ABSTRACT: Driven by increasing concerns about bacterial pollution from agricultural sources, states such as Virginia have initiated cost sharing programs that encourage the use of animal waste best management practices (BMPs) to control this pollution. Although a few studies have shown that waste management BMPs are effective at the field scale, their effectiveness at the watershed scale and over the long term is unknown. The focus of this research was to evaluate the effectiveness of BMPs in reducing bacterial pollution at the watershed scale and over the long term. To accomplish this goal, a 1,163 ha watershed located in the Piedmont region of Virginia was monitored over a ten‐year period. Fecal coliforms (FC) and fecal streptococci (FS) were measured as indicators of bacterial pollution. A pre‐BMP versus post‐BMP design was adopted. Major BMPs implemented were manure storage facilities, stream fencing, water troughs, and nutrient management. Seasonal Kendall trend analysis revealed a significant decreasing trend during the post‐BMP period for FC concentrations at the watershed outlet, but not at the subwatershed level. Implementation of BMPs also resulted in a significant reduction in the geometric mean of FS concentrations. FC concentrations in streamflow at the watershed outlet exceeded the Virginia primary standard 86 and 74 percent of the time during pre‐BMP and post‐BMP periods, respectively. Corresponding exceedances for the secondary standard were 50 and 41 percent. Violations decreased only slightly during the post‐BMP period. The findings of this study suggest that although BMP implementation can be expected to accomplish some improvement in water quality, BMP implementation alone may not ensure compliance with current water quality standards.  相似文献

Stormwater runoff and associated pollutants from urban areas in the greater Chesapeake Bay Watershed (CBW) impair local streams and downstream ecosystems, despite urbanized land comprising only 7% of the CBW area. More recently, stormwater best management practices (BMPs) have been implemented in a low impact development (LID) manner to treat stormwater runoff closer to its source. This approach included the development of a novel BMP model to compare traditional and LID design, pioneering the use of comprehensively digitized storm sewer infrastructure and BMP design connectivity with spatial patterns in a geographic information system at the watershed scale. The goal was to compare total watershed pollutant removal efficiency in two study watersheds with differing spatial patterns of BMP design (traditional and LID), by quantifying the improved water quality benefit of LID BMP design. An estimate of uncertainty was included in the modeling framework by using ranges for BMP pollutant removal efficiencies that were based on the literature. Our model, using Monte Carlo analysis, predicted that the LID watershed removed approximately 78 kg more nitrogen, 3 kg more phosphorus, and 1,592 kg more sediment per square kilometer as compared with the traditional watershed on an annual basis. Our research provides planners a valuable model to prioritize watersheds for BMP design based on model results or in optimizing BMP selection.  相似文献

ABSTRACT: Watershed management strategies generally involve controlling nonpoint source pollution by implementing various best management practices (BMPs). Currently, stormwater management programs in most states use a performance‐based approach to implement onsite BMPs. This approach fails to link the onsite BMP performance directly to receiving water quality benefits, and it does not take into account the combined treatment effects of all the stormwater management practices within a watershed. To address these issues, this paper proposes a water quality‐based BMP planning approach for effective nonpoint source pollution control at a watershed scale. A coupled modeling system consisting of a watershed model (HSPF) and a receiving water quality model (CE‐QUAL‐W2) was developed to establish the linkage between BMP performance and receiving water quality targets. A Monte Carlo simulation approach was utilized to develop alternative BMP strategies at a watershed level. The developed methodology was applied to the Swift Creek Reservoir watershed in Virginia, and the results show that the proposed approach allows for the development of BMP strategies that lead to full compliance with water quality requirements.  相似文献

Governmental agencies, nongovernmental organizations, and agricultural organizations promote water quality trading programs as an innovative policy to engage agricultural producers in conservation activities. Cost analyses suggest regulated sources can reduce compliance costs by purchasing agricultural nonpoint source credits. Yet, such “point‐nonpoint” trades are rare. This article assesses the demand for agricultural nonpoint sources in well‐developed nutrient trading programs in Virginia for industrial and municipal wastewater treatment plants, municipal stormwater programs, and land developers. Evidence suggests nutrient trading programs in Virginia will not stimulate investments in pollutant reduction practices on working agricultural lands. The lack of demand for agricultural nonpoint source credits can be attributed to a substantial degree to the design features and incentives present in multiple overlapping regulatory programs. The legal setting that dampens regulated source demand for nonpoint source credits in Virginia is broadly representative of conditions found elsewhere in the United States.  相似文献

