immediate electronic transfer of designated data. The system permits information centres to access information on which hospital has admitted identified and unidentified casualties. The latter are photographed at the entrance to the hospital and the picture is stored in ADAM. The system enables hospitals and municipalities to ensure immediate availability and accessibility of information and thus (in our belief) mitigate the concerns of family and friends. Use of such an interface system is recommended as an integral element of emergency preparedness.  相似文献

Understanding the circumstances and conditions surrounding disaster‐attributed deaths may contribute to designing and implementing emergency preparedness and response programmes. This paper introduces a three‐step cluster analysis of multiple binary variables to investigate mortality patterns related to tropical cyclones. It is designed to overcome the difficulties of performing cluster analysis in a disaster database that is composed in part of nominal variables and is unavoidably incomplete owing to missing information. The first step in the process codes all variables as binary data in order to accommodate the nominal variables. The second step calculates Spearman's rank correlation coefficients for pairs of variables. And the third step subjects the correlation coefficients to cluster analysis. Data related to 1,575 deaths attributed to tropical cyclones (also known as typhoons) that struck Taiwan between 2000 and 2015 are used to illustrate the method. The results yield two distinct groups of variables that are worthy of further exploration.  相似文献

The paper applies the community resilience approach to the post‐disaster case of Pescomaggiore, an Italian village affected by the L'Aquila earthquake in 2009. A group of residents refused to accept the housing recovery solutions proposed by the government, opting for autonomous recovery. They developed a housing project in the form of a self‐built ecovillage, characterised by earthquake‐proof buildings made of straw and wood. The project is a paradigmatic example of a community‐based response to an external shock. It illustrates the concept of ‘community resilience’, which is widely explored in the scientific debate but still vaguely defined. Based on qualitative methodologies, the paper seeks to understand how the community resilience process can be enacted in alternative social practices such as ecovillages. The goal is to see under which conditions natural disasters can be considered windows of opportunity for sustainability.  相似文献

This paper focuses on the role of the formal response community's use of social media and crowdsourcing for emergency managers (EMs) in disaster planning, response and recovery in the United States. In‐depth qualitative interviews with EMs on the Eastern seaboard at the local, state and federal level demonstrate that emergency management tools are in a state of transition—from formal, internally regulated tools for crisis response to an incorporation of new social media and crowdsourcing tools. The first set of findings provides insight into why many EMs are not using social media, and describes their concerns that result in fear, uncertainty and doubt. Second, this research demonstrates how internal functioning and staffing issues within these agencies present challenges. This research seeks to examine the dynamics of this transition and offer lessons for how to improve its outcomes—critical to millions of people across the United States.  相似文献