Implementing agricultural best management practices (BMPs) is influenced by a balance of desired environmental outcomes, economic feasibility, and stakeholder familiarity, the latter taken to be related to BMP acceptability. To explore this balance, we developed a multi‐objective decision support system for allocating BMP type and placement by coupling the Soil and Water Assessment Tool with a nondominated sorted genetic algorithm that minimizes total phosphorus (TP) yields from agricultural hydrologic response units (HRUs) and costs, while using stakeholder BMP familiarity as a constraint; conventional tillage, no tillage, nutrient management, riparian buffers, and contour cropping were explored. Using constraints representing current conditions, the optimization resulted in 59.6 to 81.0% reduction in agricultural TP yield from HRUs at costs ranging between US $0.8 and US $5.3 million. The constrained optimization tended to select mostly single BMPs or at most two BMPs for a given HRU due to these BMPs having higher acceptability to stakeholders. In contrast, the unconstrained case, representing full familiarity, selected 2‐ and 3‐BMP applications. There was little difference in costs between the constrained and unconstrained cases below an 80% TP yield reduction; however, significant differences were found at larger reductions, supporting the value of stakeholder education and extension efforts. ABSTRACT: A model was developed to evaluate the cost-effectiveness of alternative “best management practice” (BMP) implementation schemes on two agricultural basins in Florida. The model selectively applies BMPs throughout the basin on a field by field basis, estimates the associated costs, and predicts the relative water quality improvement (reductions in nitrogen and phosphorus). The water quality model links field scale simulation (for detailed BMP evaluation) with basin delivery and attenuation functions to predict the basin-wide effects of any combination of BMPs. Fifteen BMP scenarios were evaluated to aid in prioritizing BMPs for implementation in these basins. Applying the maximum level of BMPs is estimated to cost around $1.2 million (annually), while the four most cost-effective BMPs would cost only one quarter as much, yet are projected to provide approximately 90 percent of the water quality improvement.  相似文献

The effects of increases in effective impervious area (EIA) and the implementation of water quality protection designed detention pond best management practices (BMPs) on storm runoff and stormwater quality were assessed in Gwinnett County, Georgia, for the period 2001‐2008. Trends among eight small watersheds were compared, using a time trend study design. Significant trends were detected in three storm hydrologic metrics and in five water quality constituents that were adjusted for variability in storm characteristics and climate. Trends in EIA ranged from 0.10 to 1.35, and changes in EIA treated by BMPs ranged from 0.19 to 1.32; both expressed in units of percentage of drainage area per year. Trend relations indicated that for every 1% increase in watershed EIA, about 2.6, 1.1, and 1.5% increases in EIA treated by BMPs would be required to counteract the effects of EIA added to the watersheds on peak streamflow, stormwater yield, and storm streamflow runoff, respectively. Relations between trends in EIA, BMP implementation, and water quality were counterintuitive. This may be the result of (1) changes in constituent inputs in the watersheds, especially downstream of areas treated by BMPs; (2) BMPs may have increased the duration of stormflow that results in downstream channel erosion; and/or (3) spurious relationships between increases in EIA, BMP implementation, and constituent inputs with development rates.  相似文献

Abstract: A simple spreadsheet model was used to evaluate potential water quality benefits of high‐density development. The question was whether the reduced land consumed by higher density development (vs. standard suburban developments) would offset the worse water quality generated by a greater amount of impervious surface in the smaller area. Total runoff volume and per acre loadings of total phosphorous, total nitrogen, and total suspended solids increased with density as expected, but per capita loadings and runoff decreased markedly with density. For a constant or given population, then, higher density can result in dramatically lower total loadings than more diffuse suburban densities. The model showed that a simple doubling of standard suburban densities [to 8 dwelling units per acre (DUA) from about 3 to 5 DUA] in most cases could do more to reduce contaminant loadings associated with urban growth than many traditional stormwater best management practices (BMPs), and that higher densities such as those associated with transit‐oriented development could outperform almost all traditional BMPs, in terms of reduced loadings per a constant population. Because higher density is associated with vibrant urban life, building a better city may be the best BMP to mitigate the water quality damage that will accompany the massive urban growth expected for the next several decades.  相似文献

Stormwater utility fees (SUFs) are one way to fill the growing gap between stormwater management needs and available funding. However, there is a lack of data on the overall role they play in stormwater program budgets. This paper presents an evaluation of SUFs across multiple jurisdictions to understand their contributions to overall revenue, the uses of revenue, and the extent to which ratemaking is equitable within and between jurisdictions. We compiled data on SUFs for 124 jurisdictions and program budgets for 80 jurisdictions to describe the composition of revenues and influence of municipal stormwater permit status. We also calculated SUFs applied to individual parcels in 11 jurisdictions to assess two equity outcomes: proportionality and affordability. Results indicate that SUF revenue contributed 91% of the $537.7 million in total 2019 stormwater program operational revenue. There was enormous variation among jurisdictions in annual SUF revenue per capita ($17–328), per housing unit ($42–1007), and on an area-normalized basis (<$0.01–2.70 per ft2 impervious surface). SUFs in some cities were large enough to burden low-income households, and the way they are billed may preclude assistance for renters. In the context of escalating costs driven in part by new regulatory requirements, these results illustrate the tension between achieving full cost recovery for stormwater services and ensuring prices are affordable for ratepayers.  相似文献

A comprehensive synthesis of data from empirically based published studies and a widely used stormwater best management practice (BMP) database were used to assess the variability in nitrogen (N) removal performance of urban stormwater ponds, wetlands, and swales and to identify factors that may explain this variability. While the data suggest that BMPs were generally effective on average, removal efficiencies of ammonium (NH4), nitrate (NO3), and total nitrogen (TN) were highly variable ranging from negative (i.e., BMPs acting as sources of N) to 100%. For example, removal of NO3 varied from (median ±1 SD) ?15 ± 49% for dry ponds, 32 ± 120% for wet ponds, 58 ± 210% for wetlands, and 37 ± 29% for swales. Across the same BMP types, TN removal was 27 ± 24%, 40 ± 31%, 61 ± 30%, and 50 ± 29%. NH4 removal was 9 ± 36%, 29 ± 72%, 31 ± 24%, and 45 ± 34%. BMP size, age, and location explained some of the variability. For example, small and shallow ponds and wetlands were more effective than larger, deeper ones in removing N. Despite well‐known intra‐annual variation in N fluxes, most measurements have been made over short time periods using concentrations, not flow‐weighted N fluxes. Urban N export is increasing in some areas as large storms become more frequent. Thus, accounting for the full range of BMP performance under such conditions is crucial. A select number of long‐term flux‐based BMP studies that rigorously measure rainfall, hydrology, and site conditions could improve BMP implementation.  相似文献

This article reviews the key, cross‐cutting findings concerning watershed‐scale cost‐effective placement of best management practices (BMPs) emerging from the National Institute of Food and Agriculture Conservation Effects Assessment Project (CEAP) competitive grants watershed studies. The synthesis focuses on two fundamental aspects of the cost‐effectiveness problem: (1) how to assess the location‐ and farmer‐specific costs of BMP implementation, and (2) how to decide on which BMPs need to be implemented and where within a given watershed. Major lessons learned are that (1) data availability remains a significant limiting factor in capturing within‐watershed BMP cost variability; (2) strong watershed community connections help overcome the cost estimation challenges; (3) detailing cost components facilitates the transferability of estimates to alternative locations and/or economic conditions; and (4) implicit costs vary significantly across space and farmers. Furthermore, CEAP studies showed that (5) evolutionary algorithms provide workable ways to identify cost‐effective BMP placements; (6) tradeoffs between total conservation costs and watershed‐scale cost‐effective water quality improvements are commonly large; (7) quality baseline information is essential to solving cost‐effectiveness problem; and (8) systemic and modeling uncertainties alter cost‐effective BMP placements considerably.  相似文献

Economic costs, water quantity/quality benefits, and cost effectiveness of agricultural best management practices (BMPs) at a watershed scale are increasingly examined using integrated economic‐hydrologic models. However, these models are typically complex and not user‐friendly for examining the effects of various BMP scenarios. In this study, an open source geographic information system (GIS)‐based decision support system (DSS), named the watershed evaluation of BMPs (WEBs), was developed for creating BMP scenarios and simulating economic costs and water quantity/quality benefits at farm field, subbasin, and watershed scales. This DSS or WEBs interface integrated a farm economic model, the Soil and Water Assessment Tool (SWAT), and an optimization model within Whitebox Geospatial Analysis Tools (GAT), an open source GIS software. The DSS was applied to the 14.3‐km2 Gully Creek watershed, a coastal watershed in southern Ontario, Canada that drains directly into Lake Huron. BMPs that were evaluated included conservation tillage, nutrient management, cover crop, and water and sediment control basins. In addition to assessing economic costs, water quantity/quality benefits, and cost effectiveness of BMPs, the DSS can be also used to examine prioritized BMP types/locations and corresponding economic and water quantity/quality tradeoffs in the study watershed based on environmental targets or budget constraints. Further developments of the DSS including interface transfer to other watersheds are also discussed. The purpose of this study is to develop a model for optimal nonpoint source pollution control for the Fei-Tsui Reservoir watershed in Northern Taiwan. Several structural best management practices (BMPs) are selected to treat stormwater runoff. The complete model consists of two interacting components: an optimization model based on discrete differential dynamic programming (DDDP) and a zero-dimensional reservoir water quality model. A predefined procedure is used to locate suitable sites for construction of various selected BMPs in the watershed. In the optimization model, the objective function is to find the best combination of BMP type and placement, which minimizes the total construction and operation, maintenance, and repair (OMR) costs of the BMPs. The constraints are the water quality standards for total phosphorus (TP) and total suspended solids (TSS) concentrations in the reservoir. A zero-dimensional reservoir water quality model of the Vollenweider type is embedded in the optimization framework to simulate pollutant concentrations in Fei-Tsui Reservoir. The resulting optimal cost and benefit of water quality improvement are depicted by the model-derived trade-off curves. The modeling framework developed in the present study could be used as an efficient tool for planning a watershed-wide implementation of BMPs for mitigating stormwater pollution impact on the receiving water bodies.  相似文献

Stormwater management upgrade and maintenance costs in the province of Ontario are significant. As capital grant programs decline, municipalities are exploring alternative means for financing the abatement of stormwater quantity and quality problems. User pay financing represents one such option. The economic, institutional and legal issues related to implementing user pay financing of stormwater management in Ontario are addressed using the Regional Municipality of Ottawa-Carleton (RMOC) as a case-study. The paper reviews the experience with user pay stormwater management programs in Canada and the USA, and recent stormwater issues and financing needs in the RMOC. The presented spreadsheet rate model is based on stormwater quantity and quality considerations and best management practices (BMPs) for various land-use categories. The modelling results vary depending on the inclusion or exemption of certain land-use categories and whether BMPs are implemented. Preliminary results indicate the monthly stormwater user charges are comparable with those charged in USA programs. In Ontario, existing statutes provide the enabling legislation for stormwater user charges, and there are no legal or regulatory barriers to implementing them. However, program we start-up costs and public perception could be significant obstacles to instituting user charges.  相似文献

DOI: 10.1111/j.1752-1688.2010.00481.x Abstract: Wet retention ponds are widely used structural stormwater best management practices (BMPs) with the primary goals of reducing peak flows and extending flow duration. Despite widespread use, few field-based studies have evaluated the success of wet retention ponds at meeting these goals. We determined pond elevation, flow rate, and pond volume over four years in five suburban watersheds in James City County, Virginia. We selected five ponds designed under regulations requiring a 24 hour inflow-to-outflow centroid lag time for a one year, 24 hour design storm. We used pressure transducers to measure pond water surface elevation at 5 min intervals, and calculated pond outflow and volume using rating curves obtained from site stormwater management plans (SWMPs). Peak inflows, peak outflows, and runoff ratios frequently exceeded SWMP calculations in measured events. Four ponds never achieved the required 24 hour inflow-to-outflow centroid lag for storms similar to the one year, 24 hour storm. These BMPs fail to achieve regulatory goals for channel protection because of regulatory loopholes, underprediction of rainfall intensity, unrealistic predictions of postdevelopment flows in SWMPs, and the inability of wet retention ponds to reduce overall runoff volume. While specific to one locality, the shortcomings highlighted suggest similar field-based assessments of retention pond performance are needed in other locations.  相似文献

DOI: 10.1111/j.1752‐1688.2010.00511.x Abstract: The South Nation River watershed has a regulated water quality trading program. Legally, wastewater dischargers must not discharge any increased loading of phosphorus (P) into receiving waters. New wastewater systems are now choosing trading instead of traditional P removal technology, and point source dischargers are buying P credits from rural landowners, primarily farmers. These credits are generated by constructing nonpoint source pollution control measures. Mathematical formulae are used to calculate the credits of P removed by each measure. A successful trading program requires several conditions, including community agreement, legislative backing, credit and cost certainty, simplified delivery and verification, written instruments, and legal liability protection. South Nation Conservation, a community‐based watershed organization, is the broker handling the transactions for these P credits. The program is run by a multi‐stakeholder committee, and all project field visits are done by farmers and not paid professionals. An independent evaluation showed higher opinions for the broker and regulatory agency, and most farmers were willing to, or had already, recommended the program to other farmers.  相似文献

Forestry best management practices (BMPs) reduce sedimentation by minimizing soil erosion and trapping sediment. These practices are particularly important in relation to road construction and use due to the heightened potential for sediment delivery at stream crossings. This study quantifies the implementation and effectiveness of BMPs at 75 randomly selected forest road stream crossings on recent timber harvests in the Mountains, Piedmont, and Coastal Plain regions of Virginia. Road characteristics at stream crossings were used to estimate erosion using the Universal Soil Loss Equation for Forests and the Water Erosion Prediction Project for Roads. Stream crossings were evaluated based on the Virginia Department of Forestry (VDOF) BMP manual guidelines and categorized as BMP?, BMP‐standard, or BMP+ based on the quality of road template, drainage, ground cover, and stream crossing structure. BMP implementation scores were calculated for each stream crossing using VDOF audit questions. Potential erosion effects due to upgrading crossings were estimated by adjusting ground cover percentage and approach length parameters in the erosion models. Results indicate that erosion rates decrease as BMP implementation scores increase (p < 0.05). BMP‐standard and BMP+ ratings made up 83% of crossings sampled, with an average erosion rate of 6.8 Mg/ha/yr. Hypothetical improvements beyond standard BMP recommendations provided minimal additional erosion prevention.  相似文献

By discharging excess stormwater at rates that more frequently exceed the critical flow for stream erosion, conventional detention basins often contribute to increased channel instability in urban and suburban systems that can be detrimental to aquatic habitat and water quality, as well as adjacent property and infrastructure. However, these ubiquitous assets, valued at approximately $600,000 per km2 in a representative suburban watershed, are ideal candidates to aid in reversing such cycles of channel degradation because improving their functionality would not necessarily require property acquisition or heavy construction. The objective of this research was to develop a simple, cost‐effective device that could be installed in detention basin outlets to reduce the erosive power of the relatively frequent storm events (~ < two‐year recurrence) and provide a passive bypass to maintain flood control performance during infrequent storms (such as the 100‐year recurrence). Results from a pilot installation show that the Detain H2O device reduced the cumulative sediment transport capacity of the preretrofit condition by greater than 40%, and contributed to reduced flashiness and prolonged baseflows in receiving streams. When scaling the strategy across a watershed, these results suggest that potential gains in water quality and stream channel stability could be achieved at costs that are orders of magnitude less than comparable benefits from newly constructed stormwater control measures.  相似文献

Eight stormwater user fees (SUFs) were applied to the City of Roanoke and the Town of Blacksburg, Virginia, to determine the effect each has on how land use type impacts the sources of revenue. Roanoke is larger and includes more industrial areas, but less multifamily impervious areas than Blacksburg, which translates differently in the SUFs. Residential parcels comprise the highest percentage of the revenue in all eight SUFs in Blacksburg and four in Roanoke. For both municipalities, two specific SUFs consistently comprised the highest percentage burden for residential homeowners while three other SUFs demonstrated the highest burden for commercial parcels. Open space parcels contain little impervious area, yet account for up to 27% of the revenue in the Blacksburg Area fee structure. Industrial parcels comprise more revenue in Roanoke, averaging 10.1‐4.5% in Blacksburg. Fee types that are easier to administer (e.g., Flat fees) may not fully represent the stormwater contribution from the parcels. SUF types that more accurately represent the stormwater burden on the municipality are also more administratively intensive and are more variable with fee factors.  相似文献

Abstract: Total Maximum Daily Load (TMDL) implementation generates benefits and costs from water quality improvements, which are rarely quantified. This analysis examines a TMDL written to address bacteria and aquatic‐life‐use impairments on Abrams and Opequon Creeks in Virginia. Benefits were estimated using a contingent valuation survey of local residents. Costs were based on the number and type of best management practices (BMPs) necessary to achieve TMDL pollution reduction goals. BMPs were quantified using watershed‐scale water quality simulation models (Generalized Watershed Loading Function and Hydrological Simulation Program‐FORTRAN). Based on our projections, the costs to achieve TMDL induced pollution reduction goals outweigh the estimated benefits. Benefit‐cost ratios ranged between 0.1 and 0.3.  相似文献
